Subject: Tully Rd/Second Street Sewer and Water Improvement Project Acceptance and Notice of Completion
Enclosure: Notice of Completion

Recommended Council Action:
Adopt Resolution No. 2026-06, accepting the Tully Rd./Second Street Sewer and Water Improvement Project as complete and authorizing the City Clerk to file a Notice of Completion with the Stanislaus County Clerk-Recorder.
Background and Overview:
On June 13, 2022, the City Council adopted Resolution No. 2022-20 awarding the Tully Road Sewer and Water Improvement Project to United Pavement Maintenance in the contract amount of $1,247,017.30. Council also authorized a 10% construction contingency ($124,701.73) and a 10% set-aside for construction testing and inspections ($124,7017.13).
The project included sewer and water improvements on Tully Road and sewer improvements on 2nd Street. Work consisted of bursting in place the old DFA industrial sewer line, utilizing the existing residential line, removing old sewer and water laterals, and installing new sewer and water laterals at parcels along Tully Road with active service connections.
Construction commenced in 2022 following issuance of the Notice to Proceed. During construction, an unforeseen incident occurred involving slurry intrusion into the Tully Road Church of Christ Church and Parsonage due to unknown laterals connected to the former industrial line. As previously reported to Council in March 2023, the incident required extensive coordination between the contractor, insurance carriers, and legal counsel to resolve damage claims and associated liability issues.
While the physical improvements were substantially completed in 2023, the project could not be formally closed out pending resolution of these outstanding matters. Those issues CITY COUNCIL AGENDA ITEM NO. 3.3

have now been resolved, and all contractual obligations associated with the project have been satisfied.
Discussion:
All work required under the construction contract has been completed in accordance with the approved plans and specifications. Punch list items have been addressed to the satisfaction of City staff. Final quantities have been reviewed, change orders reconciled, and contract documentation finalized. With the resolution of the insurance and liability matters related to the slurry intrusion incident, there are no outstanding claims or disputes preventing project closeout.
Fiscal Impact:
The final total project cost is $1,427,866.46, which includes construction, contingency utilization, and construction testing and inspection services. The project was funded through the Sewer Fixed Asset Replacement Fund (Fund 215) and the Water Fixed Asset Replacement Fund (Fund 255). Sufficient funds were available and previously appropriated in both funds to cover all project-related expenses. The project was completed within the overall authorized budget of 1,496,420.70.

Staff Recommendation:
Receive the Parks, Recreation and Entertainment Commission recommendation, Direct staff to return with a Policy compliance checklist and options that Council to act based on objective criteria, including: 1) confirmation of required family contact/support prior to any final naming action; 2) confirmation that the proposed name is not duplicative/confusing; 3) a cost estimate and funding source for signage/plaque and administrative updates; and 4) alternatives that do not require renaming (e.g., recognition plaque/program) and/or a geographic name option. Staff recommend continuing this item to a future meeting after the above information is completed, if needed.
Background and Overview:
The City of Hughson has adopted a Parks & Facilities Naming/Re-Naming Policy to provide a clear, consistent, and transparent process for naming or renaming City parks and facilities.
The policy recognizes that park naming is a permanent and meaningful act that carries historical, cultural, and community significance.
The Community Development Department has received a written request from Hughson resident Luis Arroyo proposing that the City park commonly referred to as Euclid Park and located within the Fieldstone development, be named in honor of a long-time community member, Dinella Madrigal affectionately known as “Danee”. The request was submitted in CITY COUNCIL AGENDA ITEM NO. 6.1
SECTION 6: NEW BUSINESS

accordance with the policy’s requirement that naming proposals be directed to the Community Development Director for initial review and processing.
The proposed park is an existing neighborhood park that serves residents of the surrounding subdivision and broader community. The park is currently identified by its geographic location and has not previously been named in honor of an individual.
Discussion:
The request proposes naming Euclid Park after an individual and includes information regarding community participation and local involvement. Because naming is a permanent act and the Policy directs the City to avoid names that could be perceived as controversial or divisive, staff is presenting this matter in a manner that supports a fact-based decision and provides alternatives for Council consideration.
The Parks & Facilities Naming/Re-Naming Policy establishes criteria and a multi-step review process for naming City parks. Under the policy, the Parks, Recreation and Entertainment Commission is responsible for reviewing requests, considering public benefit and community values, and making a recommendation to the City Council, which retains final authority.
In evaluating the request, the Council’s review is guided by the Parks & Facilities Naming/Re-Naming Policy. The policy directs consideration of whether the proposed name reflects the City’s historical, cultural, and community values, and whether the individual being honored demonstrated exceptional and long-term service or contributions to the City or surrounding area. This item is being presented to the Council for consideration and discussion, and to provide recommendations based on the criteria and processes established in the City’s Parks & Facilities Naming/Re-Naming Policy.
The Parks, Recreation and Entertainment Commission originally reviewed this item at the January meeting but did not provide a recommendation that was compliant with the adopted policy. The item was then returned to the Commission at their last regularly scheduled meeting on February 10, 2026, for their recommendation. In accordance with the policy, the Commission made a recommendation to the City Council to approve the naming of the park located within the Fieldstone subdivision, known as Euclid Park in honor of Danella “Danee” Madrigal.
The City Council retains final action discretion to approve, deny, or continue the request.
Policy Compliance Checklist (for Council record):

Re: Naming of city park for long-time Hughson resident
Dear Community Development Director,
I am writing this letter to request the naming of a city park To: Community Development Director
From: Luis Arroyo, Hughson Resident
Re: Proposal to Name City Park in Honor of Dinella Madrigal Dear Community Development Director,
I am writing to passionately advocate for the naming of a city park in honor of a remarkable long-time resident of Hughson, Dinella Madrigal, affectionately known as “Danee.” Her profound impact on our community and her enduring spirit make her a deserving candidate for this recognition.
Dinella’s unexpected passing on May 4th, 2025, left a void in our community that is deeply felt by all who knew her. However, it is not her loss that we should mourn, but rather celebrate the extraordinary life she led—a life characterized by compassion, unwavering support for her neighbors, and a genuine commitment to service.
As a lifelong resident of Hughson and a second-generation citizen, Dinella exemplified what it means to care for one’s community. She was actively involved in local events and sports, dedicating countless hours to improve the quality of life for all residents. A shining example of her dedication can be found in her work with the Hughson Historical Society, where she played an instrumental role in getting a headstone approved for Howard Hiram “Hi” Hughson—a significant achievement that underscored the importance of preserving our town’s rich heritage.
Dinella’s influence extended far beyond the historical; she was a vital leader in the community, particularly as an active participant in the PTC at Lucas Elementary School.
Her exceptional fundraising abilities raised thousands of dollars for vital programs, demonstrating her deep-seated commitment to nurturing the next generation. Dinella helped establish the Lucas Scholarship Fund, fostering opportunities for local students and strengthening community bonds.
Moreover, her dedication to the community was evident through her nearly twenty-year involvement with KAT Country. By bringing artists to local venues, she not only elevated the entertainment scene but also created a sense of pride in our local culture. Dinella's efforts to enhance our community were tireless—she truly embodied the spirit of Hughson.
Outside of her many roles, Dinella was a devoted mother and friend. Whether she was cheering on her daughters at sports events or welcoming new families to town, her infectious spirit made everyone feel valued and included. The community’s response to her passing spoke volumes, with nearly 1,000 individuals attending a vigil to honor her memory.
The sheer number of attendees at her visitation is a testament to the warmth and connection she fostered within our town.
I propose that we name the park located at 1539 Euclid Rd—nestled in the Fieldstone development and in the heart of the community Dinella cherished—in her honor. Erecting a sign and plaque will serve as a lasting tribute to her legacy, ensuring that future generations understand the extraordinary person she was and the indelible mark she left on all our lives.
The vision and mission statements of our town emphasize preserving Hughson’s unique spirit and continually improving our community. Dinella embodied these ideals in everything she did. By honoring her memory with the naming of this park, we will not only pay tribute to her contributions but also reinforce the values that make Hughson a truly great place to live.
Thank you for considering this heartfelt request.

Resolution No. 2025-31
Parks & Facilities Naming/Re-Naming Policy
Introduction
The naming or renaming of parks and facilities is complex and sometimes emotional since assigning a name is a powerful and permanent identity for a public place and/or facility. The naming and renaming of parks and/or facilities often require significant resources in terms of changing names on signs, maps, and literature. In addition, excessive and constant name change can be the source of confusion to the public. The purpose of this policy is to provide clear and consistent guidance to those that have an interest in the naming and/or renaming of the City’s parks and/or facilities.
The City values tradition, community heritage, respect for local history, and seeks to ensure names reflect these priorities.
Purpose
The purpose of this policy is to provide clear and consistent guidance to those that have an interest in the naming and/or renaming of the City’s parks and/or facilities. This ensures the names:
a. Reflect the geographic, historical, cultural, and environmental heritage of the City. b. Provide opportunities to honor individuals, organizations, or events that have made significant, lasting contributions to the City.
c. Prevent duplicate or confusing names.
d. Maintain a transparent, community-based process for considering naming proposals.
Honoring Our Heroes
The City of Hughson deeply values the sacrifices of fallen law enforcement officers, soldiers, and veterans. Due to the limited number of parks and facilities, the City acknowledges the challenge of honoring one life over another and strives to approach naming decisions with respect and equity.
Naming Process Overview
Submission: Requests must be submitted to the Community Development Director.
Requests should clearly state the proposed name and reasoning, including how it reflects the City’s local history, geography, or values.
Adopted by the City Council 9/8/2025
Resolution No. 2025-31
Review Process
Commission Review: The Parks, Recreation and Entertainment Commission will review requests. The Commission may seek public input and will provide a recommendation in accordance with the naming criteria in this policy to the City Council.
City Council Review: The City Council will review the Commission’s recommendations at a public meeting. The City Council’s decision is final.
Family Notification: Prior to final approval, city staff shall contact family members of any potential namesakes to ensure their support of the
recommendation.
Conclusion: The naming process concludes upon City Council’s final approval.
Naming Criteria
The name of a park or facility is a permanent and meaningful act. Names should reflect the history, geography, and community values of Hughson. Final selection of names is subject to the sole discretion of the City Council, with strong consideration for consistency with this Policy.
Names proposed for City parks and facilities should:
1. Reflect historical or cultural significance of the area (demonstrated through research and documentation).
2. Include prominent geographical locations (e.g., nearby streets, subdivisions, schools).
3. Not duplicate or closely resemble names of other parks or public facilities in the City or immediate area.
4. Avoid names that could be deemed controversial, divisive, or inconsistent with the community’s values and character.
5. Only be considered for individuals when honoring those with exceptional, long-term service or contributions to the City or the surrounding area. o Individuals currently holding public offices, current City employees, or living people will not be considered except in truly exceptional cases as determined by City Council with clear community support.
6. Not commemorate companies, commercial entities, organizations, or causes for the purpose of advertising or publicity, except as authorized by an approved naming rights/sponsorship agreement.
Adopted by the City Council 9/8/2025
Resolution No. 2025-31
Renaming of Existing Parks or Facilities
Proposals to rename parks and/or facilities whether for a major gift or community request are generally discouraged, due to significant costs, potential disruption of neighborhood identity, and other practical considerations. Names that have become well-established and embraced by the community will be retained except in cases where compelling reasons exist, supported by strong and clear public sentiment from the broader community. Wherever possible, historical or commonly recognized place names will be preserved.
The City Council may add to an existing name, rather than replacing it outright, in special circumstances to recognize new contributions or historical developments.
Community contributions toward signage costs may be considered during the approval process.
