RE: Main St Streetscape Schematic Design SUPPLEMENTAL
Subject:
COMMUNICATION
Meeing Date: 111/12022
Dear Huntington Beach City Council, et al., Aganda Nom No: # 24 (22-848).
Thank you for the draft Main Street Streetscape Schematic Design, and for the opportunity to provide comments to that Design.
The Longboard fully endorses moving forward with the much-needed community investment and reconfiguration of our iconic downtown Main Street " ...to truly create an outdoor living room for the community" while attracting more patrons and instilling civic pride in the community.
Further, the City Council's authorization allowing Main Street restaurants to expand into the right-of-way as part of its COVID-19 response was not only greatly appreciated, it also allowed us to retain our employees and remain viable during that challenging time.
Recognizing that this Design is a preliminary draft only, we respectfully provide the following comments and hope to address inaccuracies in the draft Design specific to our footprint. Specifically, the Block 2 Section - Plaza/Flex Street diagram on page 22 of the Design presentation indicates a sidewalk width of 12' and private, on-street dining of 12' to 16'.
The actual width of the sidewalk in front of The Longboard is 7.5'. Coupled with a pre-COVID-19 private on- street dining area of ~14.5' by ~28.0' our total footprint was ~406 sq.ft. The Longboard was also afforded
13.5' of expanded on-street dining as part of the city's COVID-19 response resulting in an additional ~378 sq. ft. for a total of ~784 sq.ft.
The preliminary draft Design to be considered during the November 1, 2022 City Council Meeting would result in The Longboard on-street dining footprint of just ~266 sq. ft., a reduction ~140 sq. ft (~35% to the pre- COVID level and ~518 sq.ft. ~66%) to the COVID-19 response footprint. While such a reduction will significantly and adversely impact The Longboard's ongoing operations and employment base, we believe other legacy restaurants on Main Street including Michele's Sugar Shack, No Ka Oi and Killarney's, to name a few, will be similarly harmed.
All things considered, the draft Design appears to contradict and is at cross purposes with the intent to "...reconfigure and extend private, outdoor dining opportunities." for businesses as noted in the November 16, 2021 Request for City Council Action (File #21-875). At a minimum, we were hopeful that the new design, whether the Plaza Scheme, One-Way Flex Scheme or something entirely different, would have afforded The Longboard with an on-street footprint somewhere in between pre and post COVID-19 areas at a minimum.
The Longboard is proud of its solid and decades-long working relationship with the city, a relationship that has always been based on trust and open communication. We appreciate your consideration and are available to discuss any aspect of our situation and thoughts in this critical matter as Huntington Beach continues to move forward.
Thank you,
Board Operations Dept.

New design proposal for Main St. Huntington Beach Meeting Date: 11/1/2022 Agenda lam No: # 24 (22.868)
I am very excited that we are finally moving forward. I overall like the design. I don't understand why the outside dining component has been reduced.
I am very concerned about the design proposal. I understand the vote tonight could be to move forward on design. I worried this design is close to the final to layout.
1. People are very excited about 2nd block closing and being redesigned. They like the new large increased patio dining. It will be nice to not look like a closed street.
It will make 2nd block a great destination place to eat, hang, out, and have community events.
2. The plans we just received show 9.5 ft of controlled dining. The old patio was
14.5 ft new patios are 20 ft. The 14.5 ft patio dining area was given to the city by property owners to create a dining experience on Main St. 1 3. I was on many committees in the past about closing the 2n° block. I have seen some great designs. This design looks like they started with street size and just worked back. This ended up taking 7 feet from the patios to make room for "street Furniture/ Curb zone" . We should use areas in front of retail for this zone since there is no dining patios.
4. I always liked the two lanes coming into Main St. from P.C.H. 2nd block closed forcing traffic to parking structures. Signage taking them up 5th St. & 1st St. to 3rd block and Pacific city. Visitors will see more of what downtown has to offer.
5. My favorite design of 2n° block had a winding one way through for fire department and the parade. It could be closed in summer season and can open in winter. This gives space for the enlarged patios for restaurants and has outdoor areas in front of retail spaces.
6. The way this proposal is designed foot traffic now would be walking by storefronts 9.5-145 ft away. Studies show that this is detrimental to retail business.
There is no reason the sidewalk and open space needs to be in a straight line.
The Main St area before covid was already a very successful working model. The increased size of patios is well perceived. The increased dining area does help mitigate the homeless and demonstrations. We already have an issue with homeless.
The 14.5 feet of existing was already small for outside dining. Making the area for have outside dining 9.5 feet will barely have room for tables and service access.
When The City Council and HBBID went to 3rd street Promenade many years ago. We all came back with mixed feeling. It was a Wednesday afternoon. We saw three different homeless fights for territory. We realized Main St. has a fourth of the parking structures. We also aren't surrounded with high density high rises of business and housing. City still expanded our area with 44 liquor licenses. Let's at least try and keep them successful.
I am sorry I am learning about the design proposal so late. I am on Downtown BID email list as former Vice President for 10 years and The HB Visits email as former Board member. I got the information from an upset property owner walking business to business.

Dear Huntington Beach City Council,
As a downtown Huntington Beach citizen and a frequent visitor to the downtown business district, I fully support keeping traffic off of the 2nd block and providing landscape of trees, lighting, pavers for road and beautifying the outdoor restaurant area and making it more consistent. I had an opportunity to participate in the Dreaming downtown session where we walked the downtown area and viewed proposed designs of the area. I think providing beautification will make our downtown area so much safer, inviting and enjoyable for all. I truly believe more people with families will visit and provide more business to the restaurants and businesses because of this project.
Thank you for your consideration.

Hi Kriss
Please help me submit the below for the city council regarding downtown.
I am so excited for the downtown design. There were some great ideas that were discussed and I can't wait to see what they propose. Having a proper design to make downtown flow better as well as easier to maintain will benefit all of us.
Thanks for all your work on this!

Hi Kris- Having more walking and socializing space downtown is not only aesthetically desirable, it also helps reduce traffic.
The plaza design would allow more people to enjoy the outdoor space and would allow our families to have safe space downtown. More people in the plaza would help our businesses as well.
Thank you,
April Downs
