LEAGUE OF CONSERVATION VOTERS
January 30, 2022
Dear Mayor Delgleize and Councilmembers:
The Orange County League of Conservation Voters (OCLCV) seeks to protect Board of Directors our land, air, water, and the health of all California communities by supporting environmentally responsible candidates for election to local Denise Erkeneff office and holding policy makers accountable for combating the effects President of our catastrophic climate crisis. We have a strong commitment to Mark Bixby environmental justice for communities which are disproportionately Vice President impacted by pollution and health issues, such as those in Huntington Beach.
Kathleen Shanfield

100% clean electricity its default energy product. Fossil fuels burned for Michael Harley
Greg Ridge electricity generation are the second largest source of emissions in our Michael Wellborn region, so it is imperative that the city stop their use as soon as possible.
More than 25 cities and counties in California have successfully taken this step of making 100% renewable energy their default through a Community Choice program. Huntington Beach's environmental justice communities have historically and are currently shouldering disproportionate burdens of pollution under our fossil fuel-powered energy and transportation systems. This is an opportunity to address that injustice by reducing emissions.
Thank you for considering this important step toward our clean energy future.
Sincerely,

Thank you for joining the OC Power Authority to help bring clean air, clean energy and environmental justice to Huntington Beach. The climate crisis has put the safety of our community at stake, so I am writing to ask you to choose 100% clean energy as the default for HB to ensure a climate safe future for me, my family, and everyone in Huntington Beach.
Choosing 100% will reduce emissions by 481,833 metric tons of carbon annually, which is equivalent to taking nearly 105,000 cars off the road every year. This will also put the health and safety of our community members first by alleviating pollution that disproportionately impacts Hispanic, Asian, and working class communities in Huntington Beach.
We need to prioritize economic development in Huntington Beach and create a thriving and sustainable economy with local sources of clean energy that create local jobs. The OC Power Authority has not committed to not using unbundled Renewable Energy Credits (RECs). Unbundled RECs will send jobs and economic development out of Huntington Beach, and won't significantly reduce emissions or pollution. Huntington Beach needs to tell OCPA that we don't want unbundled RECs.
By choosing 100% clean energy, you can secure a livable and climate-safe future while addressing environmental injustice, providing clean energy jobs, and boosting our economy. You have the power to make our city a national leader and protect Huntington Beach families from unnecessary pollution from emissions.
Thank you for being the leader we need at this critical time in history. 1 Switzer, Donna

Subject: Agenda item 18 - SUPPORT for Clean Electricity Dear Honorable Mayor Delgleize and Councilmembers:
Friends of Harbors, Beaches and Parks (FHBP) reaches out to you regarding Agenda Item 18 for your selection of a default energy product for residential and commercial customers in the City of Huntington Beach. We write in support of the option for 100% clean energy.
Emissions from methane gas burned to generate electricity are the second-largest source of emissions in our region and a major driver of climate change, which threatens every person, plant, and animal in Orange County.
We are already seeing the effects of climate change in the open spaces that FHBP has long advocated for and championed. The news is a constant reminder of these realities. With warmer and fewer storms, there is less snowpack to supply the water needs of our landscapes, making them more vulnerable to fires. We then use water to put out the fires, leaving even less water for daily uses. As landscapes burn, they lose their capacity for carbon sequestration. Healthy forests store carbon dioxide —a greenhouse gas. Burned forests release carbon. Without immediate reductions in emissions, the cascade of impacts spirals on.
With this in mind, we urge the Council to seize this opportunity to support the natural environment we all cherish and choose 100% clean electricity for all of Huntington Beach. People who need to choose a different product can do that easily, but the City should make a choice that will protect the only planet we have for future generations.
We need your leadership to take the swift action to stop this crisis. SUPPLEMENTAL

Please vote for 100% renewable energy on February 1st. I have been a resident in Huntington Beach for 35 years. The city has a history of being slow to care for the health of the community and ignoring environmental issues, such as, rising sea levels due to climate change and methane leaks from oil wells that are no longer in service.. Many of you are consistently working towards changing that and have the well- being of our community in focus and I applaud you. Please continue your strong leadership and vote for 100% renewable energy. It makes sense!

Subject: Letter re City Council Vote on Community Choice Energy and 100% Renewable En- ergy
Dear Mayor Delgleize and Council,
On behalf of the Roman Catholic Diocese of Orange County, we thank you for joining Orange County's first Community Choice Energy program and for considering a renewable electricity default for Huntington Beach. In light of the unimaginable human suffering that the cli- mate crisis will bring and is already bringing in many communities, we send this letter to request that you consider making 100% renewable energy the default for Huntington Beach in 2022.
In Laudato Si, Pope Francis calls the Church and the world to acknowledge the urgency of our environmental challenges and join him in embarking on a new path.
The challenges to our common home take their severest toll upon those most vulnerable in our midst. As Pope Francis has shared, "Both everyday experience and scientific research show that the gravest effects of all attacks on the environment are suffered by the poorest." Climate change will amplify hunger and poverty, and increase risks of resource scarcity that can exacerbate political instability, and even create or worsen refugee crises. Climate change will also worsen pollution, biodiversity loss, habitat fragmentation, and species extinction.
These facts demand urgent action by everyone, particularly policymakers.
Specific to the issue at hand, Laudato Si reminds us of the urgent need "to adopt a circular model of production capable of preserving resources for present and future generations, while limiting as much as possible the use of non-renewable resources, moderating their consump- tion, maximizing their efficient use, reusing and recycling them. A serious consideration of this issue would be one way of counteracting the throwaway culture which affects the entire planet."
By choosing 100% clean electricity, Huntington Beach would reduce emissions by 482,000 metric tons per year. We are not aware of any other action the city could take to so dras- tically reduce its pollution, which is driving the climate crisis.
We pray for your wisdom to help prevent human suffering related to climate. Please let me know if I or our parishes can be of any assistance.
Sincerely,
They wheated

Subject: H.B to select renewable energy rates
Today I read an article in the Daily Pilot about the pending launch of the Orange County Power Authority. There are several concerns I have (and any informed citizen should have) with regards to this transition. None were addressed in the article and are certainly not covered on the OCA site.
First and foremost, it appears that I will have no initial choice but to be a customer of OCPA. This is the default opt-in decision. This choice will be made for me without any consideration of if it will impact my finances. Yes, I will have the option of overriding that decision after the fact, but will that happen as a multi-step process? If I leave SCE I will loose any grandfathered rates I may be on even if I return. That has the potential of doubling my electricity costs (based on my last comparison of my Tiered Use plan versus the current Time of Use plans.) According to the OCPA documents, its rate plans are likely not to include a Tiered Use plan.
Will we even know the proposed rate plans before destiny is cast in concrete? Business will convert in April. That is not far off. Residential conversion is nine months away. In my experience this kind of operation will be hard pressed to be settled in that time frame.
My second concern is the presentation of the clean energy options. Each purports to provide a blend of clean and (my words) dirty energy at varying percentages. Those wishing higher portions of clean energy would pay higher rates. But I really do not see how this can be made to work in practice.
I may choose the 100% clean energy but my neighbor, due to his financial situation, may need to go with the basic choice--38.5% renewable. But we share the same transformer loop, so either he is getting 100% renewable with out paying the premium or I am being duped on what I am buying. (BTW, the delivery infrastructure is pretty much common up to the points where the energy is created.
Everyone is essentially going to get the same mix of power generation sources.) Finally, the article states that the basic rate would likely cost the same as getting energy form SCE. So one can presume that this endeavor is not an attempt to provide a financial benefit to our citizens.
Exactly why does our government want to implement this plan?

Unbundled RECs will send jobs and economic development out of Huntington Beach, and won't significantly reduce emissions or pollution. Huntington Beach needs to tell OCPA that we don't want unbundled RECs.
By choosing 100% clean energy, you can secure a livable and climate-safe future while addressing environmental injustice, providing clean energy jobs, and boosting our economy. You have the power to make our city a national leader and protect Huntington Beach families from unnecessary pollution from emissions.
There is absolutely no reason why the City of Huntington Beach's cannot set an example and commit to 100% renewable energy at this time when these energy sources are plentiful and more than cost-effective. I have a four year old son and I'm concerned about his future with heat waves and wildfires only getting a lot worse if we do not commit to eliminating a fossil fuel usage and committing to 100% renewable energy which is what we need to do at a minimum to solve our climate crisis within our 10-year window. So I urge you to take the lead and commit to 100% renewable energy now because we may not have a tomorrow if we do not do this now.
We are counting on you to protect the City of Huntington Beach's future and that starts with committing to 100% clean renewable energy following the lead of the City of Buena Park that recently committed to that along with the City of Irvine for 100% carbon neutrality by 2035. These are the kind of innovative forward thinking initiatives that we absolutely must pursue when it comes to building a more sustainable equitable and just society for all regardless of what political side you are on these days. This is a human issue and it needs to be solved immediately because we are in a climate emergency affecting all of our livelihoods and futures and therefore it must be prioritized to that level with implementing effective solutions now and not tomorrow.

Dear Mayor Delgleize and councilmembers,
am an Orange County resident and want the local government to do more regarding climate. I am writing to ask you to choose 100% clean energy as the default for Fullerton.
We have sat back, watched, and kicked the bucket down the road enough. This is a fantastic opportunity to prioritize our environment and the lives of our future generations. Choosing 100% will reduce emissions by 311,000 metric tons per year, yes that much! Fullertor and other OC residents are already feeling the effects of climate change, it is NOT a distant threat. Air quality, wild fires, droughts, these can ALL be felt right now, and we should address them to the best of our ability.
We also need to prioritize economic development in Huntington Beach with local sources of clean energy that drive local jobs. The OC Power Authority has discussed using unbundled Renewable Energy Credits (RECs), which would send jobs and economic development out of Huntington BEach, and won't significantly reduce pollution. Fullerton needs to tell OCPA that we don't want unbundled RECs.
Please use your power to create a livable future while protecting Fullerton families from unnecessary pollution, providing clean energy jobs, and boosting our economy by choosing 100% clean energy.
Thank you for considering my future,
Ashton Gilbert

Mayor Barbara Delgleize
City of Huntington Beach

Dear Mayor Delgleize and City Council Members:
WAVE (Women for American Values and Ethics) is a fast-growing grassroots force of more than 2,300 citizen-advocates, donors and others dedicated to advancing progressive values and ethics in Orange County. Environmental conservation, social justice, and systemic fair treatment for everyone are among our fundamental values, which is why WAVE worked for several years to help advocate for the creation of a Community Choice Energy (CCE) program in Orange County.
We want to thank you for your decision to join the OC Power Authority, and we are excited to hear that Huntington Beach has reached the crucial decision of what its default electricity product will be.
We, the members of WAVE's Executive Board, are contacting you today to ask that you choose 100% clean, renewable electricity as the default product for all Huntington Beach electricity users beginning this year to achieve not only a clean and secure energy future for Orange County, but also a safer and healthier living environment for your residents.
This is a unique and powerful opportunity for the city to address the ill effects of climate change and of environmental injustice brought on harmful emissions. Huntington Beach's environmental justice communities have historically and are currently shouldering disproportionate burdens of pollution under our fossil fuel-powered energy and transportation systems.
According to Cal Enviroscreen, areas of Huntington Beach range from the 74th- 92nd percentile among California communities in terms of pollution burden. The only three census tracts in Huntington Beach that are predominantly Hispanic are the three census tracts with the most pollution burden. This is an opportunity to address that injustice by reducing emissions.
Huntington Beach's Environmental Resources and Conservation element of the General Plan (adopted October 2, 2017) acknowledges the unhealthy, unjust, and unsustainable living conditions of many Huntington Beach families. Reducing emissions through 100% clean electricity would be a major and immediate step toward Goal ERC-13: to increase [email protected] * @WAVE4ALL * WAVE4ALL.ORG

both renewable energy sources within municipal and community-wide practices, Goal ERC-5: to reduce greenhouse gas emissions and Goal ERC-4: to improve air quality The most polluted area in Huntington Beach is in the 40th percentile among California communities for asthma and 35th percentile for cardiovascular disease. These can be symptoms of chronic exposure to pollution and can cause even more health risks and strain to the healthcare system if continued exposure is left unabated. Reducing emissions will put the health of Huntington Beach families first and address this health disparity.
We hope you take this opportunity to set a strong example in Orange County and show your leadership in this very important matter. Please vote to provide Huntington Beach 100% clean and renewable energy today.

Regarding City Council Agenda Item 18, 22-074 staff report on OCPA Default Rate Schedule, it appears there is a mistake in the staff report regarding the City of Buena Park default energy product offering. As posted on the City of Buena Park website here: https://buenapark.com/ T2 R158.php, on January 25, 2022, the City Council of Buena Park became the first member of the OCPA to choose 100% as the default tier for residential and commercial customers, whereas the City of Huntington Beach staff report 22-074 mistakenly states that Buena Park elected Smart Choice as the default.

Subject: Agenda Item # 18 22-074 The rates we pick for our Misleading CCA Fraud.
Michael Posey came before our city council and claimed that by our joining the CCA our community would receive energy discounts of up to 9%. Our City even paid $25,000 to a consultant to verify this? Can we ask for a refund? Now that we can see their plan there will be NO DISCOUNTS, what we will get is a Price Increase. Regardless of what plan this council chooses we will receive the same energy mix as all the surrounding cities and who will pay less. Our State passed SB43 that formed a choice for a mix of green energy tiers and is currently available without the extra cost of this overlapping CCA fraud, which only adds costs of overhead and staff between the supplier and the end-user. As Technology exists today we cannot separate what power or portion of that power is delivered to our community. There are no Magic filters that can separate the power on our energy grid to allow us 100% or any portion of power beyond the States Mandates of what portion SCE is required to provide. We are currently using all the green energy being produced.
And then there will be the Fantasy that by our city going 100% or any portion of green energy it will inspire the advancement of Green Energy? The Only Thing that inspires Investments and Expansions is Profits, and as this technology is improved and cheaper storage advances have improved the price of this energy source will go down. Lies and Misinformation will never drive our green energy goals. I am a firm believer in the advancements of Carbon-Free Power but I will not be Deceived or Lied To by those who will only profit off these Fake CCA claims.
While I understand this council will ignore these realities, and will likely vote to continue this Fraud because they were Duped by Michael Posey with the discounts, and will continue this Fraud and Deception for their Green Energy Political Goals, The Truth will always overcome the Lies and Deceptions and your votes will only prove your ignorance, while we pay more for the same power mix.
Oh, and what happened to what Barbara Delgleize claimed that at the next city council meeting she would introduce an H-Item to dissolve the 'Trails to the Ocean' initiative, because of all the negative input by the people who live on these channels?

Dear Mayor Delgleize and Councilmembers,
Thank you for joining the OC Power Authority to help bring clean air, clean energy and environmental justice to Huntington Beach. The climate crisis has put the safety of our community at stake, so 1 am writing to ask you to choose 100% clean energy as the default for HB to ensure a climate safe future for me, my family, and everyone in Huntington Beach.

Subject: Agenda item 18 - SUPPORT for Clean Electricity Dear Honorable Mayor Delgleize and Councilmembers:
The Surfrider Foundation Huntington / Seal Beach Chapter reaches out to you regarding Agenda Item 18 for your selection of a default energy product for residential and commercial customers in the City of Huntington Beach. We write in support of the option for 100% clean energy.
Emissions from methane gas burned to generate electricity are the second-largest source of emissions in our region and a major driver of climate change, which threatens every person, plant, and animal in Orange County.
We are already seeing the effects of climate change along the coast with increased flooding near Sunset Beach over the years and indications that the proposed ocean desalination facility could be vulnerable to flooding.
With warmer and fewer storms, there is less snowpack to supply the water needs of our landscapes, making them more vulnerable to fires. We then use water to put out the fires, leaving even less water for daily uses. As landscapes burn, they lose their capacity for carbon sequestration. Healthy forests store carbon dioxide-a greenhouse gas. Burned forests release carbon. Without immediate reductions in emissions, the cascade of impacts spirals on.
With this in mind, we urge the Council to seize this opportunity to support the continued protection of the ocean, waves and beaches that we all cherish and choose 100% clean electricity for all of Huntington Beach. People who need to choose a different tier can do that easily, but the City should make a choice that will protect the only planet we have for future generations.
We need your leadership to take swift action to stop this crisis.
Sincerely,
Kui Studale

Subject: Request to consider 100% renewable energy default Dear Mayor Delgleize and Council Members,
The Islamic Shura Council of Southern California is a nonprofit consortium of 80 Mosques and other Muslim organizations serving the Southern California community. The Shura Council recognizes that taking action to care for the environment is part of Islamic ethics.
In 2015, Islamic leaders called on the world's 1.6 billion Muslims to play an active role in combating climate change. The_Islamic Declaration on Climate adopted at an International Islamic Climate Change Symposium called on the people of all nations and their leaders to phase out greenhouse gas emissions as soon as possible in order to stabilize greenhouse gas concentrations in the atmosphere, and to commit themselves to 100% renewable energy and/or a zero emissions strategy as early as possible.
So we deeply appreciate the Huntington Beach council's decision to join the OC Power Authority (OCPA) - the first Community Choice Energy program in Orange County. Thanks to that decision, you now have the opportunity to choose 100% renewable energy as the default choice for Huntington Beach energy users. We are sending this letter to request that you use the power entrusted to you to choose 100% renewable energy as the default product for all Huntington Beach energy users.
Our understanding is that like all Community Choice programs, OCPA will provide every ratepayer the ability to easily change their rate and energy product no matter what default product Huntington Beach selects. We appreciate the flexibility this policy provides for Huntington Beach families and point out that because most people never change the default product selected by their city, your selection of a default product is of the utmost importance.
The Islamic Declaration on Climate calls on influential countries like the United States to recognize their "moral obligation to reduce consumption so that the poor may benefit from what is left of the Earth's non-renewable resources." Emissions created in Huntington Beach can affect our global environment. By choosing 100% renewable energy now, you can create a meaningful reduction in emissions and provide a strong example to inspire other Orange County cities to do the same.
Thank you for your leadership on this critically important matter.

Subject: City Council Meeting Agenda Item #18
Dear City Council Members,
My name is Joclyn Rabbitt-Sire, and I have been a Huntington Beach resident for 23 grateful years. I'm writing to you today concerning the consequential vote on agenda item #18, the Orange County Power Authority (OCPA) Default Rate Selection, to be held at tonight's meeting. I would like to voice my support for choosing 100% as the default percentage of renewable energy sources for residents, businesses, and even the City's municipal energy accounts.
I am cheered that Huntington Beach has already shown leadership by aligning itself with the OCPA, whose ideals work towards a more sustainable future. The next step is for our city to make the bold choice to prioritize energy that lowers earth-warming emissions.
Frankly, I'm very concerned about the earth we are leaving to our children and grandchildren, as I see evidence of a changing climate both locally and around the world with increasing frequency and severity. ! personally know young people who are so fearful about the future of the environment that they are pessimistic about becoming parents.
Thankfully, we have an opportunity to quickly and easily reduce those earth-warming gases as a municipality, simply by opting for the 100% renewable energy default rate. Showing bold leadership on this selection will have only positive effects for our city and the climate. Along with reducing emissions, the 100% default rate will lead to competitive electricity rates, greater funding and implementation of necessary infrastructure projects, and more jobs for our local economy. The most democratic part of it is that the city and all of its residents will continue to have choice! Because the stakes are so high and the benefits are so clear, 1 urge you to vote for the 100% renewable energy default rate, for the good of our fair city and the world
Thank you for your consideration.
Sincerely,
Joclyn Rabbitt-Sire

Dear Mayor Delgleize and Councilmembers,
We are Sunrise Movement Orange County, a youth-led movement working towards a future that is not threatened by the climate crisis. We feel it is our duty to secure a livable planet for generations to come.
Huntington Beach is a beautiful city full of children and families - taking a bold stance on renewable energy would show us your commitment to our youth. Each year, climate change catastrophes grow more and more severe - fires, floods, and storms continue to worsen and break records across the nation. We can't wait any longer to protect the future of our children.
There are so many things that make Huntington Beach stand out - wouldn't it be amazing to tout that we are one of the cleanest and greenest cities too? It's only a matter of time before more cities adopt policy to combat climate change, and right now you have the chance to stand confidently at the forefront of this transition as innovative leaders and heroes for your people. We are counting on you to make these critical choices and protect the livelihoods of future generations. Here at Sunrise, we fight to make sure that we, the youth of this country are heard, and right now we are all deeply worried about our future. Some of us struggle with anxiety, unsure of whether to have children given the bleak outlook that climate change has brought our generation. But this decision can change that, and bring about a future we all can believe in. Please, fight for us.
Our community has just recently felt the impacts of unrestricted fossil fuel use with the huge oil spill off our coast. Right now more than ever we need bold action to protect us from further disaster.
Getting us 100% would prove to us that we chose our leaders correctly. This is the type of leadership we have been waiting for.
Although 100% clean energy may come at a higher price, there would be a far greater price to pay if we leave any room for polluting fossil fuels. Let us not stand idly by this growing fire, assuming it will shrink on its own, or assuming others will put it out. Let us come together and fight against this global threat. Huntington Beach will be a leader not only to their own community, but to other cities in this fight, by demonstrating that we value the safety of our citizens, our planet, and our children.
Please vote to move the city towards a 100% renewable option. Thank you. -Sunrise Movement Orange County

Dear Mayor Delgleize and Councilmembers,
Thank you for joining the OC Power Authority to help bring clean air, clean energy and environmental justice to Huntington Beach. The climate crisis has put the safety of our community at stake, so l am writing to ask you to choose 100% clean energy as the default for HB to ensure a climate safe future for all residents and species in Huntington Beach.
As a habitat conservationist in the Huntington Beach area, I see how urbanization has destroyed our precious habitats and how they struggle to rebound with the amount of pollution they have to deal with on a daily basis.
We prioritize a sustainable economy with local sources of clean energy that create local jobs. The OC Power Authority has not committed to not using unbundled Renewable Energy Credits (RECs). Unbundled RECs will send jobs and economic development out of Huntington Beach, and won't significantly reduce emissions or pollution. Huntington Beach needs to tell OCA that we don't want unbundled RECs.

Subject: Renewable Energy - Pro
I write to encourage you to opt for a default of 100% renewable energy for HB customers. I think that the arguments are obvious — we may or may not pay a bit more for power in the long run, but it is very clear that a shift to renewable energy will be good for our environment - both local SoCal air quality and the global carbon dioxide load will be improved as we shift to using less and less fossil fuel. This is something we can do, and seems to be a no-brainer.
I would also urge that we purchase real renewable energy from local sources to encourage the development of local solar and wind generation, rather than energy 'credits'.
Lastly, I am concerned about leadership of OCPA and I hope we will keep a sharp eye on how it is run, as the CEO seems to be another under-qualified political insider. The client cities need to maintain pressure for transparency in this agency.

Subject: Vote for 100% Renewable Energy
Dear Huntington Beach City Council Members,
I understand that there is an important item coming up for vote in Huntington Beach City Council which will address the percentage of renewable energy the city will provide to its residents, as a member of the Orange County Power Authority.
I strongly urge you to vote for 100% renewable energy as our default percentage.
As we face the realities of climate change and the environmental impacts it will have on our coastal city, I ask you to be bold in your vote in choosing the 100% default rate. This is the easiest, most cost-effective, immediate, and significant way for a city to reduce emissions and help to mitigate climate change. For the price of one cup of coffee each month, every Huntington Beach home could be using 100% renewable energy for their electricity. As a coastal city, we have much to lose to the effects of climate change. Huntington Beach has stepped forward as leaders on many issues in the past and I ask that you choose the healthiest, safest and most effective means of addressing this crisis head on and supporting residents in doing the same.
As a resident of Sunset Beach, in Huntington Beach for 31 years, I, like everyone else, love the beauty of our coast and the healthy environment we continue to work towards. I am a retired educator of 27 years, and each day and year I worried about what the future would bring my students and their families. How do you prepare students for climate change? This is an opportunity for Huntington Beach to commit to a healthy future for our children, grandchildren, nieces and nephews, and students, and to stand out as a leader in what could be the crisis of our times if not boldly addressed.
Thank you,

Dear Mayor Delgleize and Councilmembers,
It is very important that we are addressing the issue of climate change with transitioning to renewable energy. 100% renewable must be our goal if we are serious about providing a safe environment for future generations. If we cannot reach out goal, at least we will have given it our best try. It is time for a little sacrifice from easy economic gains. We can no longer plead ignorant. We must now transition to living on earth with respect and in reciprocity with nature.

Greetings to Mayor Delgleize and follow council members, As homeowners in Huntington Beach since 1985, we write in support of Agenda 18 Choosing clean electricity is one of the quickest, easiest, and most effective ways that a city can reduce emissions and fight the climate crisis. Huntington Beach has the opportunity to join Buena Park as a climate champion and leader in Orange County, setting a precedent for all other OC cities to follow.
We recognize that there will most likely be hiccups along the way, but many cities in California have had success. Our granddaughters deserve our taking every effort to make sure that they will enjoy clean for all of their lives.
Please adopt Agenda Item 18 with the safeguards that you have determined are necessary, Cathey and Bob Ryder

COMMUNICATION
Dear Mayor and City Council, Meeting Date: 2/1/22
Please vote for 100% renewable energy for Huntington Beach. 18(22-074) Agenda Item No.:
With one simple vote Huntington Beach will save millions of lbs of fossil fuel emissions per year.
Renewables are now the cheapest form of energy, and the prices continue to decline every year! https://www.weforum.org/agenda/2021/07/renewables-cheapest-energy-source/ Quick facts to remember the default rate:
1. The power default rate is what the city chooses - as a starting point.
2. Every single resident and business gets to choose if they want to stay with the default or make another choice.
3. A minimum of 4 notices will be sent regarding customers' choices, (it's required).
4. Residents/businesses stay (more than 90%) at the default rate where they start.
5. Revenue from ratepayers (millions per year) stays local. After initial start-up, the revenue (no new taxes) goes back into local energy programs, NOT into the pocket of investors. Energy programs can and will save more money for customers.
6. Community Choice allows for competitive rates and clean energy choice instead of a MONOPOLY utility.
Otherwise, customers have no choice, but to accept the yearly rate increases by SCE.
7. Cities are where 70% of emissions take place and cities are the 1st and most important place for cleaning up our energy.
Other important information, financial and resilience facts:
Community Choice Energy is a proven model with over 10 years of success, 23 CCAs, over 200 cities, counties and townships and 11 million happy customers (retention rate 93%).

CAMPAIGN
Agenda Item No.: 18(22-074)
Dear Mayor Delgleize and Councilmembers,
In advance of today's discussion of OCPA default rate selection for the City of Huntington Beach, Climate Action Campaign would like to offer information and resources that may be helpful.
Climate Action Campaign is a nonprofit climate policy watchdog that is working to end the climate crisis and advance equity and justice through effective policy action. We worked for five years to build the community will for what is now the OC Power Authority because we know that Community Choice is any city's fastest path to 100% clean electricity.
We would like to highlight and clarify key information about the environmental justice, rate, and participation impacts of the options before you tonight.
ENVIRONMENTAL JUSTICE IMPACTS
• Huntington Beach's environmental justice communities have historically and are currently shouldering disproportionate burdens of pollution under our fossil fuel-powered energy and transportation systems. • According to Cal Enviroscreen, areas of Huntington Beach range from the 74th to 92nd percentile for pollution burden among California neighborhoods.
• This pollution is disproportionately impacting people of color in Huntington Beach. The only three census tracts in Huntington Beach that are predominantly Hispanic are the three census tracts with the most pollution burden.
• Long-term exposure to air pollution can cause respiratory illness, cardiovascular disease, and impact brain development.
• The most polluted area in Huntington Beach (between Talbert Ave and Warner Ave) is in the 40th percentile among California communities for asthma and 35th percentile for cardiovascular disease. These can be symptoms of chronic exposure to pollution and can cause more health risks and strain to the healthcare system if continued exposure is left unabated. 1 • Attached are multiple maps which show the pollution, health impacts, and demographics of the Huntington Beach communities that will benefit most from a reduction of emissions. Additionally, you can use the Cal Enviro 4.0 tool to view pollution burden results across all areas of Huntington Beach.
• Huntington Beach residents, especially those who are already the most vulnerable due to health concerns, would benefit most from the 100% renewables default and emissions reductions. This is an opportunity to correct environmental injustices in Huntington Beach by dramatically reducing GHG emissions.
RATES
• OCA's pricing relative to SoCal Edison and other Investor Owned Utilities will likely go down in the next few months. SDG&E announced this month that their prices will go up nearly 8% on average._PG&E prices will go up around 9%. This is due in large part to the rising cost of "natural" methane gas, which the IOUs burn to generate much of their electricity. • Like SDG&E and PG&E, SoCal Edison (SCE) prices are expected to go up in the next few months, but OCPA prices have been set. This means that what looks like a price premium relative to SCE today will likely go down in the near future, likely before OCA commercial and industrial customers launch in April.
• According to OCA's Jan. 11, 2022 rate design staff report (p. 5), if any OCA city chooses less than 70% as its default, then OCA's 38.5% renewable product will be 2.2% more expensive than SCE's minimum renewable product. This does not account for the expected SCE price increase mentioned above.
• This means that if Huntington Beach does not select 70% or 100% renewable, then families in Huntington Beach already experiencing the worst air pollution and paying the highest proportion of household income on energy bills would essentially be paying to keep their communities polluted and financially strapped because energy will be more expensive for everyone.
DEFAULTS & PARTICIPATION RATES
• 28 California cities and counties have selected 100% renewable as their default through Community Choice Energy-some since 2016. Buena Park voted to make 100% renewable their default on Jan. 25, 2022.
• Data from the Clean Power Alliance, the Los Angeles Community Choice Energy program, demonstrates that very few Community Choice Energy customers ever opt out, regardless of which product their city selects as the default.
• With Community Choice Energy, ratepayers always have a choice no matter what default product their city selects. Individuals can always choose a different product if they want or need to.
Thank you for considering this information. Please let us know if you have any questions.
Sincerely,
Lexi Hernandez (she/her)

These can be symptoms of chronic exposure to pollution and can cause more health risks and strain to the healthcare system if continued exposure is left unabated. • Attached are multiple maps which show the pollution, health impacts, and demographics of the Huntington Beach communities that will benefit most from a reduction of emissions.
RATES
• OCPA's pricing relative to SoCal Edison and other Investor Owned Utilities will likely go down in the next few months. SDG&E announced this month that their prices will go up nearly 8% on average. PG&E prices will go up around 9%. This is due in large part to the rising cost of "natural" methane gas, which the IOUs burn to generate much of their electricity.
• Like SDG&E and PG&E, SoCal Edison (SCE) prices are expected to go up in the next few months, but OCPA prices have been set. This means that what looks like a price premium relative to SCE today will likely go down in the near future, likely before OCPA commercial and industrial customers launch in April. • According to OCPA's Jan. 11, 2022 rate design staff report (p. 5), if any OCPA city chooses less than 70% as its default, then OCA's 38.5% renewable product will be
2.2% more expensive than SCE's minimum renewable product.

Subject: Feb 1 mtg agenda items 18 and 8
Dear Mayor and City Council Representatives, thank you for your service to our community and the opportunity to comment on the above listed agenda items. I am 12yr resident of Southeast Huntington Beach and a proud environmental activist and bike rider.
Your decision this evening on Agenda Item 18 will probably be the most critical action that you take this year to address air pollution and climate change. Choosing a 100% renewable energy default is one of the quickest, easiest, and most effective ways that a city can reduce emissions and fight the climate crisis.
Huntington Beach took a bold step in joining the Orange County Power Authority, and now we need to support the OCPA in its mission to source renewable energy at cost effective rates. Save our planet and save money; what a great opportunity! And the beauty of community choice energy is everyone can make their personal choice so that no one will be forced to support a 100% renewable energy portfolio.
Regarding Agenda Item 8, I am very disappointed with the decision to not open the Talbert Channel as a pedestrian and bike path. In my opinion, this would have been a major improvement in my neighborhood greatly improving the quality of life of our residents. I appreciate the City's commitment to improve pedestrian and bike safety and look forward to working with you on alternatives to the Talbert Channel project. Any improvements to street bike lanes will need to be combined with increased traffic enforcement to reduce the rampant speeding and running of red lights that has been getting worse every year along Hamilton Ave and cross streets leading into SE Huntington.
Thanks again for your time and commitment.
Regards,
Lisa Swanson

Subject: AGENDA ITEM #18 - SELECT 100% RENEWABLE CHOICE AGENDA ITEM #18: OCPA DEFAULT RATE SELECTION
My name is Steve Shepherd, and I strongly support selecting the 100% Renewables Choice as the default option for commercial, residential and municipal accounts in Huntington Beach.
Many things have changed since I first began advocating for a Community Choice Energy (CCE) feasibility study for our community back in 2017. However, one thing remains very much the same:
It pays to be a leader!
Our community benefits when we take steps proactively to meet the challenges of tomorrow, and we must not hesitate in leading efforts to address climate change now. Just as joining the Orange County Power Authority (OCPA) as a founding member was aspirational in providing residents new options and opportunities, the decision before you today should be met with the same level of ambition and hope for a better tomorrow.
Our actions today are critical to the ongoing viability of our community in the future. . I urge you to act with a resolve to embrace a bold and innovative future for Huntington Beach. I encourage you to select the 100% Renewables Choice.
Thank you.
Sincerely,
Steve Shepherd
