DISCUSSION ITEMS
1. State
a. Preliminary Bill Matrix: Eric O’Donnell reported. Overview of matrix included short discussion on AB 672 - Publicly owned golf courses: conversion: affordable housing; this would be an opt- in program, not a mandated program. Grant funds would be available to partic ipating Cities.
Briefly reviewed several oil spill related Bills , including incentive for off shore rig decommissioning. The “Rigs to Reefs” program has had no participation thus far. Discussed Veteran’s Cemetery bills relating to Orange County. Council Liaisons discussed drafting a letter of support for AB 1595 - Veterans cemetery: County of Orange. b. CPUC Proposal: Travis Hopkins reported on incentives for solar storage in homes that have solar panels equaling $8 per kilowatt hour per panel per month, and will work out average for City residents who currently have solar panels. Additional allowance for oversized solar systems to accommodate future electric appliance applications. Townsend will monitor CPUC to report at next IRC meeting.
c. Legislators Return to Sacramento: Legislators w ill return on January 3, 2022, but in a condensed way. The City of Laguna Beach has sent a preliminary Bill to the Legislative Council relating to loud vehicle noise, would focus on visual inspection and decibel level tests done by smog check facilities. Liaisons discussed introducing possible ordinances for a “Quiet Zone” on PCH between Goldewest Street and Beach Blvd. Mayor Delgleize will speak to the Police Chief on the subject. The Governor released proposed 2022 spending budget at $286 Billion, which includes paying down debt obligations, deposits into rainy day accounts and reserves, and $20 Billion into discretionary surplus.
d. New Committee Chairs and Resignations: the Legislature will have several changes over the next two years. Townsend predic ts about 30- 40% change in members due to resignations and/or Legislators not running for office again. This might cause a slow down on big projects until freshmen Legislators get up to speed.
2. Federal
a. Build Back Better Update: Looks to have stalled in the Senate. b. Surfside-Sunset Beach Sand Replenishment Update: This issue has been elevated to the highest levels at the Division of Boating & Waterways. Townsend believes this is a good sign, and recommends sitting tight.
c. 2022 Appropriations Update: Awaiting agreement between Senate Democrats and Republicans, who are meeting and making progress. Will include the Mobile Crisis Response ask of $500,000 for City programs.
