Subject: Agenda item 21 (23-162) Finance Commission ordinance amendment Hello HB City Council,
The proposed Ordinance 4280 to amend the Finance Commission omits important language about the Finance Commission's scope. Was this intentional or an error? Here it is:
2.109.050 Authority
A. It is intended that the Finance Commission act only in an advisory capacity and not be vested with final authority in the establishment of priorities or the expenditure of funds.
B. The Finance Commission shall not interfere with the duties of any elected or appointed officer or employee. (4056-6/15)
This language is important for good governance. Please make sure it is included. It's for the benefit of the Council, the staff that supports you, and the community you are accountable to.

Subject: Items 21 and 22 Revisions to Commission Ordinances Please take a second look at proposed ordinance language.
Ordinance 4279 should replicate the language in ordinance 4278:
"members shall be residents and electors of the City of Huntington Beach" Please also consider ensuring that the commission/board review initiated under prior council is complete. There needs to be clarity on the duties and authorities of each commission. One commission has input into the selection process of its membership. Why? Pat Quintana
