DISCUSSION ITEMS

1. RFQ for Legislative Advocacy and Grant Management Services Posey asked that this item be moved, and made a motion to continue services with Townsend Public Affairs. APPROVED.

2. State Legislative Update:

Townsend reported that there have been 780 two-year bills introduced, and they expect several hundred more to be introduced before the deadline.

3. State Budget Asks:

Meeting with Petrie-Norris’ office set. Deadline for budget asks is April 29th. Hopkins will send the City’s priorities presentation to Townsend prior to the meeting with Petrie-Norris’ staff.

Townsend suggested that the Mayor or any Council Members who would be going to the AACOC conference in Sacramento have meetings with leaders while there to help with the requests.

4. State Bill Matrix Review:
a. Loud Vehicle Noise Spot Bill (Asm Petrie-Norris): This bill has yet to be introduced. Townsend is working with local cities including Laguna Beach, Newport Beach, Seal Beach, San Clemente, and Irvine to work out the details. Will be including visual inspections and decibel testing as part of smog testing.
b. Off Shore Oil Bills: There are 5 separate legislative documents being introduced regarding this (SB 953-Min, AB 1657/AB 1658/AJR 24/AJR 25-Nguyen). Townsend gave a rundown of what each is focused on.
c. AB 1445 (Levine) Planning & zoning: Regional Housing Need Allocation: Climate Changes Impacts: Currently in the 7 th cycle of RHNA, and this bill focuses on the impacts of climate change on development in coastal areas related to flooding, and inland areas related to wildfires. Townsend is looking for any comments to bring to the bill authors. d. AB 1682 (Boemer-Horvath) Public Safety: Speeding Vessels: Lifeguard Rescue Vessels: This bill exempts emergency water vessels from no wake zones. Townsend is also looking for input on this, and will bring report of the proposed effects of this bill to the next IRC.

5. Federal:

Townsend spoke to Steel’s office regarding WRRDA (Water Resources Reform & Development Act), and are trying to get any asks from the City, specifically regarding bluff top park stabilization.

6. Appropriations Update:

There is good movement at the Federal level. Negotiations are looking good for 2022 budget, and it’s looking more and more likely to include earmark asks from the City (Surfside/Sunset and Mobile Crisis Unit).
