Subject: proposed residential permit parking on Lakeview Drive and Cliffview Lane I am writing to object to the permit parking on Cliffview Lane. I understand the 8 residents on Lakeview do not want cars parked in front of their homes because they block their view of the lake, but this does not pertain to Cliffview. I do to want to have these restrictions in front of my home on Cliffview. My gardener and housekeeper should be able to park in front of my home and so should my friends and family. It is a public street and the public should be able to park on the street. I do not want trucks or oil leaking cars on my driveway. I should not have to pay for a permit for family to park in front of my house. I am disabled and I need to have cars pick me up in front of my house.

The 8 neighbors along the lake on Lakeview who do not want cars in front of their homes will affect the whole neighborhood when cars seek parking on the adjacent streets, in front of their neighbors homes. Cars come and go and are not parked more than a couple of hours while enjoying the public park.

Please do not pass the permit parking request on Cliffview Lane 1 From: Joyce Colliflower <[email protected]>

Subject: Proposed residential parking permit District on Lakeview Dr.

As you know, there are 3 houses on the first block of Lakeview Dr. I own the home at 6561 Lakeview. As there are only 3 of us on the street, and both neighbors have painted their curbs red, I am the one affected by this and I strongly object. All this proposal will do is move the public parking onto our neighbors on the culdesack streets in the tract. What are the costs to me going to be? Have other residents in the track had an opportunity to object? I want to know what my costs will be to implement this plan. I strongly object to this scheme and how it is being hoisted onto my neighborhood. Joyce Colliflower 1 From: Susan Dakey <[email protected]>

Subject: Re: Residential parking Lakeview & Cliffview letter April 6, 2022 Thank you for your quick response. We understand the situation and thank you for your explanations. We would appreciate if the city council could possibly consider a variant in our specific case because we have no parking in front of our house due to the 2 red curbs. We would only ask for 2 parking spaces next to our house on Upperlake. If this is not feasible, we understand. Thank you for your time and assistance.

Mr. and Ms. Dakey - I will be forwarding your e-mail on to our City Council as they consider approval of the requested permit parking district at their meeting on April 19. However, I wanted to take a moment to address some of your points and questions.

Just to clarify, the original request was just to have permit parking along Lakeview. The City did not necessarily have a plan to include a larger area, but we wanted to provide the opportunity for other area streets to potentially be included in the permit parking district if it moved forward. The way we determine that is through the ballot results for each individual street, checking to see if it meets our 75% support requirement. If not, the street is not considered for inclusion. The level of support is a basic requirement for every permit parking district. In your case, no addresses on Upperlake actually supported being included in the permit parking district, with the exception of the 2 corner houses at Lakeview - you and your neighbor across the street with Lakeview addresses.

The way permit parking works is not to assign or reserve parking for anyone participating in the district. Specifically responding to your request, even if we were to designate permit parking along your frontage on Upperlake, it wouldn't reserve those spots for you. Through our normal policy in setting up permit parking districts, we would not designate a small area on a street like Upperlake that is adjacent to a permit parking district as permit parking, even though the same house has frontage on both streets. If approved, you and everyone else on Lakeview and Cliffview would be eligible to purchase permits and park in any of the restricted zones on either street. All of the parking on Upperlake and Shoreview would remain public parking as it is today.

I understand that you would advocate for having all of Upperlake be part of the permit parking district to address the issues you identified. However, our permit parking policy is not to impose permit parking districts on neighborhoods that don't demonstrate a desire to impose those restrictions on themselves. In this case, only 2 of the 16 properties that front Upperlake voted in support of permit parking. The same was essentially true with Shoreview, though the numbers were slightly different as a shorter street.

There may be other avenues for you to pursue regarding any "camping" on the street by homeless people or others through our Homeless Service group or possibly our Police Department. They have several potential resources to try to assist people and help address neighborhood issues. I would encourage you to contact them. You can find the contact information for Homeless Services on the City's website under "Services" and Police Department contacts under the Police Department tab.

I realize that this response will be disappointing since we are not able to accommodate your request. If you'd like, I'd be happy to speak with you by phone to answer any additional questions you may have or clarify any elements of my response.

Sincerely,
Bob Stachelski

Subject: Residential parking Lakeview & Cliffview letter April 6, 2022 Darren and Robert,
We received your April 6, 2022 letter Proposed Establishment of residential permit parking on Lakeview Drive and Cliffview Lane.

We supported the original plan in your letter Nov. 22, 2021, that included Upperlake Circle and Shoreview Circle. However, you removed Upperlake Circle and Shoreview Circle from the plan.

We live at 6581 Lakeview Drive, on the corner at Upperlake Circle. We have a red curb in front of our house on Lakeview, and a red curb between our house and the house next door at 6591 Lakeview. The red curbs will remain as they are both small spots, not large enough for parking. 2 Se, we were hoping to get 2 parking spots on the side of our house on Upperlake Circle. We don't have any parking spots on Lakeview, and need 2 spots on Upperlake Circle. Would it be possible to include just our2 parking spots next to our house on Upperlake Circle at the corner of Lakeview Drive at this time? Problems on Upperlake Circle and other streets-
Since you stopped overnight parking on Central Park Drive, homeless and fishermen park next to our homes constantly overnight. There is so much overnight homeless parking and fishermen parking on Upperlake Circle. Including Upperlake Circle in the plan would help alleviate all that unwanted overnight illegal parking.

No one should be fishing at the lake past 10pm, and no one should be parking overnight next to our homes.

Thank you for your help. If you want to ask us questions, please feel free to email or call us at 714-596-7646.

Subject: Re: Proposed Residential Permit Parking Lakeview Dr. and Cliffview Ln.

Hello Mr. Sam,
Thank you for the detailed response. Upon further consideration, we're still in favor of this proposal even though it's changed considerably from what we voted on. We're especially glad to hear the time has changed to 24 hours. Night parking has actually been the bigger problem from our perspective. This modified proposal however will have a negative impact on the two adjacent cul-de-sacs. It will inevitably push park goers onto the cul-de-sacs searching for legal parking.

The changes to this proposal will likely have some cul-de-sac residents regretting their NO votes.

Regarding the actual parking permits: Will we be able to purchase permits even though we're not addressed on one of the two streets identified in the proposal? Our Shoreview address for example is a corner house which is bordered on one side by Lakeview Dr. We have no curb parking in front of our home due to a fire hydrant. So we regularly park a vehicle on the side of our property, which is Lakeview Dr. Our address is unique. Even though we're not addressed on Lakeview, our property shares a border with it, and we'll be directly impacted by this plan. With this in mind, I'd hope and expect the city would make parking passes available to us so we can continue to park alongside our property, as we've done for over 30 years.

Thank you,
Rick

Mr. Fee,
Thank you for submitting your concerns. Municipal Code Chapter 10.42, Permit Parking Districts, requires that 75% of the residents be in support of permit parking to move the request for further consideration. Of the streets that received ballots to vote on the proposal, only the properties fronting Lakeview Drive combined with Cliffview Lane voted a minimum of 75% in favor of permit parking. The cul-de-sac streets, Upperlake Circle and Shoreview Circle did not receive the 75% minimum support, therefore, were not included in the final proposed streets to establish permit parking.

The initial permit parking request was on Lakeview Drive. Since the parking issues may potentially move to nearby streets should a parking district be established, staff as allowed by code, determined to include the other nearby streets in the neighborhood to provide the opportunity to join the permit parking request should enough of the residents be interested. However, Upperlake Circle and Shoreview Circle residents did not provide a sufficient number of "Yes" votes to be included with the initial request.

Attached is the first letter sent to the residents to vote on permit parking. This letter did state the permit parking times from 7 am to 6 pm, every day. Subsequent to that letter, residents organizing the permit parking proposal requested the times changed to all-day (24hrs) and had indicated that all the neighbors agreed.

Please contact me if you have questions. Your communication will be shared at the City Council meeting next week.

Subject: Proposed Residential Permit Parking Lakeview Dr. and Cliffview Ln.

Hello Mr. Stachelski,
My Name is Rick Fee. My wife, Jenny and I live at 18062 Shoreview Circle in the neighborhood where this proposed permit parking is being considered. We are confused because this proposal appears to be different than what the city asked to vote on months back. We understood the permit parking would also include the two cul de sacs immediately adjacent to Lakeview and Cliffview, (Upperlake Circle and Shoreview Circle). Also the hours identified in the current proposal are different than what we recall voting on. Have things changed from what the city originally asked us to vote We voted in support the plan as it was originally proposed to us. The plan as proposed now is different than what we ecall voting on. With permit parking only on the two streets fronting the lake, (Lakeview and Cliffview) - this will just pus he park visitors on to the two adjacent cul de sacs to find parking instead, where we already have very limited parking Had we understood this was the plan from the beginning, i doubt we would've have voted in favor of the proposal.

Unfortunately we didn't save any of the original paperwork explaining the exact details of what we were voting on. So we only have our memory to compare the current proposal to what was presented to us months ago. Has the current proposal changed from what the city asked the residents to vote on? If so, why? Thank you,
2 Rick Fee

Subject: Objection to Proposed parking permits on Lakeview Dr and Cliffview Lane Dear Mr. Stachelski,
I am Carol Needham and I live on Clearwater Cir in the neighborhood off the above listed streets. I am opposed to permit parking. This is not private property. The city has created a spectacular park environment and encourages people to come. Parking restrictions are unnecessary. There is no inherent danger or traffic issues. Let our visitors come and not have to worry about a parking ticket.

Regards,
Daniel And Carol Needham
