The Bolsa Chica Land Trust represents 5,000 members who support the Bolsa Chica Ecological Reserve and its mission. In regards to today's agenda item 22-132 we would like to submit the following statement:
It has recently been announced that the City of Huntington Beach is voting tonight to undertake an update of the Bolsa Chica Annexation Feasibility Study. The Bolsa Chica Ecological Reserve is fully protected critical wildlife habitat owned and managed by agencies of the State of California. It is also classified as unincorporated within the County of Orange. BCLT welcomes the review of the feasibility study and the discussion of annexation, which would not change any protections, management, ownership, or regulations at BCER, but would create opportunities for local collaboration to continue to improve BCER for the wildlife which depends upon it.

Council members,
I am a researcher who has an agreement to monitor water conditions in the Bolsa Chica Ecological Reserve with the California Department of Fish and Wildlife. My research relies on the current access restrictions to help protect instrumentation from vandalism or theft. I currently have two scientific moorings in the reserve which are serviced biannually by myself and my research assistants. I am writing this letter to express my interest in CDFW's access controls continuing if the city becomes the controlling jurisdiction. The reserve is an invaluable asset for my own research, as well as a training ground for future researchers.
