Subject: Main Street reopening
Dear Council
As an owner of 215 and 215 ½ Main Street operating two business on the second block and as a resident since 1985, I urgently request that you not reopen the second block to traffic. While improvements do need to be made, and we are willing to make them with direction and confidence that they will not be temporary measures, a closure would devastate our business, increase crime and put many jobs at risk. Survival in the restaurant business in the current economic environment is extremely difficult even with the additional seating we have been able to install since Covid. Labor is greater than 50% of gross sales and food costs have rocketed. Personally, I think that if this is done, my family will no longer wish to continue operations. Please talk to the owners downtown and come up with a better solution to creating an even more friendly family environment in our downtown.

Thank you,
Cheri Boggeln

Subject: Request to End Expanded Outdoor Dining and Retail on Main Street and other nearby areas in Downtown
This email is intended to express my opposition to ending the expanded outdoor seating on Main Street. I am a property owner here in Huntington Beach and I work downtown on Main Street. I enjoy bringing the family down on the weekends to enjoy the food and atmosphere. I have heard that removing the extra seating may cause some of the businesses to go under as they are barely making ends meet as it is. I would hate to see long- standing staples of this community disappear because they were unable to generate enough revenue to make things work.

Again, I urge you all to vote to allow the expanded outdoor seating to stay.

I have lived in Huntington Beach over 20 years. My whole family enjoys the currently closed Main Street area far more than when it was open. It is safer, friendlier and is much more inviting to spend more time downtown than in the past.

Please vote to keep the street closed.

I am writing to you to express my opposition to Mayor Pro Tem Van Der Mark's Request to End Expanded Outdoor Dining and Retail on Main Street and other nearby areas in Downtown. Our downtown bars and restaurants were put through hell by Governor Newsom's strict COVID lockdown and are only now recovering.

We should not be messing with the on-going economic recovery of our downtown businesses by removing outdoor seating. Additionally, the Main Street closure has led to increased pedestrian safety and made Mair Street more family friendly. We have one of the greatest climates on the planet and outdoor seating should be encouraged. The Main Street street closure has been such a success, it should be made permanent. Planning studies and landscape plans could be conducted while the Main Street closure remains in effect. Thank you for your consideration in this matter.

Sincerely,

It has been wonderful to have one block of Main Street dedicated to pedestrian access and full of outdoor dining options for over two years! it would be a travesty to lose this option for us HB locals. Born and raised here I love supporting downtown establishments especially since we have the wonderful SoCal weather! Thanks for considering,

Hi there,
My name is Nicole and i live downtown on 6th and olive.

I have lived in HB for 15 years. The outdoor dining that came out since covid has had a huge impact on how much safer we feel enjoying the restaurant's and shops downtown. I am a two time cancer survivor and severely immune compromised. Being able to have the fresh air and outdoor dining is incredibly important to me.

Wives have a two year old and fel so much safer being able to walk down main stret without the threatof crazy Taking away this option would ruin so much of the downtown areas accessibility for immune compromised, handicapped, and people with young children. As well as hurt business owners who are able to have more space and outdoor options.

Closing it honestly is a ridiculous option and I do not know one person who is in favor of doing so! Nicole

Hello,
I have recently learned of the mayor pro tem's request to end the expanded outdoor dining and retail spaces on Main Street and implore you to reconsider. Not only does it make sense as the safest and smartest way to stay social in HB during a pandemic, (such as the current covid surge we are in!) less cars downtown is safer for all of us - especially families with young children like my own. Pedestrian only spaces and the city's walkability make it a more attractive tourist area and a friendlier neighborhood for locals. The extra space is financially beneficial for the small businesses on Main Street as the revenue they can bring in from being able to service more customers far outweighs the benefit of a few parking spaces. If anything, we should be considering closing down MORE of downtown to car traffic! Sincerely,
Celeste Rybicki

Subject: Main Street- A Local's Opinion
Hello,
I was just notified of a city meeting in order to discuss the reopening of Main Street and wanted to send my opinion, as a local. In all respect, I truly believe that re-opening the street would be a huge step backward for Huntington Beach.

I moved to Huntington 6 years ago as a 23-year-old and quickly realized that Main Street was the "it" spot to hang out with people my age in the evening. I then, quickly realized how unsafe and chaotic the road was during bar hours. From Uber's, to emergency vehicles, to (intoxicated) people running back and forth from Hurricanes to Sharkees in the dark, the flaws in that road operating as a main artery at 1 am was absolutely insane to me.

Covid did a lot of bad. But I'd argue that the result of the pandemic closing that road down did a lot of good. It allowed more aesthetic seating during the day that was inviting to both locals and to tourists, provided more opportunities for restaurant owners on the street, and added to a safer nightlife atmosphere.

I've watched the business owners invest in nice outside areas that double as both a total vibe AND a huge expansion of space for their businesses. I viewed the 4th of July fireworks at a table with my dog while eating and drinking and stayed 3x as long as I planned (and way more than 3x the amount of money).

I'm now 29 with a husband and children and both from my 23-year-old eyes and right now, I would absolutely suggest you reconsider reopening that road. As for me and my family, we're in support of keeping the street closed.

Thanks for your time,
An HB Local

Good morning! On behalf of my entire neighborhood in the grid starting from 1306 Walnut Ave to 20th street, we wanted to write in to explain why opening up the street on Main Street and closing down outside access to restaurants and stores is a huge mistake.

First of all, HB is a beach town. How we call it 'surf city' and then have no where to dine outside. I worked at a backpackers hostel for 7 years and the only thing I ever heard from tourists and international travelers is that, that is exactly why they go to HB, because it's one of the only places in SoCal that has dining and things outdoors. Not to mention the locals. I have had several friends come and visit with me who then moved here and decided to stay, for that very reason. Including myself! I was planning on moving 3 times in the last 3 years but decided to stay and even changed jobs to do so, solely because there is so much to gain by being able to actually enjoy the weather here.

Not to mention the only people that actually used to use that street to drive on were just obnoxiously revving their engines and almost running everyone over when you're trying to get to the post office.

Me and every neighbor in the grid agree that the amount we go out to eat, run errands and go to the events on Main has significantly risen since the street is closed and open for outside dining. If that stops and there's nowhere to enjoy outside... we don't know what the point of living in a beach town would be.

There are cheaper places to live that have better surf and do have outdoor activities.

Please do not reopen the street for driving on and take away the one thing that sets HB apart from other beach towns! Please allow us to keep the outdoor experience going. We were shut in enough during the pandemic, please don't make us feel that distance from one another again. Having the street dining has made us all more of a community again. The amount of people I've met as a local because of this is astounding and brought even the grid together. Makes us feel safe to meet people and walk around on Main Street, made us want to support our local businesses and meet the owners.

We will not want to go downtown to eat 'out' if we have to be 'in'. We can eat in at home for barely any cost. The whole draw is for the outside atmosphere and feeling connected to our neighbors and neighborhoods.

Please don't take that sense of community away. And please don't take away our ability to enjoy the town and the wonderful nature surrounding it at the same time. It's what makes HB, HB. It's what makes this Surf City.

Thank you,
On behalf of the grid on Walnut from 13th st. to 20th - Ashlie Hemingway & friends. Our community Sent from my iPhone

Good day,
I'm writing to you to please ask that you keep Main Street blocked off as it has been since the pandemic.

As a resident, we have visited downtown more frequently because it has provided us with the ability for a safe place to gather and walk freely without the concerns about traffic. It has also provided additional dining options since restaurants have been able to greatly expand their available dining space.

Keeping this section of Main Street closed as a promenade will continue to benefit the local businesses, as well as the city with increased pedestrian traffic and revenue.

Thank you for your time and consideration.

Have an amazing day!

I am emailing in favor of keeping main st closed. It has practically doubled bar/restaurant seating for some of our favorite spots down town and has also created a MUCH safer place to walk around. Despite a slower posted speed limit, I remember cars and motorcycles wizzing down that section which was not only loud but posed a safety problem.

If parking is in question, I would say that the spots in that section of main st are minuscule. Pacific City's parking structure has produced many more spots for patrons to park (and also spend money in our town) before heading downtown.

All in all, I believe keeping that section of main st closed is beneficial to the retail shops, restaurants/bars, locals and tourists alike. Please keep it closed!

Subject: City Council Meeting - Main Street Closure
1 am a 27 year resident of Huntington Beach and a homeowner. Please do not end the closure of the second block on Main Street or end extended dining. The entire first 3 blocks of Main Street should be closed indefinitely to allow outdoor dining and accommodate pedestrians to relieve the foot traffic on the sidewalks. It is so much nicer to eat outside on Main Street and the waiting times during busy periods have been drastically reduced. The restaurants also need the additional seating capacity to thrive. Busier restaurants means more City taxes. In addition, driving on Main Street becomes overly-congested and is a safety concern crossing streets.

To whom it may concern,
I am writing in response to hearing about the potential closure of the extended patios on the second block of main street. This is very upsetting to hear that the new city council that we voted to help out our businesses want to take away business (being extra tables) from the restaurants that are already struggling amongst astronomical inflation. Many locals of HB would like to keep the extended patios so we can relax without cars revving their engines and being dangerous to pedestrians. I have lived in HB all of my life and having the second block of main street closed has made it so much safer for people walking, I have two little girls and I do not believe it is safe for them if the second block is opened.

I hear that homelessness is a hot topic with the street being closed, but whoever made that argument must be new to HB. Being in a beach city we have ALWAYS had homeless people. If the city council wants to do something about the homeless issue we should have our police officers back out on main street doing their foot patrols.

Thank you,
Sarah

Hello council,
My name is Erika Sanchez and I am one of the many individuals that work on Main street in Huntington Beach.

I was born and raised in Southern California and because of that I have a great appreciation for the outdoors.

Huntington Beach has become a second home to me, where I choose to visit on my days off to enjoy great restaurant service and a walk on the beach.

I am emailing you in hopes to convince you to keep the expanded outdoor seating as it's very important to me.

First, outdoor seating provides a more inviting atmosphere which brings business to all restaurants by creating a refreshing new experience. Second, outdoor seating is a free way to create advertisements, creating a stronger downtown business brand. Additionally, I feel like yelp is sometimes not enough to convince individuals to try a new place but outdoor seating can help. Furthermore, having the street closed creates safer foot traffic which is more inviting for families and pets. Lastly, and most importantly, COVID is not over and having outdoor seating is a precautionary measure.

Thank you for hearing my voice and I appreciate your time.

Sincerely,
Erika Sanchez

Subject: CC 1/17/23 item no. 23 keep pedestrian orientation and patios Dear Huntington Beach City Council:

In 2020, my neighbors and I were very impressed by the City's decision to support local businesses by creating a pedestrian-only section of Main Street. This creative problem solving saved numerous businesses and jobs. In addition to financial benefits, having downtown restaurants remain open provided a desperately needed sense of normalcy and hope. We even noticed that car clubs were able to continue cruising downtown by simply changing their route to avoid one segment of Main Street. Time and time again, we remarked that the City should have made part of Main Street a pedestrian-only space, with more outdoor dining options, long before the pandemic.

There are several factors that contribute to having a successful pedestrian-only shopping street:

1. Located adjacent to or mixed in with residential development;

2. Convenient parking and access to public transportation; and

3. Primary uses are restaurants and retail stores.

The segment of Main Street between Olive and Walnut has all three attributes. This is the appropriate location for a pedestrian-only shopping street in downtown Huntington Beach. A long-term plan for the future of the pedestrian-only area should be developed while our restaurants continue to utilize expanded patios. There is no need to hurt local businesses by making them tear down patios and therefore reduce their operations and earnings, while a plan is developed.

A lively, successful, pedestrian-oriented Main Street is something to be proud of and preserved.

Sincerely,
Michelle Halligan

Item #23 Submitted by Mayor Pro Tem VanDer Mark- Request to End Expanded Outdoor Dining and Retail on Main Street and other nearby areas in Downtown.

I work in the professional service industry at a business on the second block of Main Street. Closing the second block to open it up to foot traffic was the smartest decision the City Council has made for this city in a long time.

Since the second block has been closed, I have only heard rave reviews from tourists and locals alike. It brings out a much more family friendly environment. Kids can walk around more freely. Today for example, I saw three middle school aged boys walking around shopping while their parents were sitting at a restaurant's extended patio. Families are not afraid of cars flying down the street and not stopping at the crosswalk. I have seen many people be hit in the crosswalk and many more near misses. Before the closing of Main Street, I witnessed multiple accidents happen because cars were flying down the street, or were too impatient to wait for people to park/back out their cars from the parking spaces.

Pedestrians have more room to walk and do not have to walk down a cramped sidewalk.

Tourists come to California and specifically Huntington Beach for two things, the beach/surf and the California sunshine. With rising inflation in food costs, labor costs, and still the threat of COVID in indoor spaces, these extended patios have been a life saver. The extended patios for the restaurants on the second block have improved business in these difficult times. And if people come to eat, they stay to shop at our local stores.

The cons that I have heard from people wanting to open the 2nd block backup include: decreased foot traffic, increased homeless activity, and lack of cleanliness.

Above I have explained why I think the decrease in foot traffic is a misconception. Having these extended patios has brought the business back to life downtown after COVID shut it down. And they have continued to keep the restaurant and retail doors open in face of record inflation.

As for increased homeless activity, I have worked downtown for a decade now and have been a resident of HB my whole life. This has been a problem for forever and should have nothing to do with whether or not the second block is kept open.

The homeless issue stems from other cities bussing homeless people into our downtown. Every month or so, there is a new group of homeless people walking around. They sleep, pee, defecate, buy and sell drugs, and have caused harm to people down here way before the closure happened. I have seen firsthand, many times, even just 4 days ago, drug deals go down. If we want to handle this, our police force needs to enforce the laws we already have in place, Code 12.32.020 Loitering, Obstructing Free Passage, and Sitting or Lying Upon the Public Way. Many cities use this code to be able to do something about their homeless population. We should also make it more clear where the public restrooms are located and add more to the downtown area that are clean and safe to use.

As for lack of cleanliness. The City changed cleaning companies and that company did not live up to the standards of the previous company. Now that we have reverted back to the original company the cleanliness issue has been somewhat alleviated. However, with the continued issue with people leaving trash, doing drugs on the street and using the restroom in the parking structure the cleaning has to be constant.

In summary, l am requesting that the city continue to allow extended patios on Main Street. The city can continue to create regulations the city should keep the extended patios open for the second block to keep promoting business downtown, while the city continues to clean up and create regulations for the businesses to have the area more aesthetically pleasing patios.

City council,
With respect to what you must do for the benefit to the community and a clear understanding that you cannot possibly make everyone happy, but my opinion is that closing Main St. to through traffic has been the best thing for business and boosted HB as an attractive option to visit. Since the closure, walking and crossing streets as a pedestrian feels so much safer. It is nearly impossible to drive the downtown streets prior to the closure. As a resident, I found myself avoiding downtown in a vehicle (truly frustrating) because pedestrians don't let cars pass.... Residents as well as tourists just continue walking and crossing streets like cars don't exist. This is unsafe.

It is so refreshing to walk down the center of the street and see so many happy people. The business appear to be thriving. It's a beautiful site to see all the open umbrellas from a second floor perspective. My fiancé posted a photo of a local restaurants signage on Google and within six months has received a million views. With view numbers like this, exposure seems as if it would be good for business. I am not certain of the forces that are trying to open Main St., but a promenade type setting has been a wonderful "problem" of Covid for HB....let's keep it the way it is!! To Whom it may concern,
My name is Todd brown and I am the owner of Aloha Grill located at 221 Main ST. # F. I oppose the permanent closing of the street that went into affect during Covid. I feel It isn't fair to the upstairs business owners that don't have space to compete fairly with restaurants that are street level. Main street has always been a destination for car clubs like " The cowabunga VW Club" and many others to cruise the streets and enjoy the beach cruising atmosphere. Keeping this extra space just makes it easier for patrons to walk away with alcohol and takes away from the ability to drive to PCH without being diverted to another street that wasn't designed for traffic. If the last 50 years before Covid it worked, why change it know and change something that historically has worked.

Todd Brown (Owner/Operator)

Subject: Main st closure / parklette
HB City Council,
I am for the removal of the parklettes.
1) This has impacted parking negatively and makes it much less attractive to visit HB Main St. 2) it feels very haphazard and unfair. Some businesses have huge sidewalk patios while other didn't even get one. And while it serves some businesses well, it doesn't offer any benefits to others. It feels lopsided and disproportionately only benefits a handful of restaurants. 3) how is this fair to businesses who paid the premium for their location/patio, to now give every business who didn't pay that premium the same benifit of having a patio. For a small restaurant they had the ability to now double or triple their sales/profits while paying the same rent. How is that fair to the businesses owner who paid?
4) while I enjoy the idea of a promenade and think there may be a path to accomplishing that. That would need to be done in a consistent and continuous fashion. It's currently a free for all and each business has decorated and designed their sidewalk patio extension in anyway they wanted and it makes the street as a whole look unorganized.

Re: 200 Block Street Closure/Expanded Outdoor Dining
To Whom It May Concern:

This letter is to convey our position on the proposed end to the expanded outdoor dining and retail on Main Street and the 200 Block Street closure.

I have been employed by Robert Koury Properties since 2009 with our office being located at 200 Main Street. I manage properties from the 200 block to the 500 block of Main Street which includes restaurant, retail, and other service industry businesses. With the onset of COVID and the indoor restrictions that followed, the expanded outdoor dining on Main Street was instrumental in allowing business to stay open, provide needed services to the residents of Huntington Beach and visitors as well. Once the COVID restrictions were lifted, it has become apparent what a positive affect these changes have had on the downtown area. I do not know of any food service business who has not seen an increase in patronage of local families that had long since given up on downtown Huntington Beach.

I manage many buildings in the downtown area and often speak to many business owners at 200 Main Street. Those who opposed the closure in the beginning have now changed their position after feeling the benefits it has brought. Retail shops and service businesses such as salons also support the continued closure of Main Street as it welcomes addition foot traffic (see included emails in support). In addition, the closure of the 2nd block allows the downtown HB Police foot patrol to address issues more easily, especially those associated with late night businesses which has been a challenge for many years.

We 100 percent support the continued closure of Man Street as well as the expanded outdoor dining. We look forward to the day when the city can move forward with one of the many comprehensive plans we have seen presented over the past few years. A permanent new face to Main Street is long overdue and would help uplift and connect the downtown area to Pacific City, the wonderful upscale hotels, and attractions that Huntington Beach offers.

Thank you.

The purpose of this letter is to document my opinion of the street closure on Mian I am Roxann Casaccia owner of Mian Street Hair Company at 200 Main Street #108.

It is my opinion that Main Street should remain closed for outside dining. I believe that this has been a huge benefit to many businesses downtown and to the citizens who enjoy this type of atmosphere.

I hope that this closure will continue as It is at this point.

Thank you,
Respectfully,

Subject: DO NOT End Expanded Outdoor Dining and Retail on Main Street - City Council Meeting Jan 17, 2023
Respected Council Members and Staff -
Reopening Main Street at this time simply does not make sense.

My wife and I have owned a home in Huntington Beach for over 20 years, and my family has lived here during that time. We enjoy spending time downtown in the Main Street area.

We find the current downtown configuration to be a fast improvement over the prior arrangement with vehicular traffic in that area. It feels safer, much more pedestrian friendly, and much more like that Surf City environment that City promotes for Huntington Beach. To tear it down now, ahead of an update of the Specific Plan for the area, simply is not prudent and frankly makes no sense.

Please leave things the way they are on Main Street. If a change must be made, then I promote expanding the closure of vehicle traffic both north and south of the current block, not its elimination.
