ANNUAL REPORT

INTRODUCTION
California Government Code Section 65400 requires each municipality to prepare and submit an Annual Progress Report (APR) on its General Plan to its legislative body (City Council), the Governor’s Office of Planning and Research (OPR), and the California Department of Housing and Community Development (HCD) by April 1 of each year.

The APR serves as a key accountability and planning tool by assessing the City's progress in implementing the General Plan, including the effectiveness of its goals, policies, and implementation measures. It also evaluates the City's progress in meeting its share of the Regional Housing Needs Allocation (RHNA) as required by state housing law. Additionally, the report must detail local efforts to remove governmental constraints on housing development, maintenance, and improvement.

To ensure compliance with state planning guidelines, the APR must confirm that the City's General Plan aligns with Government Code Section 65040.2 and documents the date of its last revision. The report should also identify any necessary updates or modifications to enhance local implementation. Furthermore, it must provide a clear correlation between land use decisions made during the reporting period and the goals, policies, and implementation measures outlined in the General Plan.

Beyond tracking progress, the APR plays a crucial role in the state housing element review process, helping to ensure that the City’s planning efforts align with state housing laws and regional planning objectives. It may also highlight major development projects, policy changes, and zoning amendments that impact land use and housing availability.

Failure to submit a timely and compliant APR could affect the City’s eligibility for state funding programs, such as housing and infrastructure grants, which require up-to-date General Plan reporting.

2025 Annual General Plan Progress Report | March 17, 2026 2

GENERAL PLAN
Hughson’s General Plan was adopted on December 12, 2005, and serves as the City's long-term blueprint for growth and development. The General Plan contains the seven state-required elements, which include land use, circulation, housing, conservation, open space, noise, and safety. The latest housing element, which is in the process of being updated, was adopted by the Hughson City Council on December 14, 2015. While the state allows flexibility in combining elements or adding new elements as long as the seven required elements are addressed, Hughson’s General Plan integrates the conservation and open space elements and includes an additional public services and facilities element. As a result, the Hughson General Plan consists of the following elements:
• Land use
• Circulation
• Conservation and open space
• Public services and facilities
• Safety
• Noise
• Housing
Local governments are required to ensure that their General Plans remain current and internally consistent. While there is no mandated update schedule for the General Plan as a whole, the housing element must be updated every eight years to comply with state housing law. The City committed to updating its housing element by the end of 2025 and anticipates completing the General Plan update process by the end of 2025 as well. The current General Plan covers the years 2005-2025, and the forthcoming update will extend the planning horizon to 2045.

The following section outlines the City’s progress in implementing the goals and guiding policies of the General Plan during this reporting period. The progress report is structured according to the elements of the Hughson General Plan, ensuring a clear and comprehensive assessment of implementation efforts.

Optional: This runs a macro which checks to ensure all required fields are filled out. The macro will create two files saved in the same directory this APR file is saved in. One file will be a copy of the APR with highlighted cells which require information. The other file will be list of the problematic cells, along with a description of the nature of the error.

Optional: Save before running. This copies data on Table A2, and creates another workbook with the table split across 4 tabs, each of which can fit onto a single page for easier printing.

Running this macro will remove the comments on the column headers, which contain the instructions. Do not save the APR file after running in order to preserve comments once it is Optional: This macro identifies dates entered that occurred outside of the reporting year.

RHNA credit is only given for building permits issued during the reporting year.

Link to the online system: https://hcd.my.site.com/hcdconnect Toggles formatting that turns cells green/yellow/red based on data validation rules.

Carla C. Jauregui, Community Development Director
Approved By: _____________________________
City Manager
Recommended Council Action:

Accept the Annual Report on the Hughson City Council’s 2023-2028 Strategic Priorities.

Background and Overview:

On May 22, 2023, the Hughson City Council adopted Resolution No. 2023‑28, approving the Hughson City Council 2023–2028 Strategic Priorities. This document outlines the City’s goals, strategies, and actions, and identifies the priority programs and projects the City intends to accomplish, as well as how resources will be focused to achieve them. As part of this effort, the City’s Vision, Mission, and Values were also reviewed and updated.

This annual review summarizes the specific actions taken over the past fiscal year to advance those priorities. In addition to the accomplishments listed, there are several ongoing efforts in many areas that are not individually noted. The last annual review was completed in March 2025.

Discussion:

The City of Hughson’s current Vision, Mission and Values are as follows:

Vision:

To preserve Hughson’s unique spirit, heritage, and character, while creating an undeniably great place to be.

CITY COUNCIL AGENDA ITEM NO. 3.4
SECTION 3: CONSENT CALENDAR

Page 57 of 72 ends

Mission:

Improving Hughson every day through fiscal responsibility, customer focused service and an emphasis on creating and strengthening partnerships.

Values:
• Fiscal Responsibility
• Customer Focused
• Partnership Building
• Results Oriented
• Open and Accessible
• Public Safety
• Innovative
For each Goal, Strategy, and Action in the 2023–2028 Strategic Priorities, completed projects and progress updates are provided below.

Goal #1: Good Governance
Strategy #1: Model good governance and transparency (continuous) Actions include modeling good governance and transparency:

1. In all public meetings.

2. Continue to provide new Councilmember orientations.

3. Continue to maintain proper Fair Political Practices Commission (FPPC) reporting and AB1234 Ethics training and AB1825 Sexual Harassment training.

4. Increase public awareness around City projects and other civic matters.

5. Increase public awareness around City Council meetings and agenda items.

Progress toward this goal is ongoing. Over the past year, efforts have included required training, community meetings and workshops, and increased public awareness of City projects, events, and business activities. Outreach has expanded through the City’s website, Facebook, Instagram, and Nextdoor platforms, as well as continued coverage in the Hughson Chronicle. Additional progress includes:
• Continued partnership with Everbridge, allowing residents to sign up for City alerts and reminders.
• Continued advertising of City meetings and both City-sponsored and community events.
• Ongoing compliance with FPPC reporting requirements and completion of Ethics and Sexual Harassment Prevention trainings.
• Increased public awareness of City projects, meetings, agendas, and civic matters through a variety of outreach efforts, including:
o Hosting informational booths at the Fruit & Nut Festival and the Hughson Arboretum’s Fall Festival.

Page 58 of 72 ends

o Proclaiming January 9, 2025, as National Law Enforcement Appreciation Day, honoring the efforts and sacrifices of Hughson Police Services/Stanislaus County Sheriff’s Office.
o Recognizing the Hughson High School Flag Football Team for winning the 2024 CIF Sac-Joaquin Section Division 4 Championship.
o Launching the Hughson Parks and Recreation Facebook and Instagram pages to expand outreach on programs and events.
o Conducting the annual Wastewater Treatment Plant tour for Billy Joe Dickens High School students to support career exploration and engagement with City operations.
o Celebrating National Public Works Week with the City’s PW staff with a meet-and-greet event hosted by Odd Fellows Lodge #461.
o Posting reminders on social media regarding illegal fireworks and Hughson Municipal Code regulations.
o Sharing public comment opportunities and updates related to the City’s Housing Element, General Plan Update, Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME programs. o Providing updates on City projects such as the 2025 Ramp Replacement Project, 2nd Street Surface Improvements, the Statewide Special Election, and others.

Strategy #2: Provide Adequate Resources for Efficient Government Services Actions: (short-term 2023-2025 and continuous)

1. Conduct a staffing assessment.

2. Review opportunities to outsource services.

3. Provide employee development opportunities.

Progress toward this goal is ongoing and reviewed continuously as the City’s needs evolve.

The Management Analyst position was filled in February 2025 and again in September 2025, providing much-needed support to the Community Development Department, Public Works, and Utilities divisions.

In November 2025, the City Council approved funding for a Senior Water Operator position in place of the Senior Utility Worker position. This staffing update was made to better support the Utilities Division, particularly in the water system, where additional experience and expertise are needed.

Both staffing updates created potential opportunities for advancement and professional development for existing employees, supporting the City’s broader recruitment and retention efforts.

Training opportunities and resources continue to be available to employees with department head approval. In 2025, the City Manager, Finance Director, and Community Development Director all received scholarships to attend training and conferences. The

Page 59 of 72 ends

City continues to cover fees associated with all Utilities and Public Works certifications, including water and wastewater certifications, pesticide testing and licensing, and Class B driver’s license expenses.

Goal #2: Economic Development
Strategy #1: Support resources for businesses (continuous) Actions include continuing to provide support for businesses through:

1. Business Engagement
Staff hosted a Brew and Build event in collaboration with Opportunity Stanislaus to engage local businesses and gather feedback on how the City can improve its business assistance efforts and available resources. The City also launched a Business Spotlight initiative entitled Talk of the Town Tuesday, to help build stronger ties between residents and businesses while encouraging local economic activity and a behind the scenes look at local businesses and the people behind them.

2. Supporting the Hughson Chamber of Commerce;
Staff continue to partner with and support the Chamber of Commerce in the coordination of the annual Fruit and Nut Festival and has connected the Chamber with Opportunity Stanislaus to assist in strengthening the organization’s capacity to provide resources and support to local businesses. Staff also continue to promote marketing and networking opportunities for businesses by integrating them into community events such as The Market Hughson, Park After Dark, Movie Nights, and the annual Tent, Trunk, and/or Treat events.

3. Supporting Opportunity Stanislaus;
In 2023, the City invested $25,000 in funding to provide scholarships for Hughson youth to attend the VOLT Institute and receive vocational training. As of November 2025, nearly half of these funds have been utilized by residents, helping to build valuable skills that support and strengthen the local economy.

To maximize the impact of the remaining $14,000+, the City partnered with Opportunity Stanislausto expand workforce development effortsinternally, offering targeted training opportunities for Public Works staff in areas such as Basic Electrical Systems, VFDs, Electric Relay Control, Motor Controls and Troubleshooting, Mechanical Drives, Pneumatics, Hydraulics, Smart Sensors, PLCs, etc. further enhancing staff expertise and supporting continued operational effectiveness.

4. Supporting Small Business Development Center.

Staff continues to connect local businesses with the Small Business Development Center as a resource for growth and business development.

Page 60 of 72 ends

Strategy #2: Complete the General Plan Update and Housing Element Project (short-term 2023-2025)
The General Plan Update is currently being drafted with additional public outreach and participation meetings coming soon. The Housing Element Draft was reviewed by HCD and staff and the consultant with DeNovo Planning are working to address/respond to the comments provided. It will then be resubmitted to HCD for additional review. To keep up with these projects’ statuses, please visit: https://hughson.generalplan.org/ Strategy #3: Revitalize downtown Hughson (short-term 2023-2025)

Actions to create a nicer downtown environment. examples include shadow art, murals, and pedestrian crosswalks.

Staff continue to support downtown revitalization efforts. In 2025,the City partnered with The Market Hughson to successfully host a weekly market in the downtown, which received strong support from residents and the community. This year, The Market Hughson incorporated feedback from last year’s event and relocated the market to Third Street on Friday evenings. The change appears to have been a positive improvement, further activating the downtown area and drawing additional foot traffic.

Additionally, ARPA (American Rescue Plan Act) funds were used to support downtown revitalization effortsthrough targeted sidewalk improvementsthat enhance accessibility, safety, and overall walkability. These repairs help ensure compliance with ADA requirements and maintain consistency with the City’s Downtown Design Guidelines, contributing to a more welcoming and pedestrian friendly environment. This investment reflects staff’s ongoing commitment to strengthening the downtown area.

Strategy #4: Annexation of industrial-zoned land and provide infrastructure to promote industrial business – as part of the General Plan Update. (short-term 2023 – 2025)
The General Plan Update is actively underway, with drafting in progress and additional public outreach and participation meetings planned soon. As part of this effort, staff has initiated a full and comprehensive assessment of the Utilities divisions, including water and sewer systems. This assessment will provide critical insights to guide improvements in efficiency and service delivery, while also supplying the data needed to update the City’s Water and Sewer Master Plans. These updates are particularly important as the City looks to support industrial land annexation and ensure infrastructure is in place to attract and sustain new business growth.

Strategy #5: Review business leases at the Incubation Center/Annex. (Continuous)

Actions:

1. Review current leases to see if businesses can realistically move out of the Incubation Center to permanent downtown locations.

Page 61 of 72 ends

2. Advertise the Incubation Center opportunity.

3. Incentivize business opportunities within the City.

Staff are currently reviewing the business incubator program, existing leases, and plan to revisit the Small Business Development Center partnership to identify opportunities to expand resources for local businesses and for residents interested in starting a business.

The Incubation Center continues to be advertised through the Hughson Chronicle and the City’s social media platforms. Several prospective businesses have inquired about the program; however, none have completed the required application process in 2025. One office remains vacant and available for use.

The City continues to face limitations in available downtown commercial space, both for incubator graduates seeking to relocate and for new businesses wishing to establish themselves in the downtown core. Hughson Avenue remains a highly sought-after location for small local businesses, which contributes to the ongoing challenge of identifying suitable space for business expansion and recruitment.

Goal #3: Maintain Infrastructure and leverage funds where opportunities exist Strategy #1: Maintain streets and city-owned sidewalk infrastructure.

Actions:

1. Complete Measure L Annual Plan. (short-term 2023 – 2025 and continuous)

2. Maintenance of streets – potholes and annual street striping. (continuous)

3. Continue work on the Whitmore Pedestrian Crossing (BNSF) Project. (shortterm 2023 – 2025)

4. Review traffic calming measures in priority areas. (continuous) The City has made significant progress on accessibility improvements through the Measure L funded Ramp Replacement Project, which focused on upgrading curb ramps throughout the community to meet current ADA standards. These improvements enhance pedestrian safety and accessibility while supporting compliance with regulatory requirements. Staff continue to identify priority locations and coordinate construction efforts to maximize efficiency and community benefits of this funding.

In addition, the Whitmore Pedestrian Crossing Project has completed the design and environmental phase. Staff are now coordinating right of way acquisition necessary for construction. The project timeline remains dependent on external factors, including coordination with BNSF rail corridor improvements, potential design adjustments related to future traffic impacts, and the timing of the Consolidation project which all intersect with the project site.

5. Walker Lane CDBG Project. (short-term 2023 – 2025) delete This Project is complete.

Page 62 of 72 ends

6. Tully Road CDBG Project. (long-term)
Infrastructure upgrades are anticipated along Tully Road, once that is completed, staff will proceed with initiating project commencement.

7. 7th Street CDBG Project. (long-term)
The 7th Street CDBG Project is anticipated to begin construction in FY 26/27.

8. Replace ADA parking Project on 3rd Street. (short-term 2023 – 2025) delete This Project is Complete.

9. Create ADA parking on Hughson Avenue. (long-term) delete This Project is Complete.

Strategy #2: Maintain Stormwater Infrastructure
Actions

1. Finalize a Stormwater Trash Capture system. (long-term)

2. Tie in 2-3 dry wells to the stormwater system. (long-term) Progress on this goal was achieved with the Walker Lane Improvement Project, which successfully connected a dry well to the storm drain system. Staff will continue to explore and implement similar opportunities for future projects.

Strategy #3: Maintain Wastewater Treatment Facility and sewer infrastructure Actions:

1. Ensure that the technical backing and a Salt Ordinance are approved for wastewater. (short-term 2023-2025)
Consultant is actively working on the report needed for this Ordinance.

2. Proactively maintain WWTP facilities and sewer infrastructure and replace aging sewer infrastructure. (continuous)
Staff continue working diligently on maintenance issues that were deferred for many years. Additional information on deferred maintenance items is provided to the City Council on an ongoing basis.

Strategy #4: Maintain Water Infrastructure
Actions

1. TCP Treatment Project at Well 8 (backup well). (short-term 2023 – 2025)

Page 63 of 72 ends

The project went out to bid; however, the bids returned well above the engineer’s estimate. The project scope includes identified repairs to Well 8 to ensure long-term reliability and capacity. Staff plan to reissue the bid thissummer to attract a stronger pool of contractors and move the project forward once peak demands have subsided this fall.

2. State-required Drought Contingency Plan. (long-term)

3. Riverview Consolidation Project. (long-term)
In past years, the State approved a Disadvantaged Community Survey to be managed by Self-Help Enterprises. Preliminary responses indicated that the City did not meet the standards to be considered a Disadvantaged Community. The State DFA determined that the City of Hughson qualifies as a Small Moderate-Income Community under the 2025– 2026 Intended Use Plan, as its MHI is greater than 80% but less than 150% of the statewide MHI. Based on this updated grant eligibility, continued income survey support through Technical Assistance is no longer necessary for the City. Accordingly, Self-Help closed out the work plan. All costs incurred by Self-Help were documented and submitted to DFA for reimbursement. Upon reimbursement of these costs, DFA will officially close out the work plan. The State followed up with the City and is requesting a Letter of Intent and request for Technical Assistance to be completed and approved by Council, in efforts to move forward with the consolidation project.

4. Whitmore Water Consolidation Project. (long-term)
The draft consolidation agreements are complete. Once the State approves the Agreements, staff will bring this item to Council for final approval. Staff and Self-Help are in process with updating specific documents on the project in accordance with the State’s regulations and requirements.

5. Proactively maintain water facilities and infrastructure and replace aging water infrastructure. (continuous)
Staff continue working diligently on maintenance issues that were deferred for many years. Additional information on deferred maintenance items is provided to the City Council on an ongoing basis.

6. Coordinate with Duarte Nursery for water connection. (long-term) If the project applicant wishes to move forward, an agreement will go to the Council and LAFCO for approvals. City staff anticipates bringing an item to the Council once a decision is made on the Parkwood infrastructure being completed at the church on the corner.

Strategy #5: Maintain Parks Infrastructure

Actions:

1. Complete installation of a restroom/concession stand and ADA Pathways. (2023-2025 short-term)

Page 64 of 72 ends

The Project is Complete.
