I know to y'all a flag may seem small, or unimportant, but to us it says that we belong here. It says that no matter who I am, I still deserve to have rights. If you remove the bride flag during June you send a message to every single queer person/ that we aren't welcome here.
Please don't remove the Pride flag during June

Hi, my name is Maria Brito , I am writing to you today to discuss the importantance of keeping the LGBTQ+ flag flying at Huntington Beach. The importance of keeping the flag creates a safe space and great representation for the Huntington beach residence. Removing the flag to fly during pride much is unacceptable and disrespectful due to the lack of representation that we already have in today's society and community. If the flag is removed , it serves a negative message that the city does not support or accept their fellow LGBTQ+ residence. I encourage you to think about your actions and do better for the LGBTQ+ community. Thank you for your time.

Dear Huntington Beach City Council Members,
I am writing you in opposition to the proposal to limit flag displays at city facilities. This proposal would end Huntington Beaches current practice flying the PRIDE flag in June, in honor of pride month. Flying the PRIDE flag sends the message all deserve to be treated with respect and free from hate and harassment. The LGBTQ+ community is part of every community, including Huntington Beach and the PRIDE flag is a symbol of unity and acceptance. I ask that you keep flying the PRIDE flag, to show that Huntington Beach is an accepting, inclusive and safe city for their LGBTQ+ residents and all of those who visit.
I urge you to reject the proposed ordinance to limit flag displays.

I am writing with concern over the movement to stop flying the PRIDE flag in June 2023. I disagree with the effort to take down this flag and think it should be allowed to fly free. The LGBTQ+ community is part of every community - yes, this means Huntington Beach! The PRIDE flag is a symbol of unity and acceptance. Dear Council Members,
My name is Dawn Marchette Conte, I have a daughter who came out last year as Bisexual. I have been part of the Catholic Community for 55 years, my kids went to St. Bonaventure and my son went to Mater Dei High School for a year. Being a catholic my whole life Jesus has taught me to reach out to my community and accept everyone for the way that God made them. It saddens my heart to hear that the rights of the LGBTQ+ community are being infringed upon. I wholeheartedly disagree with the movement to stop flying the PRIDE flag in June. Working in education, I see families of all types of backgrounds, and part of my job is to uplift, encourage, and protect my students and make sure they feel safe and accepted. The LGBTQ+ community is part of every community, including Huntington Beach and the PRIDE flag is a symbol of unity and acceptance. I hear that is is a meeting Tuesday February 7th to discuss the issue of The Pride Flag and not displaying the flag in the month of June. I will not be able to attend this meeting. Who and how does this benefit the community of HB? Who benefits from this change?
1 would like to understand why this is a issue after the city has proudly flown the flag for the past few years.
Driving on my way to work in Huntington Beach I have enjoyed seeing the Flag Fly and watching people take pictures under it/ feeling a sense of welcomeness in a community the has a long history of racist and homophobia.
I look forward hearing back

I am writing as a concerned resident ofHuntmgton Beach. I would like to voice my opinion on several agenda items to be voted on at the Feb 7th meeting.
Item 11: I urge a NO vote on this item. Many people in Huntington Beach cannot afford to make such a sizable contribution to the candidate of their choice. What kind of influence would these sizable contributions be purchasing?
Item 12:1 urge a NO vote on this item. This will harm our community. There are reportable items like code violations in restaurants which will be observed by staff but never reported for fear of retribution. This would likely result in litigation, including lawsuits from the ACLU.
Item 30:1 urge a NO vote. This is an unnecessary restriction. For example, the rainbow flag is a symbol of inclusion that indicates "are all welcome in our city .
Item 32:1 am FOR resuming the practice of making city council meetings (and city boards/commissions/committees) accessible remotely via Zoom. It has helped increase civic participation for those who cannot physically attend.
Thank you for your consideration of my concerns reagrding these items.

Hello City Council,
I understand that on February 7th there is an agenda item regarding not flying the Pride flag. If you were to vote in favor of removing the flag, it would be an egregious wrongdoing on the city's part.
This is in direct conflict with the city's recent push for inclusion.
I am vehemently against the removal of the flag and the erasure of the representation that this city desperately needs.
Huntington Beach is a beacon for tourists and ALL should be welcome, plain and simple.

Who can take issue or argue with that?

Please read and respect my views on a current topic within the City.
I am a 40 year + resident of Huntington Beach and I fully support the removal of the rainbow flag from Government buildings in Huntington Beach. It is a divisive symbol that has no place on Government buildings. Our Constitution allows freedom of religion in public and private spaces/ however/ does not sanction one denomination or religion by flying their flag on Government buildings. Our Constitution also allows freedom of expression/ including sexual orientations of those recognized by the rainbow flag. Individuals may wear clothing, have signs but our government should not sanction one group by displaying their flag on Government buildings.
It is a divisive symbol because it conflicts with many people's moral beliefs. Most religions/ including Christians/ Muslims/ Judaism and others consider the practice a sin although not illegal. want to add that the rainbow flag has acquired different groups to widen its attraction. What started out as gay and lesbian members has now grown to include transgenders and some will include minorly attracted persons (which is pedophiles). Pedophilia is illegal and is a serious mental disorder that needs to be treated and not displayed as acceptable.
Please remove this flag immediately and unify our city under the US/ State and POW flags.

Please leave up the pride flag for pride month! In every group on the planet there are good people and bad people, so don't hate a whole group! Pride month is essential especially for young people who are feeling, "hmm, I'm nervous that I may not be straight..." because it can validate their identity and introduce them to a Joyful community that destigmatizes education on safe sex and mental health. Be one of the good people in your group and help unify humanity.

Dear Huntington Beach City Council-
Please keep the Pride flag flying in June to celebrate Pride month. It is a symbol of hope and acceptance and inclusion. In flying the Pride flag, you are letting countless kids, and maybe even adults, know that they are seen and worthy here in our great city. For the sake of the mental health of our kids and their peers, this is a message Huntington Beach should continue to promote. Putting the flag up is a very small price to pay to keep our LGBTQ kids from feeling isolated or depressed, and all the negative consequences that can come from those feelings.

To whom it may concern/
I am a SoCal resident who has been to Huntington Beach many times. I am also a member of the LGBTQ+ community.
Huntington Beach deserves to have the Pride Flag flown during Pride Month this June. The Pride Flag is a small yet powerful symbol of inclusion. Removing it would be an actoferasure ofHuntington Beach's LGBTQ+community. The flag deserves to be displayed proudly like it is in so many cities across the country.
Huntington Beach is a popular tourist destination, and I encourage you to consider the message that removing the flag will send to those considering visiting. I know its removal would discourage me and my family from visiting and spending money, and I would make sure that others around me know what Huntington Beach stands for, and what it does not.
The removal of the Pride Flag sends a message that Huntington Beach does not accept or support its LGBTQ+ residents, which is unacceptable. Please voice your support in maintaining the Pride Flag during June.
Thank you,
Miles

The pride flag may be small but it is a symbol of your support for members of the LGBTQ+ community who have been experiencing high levels of violence and attempted erasure more and more. Subject: Feb 7 Meeting Agenda Items
Dear City Council Members:
As a 45-year resident of HB, I have comments on several of the agenda items on the February 7 agenda:
Item 11 — I don't support the idea of allowing more money in politics, particularly from out of the City. This increase will allow special interests to have even more influence on our City affairs. A broader contribution base of relatively small donors would be much more representative of our community. Please do not approve this increase.
Item 12 — Requiring in-person complaints will discourage people who have the most visibility into code violations from pointing them out. For example, restaurant workers who observe dangerous health code violations may be hesitant to report them for fear of losing their jobs. Also/ neighbors who observe violation of building codes may not report them for fear of retribution. This proposal sounds like a very bad idea.
Item 30 — I support this one. We should not be flying special interest flags, which we may not all agree with, on city flag poles. POW/MIA flags should be OK and non-controversial, but all others should not be allowed.
Item 31 — Although i do not support the State housing regulations being challenged, spending more City money to challenge them seems like a waste of taxpayer money and staff time. The current City Attorney has not had a record of success with these challenges, and there is no reason to believe the same City Attorney will do any better in the future.
We should accept the fact that these regulations exist, and try to find a way to comply with them in an absolutely minimal way. Money could be more productively spent by exploring how we could best comply with the letter (if not the spirit) of the rules.
Item 32 — Given that the COVID threat is much reduced (especially for people who get the available boosters), I see no reason to reverse the Mayor's decree.

Most Flags and made to unite behind and bring people and causes together. The Rainbow Flag is a Social Engineering Policy of one's sexual preferences and only divides the people in our community. All one needs to do is read the HB Community Forums, these Social Policy Flags just divide our community, some for religious reasons and some for political reasons. Why on earth would we want to Divide our community over a Social Policy Flag? Equity, Inclusion, and Diversity? Does that not open up our city to include other sexual preference flags like the NAMBLA Flag? if they declare July as Man Boy Love Month are we obligated to fly their flag? This all started as a political stunt in 2021 when one group had the majority, it is time to end this stunt and stop the further division in our community. In our city, we have gone for over 100 years with the American Flag, the State Flag, and our City Flag leave well enough alone and stop with the Social Engineering Policy of division.

Subject: Pride Flag Discussion February 7 Meeting - Please Continue to Display Publicly Hello Huntington Beach City Council Members,
Please do not remove the Pride flag from public display. The flag is a symbol of inclusion and of caring and love. Those are things to encourage and cherish. Huntington Beach is celebrated throughout the country as Surf City. It would be a shame to have that fun image tarnished by close minded hatred.
Thank you for your consideration.

Dear Council Members,
I disagree with the movement to stop flying the PRIDE flag in June. The LGBTQ+ community is part of every community, including Huntington Beach and the PRIDE flag is a symbol of unity and acceptance. I ask that you keep flying the PRIDE flag, to show that Huntington Beach is an accepting, inclusive and safe city for their LGBTQ+ residents and all of those who visit here.

To Whom It May Concern,
My name is Tiffany Le, a resident and educator in Orange County, and former student of Huntington Beach Unified School District. I want to express my concern about the agenda item for the next city council meeting to not have the Pride flag displayed during Pride month. The impact and message of not having the Pride flag up can be detrimental to our LGBTQ+community, including LGBTQ youth who are at a much higher risk of suicide. The simple act of having the Pride flag up during Pride month can show our community that every individual matters, and that they deserve to be proud and loved. Please reconsider keeping the Pride flag flying in Huntington Beach as it is important for all LGBTQ+ community members!
Thank you for your consideration.
Sincerely/
Tiffany Le

Dear City Council,
I recently read that there is a motion to remove the Pride flag from being flown this June. I am extremely disappointed that our council would consider such a divisive and hateful move. To remove the flag would signal to residents, businesses, tourists, etc that members of the LGBTQ+community are not only not welcome, but completely rejected by this city. Does this city really want to turn back a messageof welcome for millions of Americans? I hope not.
I urge you to keep the Pride flag flying and send the message that all are welcome in Huntington Beach.

HB City Council Members
Please read and respect my views on a current topic within the City.
I am a resident of Huntington Beach and I fully support the removal of the rainbow flag from Government buildings in Huntington Beach. It is a divisive symbol that has no place on Government buildings. Our Constitution allows freedom of religion in public and private spaces, however, does not sanction one denomination or religion by flying their flag on Government buildings. Our Constitution also allows freedom of expression, including sexual orientations of those recognized by the rainbow flag. Individuals may wear clothing, have signs but our government should not sanction one group by displaying their flag on Government buildings.
It is a divisive symbol because it conflicts with many people's moral beliefs. Most religions, including Christians, Muslims, Judaism and others consider the practice a sin although not illegal
Please remove this flag immediately and unify our city under the US, State and POW flags.

Dear City Council:
Please vote NO on Councilmember Item #30 at the 2-7-23 council meeting.
We wish to reiterate the comments of the Anti-Defamation League of Orange County/Long Beach. As the League notes, the Pride Flag is not an insult to any group. It simply signals that the city is welcoming to people who have been harassed, discriminated against, fired, abused and even murdered based on who they are. The Pride Flag is an important symbol for Huntington Beach to support.
Also note that for many, the city has a national reputation as a home for hate groups and their sympathizers. As HB residents, we do not believe this image is accurate. But if the council votes to ban the Pride Flag, you will play up this image and receive press and social-media attention. This kind of attention will cause serious harm to the image of "Surf City U.S.A." as a welcoming place for residents and visitors.
Please vote NO on item #30.
Sincerely,

Subject: Please keep the Pride Flag flying in June/ for HB's youth Good afternoon,
I am writing because I have found out there might be a vote to not put up the Pride Flag during the month of June. I can't tell you how sad this makes me. I was so happy last year to hear about the flag being raised during Pride month. I work with Huntington Beach's youth and I know how happy it made all of them, not just those in the LGBTQ community, to know their city was moving towards inclusivity and that they knew all members ofHB's community are welcome and recognized. I myself was proud of the city. I thought, finally, the city is doing something about its terrible reputation as a place of racism, homophobia, and exclusion of others. We are a beautiful city with a population that wants to move forward and represent all of our population. The LGBTQ community lives and works here. They are part of our community. Let's show them we recognize the struggles many in that community have endured and show we are working together to ensure all members ofHuntington Beach are welcome here.
Thank you for your time and consideration,

Subject: The Flag
Hello, I am writing to please request that the PRIDE flag no longer be displayed at the pier.I have lived here most of my life and was so disappointed to see the focus of our Surf City to go from city, state and country to highlighting sexual preferences.
I'm not sure if you are aware of the talking amongst the Junior Lifeguard parents. There were so many that were so bothered and angry, many saying they didn't want to continue with the program. Parents bring their kids down to the program for a wholesome time of learning how to respect the ocean, Now there is a flag flying high celebrating the sexual leanings of adults. This is so bothersome because it is forcing parents to have conversations with young children about things that they are not mature enough to digest. I noticed this happening in our library, too. In the last few years, this culture is pushing the sexualization of children. FYI, one of the groups of people that the flag represents is MAP (minor attracted persons). Even the LGBQT people in my life do not support advertising these lifestyles in family areas. We can let people who identify to be part of this group to have their private lives in peace without needing to advertise what they prefer to do behind closed doors on our public pier. Honestly, the best way to encourage acceptance for any group of people is not by force.
Instead of flying the PRIDE flag, why not consider flying a flag that honors our military or veterans that have fought for this country's freedom? It is ironic that our veterans get one day to celebrate but fluid sexuality gets a month?
This summer, I vote for letting our kids focus on fun in the sun and talk about kid things, not what the flag flying above them on the beach stands for. Let's not let this family beach town turn into another Venice Beach.
Please remove the flag from our pier. It is provoking anxiety for so many families with young children. These are kind and loving families who just want their kids to grow up without agendas and sexuality being forced on them.
Thank you for considering the position of so many of our families.

Sorry,
HB has lived without this flag since it's formation,
it can live without it.
Is it really a city's duty to wave a sexual flag?
Is it really necessary to only fly one perspective on sexual preference if they were to fly a sexual flag?
It seems more discriminatory then inclusive esp. to family and friends who are living organic, natural, God's design for humanity.
I say no to the Pride Flag.
Never voted on it going up anyway.

Dear Mayor Strickland and City Council Members,
As leaders and public servants, I know that you all take your roles very seriously, and I thank you for your dedication and service to our community. As a native ofHuntington Beach, an alumni of Edison and parents to two Edison High students, I have long held Huntington Beach and its beautiful culture close to my heart.
We all know that times are rapidly changing and there are many divisive issues facing our city, nation, and even our world, I know we all agree, though, that we want to make our city as wonderful as possible.
A few years ago, when I first saw the pride flag waving at the HB Pier, I honestly felt dismayed. The beach should be a place for recreation and relaxation—not a place for political statements. I don t believe that displaying the pride flag makes our beach safer for anyone. People of all creeds, colors, and orientations can access our beaches safely. We do not need what feels like virtue signaling and political grandstanding at our beach. There are no policies or practices at our beaches which are discriminatory. I challenge you to name one.
Last summer during Jr. Guards, my ten year old son was told by another child, who pointed to the flag, about how the flag represented gay marriage and gay equality. This led to a conversation about sexual orientation, sexual positions, details about how gay people have sex, and other sexual issues that my son was not ready for. My son shared this with me when he came home, and we talked about it, but I wish he had not had such early exposure to that information. I believe that this topic never would have come up had the flag not been there. Exposing children to sexual topics is a form of grooming and should not be happening.
While we all love the idea of inclusion, love, and harmony, no one can deny that the rainbow flag primarily connotes concepts of sexuality and sexual identity, despite the brown and black stripes which were added recently. I don't know any straight people of color who identify with the rainbow flag, yet it seems primarily to be a banner of pride in the LGBTQ community. Topics of sexual preference and identity are not appropriate to emphasize at a public beach, particularly one that focuses on hosting children's events.
Let's keep politics out of our beaches and stick to surfing, sunbathing, and shaved ice.
With respect and gratitude for your service,
Karen Askenaze

Please reconsider flying the pride flag on the pier for the month of June (or any time of the year).
Though we want to be inclusive and love all people, the pride flag is not about inclusion. This flag is about sex. Can we please just leave our pier free of such divisive symbols? We should only fly the American Flag and California flag. We don't need to fly flags about sex or about skin color. Where does this end anyway? Our society is trying to cause so many divisions with all these symbols and pronouns. Please keep the beach free of political statements.
Please see the clip of all the different pride flags. Where does this ever end? Where is the flag for heterosexual? If we were to fly a flag for that, we would be considered close minded or hateful. There are no signs on the pier or Beach that say people who choose that Ufestyle are not welcome. Why do we need these flags flying? Can we consider a flag free community, that way no ones feelings are hurt.
Thank you for considering the entire community!

I am emailing you today to share with you a very important thing that I learned from Catholic school which is to love thy neighbor. Not only me and my community, but many other allie's yvholeheartedly disagree with the movement to stop flying the PRIDE flag in June. The LGBTQ+ community is part of every community, and to stop the flying of the flag would be an infringement upon everyone's rights. It hurts my heart to hear what is up for discussion, and to feel unsafe in a community I grew up in and still live in. The PRIDE flag is a symbol of unity and acceptance,if these values are not values that Huntington Beach aligns with, this should be a huge eye opening moment. I ask that you keep flying the PRIDE flag, to show that Huntington Beach is an accepting, inclusive and safe city for every LGBTQ+ resident and all of those who visit here.

The biggest indicator of the risk for suicide is whether or not an LGBTQ+ person is given love and acceptance. The city flying the flag is like a beacon of hope.
Allow HB to be a lighthouse!

Subject: Please keep the Pride flag flying in June
Dear Huntington Beach City Council-
Please keep the Pride flag flying in June to celebrate Pride month. It is a symbol of hope and acceptance and inclusion. In flying the Pride flag, you are letting countless kids, and maybe even adults, know that they are seen and worthy here in our great city. For the sake of the mental health of our kids and their peers, this is a message Huntington Beach should continue to promote. Putting the flag up is a very small price to pay to keep our LGBTQ kids from feeling isolated or depressed, and all the negative consequences that can come from those feelings.
Thank you for your time,
Genevieve Maciel

I ve heard that the city may be considering no longer flying the pride flag in the month of June. I really hope this is not true. The flag is excellent way to show the community our love and support for the LGBTQIA+ members of our community. Removing it sends a message that these individuals are not safe and not welcome here.
As a long time resident ofHB I really hope you all keep our city inclusive and accepting.

Subject: Motion to Stop Flying the Pride Flag
Dear Council Members,
I disagree with the movement to stop flying the PRIDE flag in June. The LGBTQ+ community is part of every community, including Huntington Beach and the PRIDE flag is a symbol of unity and acceptance.
Huntington Beach already has an infamous reputation outside of Orange County as an enclave for regressive bigoted people and behavior. By entertaining the motion to cease flying the pride flag - something that nearly every other country, city and corporation does in the month of June - you are verifying that negative perception ofHuntington Beach as a hateful place to live.
I understand that the rationale for not flying the flag is to avoid being divisive, but it is the year 2023. Ru Paul's Drag Race is one of the most popular shows on television, Laveme Cox - a trans woman actress - is a household name, Andy Cohen and Anderson Cooper - two openly gay men - host a new years eve show that is broadcast internationally, and 16 to 20 percent of Generation Z identifies as LGBTQ+. For you to think that NOT flying the flag is somehow less divisive than flying it is at best out of touch and at worst a bad faith argument to justify capitulating to the intolerant vocal minority that is so damaging to our city's image.
It costs you next to nothing to fly this flag.To rescind this infinitesimal symbolic gesture of tolerance sends a very dangerous and damaging message to the LGBTQ+ folks who live here. It validates the ridicule and scrutiny that many LGBTQ-i- kids face growing up in this city. It says, "I don't care about you faggots enough to even fly this piece of fabric with six colors on it. Is that the kind of message that we want to send not only to our city, but to the rest of the world?
I ask that you keep flying the PRIDE flag, to show that Huntington Beach is an accepting, inclusive and safe city for their LGBTQ+ residents and all of those who visit here. And I ask that you make Mr. Bums remaining term in the city council as unpleasant as humanly possible. At best, this man is dangerously out of touch, and at worst he's actively pandering to the hateful vocal minority that is a source of our city's infamous reputation.
Sincerely,
Nathan Schneekluth

Subject: Fly the PRIDE flag in June!
Dear Council,
I am writing to express my dismay to learn that the city council is considering a motion to stop flying the PRIDE flag during June. Why would you do this? Why would Huntington Beach withdraw its solidarity from this movement? I am not LGBTQ+ but I lost my younger brother who was gay to AIDS in 2006. I also have many LGBTQ friends and know that members of this community still face many obstacles in our society. As with civil rights in general, the struggle for equality and the pursuit of happiness in our society is far from over/ while many gains have thankfully been made. I will always want a society that is more accepting of people like my brother. Had society in the 80s supported gay marriage/ for example, my brother would quite likely never have contracted AIDS. Also we would have quite likely given AIDS research higher priority early on.
Flying the PRIDE flag during June is one way we can stand in solidarity with LGBTQ+ members of our community. We are already doing the right thing. There is no good reason to stop and I truly hope we will not.
Respectfully,
Tom Watson

Hello City Council,
My name is Mark Rosenberg and I have been a resident ofHuntington Beach for about 8 years now. I chose to move to this city because of its natural beauty and the acceptance and open mindedness that seemed to be growing in town. This is why I am emailing you today.
I feel it is vital to continue flying the rainbow pride flag. I feel this way, as a Jewish person, a n ally, and someone with multiple family members who identify as Igbtq.
I know what it s like to been targeted as someone that does not fit. I grew up on a town in Connecticut that, while it was relatively accepting, was not remotely diverse and had VERY few Jewish people. I suffered from attacks, verbal and occasionally physical, just because I was different. This was in a climate where it is widely (at least publicly) shunned to be antisemitic (the good old days...). As for my Igbtq friends and family, they did not have that part. There is no common understanding that picking on someone for being Igbtq is wrong. In fact, this group is targeted by countless folks, from religious groups to politicians and legislators. This why a public show of support for this group is vital. The targeting of young Igbtq children has had devastating effects on the safety (emotional and physical) of these children, and if even only one child sees that flag and feels included, it is well worth it.
Now let's move to the obvious: it's already been up. To remove the flag now would boldly suggest that the city ofHuntington Beach, via a city council without a supermajority, does not support and welcome these folks (children included). Now you might argue that flying it in the first place is unequal treatment. "What about other groups? I would argue that that is a moot point as again, the flag has already been flying, so the only statement you can make now is either keep it up as is, or take it down and set a precedent that the city does not show that support. It's been mere months since the massacre in Colorado Springs, only years since pulse. This is no time to be playing around with this narrative.
Additionally, I might ask, who does this flag harm? Does it intimidate people? It certainly doesn't suggest anything other than acceptance and unity. I have love believed that the only real opposition to Igbtq rights and support is religious groups and there is no shortage of legal precedent to show that those religious groups and their beliefs have no place among legislative sessions. Our constitution very clearly states the founders' intentions (especially Jefferson) to keep particular religious beliefs out of our legislation in order to protect the religious freedoms and all other freedoms of all Americans.
So for these reasons and out of the decency of your hearts, I beg of you to take the Hebrew saying to heart, tikkun olam which is to make the world a better place. Make the world a more accepting place and protect the vulnerable. Please keep that flag flying for our friends and family that need to see it today, tomorrow, and in the

Importance: High
In part/ this was taken from another's response, however it also represents how I feel also... "I am writing in support of Agenda item 30. As Council Member Burns correctly notes, it is inappropriate to fly any f!ag of a partisan or divisive nature on City property. Limiting flags to be flown as he recommends is obviously the correct policy.
Beyond that, we cannot avoid noticing that the only other flag people are clamoring for is the so-called Pride flag. This particular flag celebrates diverse forms of sexual practices that deviate from the conventional, Bible-based morality. Flying it is an attack on that morality." I strongly feel that ANY city should only fly flags pertaining to the Country/ State, Military, and City, NOT any personal preference (I don't care what month it is) pertaining to any sexual anything! This is not what we represent. If people want the pride flag, or anything else along those lines, they can fly it at their private residences!
Also, I strongly believe that people who are NOT residents of our community of Huntington Beach have no business expressing their preference as to what should be flown here, and should NOT be allowed to speak to this!

The following are comments to agenda items for the City Council Meeting on 2/7/23 Agenda Item 30 (23-109) - The Pat Burns' Flags on Display agenda item, if passed/ is an alert to all, that the LGBTQ+ people and their supports are not welcomed in Huntington Beach. This banning of the Rainbow flag on city property is wrong in so many ways but for now I'll just address the anti-business signal this represents. I though this City Council was prosmait business? The LGBTQ+segment of the population and their supporters has money, and love to spend it going out, fixing up their Huntington Beach homes, etc. Removing the Pride flag sends the wrong message. The press is already Jumping on this negative act of exclusion and not inclusion. The City of Huntington Beach needs to show it welcomes all. Tourism is a big part of the Huntington Beach economy. Flying the Pride Flag encourages all to come and enjoy Huntington tremendously more that any negativity by fly the Pride flag. Support small business. "NO" ON THIS AGENDA ITEM!
Agenda Item 32 (23-119) - Reinstate Remote Citizen Participation at Public Meetings -1 am in favor to reinstate the Remote Citizen participating at Public Meetings. "YES" on this agenda item. There are Huntington Beach residents that are not able to attend City Council meeting for various reasons. No able physically or have a medical condition that do not allow them to attend large gathering as well many others. We as a City should allow these citizen the same right to vocalize their thoughts as those that can attend. This capability should be available to all citizens.

Subject: Please continue to support and include all youth in our community Good afternoon,
I am writing because I have found out there might be a vote to not put up the Pride Flag during the month of June.

Council Member Burns requests that this City enact an ordinance to remove from public display on City flag poles, the Pride Flag. He claims this action avoids divisiveness and would be in the "true sprit of unity." Nothing is further from the truth. There should be no question that this proposal is intended as a mean spirited, divisive action aimed at marginalizing members of our community solely because of their sexual orientation.
Flags are important symbols of community membership, unity, and visibility. Every person in our community deserves to be visible, to be treated with respect, and welcomed as an equal and valuable member of society. The flying of the Pride Flag shows that our community is inclusive and welcoming to all persons. Civilized, modern society does not provide space for bigotry, hate, and discrimmation to grow.
The community and the 11 miUion annual visitors to our City are watching. Are you going to vote to show that this City is inclusive and welcoming, or that it is fine with intolerance and hate? I ask you to stand on the side ofinclusiveness and welcoming.

Subject: Agenda Item 30 - Limiting Flag Displays
Meeting Date: ^/^/^ff^>
7/ 1-" ~—---
To Huntington Beach City Council,
Agenda Item Mo.:, r7^>f^3-
I am writing to express opposition to Limiting Flag Displays and support to continue flying the Pride flag for merely 6 weeks and during Pride month.
The Pride Flag shows an expression by our city of inclusion and safety for its residents and visitors. It is a fitting sign of support/ respect and recognition for those/ who because of their sexual identities/ have faced unfair and hurtfui discrimination/ ridicule and ostradsm. Flying the rainbow flag is a reinforcing sign of a community's humanity toward one and all. It represents human dignity and equality for all people.
Continuing to fly the Pride flag and respect for other commemorations is appropriate as a way to raise public awareness/ show support and reflect a community's moral and social compass. Flying the Pride flag is a beacon for members of the local LGBTQ community to let them know Huntingfcon Beach recognizes and values them and is committed to protecting their rights and safety.
This is of particular importance to the young people of Huntington Beach who identify as LGBTQ+. A temporary symbol during the month of recognition should be celebrated as helping our youth feel safe/ supported and acknowledged by their city. If Huntington Beach is truly concerned about its students and its youth/ the Council should vote in support of flying this flag that symbolizes inclusion. As you may know/ disproportionate rates of bullying/ harassment and mental health issues continue to plague LGBTQ+ youth and voting to end that symbolic support will be a blow to that affected population of our city.
A survey by The Trevor Project, an LGBTQ youth suicide prevention and crisis intervention organization/ found that 42 percent of the nearly 35/000 LGBTQ youths who were surveyed seriously considered suicide within the last year. More than half of transgender and nonbinary youths who were surveyed seriously considered suicide/ it also found.
A separate survey conducted by The Trevor Project found that LGBTQ youth who reported having at least one LGBTQ-affirming space also reported lower rates of attempting suicide. Huntington Beach should be that affirming space.
The argument about uif we fly this flag/ we have to fly all flags requested" is a cop out.
Settled law establishes that city governments are free to fly/ or not fly/ flags on city property as long as it's clear that the city is expressing itself rather than opening up a public forum.
City leaders who want to express support for the LGBTQ community should raise the Pride flag without fearing that they'll have no control over which flag is raised next. Show some backbone and support those members in our community by recognizing that love is love/ everyone is valued/ and our city is a modern one. Let's not go backwards. Voting to remove the flag during Pride month will be a slap in the face to important members of this community.
Does this Council want to be known to our youth/ our community and our tourists as the city that went backwards and banned the Pride flag? That is going to be some bad press and will likely make national news.
I can see the headlines now: "New Surf City Council brings wave of backwards policies/ a slap in the face to LGBTQ+ residents and tourists"
What do we want the world to know - Is Huntington Beach an inclusive/ modern/ innovative city - or an archaic, divisive/ prejudiced city?
This decision WILL make headlines.
Sincerely/

Subject: A request regarding tomorrow night's City Council meeting Dear Council Members,
I have lived in Huntington Beach for forty-nine years, and I can honestly say that I had never felt prouder of my city than the day that it was decided that the PRIDE flag should be flown. This not only was in support of the LGBTQ+ community but also a huge step toward being more outwardly inclusive of human beings.
I disagree with the movement to stop flying the PRIDE flag in June. The LGBTQ+ community is part of every community, including Huntington Beach and the PRIDE flag is a symbol of unity and acceptance. I ask that you keep flying the PRIDE flag, to show that Huntington Beach is an accepting, inclusive and safe city for their LGBTQ+ residents and all of those who visit here, including members of my own family.

Subject: Tuesday's Vote on discontinuance of Pride Flag Hello HB City Council Board Members,
I am a resident in the Huntington Beach area and heard there will be a vote this Tuesday on whether to discontinue flying the Pride flag during the month of June. I wanted to voice my concern with the fact that time is being spent on this matter—which essentially is an attempt to move backwards NOT forwards in terms of promoting equality—and is taking time away from focusing on issues that matter towards bettering our community for everyone in it.
I am frustrated that this decision, were it to pass, would appear as a way to further discriminate and marginalize a group of people who are routinely victims of hate crimes and other forms of disrespect and discrimination on the basis of their sexual identities. I strongly encourage elected officials who will be voting on this matter to vote to continue flying the Pride flag during the month of June, and even beyond that. I would encourage board members to focus on things that bring us all together and unite us as a community. I believe those things include making sure that all people feel safe, especially those that have routinely not been safe. I think flying the Pride flag is a great way to show that our community cares about protecting and respecting everyone.
Thank you for your time and thoughtful consideration on the correct course of action and love in this matter.
Sincerely,
Kelly P. Troutman

As a taxpayer and citizen ofHuntington Beach, I pay for the operation and maintenance of the city offices, as well as the salaries of our leaders. I object to our city (or any government) office buildings or city property being used to promote 'special' groups. I ask you to vote against continuing with the divisive tradition of raising the rainbow flag on city property.
This flag does not represent the majority of citizens. As a government office, the only flags that should be flown are those of the city, state, and country, which represent ALL of us. To single out and embrace one group (LBGTQ or any other) for special privilege and representation is divisive. One could say then, that seniors, people of color, the poor, and the homeless should be equally recognized. But that would only serve to further divide us into groups. What groups should not be included? Lets get back to being the UNITED States of America. Please stand up for what is right, and stop this senseless favoritism and pandering.

City Council Members:
I couldn't help but notice that we are flying flags on our city grounds representing specialty groups... I don't recall the vote that allows that, but since it's obviously O.K., I'd like to submit a Union Carpenter Flag to be flown on our Government Flag Poles.
Union Carpenters built most of our city, including the homes we live in, buildings we work and shop in, bridges we drive on, sewer and water treatment plants we rely on. Union Carpenters have contributed much more to our city than any number of LGBTQRST groups combined. And yet we are left without recognition and mostly forgotten, lost heroes, one might say, dirges in the dark... We have bled, died and have become physically disabled during our lives of commitment to long lasting quality infrastructure for our city.
For these reasons, I would like your approval and instruction for submitting the flag of our dedicated Union Carpenters to be proudly flown over our city buildings.
Thank you,
Mark Leuschen

Subject: Request to Keep the Pride Flag on Display in Huntington Beach Dear City Council Members,
I hope this email finds you well. I am writing to express my strong support for keeping the pride flag on display in Huntington Beach during the month of June.
Removing the pride flag from display would send a harmful message to our LGBTQIA+ residents and the wider community. It would indicate that our city does not support or accept them, which goes against the principles of inclusivity and equality that make Huntington Beach such a special place to live.
I strongly believe that displaying the pride flag during June helps to promote diversity, foster understanding, and show solidarity with our LGBTQIA+ community. It is a simple but powerful symbol of acceptance and respect, and it sends a message that everyone is welcome and valued here in Huntington Beach.
I urge you to vote in favor of keeping the pride flag on display in June, and to stand with our LGBTQIA+ residents and allies in promoting a more inclusive and accepting community.
Thank you for your time and consideration.
Sincerely,

If Councilmember Burns is really interested in showing love and support, then he should remove his request to remove the rainbow flag. Showing support is not a divisive action. Removing the support is 100% a divisive act. Flying a flag is the simplest act of support our community can show.
Below is snippet from the Daily Pilot that prompted my email.
From the Daily Pilot: "The City ofHuntington Beach should avoid actions that could easily or mistakenly be perceived as divisive/ Burns stated in a staff report explaining his reasoning for the request. "[We] are one community with many different cultures and people. All are equally valued members of our community, and none are to be treated differently or discriminated against.

Good afternoon Council members,
As a teacher at Edison High School, I am acutely aware of how government policy that visibly affirms the inclusion of all citizens had a direct effect on the core beliefs of our youth. Acceptance and tolerance are admirable virtues that should be modeled at every level of government. Just as we take the time to celebrate Black History and Latinx Heritage, we should all join in celebrating the diversity in our LGBTQ community.
No matter our race, ethnicity, gender identity, or sexuality, we deserve to feel like valued citizens in our Huntington Beach community. Therefore, I respectfully ask that the Pride flag be flown during Pride Month to continue celebrating the differences and similarities that make this city such a great place to live and educate our children.

We feel that to fly the rainbow flag is honoring one group of our city over another and further divides us as a people.
Only national, state/ city, and other government flags should be flown/ in our humble opinions. We can see flying flags that honor heroes that put their lives at risk for our country and city, but please do not segregate us by individualized segments and flying flags honoring them. Dear city council members,
I am writing this letter to request that you keep raising the Rainbow Flag this June, as you did over the past few years. As a member of the LGBTQ community, it is important for me to express how important this small, symbolic gesture is. Seeing the flag raised over institutions such as city hall makes me feel safe. I'm 41 years old, and spent my youth in the closet, fearing the repercussions of coming out. Back in the '90s, there was little representation for gay guys like me, and little hope that we can live a joyful life. Thankfully, we've progressed quite a bit since then - but kids today still deal with homophobia, prejudice and unaccepting families. For them, seeing that flag raised high brings light, hope, and a feeling of acceptance that is incomprehensible for someone who hasn't walked a mile in their shoes. It makes them feel that the future could be bright. I know. I've been there. Even for me - now a father of two, together with my husband, and a professor at UCI - seeing the flag raised high brings comfort, confidence and reassurance. To my elementary-school-aged kids, it projects acceptance of their family and pride in who we are. It's quite remarkable how such a small symbol can give hope and reassurance to so many, including many transparent communities such as LGBTQ youth that are experiencing hardships and challenges on a daily basis. You have the power to continue sending this message of confidence and reassurance. Please don't abuse that power. Please make HB safe for the the LGBTQ community members by raising the flag again this June.

Dear Mayor Strickland and City Council Members: A@emia ttem No.: -30 ( ^ • ,09 I have been a resident and homeowner in Huntington Beach for 48 years and maintained a law office in Huntington Beach for 40 years until my retirement. I have followed the work of the City Council for many years. I have serious concerns about several items on the February 7, 2023 agenda. I urge your careful consideration and measured approach in moving forward with these proposals. Of greatest concern to me are the following:
Item 11, An ordinance raising political campaign contribution limits beyond the inflation standards previously established will result in an unfortunate scenario in which only candidates with wealthy and corporate supporters can possibly be elected. This is a recipe for council corruption and the elimination of diversity on the city's governing body. I urge you to vote NO on enactment of this ordinance.
Item 12, An ordinance prohibiting anonymous reports against businesses and requiring identification and public disclosure of reporters, will be intimidating to the public and have a chilling effect on legitimate reports regarding potentially dangerous Code violations. The public should not be made to fear retaliation or retribution for reporting dangerous conditions or be required to submit to public disclosure of their identity and address. The City Code Enforcement employees can quickly determine whether reports are valid or frivolous. The ordinance language makes an upfront assumption that all reports are wrongful. The opposite should be tme. Code enforcement practices should best serve the residents, employees and customers, not make them targets and endanger the safety of reporters and their families. A member of the public providing information for investigation by a city agency is not the official "accuser" as the term is used in criminal prosecution. The City itself would be the complainant in a Code Enforcement action and would be charged with making its own investigation. The reporting person is not even an official witness, only a reporter. Only if the City itself finds a violation of a Code would any action be taken against a business. The ordinance as written will only have the effect of discouraging legitimate reports. I urge you to vote NO on enactment of this ordinance.
Item 30, A proposal by Councilmember Burns to allow only government and POW/MIA flags to be flown &t City buildmgs is obviously targeted at the Pride flag allowed for a few weeks of the year. The council action allowing the flying of the Pride flag was a small act, intended to show compassion and demonstrate that Huntington Beach is a welcoming safe place for all. The flag was perceived by most residents as a minor unthreatening symbol of acceptance. An ordinance disallowing the Pride flag, however, would have far more 1 significance than the action authorizing the flag, as it sends a clear message of rejection and discrimination. Whatever your feelings about the Pride movement, this ordinance will result in the City being publicly branded as discriminatory and unwelcoming. I urge you to reject this proposed ordinance.
Item 31, Authorizing the City attorney to take all actions necessary to challenge the requirements ofAB9 and SB 10, will most certainly result in uimecessary significant cost to the city. Huntington Beach does not exist in a vacuum. Like it or not, we are part of the State of California and subject to its housing laws. Most of the council members have had little education, to date, regarding how and why housing mandates exist. We have already paid millions of dollars to fines that could have gone to good use in our city for defying housing statutes. Continued defiance will not be productive or in the best interests of the residents ofHuntington Beach.
The argument that more housing in Huntington Beach is incorrect and uninformed. We have had an increase in our city's population and there is almost no housing availability for workers needed in the city, or anyone earning less than $100,000 per year. The existing population has also created the need for housing for households it created. The children who grew up in your homes become adults needing their own homes, adding to the number of household dwellings required. You want your children and grandchildren to remain here in Huntington Beach so they will need housing. Allowing for Duplexes, Accessory Dwelling Units and subdivision of residential lots is the least impactful way to increase available housing without drastically changing the character of our neighborhoods. If you do not want to allow high density residential construction, you need to at least accept the minor impacts of the new state legislation. I urge your rejection of this item.
Item 32, Restoring remote public participation in City Council meetings is essential to allow the public the opportunity to address the council, other than in person or in writing. Many residents, including me, are unable to address the council in person, for numerous reasons. In my case, I care for my 99 year old mother and cannot expose myself to any viruses that may be present in the council chamber. Other residents have transportation, employment, disability and child/elder care responsibilities that make in person appearances impossible. You have all championed expansion of the public's right to speak at council meetings. I urge you to support restoration of remote participation.
I hope the City Council will fully deliberate and consider the need for, effects and ramifications of the above proposals, with the focus on serving the best interests of the City and its residents.
Sincerely,
Linda Sapu'o Moon

To Huntington Beach City Council,
I would like to express my thoughts on select items on the 2/7/2023 agenda. Agenda tt8mMo.L^^^Z^2.,?' ^0(^ A NO vote on Item 11:
This item refers to a final vote to increase the limit of campaign contributions from an individual. The current limit of $620 per individual would be increased to $5500 per individual, which would represent a significant increase. An increase in campaign contribution limits can be seen as unfair to poor citizens because it gives more power and influence to those who have more money. When individuals with financial resources can make larger campaign contributions, they have the potential to shape election outcomes and have their voices heard more loudly than those without similar financial resources. This can lead to a situation where the concerns and interests of the wealthy are prioritized over those of the less fortunate, creating an imbalance of power in the political system. For this reason/ an increase in campaign contribution limits can be seen as a threat to the principle of political equality, as it gives more weight to the opinions of the wealthy, and less weight to the opinions of the less fortunate.
A No vote on Item 12:
Banning anonymous code enforcement reports could violate the First Amendment right to free speech and discourage individuals from reportingcode violations out of fear of retaliation. The measure also carries a significant risk of litigation, including a lawsuit from the ACLU, which would result in significant legal costs and resources for the organization.
Instead of a ban on anonymous reporting, it may be more effective to consider alternative solutions that preserve the benefits of anonymous reporting, such as implementing robust whistleblower protection policies.
A NO vote on Item 30;
Banning commemorative flags on city flag poles goes against the principles of diversity and inclusivity that our city prides itself on. The Pride flag, which was the reason for the introduction of this ordinance, symbolizes the struggles and victories of the LGBTQ+community and isa symbol of hope and acceptance. By banning it from being flown on city flag poles, we send a message of exclusion and disregard for the rights of marginalized groups.
Instead of suppressing the display of certain flags/ we should embrace the rich tapestry of identities and perspectives represented in our city.
A YES vote on Item 32:
Item 32 is a commendable proposal that aims to make council meetings more accessible to a wider range of citizens. The practice of remote access via Zoom, which was discontinued recently, has proven to be beneficial in increasing civic participation during the pandemic. It has provided an opportunity for those who are unable to physically attend public meetings, as well as those with busy schedules, to take part in important discussions and decision-making processes. By resuming this practice, the city council would demonstrate its commitment to promoting transparency/ inclusivity/ and participation In the democratic process. Overall/1 strongly support Item 32 and believe it will have a positive impact on the community.

Subject: Pride Flag Removal
To the Huntington Beach City Council members:
I have been a resident ofHuntington Beach for 8 years. As a member of the LGBTQ community, it is very important to me that our city demonstrates its commitment to embracing diversity and welcoming all people, regardless of race, gender, age, or sexual orientation. Diversity is what makes us strong and allows us to be proud of the city we call home. When I heard that our city council may be acting to prevent the pride flag from being displayed this year, it was a reminder that our city contains people who would prefer to ignore or erase the diversity that makes our city beautiful. Sometimes our city gets a bad reputation from these few yet loud people who prefer to hate others rather than understand them. It is my hope and request that our city council does not empower and amplify these hateful actors with the erasure of our diversity. The HB city charter states that "ethics and integrity are the foundation of public trust." Ethics & integrity mean honoring everyone, even if they are different than you. It means defending minorities and those who have less privilege, even if it's uncomfortable. It means protecting everyone in our community equally, rather than exalting the voices and identities of the powerful few. With this in mind, I hope that city council will vote against this motion to bar the pride flag from flying, which only flies for one month out of the year.
Best regards,
Christian Reid

I appreciate your time and dedication to serving our community. In a time when so many marginalized communities are under attack, I strongly urge you support and represent all community members by flying the PRIDE flag in June. I am well aware that there's a long list of things that are in need of correction in the city of Huntington Beach.
It is my opinion that the only flags that should fly on the cit/s properties should be our country's American flagus and the state of California Bear flag.
Any other flag favoring one group or another is extremely divisive in our small city.

My name is Sally Sanders and I am writing to say, it's very bigoted of you all if you don't keep the Pride flag for Pride Month. Are we going backwards here in Orange County?? It seems we are making progress, then someone decides LGBTQ+people need to go back in the closet. We WON'T go back. Please do the right thing. Keep the Pride flag. It sends out a strong message to the community. What do you want that message to be? Thank you.

Item 11:1 strongly oppose increasing campaign contribution limits. It would make it harder for unconnected candidates to run against those funded by special interests. The special interests would have more say about how their candidates would vote. It's setting them up for corruption. I also feel the council should be divided into parts of the city so the campaigns aren't city wide and areas could elect people to represent their part of the city.
Item 12: Anonymous reports would lead to fake reports. A person must be identified, though their ID should be confidential.
Item 30: Don't regress the progress we've made in accepting all. All must feel welcomed in our increasingly diverse population and feel comfortable to be themselves.
Item 32:1 appreciate the opportunity to view council meetings via zoom. It increases transparency which is , extremely important in city government. It's rare for me to have the chance to go in person. Anyone afraid of being on zoom is frying to hide their agenda. Keep our meeting accessible to all.

I find the flying of the Pride Flag most offensive. This country was founded on Judeo-Christian values and homosexuality/ et al, are not revered by God and are an affront to him.
By waving the "pride" flag you are dishonoring the great majority of people in this country who believe otherwise, and we are the majority.
Personally, I do not care what type of sex anyone prefers/ but why must you throw it in my face? There is no reason to single out every special interest group by flying a flag at City Hall.

Subject: Support for Pride Flag
City Council Members,
The recent news that CC is considering the removal of the PRIDE flag from the pier (during June) concerns me.
As a resident ofHB for more than 25 years, it is distressing to see the CC enacting such divisive, dismissive, and hurtful policies.
The Pride flag demonstrates inclusivity and connections with all people, including the members of the LGBTQIA+ community. To advertise to the world that HB is not inclusive and welcoming is a poor choice as we have worked hard to be a travel and tourist destination. The flag represents inclusivity, not division, and shows that Huntington Beach welcomes everyone. The flag flying in our city shows our sense of community and our recognition of marginalized groups.
As a proud ally of the LGBTQIA+ community, I support the PRIDE flying during June. The City Council is there to represent all HB residents, and forbidding the flying of the PRIDE flag demonstrates the exclusion of HB community members.

Hello,
I am a Huntington Beach resident born and raised in Orange County. I am disappointed that there is even a discussion around not allowing HB to display a pride flag during June.
This is a vibrant and diverse community. ALL should feel welcome. It's a flag. Displaying it is not that big of a deal; however, removing it sends a very clear message to those in our community that LGBTQUI+ people are not accepted, welcome or SAFE here.
There are more important things to be worried about to make HB a great city. Please do your jobs and support ALL in your community.

I wish to express my whole hearted support for Councilman Bums' proposal to do away with flags and other symbols which express ideologically divisive values. It is not the place of government, at any level, to pick favorites among groups, whether by race, gender preference, or religious beliefs.
We stand today at a crossroads, a time when the nation has not been so fragmented into seemingly irreconcilable factions since the Civil War. Do we really want our city government to engage in actions which can only increase the enmity among various groups? The flags flying outside City Hall should tend to unite us, not divide us. There is no NRA flag, no Israeli flag, no Christian flag outside of City Hall. Similarly, there should be no flags endorsing or celebrating any particular race or gender preference.
Vote Yes on 23-109.

MoetfflflDate: ^/
Dear Huntington Beach City Council Members, ^ ^ ,
Agenda Item No.: y36 (93 ,0%
Tonight, 1 ask you to read the Declaration of Policy About Human Dignity, unaTH? the Huntington Beach City Council on May 6/1996. In this policy/ they stated:
"that everyone should be treated with courtesy and respect, regardless of their racial background, their nation of origin, the religion they practice, their sexual orientation, gender or disability status. It is the right of all citizens to pursue their daily lives with the knowledge that they will not be physically harmed or verbally abused.... ... Remember that silence and apathy are the greatest allies of those committing hate crime."
That elected City Council in 1996, like you, were elected to serve as non-partisan representatives for our city. They, like you, were elected to represent *ALL* the people in the Huntington Beach community.
Tonight, there is an agenda item concerning ending flying the LGBTQ Flag during June, PRIDE month. As a City committed to treating everyone with courtesy and respect, it is your responsibility to stand against bigotry and those committing hate. How does this relate to the PRIDE Flag? The PRIDE Flag, like the MIA/POW Flag is a flag that represents ALL Americans. There are LGBTQ+ Americans in every political party, in every race, every gender, every culture, every religion, every economic background and in every neighborhood in Huntington Beach. Both the POW/MIA and PRIDE Flag are unifying flags that are flown to represent these groups, and that they are seen and are represented in our city. They are one of only a handful of flags that are meant to unify. And I ask, isn't now a time to unify rather than divide? Do not try and make this a partisan issue, nor a cultural war. Because it is not. https://www.nbcnews.com/nbc-out/out-news/education-cu!ture-war-finds-new- taraet-Dride-flaas-classrooms-rcna2501 This is something that the majority of all Americans support- 78% of Americans support laws to protect LGBTQ+ citizens https://www.hrc.orQ/press-releases/icymi- new-data-shows-support-for-lflbtq-riqhts-continues-to-tick-upward-in-contrast-to-onslauciht-of-anti- labta-leaislation-in-states-across-countrv " •'-
Flying the PRIDE flag is critical in supporting inclusive values for several reasons; it is still legal to fire an individual for identifying as LGBTQin 26 U.S. states, hate crimes against the LGBTQ community are on the rise, LGBTQ youth disproportionately make up 40% of our nation's homeless youth, harmful transgender laws are being passed around the country that our youth are seeing. Removing the PRIDE Flag tells every LGBTQ+ person that Huntington Beach no longer sees them, includes them as someone to protect. LGBTQ+ youth willseethisastheirCEtyno longer accepting them/they will see them as "less than" in the eyes of this Council. The risk of causing an LGBTQ+ youth in Huntington Beach to commit suicide/ or the risk of people in Huntington Beach seeing City Council as approving bigotry behaviors and embolden them into harming LGBTQ+ people is reprehensible.
I encourage you to spend time educating yourself on what the city can do to be more inclusive- reach out the LGBTQ Center OC for further training and ideas... and read the attached article on advancing LGBTQ+ advocacy at the local level:
httDS://www.americanDroaress.orQ/issues/labtq-ric)hts/rei3orts/2017/08/25/437280/advancinq-lc]bta- equality-local-executive-action/
Excerpt from the report:
"From protecting and supporting LGBTQ public employees to addressing the varied needs of LGBTQ community members and their families, city and county officials play a powerful role in advancing inclusive reforms and setting a model for other jurisdictions to follow in service of equality and civil rights. As detailed in this report, executives can shape the lives and livelihoods of their LGBTQ constituents across a broad range of policy areas and have the opportunity to create lasting partnerships with local service organizations, providers, and community leaders. Coupled with legislative action or as stand-alone reforms, administrative policymaking at the local level is a crucial tool in the fight for full equality for LGBTQ people and can spur positive change at the state and federal level that can lead to the implementation of these vital and long-overdue policies nationwide." Thank you again for remembering that in 1996 Huntington Beach's City Council took a stance against bigotry and for inclusion. Thank you for remembering that the previous City Council included the LGBTQ+ Community equally in the Huntington Beach Community. Thank you for remembering that the Rainbow PRIDE Flag is a symbol of unity and acceptance. I ask that you keep flying the PRIDE Flag, to show the Huntington Beach is an accepting, inclusive and safe city for their LGBTQ+ residents and all of those who visit here.
Sincerely,

Subject: Raise the Rainbow Flag high this June!

Public Comments - HB City Council Meeting - 07/Feb/2023 2023-02-07 Letter to HBCC FAVarga.pdf
Please see attached my letter to City Council with public comments for the meeting on 7/February/2023. I am OPPOSED agenda item #30, Councilman Burns' proposed ordinance which would ban the Pride flag from City property. My letter lays out the potential unintended consequences of the proposed ordinance/ including a reputation of intolerance for our City, boycotts of city business/ and the loss of the opportunity to host surfing events of the 2028 Olympic Games.

Regarding: Agenda Item #30
Dear Mayor Strickland and City Council,
I wish to express my opposition to agenda item #30. If Mr. Burns' ordinance is adopted/ it should apply to any non-government entity flags/ including POW/MIA. Mr.Burns cannot single out one private organization for an exception, while others are prohibited.
In fact, this exception exposes Mr. Burns' true objective, which is to ban the display of the Pride flag on City property.
Mr. Burn's rationale, is "the City of Huntington Beach should avoid actions that could easily or mistakenly be perceived as divisive". However, if the City does take this action, it most definitely WILL be perceived as divisive/ and our community will be known for intolerance. This proposed ordinance would prohibit the flying of the multicolor Pride flag in June/ which we have done for the past several years. Mr. Burns' ordinance will backfire, and get our City a lot of attention, and not the kind of attention that he wants.
This ordinance would most definitely lead to a negative perception of our City, and would imply that we are not welcoming of a diverse community. It also would likely lead to protests and boycotts of our local businesses/ as has been the case with other local communities that have engaged in this type of culture war activity.
Finally, the International Olympic Committee and the Los Angles Olympic Games of 2028 will definitely take a pass on holding any surfing competition in Huntington Beach if we pass this ordinance that will ban display of the Pride flag. The LA28 Olympic and Paralympic Games mission is to "celebrate our community's diversity and creativity and collectively design a Games we ali want to be part of." Mr. Burns' proposed ordinance would disqualify "Surf City" from hosting any Olympic events.
Respectfully and with Best Regards,
^.fr^

The Pride flag is a symbol of love, equality, and inclusion that sends a warm welcome all people to our fair city. We are a vibrant and eclectic city that welcomes the world to our warm & sunny shores. In this time of hostility and division, we are a welcome place to play at our shores for all. Flying the Pride flag sends that message not just to members of the LGBTQ community, but all communities & their families. The town has some hostle and inhospitably history particularly some of the riots in the 1990's. Let's not allow that ugly history to define our beautiful community. In this town, we believe in kindness and love. The Pride flag represents that. It should continue to fly.

Re: Letter in Support of Keeping the Rainbow Flag at City Hall My family enjoys visiting the Bolsa Chica beach and park and the Huntington Beach Central Library nearly every weekend. We also participated in the Orange County AIDS Walk that was held by the beach a few years ago. While many news articles in recent years have featured HB negatively, with incidents of white supremacy groups meeting there and anti semitic fliers being distributed, our experience has been with the residents and businesses who are kind, accepting, and welcoming. We hope the city will continue to allow positive symbols of peace and equality, like the Pride flag in June, to be the official symbols of the city, and not the fringe or radicalized groups that try to make Huntington their playground.
I am so proud of the city of Huntington Beach for flying the LGBTQ Flag. My family and I support this effort to keep it flying in the month of June.l hope to always see the city supporting all of its diverse residents..

Dear Council Member Bums and the rest of the City Council Members, I am writing to you today in regard to the PRIDE Flag that flies over City Buildings in June and your motion to only fly the American, Californian, City and POW/MIA flags, that's that you state are "equal flags that represent us all".
The PRIDE Flag is just such a flag. There are LGBTQ+ people in every family here in Huntington Beach, in every school here in Huntington Beach, in every neighborhood, every race, every religion, every political party, every industry, every economic background. I guarantee you that there are more of us who are LGBTQ+ or who have family and friends in the LGBTQ+ Community than those of us who were POW's, or with family and friends who are Missing in Action. BOTH flags should be flown! BOTH flags are unifying flags by your definition. "People have asked if we can fly other flags, whatever they may be, and I don't believe that we should fly any other flags but equal flags that represent us all." -Pat Burns
YOU, Mr Bums, might not believe that the City of Huntington Beach should fly any other flags, however, YOU are only one person, a person elected to represent ALL the people in Huntington Beach in a non-partisan position. The Federal Government supports flying the PRIDE flag, because 78% of Americans support LGBTQ+ Rights. While you may speak for yourself and the noisey minority, the vast majority of the people in Huntington Beach see the PRIDE Flag as a unifying flag that represents us all- and as you state: "We're one community with different cultures, different people, and if anything, it's a unifying measure," What *IS* a unifying measure is continuing to fly the PRIDE Flag.
Council Member Burns, last City Council Meeting, you voted to end Zooming City Meetings, a move that literally took away the option for a Disabled Veteran to participate in *real time* during a City Council Meeting, do not pretend to care about Veterans when you obviously do not care to have them have a real time voice in your meetings at City Council. The hypocrisy of your actions are telling. You have already shown that you are an ableist, a sexist ("So many of the men gave all to give us the rights we enjoy today" - sir, my Mother in Law was proud to serve in the Army, a position where she outranked my Father in Law who proudly served in the Marines) and the fact that you have a problem not with the POW/MIAflag, but just the PRIDE flag shows that you are homophobic as well.
I ask the rest of the City Council to vote against this measure. You claim to want to Unify, then don't make the PRIDE Flag a culture/political issue... vote for what it is, a unifying symbol of a flag that represents a community that is reflective of all of us- it is LITERALLY a RAINBOW!

Subject: Support Agenda Items #30. #31, #33 and #34
Dear Mayor Stickland and Council Members,
I am writing in support of four agenda items for tonight's council meeting: Items 30, 31, 33 and 34.
In particular, I wish to share my thoughts on my support for Agenda Item 30.
I spoke against Councilman Kalmick's agenda item on May 3, 2021 in which he proposed create a Flag Policy thus opening the door to deep divisiveness and controversy. I would like to thank Councilman Kalmick for proving me right, once again. As 1 browse the comments sent as Supplemental Communications, it is quite clear that Mr. Kalmick created a completely unnecessary and divisive issue when he authored this action in 2021 . When I spoke against this issue in 2021, I reminded city council that their role as leaders should focus on the ENTIRE community and that every single person in our great city is already solidly represented by the American flag, State and County flags. Since that time, I notice that many other cities have debated the issue and a significant majority of cities in Orange County have concluded the same thing: special interest flags other than the American flag, State and County are considered divisive.
I also observed that many of the Supplemental Communications are coming from outside the City of Huntington Beach, no doubt a result of the many social media campaigns promoted by activists throughout Southern California.
I urge a vote in favor of Agenda Item 30, along with 31, 33 and 34 Respectfully,
Cari Swan

Dear Council Members,
I am writing to let you know I disagree with the movement to stop flying the PRIDE flag in June.
As a MB resident for most of my life, I want my voice to be heard that our community should be welcoming to all.
I would respectfully ask you not to think of this as a political issue, or conservative vs liberal issue, but a statement about inclusivity.
Sincerely,

Kudos for not bowing to special interest groups. We are all Americans, we are ail Californians and residents of HB. We are not all members of special interest groups. That is a personal preference and can be expressed on our own property not Government property. My MAGA flag is at my home/ wouldn't think of having it flown at City Hall Sent from my iPhone

Dear Council Members,
I am writing to urge you to vote no on Item 30- New Flag Ordinance. Huntington Beach has a reputation for great beaches, surfing and resorts but we are not see as an inclusive community, and you have an opportunity to further the progress, that we have made, in becoming welcoming and being inclusive, or reversing this progress.
By passing a New Flag Ban and not allowing the Gay Pride Rainbow Flag, to be flown, this would be a direct message, intended or unintended, to our LGBTQ community, that we are reversing Huntington Beach as a inclusive, accepting, and safe city for our LGBTQ residents.
I urge you not to pass Agenda Item 30, and not to have this as part of your legacy as HB City Council Members.

Subject: Flag Policy Discussion
Dear Trustees of HB City Council -
I m writing because I have heard that there will be a consideration to change die flag policy of Hundngton Beach to restrict allowable flags to only chdc standards and the POW/MIA banner. I don t think that I have to teU you that the only other flag that is currently approved that is outside of this policy is the rainbow LGBTQ Pride flag, and it doesn t take much to see that this is what this restriction is about. Don t do it. It s one thing to not approve it m the first place, but it s another to blatantly make it a point to remove it, and create policy against it. How does showing the residents ofHB that we are a city that embraces everyone hurt you or hurt anyone for that matter? It doesn t.
But it is a symbol ofmclusion and does signify that all are welcome in this city, welcome to attend the restaurants, beaches, and many other wonderful amenities that HB has to offet. I mn the Surf City half marathon this past weekend and there were many runners and supporters who displayed the rainbow flag for LGBTQ folks in some capacity -whether it was socks, shorts, t-shitt, signs - and although I wasn t looking for it, every time I saw a minbow flag or symbol - it made me genuinely happy! And for folks like me, my famUy and friends, tax payers, travelers and beachgoers - we pay attention to that. In fact, seeing a pride flag teally does influence where and how I conduct my business or spend my money - I am more likely to go somewhere (even out of my way) if I know that they do not intentionaUy exclude any person.
Please take dus into consideration and reaUy think about what message you are sending to your voters and constituents^ we rely on you to do what is best fot the City of HB, let s show fotks that we welcome everyone.
Thank you,
Amy

The city of Huntington Beach will consider limiting what flags are displayed on city property.
Councilmember Pat Burns has proposed a new ordinance that would only allow the American flag, California state flag and the city of Huntington Beach flag to be flown.
"Special flags or recognition flags of some sort that aren't governmental or representative of the community/ as one, I don't believe has a space on our government flag poles," he said.
Burns said the only exception would be the Prisoner of War and Missing in Action flag that honors those who paid the ultimate sacrifice for this country.

Subject: Do NOT remove the Pride Flag please
Dear Council Members,
I am a resident ofHuntington Beach, and want to share my strong disagreement with the possibility of NOT flying the PRIDE flag in June each year. As you know, the LGBTQ+ community is part of every community, including Huntington Beach and the PRIDE flag is a symbol of unity and acceptance. My husband, myself and my two children ask that you keep flying the PRIDE flag, to show that Huntington Beach is an accepting, inclusive and safe city for their LGBTQ+ residents and all of those who visit here. We love Huntington Beach and how far along in acceptance and inclusion our city has come. Please do not set us back in time and cause our residents or those visiting us to think that Surf City is not a place they want to be. Thank you for your consideration and all you do for our community.

Subject: Attn: City Council re: Pride Flag
Dear Mayor Strickland and City Council Members,
I've been a resident ofHuntington Beach since moving here after college in 1966.1 raised my son here and ran a thriving psychology practice for many years until retirement.
I was originally drawn to our community by what we all have been, our quality of life, but also the inclusiveness and acceptance of people from all walks of life. This was true in 1966 and I hope it remains true today.
We all know what a wonderful place Huntington Beach has been to live in and value what have been policies of acceptance of diversity, including race, religion, gender and sexual orientation to name a few, embraced through our Human Relations Task Force as well as our City Councils. This diversity is what makes a community interesting.
I've been made aware of a plan to abolish the practice of flying a rainbow flag during Pride Month. As Huntington Beach, is a destination resort and known as an accepting, fun focused, and welcoming community, it flies in the face of reason to publicly remove this symbol of acceptance of all. Do we really want our City know for bigotry?
This issue is now making local news, is a hot button topic, and will certainly make national news if the flag is removed. Is that the image of our city we want to be presenting? Will that kind of statement draw commerce to our city? I don't think so.
I haven't even touched upon the residents here who will be personally hurt if the flag is removed because, as Council Members, I'm not sure if you're mandated to care for citizen's feeling. However, you were elected to work for the better good ofHuntington Beach and I hope you'll put any possible personal biases aside and leave the flag alone. It hurts no one; it benefits many.
Thank you for your attention.

Please vote to discontinue and ban the flying of any flags at any government facility other than the official U.S., State/ and/or City flags. Any deviation from this for one specific group above another is not fair or appropriate. If it must continue, then rules need to be such that ANY person or group is allowed the same right.
Thank you.

To who it may concern:
The removal of the pride flag sends a message that our city does not support or accepts its LGBTQIA+ residents. Furthermore, flags with hateful connotations are allowed to fly through our city freely while the one that stands for love and acceptance is at question. Please take into consideration what this would mean to your community.

Subject: Pride Flag
Dear City Council Representatives/
I doubt that my writing this will have any effect on your decision.I haven't found the voting block of 4 to be too concerned about what their constituents have to say. Especially those that didn't vote for them.
But/1 am writing to express my support of flying the Pride Flag during Gay Pride Month.
With all the things in Huntington Beach that need your attention/ it is ludicrous that this is an issue that you have proposed to address. Frankly, it's an embarrassment to the city that this is being put to a vote. I have to ask, why is this important to you? Why is it even an issue? What are you afraid of? Huntington Beach is known for its family friendly beach vibe/ but unfortunately it has a dark underbelly that many, including current members of the city council, refuse to acknowledge and/or actively participate in. Istamophobia, Antisemitism/ White nationalism. Homophobia, conspiracy theories/ QAnon/ election deniers, NeoNazis, January 6th insurrectionists, Proud Boys, to name a few. Rabbi Einstein was heckled during his invocation, for God's sake. Did any of you even formally apologize to him on behalf of the city? I am an Army vet and proudly led and served with many members of the LGBTQ+community during my 28 years of service.
Fly the flag for our veterans and service members, for first responders, for public servants that work in your office/ for our elected officials in local, state, and federal governments, for those that struggle and are discriminated against and marginalized every day. Fly the flag for them.
Respectfully,
LTC(R)LisaAWaldbaum

Subject: Flags in HB
Dear City Council,
Please only fly the US Flag, The State Flag, and the HB Flag. Any military flags( POW etc) should also be flown with pride of our military men & women.
The gay pride flag only represents a small segment of our community. Are you going to let the hells angels have their flag flying? What about white supremacy groups? And what about all the cancer survivor groups who want their flag flown above HB. I would love my Christian Flag to be flown too! When does the insanity stop? Please stop the special interest groups from interfering with the standard flags that need to be flown.
Thank you,
Kristina Savage

Subject: Agenda item 30. 23.109 February 21 23 meeting
Hello esteemed City Council Members;
I am pleased to write to you in response to the recommended action to prepare an ordinance for introduction at the February 21 Council Meeting that the city fly or display flags recommended in Agenda item 23-109. I love flags, I am a gardener so I love to display gardening flags/ love lemons, Mary Englebreit, rainbows, nature, children, rivers but I do not want to see these flown at City Hall. I would like the City Manager to work with the city attorney to propose an ordinance to support agenda item 23.109.
Thank you, Patricia Pappas
