As I am unable to attend the 2/21/2023 city council meeting, I am writing to voice my support for Agenda Item 23, an ordinance that will only allow official government flags to be flown over any Huntington Beach official building. Eliminating flags of any political or special interest group(s) would inclusion. Including flags of one or more political or special interest group insures other groups will demonstrate that Huntington Beach stands for all citizens without exception and without specific feel excluded, the complaints, and requests for their flags to be flown will be unending.
Councilman Burns' ordinance is a clear approach to include all visitors and residents of Huntington Beach, California, USA.

I agree that the flags that are flown at our city buildings should be about our city, state and country. city building. The Pride flag never should have been allowed. It's not fair to other groups who have their own flags. It is ridiculous that this issue is turning into being all about the Pride flag. No special interest flags should be flown at a We can be inclusive, tolerant and kind without flying the Pride flag.

GOVERNMENT Property. The notion and virtue signal that we have to fly a Gay Pride flag to be inclusive is total As a Huntington Beach resident/business owner I am 100% in favor and support of flying ONLY Government FLAGS on nonsense and completely divisive and exclusive amongst the community and the nation. The HB Community for transgender. We don't need a flag on government property or a Pier to say that. This is NOT radical. This is NOT extreme. This is NOT homophobic. We all have personal, family, and working relationships with the gay community and I will tell you, in their words, that this issue is directly marginalizing to the gay community. Those that defy and argue against are those that are gas lighting and using this for political points and it's extremely disheartening. The fascination that we have a Problem with accepting all walks of life is delusional and nothing more then that. "It's 2023"- just like former Mayor, Mrs. Carr has eluded too in her public comments on social media. Yes folks-it's 2023.
For those that forgot, we have a flag that unites and accepts us all, and that flag is the UNITED STATES OF AMERICA Flag. It represents purity, valor, hardiness, vigilance, perseverance, justice, and UNITY. We need to be UNITED now more then ever.

Dear council members,
I am a resident of Huntington Beach. I definitely support the proposal to allow only our government flags.
I think it is inclusive because we are all Americans and Californians. There are too many special interest groups that may want to fly their flag, and this way we are not offending anyone.
I am shocked at people thinking we don't like LBGQT. This culture is way to sensitive.
Also you can fly your particular flags many other places.

We all have our favorite, sports teams, schools, clubs, organizations, groups, that show who we are and associate with. Those are individual preferences and we fly those flags proudly at events and on or at our personal property. This is a Huntington Beach issue and voices should only be coming from our residents.

Mayor Strickland and Council Members,
I am a resident of Huntington Beach. I am writing in support of Agenda Item Number 23. If there are any flags that should be flown it is the American flag. I attended the last city council meeting and during the flag salute nearly everyone stood up and said the pledge.
"I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one Nation under God, indivisible, with liberty and justice for all." Even if you don't believe in God, the American Flag salute clearly states "with liberty and justice for all. " All, not some but ALL, for everyone in that room and everyone in Huntington Beach and beyond. The American flag is unifying. No one group should expect to have a monopoly on flying their flag because that is not unifying, and as a matter of fact, it is quite the opposite. The use of a flag is the individual group symbol, it tells people if they want to be part of your group based on what you believe.
I support For Agenda Item Number 23 allowing official government flags to be flown over any Huntington Beach official building. Flags of political or special interests groups will not be permitted. As stated in the ordinance this only applies to government buildings and the pride flag can be flown anywhere else.

I couldn't help but notice that we are flying flags on our city grounds representing specialty groups...! don't recall the vote that allows that, but since it's obviously O.K., I'd like to submit a Union Carpenter Flag to be flown on our Government Flag Poles.
Union Carpenters built most of our city, including the homes we live in, buildings we work and shop in, bridges we drive on, sewer and water treatment plants we rely on. Union Carpenters have contributed much more to our city than any number of LGBTQRST groups combined. And yet we are left without recognition and mostly forgotten, lost heroes, one might say, dirges in the dark... We have bled, died and have become physically disabled during our lives of commitment to long lasting quality infrastructure for our city.
For these reasons, I would like your approval and instruction for submitting the flag of our dedicated Union Carpenters to be proudly flown over our city buildings.

I have been a resident of Huntington Beach for 50 years. I do not support all the WOKE policies that are being shoved down ALL American's throats! I stand behind the decision to NOT fly the LGBTQ flag on Government buildings.
Sincerly,

It isn't the government's job to act as a vehicle for social justice activism!

I am a long time HB resident and I fully support the Agenda Item #23 to only allow official government flags to be flown over any HB Gov. Building.
This includes flags such as the "blue" flag that supports police. While I strongly support the police, it is not an official flag and should not be flown over our buildings. Neither should the "rainbow pride" flag or other independent, agenda filled symbols, be flown.

I have been a proud resident of Huntington Beach since 1980 and support my City and all it has to offer, but I do not support flying any flags on City Property other than The USA Flag, The California State Flag and the City of HB Flag. All other flags supporting any other entity should not be allowed. However, individuals may fly as many flags as they want on their own property.
If we allow just one flag from any organisation to be placed on any city building, it will open the door to 100's of different organisations, all demanding their flag to be flown. You cannot favor one organisation over another. Once you do that, you will open the flood gates.
Sincerely,

We believe that the American us flag should always be flown proudly and not have other competing flags that divide us. Many men and women put their lives on the line fighting for our freedom so our flag should always be respected!!! Dear Council Members:
To begin with, I am 100% opposed to allowing the gay pride flag to be flown at any Huntington Beach City buildings. Based on my personal sins, I don't want or expect anyone to celebrate (or attempt to justify) my sins in any form or by any gesture. Consequently, I don't want or expect the City to celebrate homosexual sins by allowing the gay pride flag to be flown. Such an act will not bring homosexuals peace and, most likely, will result in more hatred against them. It would be best for all if the "don't ask and don't tell" rule was adhered to again. Also, threats and intimidation by businesses which want the gay pride flag flown on City property should not be considered by any Council members. No amount of potential revenue can justify the endorsement of any type of sin.

Dear Huntington Beach City Council and Staff,
As the mother of two non-binary adult children, I fully support inclusivity and representation for the historically marginalized LGBTQ+ community. Voting to pass an ordinance that would end the display of the Pride Flag loudly telegraphs that Huntington Beach is not a safe area for LGBTQ+ individuals and families.
With so much negativity and cruelty in our world today, why spend time and resources on causing an entire class of your population to feel unsafe and unwelcome in their own community? Please, do the right thing. Don't alienate your neighbors, friends, and family (yes, it is statistically probable that you have several LGBTQ+ relatives, even if you don't know or won't admit it). Fly the Pride Flag with integrity, honor, and with the intent of building, not fracturing, your community.

To the Four New Members of Huntington Beach City Council, As a 20 year resident of Huntington Beach, I am writing to express my opposition to the removal of flying the PRIDE flag at City facilities. I am currently onto my third PRIDE flag that I display at my home in Huntington Beach. My first one was vandalized home over the last 11 years and this was the first time a flag had been vandalized. The second PRIDE flag I put up, within 48 hours of being put up. It was torn straight up the center. I have flown various flags from the front of my suffered a worse fate when the pole it was being hung on was purposely flung off and broke the bracket at the base. The flag was torn up once again and left on the ground. This attack was witnessed by a person driving by and the suspect fled on foot. Council Member Burns keeps touting that the US flag represents all of us equally and that is a lie as it has never been is using the supposed "unity" of the US flag to hurt and divide our community by taking away the PRIDE flag. true since the colonization of this country. He sees the US flag through the eyes of his privilege as a white man and he Every single one of us knows that Americans are NOT treated equally, especially when it comes to their skin color, their race and their standing in the LGBTQ+ community. One only has to look at the high percentage of police killings of Black people to know, that all Americans are not equal under the US Flag. Just last month, we were all witnessed the brutal and abhorrent police killing of a young Black man named Tyre Nichols. Have a look at any statistics on which race is incarcerated disproportionately in this country. Finally, have a look at what is happening in Florida right now with Black history being the sole AP class being removed from school curriculum and LGBTQ+ rights coming back history be tre old a cas being re under attack.
At the 2/7/2023 Council meeting, these four new council members heard over and over at the podium, how flying. And thanks to Council Member Moser, who asked for the email tally, we also learnt that 275 total emails were Huntington Beach residents do not want the existing flag policy changed and that the PRIDE flag should continue received of which 228 were in opposition to the proposed measure to change the existing flag policy and want to see The four new members were elected to non-partisan positions where their job is to represent their constituents' voices. With close to 133,000 registered voters in Huntington Beach according to ocvote.gov, the vote of these four new members does NOT represent all of the Huntington Beach community especially when at most, just over 37,000 voters voted for these four new members. That is nowhere near a majority representation of all of Huntington Beach.
It is clear that from the 2/7/2023 meeting and the majority of emails received, Huntington Beach residents desire to support the LGBTQ+ community and want the PRIDE flag to fly from Harvey Milk Day on May 22nd through the en of June which represents PRIDE month
I ask that at the next City Council meeting on February 21st, 2023, for Agenda Item 23, that the proposed ordinance is NOT APPROVED so as to keep flying the PRIDE flag as a symbol of unity and acceptance. Vote to show that Huntington Beach is an accepting, inclusive and safe city for their LGBTQ+ residents and all those who visit here.

I am a resident of Huntington Beach and have been for the 46 years I've been on Earth. I oppose the removal of the Pride Flag on Government Property.
To me, when our council finally voted to fly the Pride flag two years ago, I was so proud of the inclusivity and progress our city was making to welcome every resident, visitor, and passerby in our community. Our City, unfortunately, has a reputation of racism and bigotry. Finally, we were moving forward. The vote to not fly the pride flag, Or any flag that promotes acceptance and inclusion and says "you are welcome here" just shows everyone out there that certain people are not welcome.
I am a mother of an LGBTQIA+ Child. I am a citizen of Huntington Beach. I volunteer in the community. I this flag hurts people. I've see the way people treat each other due to lack of diversity and inclusion in our city. work for one of our school districts. I see how flying this flag helps people, and I see first hand how opposing Frankly, its scary.
It's frightening to see where this city is going.
I ask that you vote no on Agenda Item 23-165 and allow the Pride flag to continue to be flown on City Government property.

I'm a citizen of Huntington Beach and I strongly oppose the recent changes to the flag policy.
These changes are an attack on LGBTQ residents and future residents to make them feel unwelcome. This is a display of bigotry towards a minority. This city is plagued by a history of right wing nazi extremism and it's imperative to demonstrate that the city and council do not align with such ideologies.

Subject: Agenda Item Number 23
Hi Folks,
Long time Southeast HB resident here.
Just an observation on agenda item #23.
Not sure how the Pride flag ever became installed over the City as it relates to government buildings in the first place.
And I've never known Surf City not to welcome the LGBTQ community (or anyone else for that matter) in our city or neighborhoods.
Good people (whatever make and model they are) are always welcome here.
Some people say the LGBTQ community is a vulnerable population at risk of harm if not supported. I'm sure that's true.
The issue is, with that judgement, comes many more. What about a Pro Life Flag? Other people believe the unborn are the most vulnerable.
What about a Black Lives Matter Flag, a Mother's Against Drunk Drivers flag, a Mental Health flag or Stop Senior (or Child) Abuse flags?
How about a flag supporting our native Americans, Families of Holocaust Survivors, or Families of Japanese* Interment Camps. All equally worthy.
Who decides who's the most vulnerable (or cause is most important) and why is it our cities responsibility to support one special interest group over another?
Our cities government, lawyers, council and the mayor's responsibilities are to run our city properly, protect all of it's citizens, and help maintain a good quality of life.
Any business or residence can freely support whatever group they feel strongly about. But personal feeling have nothing to do with the running of City Government.
Keep it simple: Fly only Governmental flags: the American flag, the CA State flag and the Military flags (all government entities) on City buildings.
Fly what you believe in your heart, on your own property, knowing your neighbors have just as much right to disagree with your cause.
Both elected and non elected City employees (paid by our tax dollars) need to put personal feelings aside, stay impartial to all special interests, and get down to business.
Respectfully, Thank you for your time
HB citizen

I have sent emails and shared my concerns. I went to the Mayor's Coffee Talk, not to talk, but to quietly show Dear Mayor and Council Members, PRIDE in the community where I live. Nothing big, just a small gesture. A gesture to show the LGBTQ+ community in Huntington Beach that there are those who live here who support them and want them to feel safe- like how Whipped Coffee had PRIDE flags on their counter. My being quiet didn't seem to go over well, so now l am writing with an enclosed gift and a question for the Council. As Council Member Burns left the coffee house, he approached us, the 4 moms and 4 teens standing quietly with PRIDE support and was asked 2 questions: The first was if he was going to support his claim made during a National Interview on OANN with evidence or concreate numbers from his qualitative-quasi "research" that 4:1 emails were in support of his ordinance, despite the majority of the American Population supporting LGBTQ+ rights ("Majorities of liberals (81%), moderates (76%), and conservatives (55%) all favor nondiscrimination protections for LGBT people."- Daniel Greenberg, Emma Beyer, Maxine Najle, PhD, Oyindamola Bola, Robert P. Jones, Ph.D.) His response was "no"... and then went on to further explain that it wasn't his responsibility to support his claims on a national news network to anyone. As he is an elected official, I respectfully disagree and request that he provide physical evidence to his constituents to support his claim during the meeting.
Olympic Flag, our Sister City's or possibly other flags should be allowed to be flown?). Before I asked my question, I had been thinking about a time, in the 70's & 80's when women were going back to work and ("Block Parent Program" was a program started in Canada in the 1960's and picked up in San Jose, San Diego schools would ask parents who were at home, to volunteer to place a "Block Parent" sign in their window. etc. in the 70's- in order to protect children) The gist of the program is that children knew that a home with the sign, was a safe space. The PRIDE flag is often used to mark a location as a safe place for the LGBTQ+ community. That's when I asked Council Member Burns my question. If he would place a PRIDE flag on his property to mark his home as a safe place for his "gay nephew and niece" and their LGBTQ+ friends? He replied that no, they knew his house was a safe place. I am glad that they feel safe at his home. I gestured to the teens that were sitting near me, and asked "Would you hang a PRIDE flag on your private property to mark (your/his) home as a safe place for *my* kids?, so that if they ever felt unsafe in his neighborhood, they would know that (your/his) house was a safe place?" He didn't answer, instead, his response, "YOU people never listen....", ranted, without pause, then left Ironically, at a City Council "Coffee Talk" he didn't have time to listen, yet he was the one who approached abruptly saying he didn't have time to talk, or in fact listen to anything | or the others present had to say. us, outside, and only 2 of us asked questions.
At this same Coffee Talk, Luke Dennis was there. He is obviously friends with Council Members who were present, he supported your campaigns and l am sure you are aware of his record and arrests. Saturday, was with. I am familiar with him as in the past he has yelled at me, yelled at my child, spat in my face, posted without provocation, without cause, just because they were holding the PRIDE flags, he filmed the minors I videos of minors that I was with- in the attempt to dox them (he has posted photos of miners as they were TAL CORAMUNICATIO 221,2023

on school property- is it advisable for a known criminal to film minors at Huntington Beach schools with City Council support?).
These children on Saturday did not feel safe. We didn't feel safe at a local Mayor's Coffee Talk. Please let that sink in. I only brought those children, because I thought "at least the Mayor and Council Members are there- it will be safe". I was wrong. What is wrong in our city where residents don't feel safe in the presence of their Mayor and Council Members?
Council Member Burns stated, "You people don't listen", and I'm writing to say, "I listen. I see. I am afraid for my children's safety in Huntington Beach". I understand that you are going to vote to pass Council Member Burns' ordinance Tuesday, despite him and you implying that you support the LGBTQ+ community and want to keep the LGBTQ+ community safe- because, according to you, you just don't want to fly the PRIDE flag at government buildings- you believe private property is fine. I also understand that you do not want to mark Huntington Beach as a safe city for the LGBTQ+ community.
But will you place this gift of a PRIDE flag in your front window to mark your house, a private residence, as a safe place for my children?
If your answer is "no", even on private property you are unwilling to mark your house as safe for the LGBTQ+ community, I think you need to ask yourself why? My guess is fear.
You are afraid to stand up for a protected class of people- a targeted minority- possibly because of fear you'll alienate your voter base- I am sure it would. Fear that it goes against your religion- if that is the case and your religion believes that LGBTQ+ humans are not worthy of being protected, then you don't really support the LGBTQ+ community, and you should just be honest and say that tonight at the meeting. Fear that there are people, like Luke Dennis who would target you? ... that is a valid fear, one I have. I wonder how any of you would feel if Luke Dennis spat in your face, how would you feel if he took photos of your children and posted them online, if he or his "Proud Boy" friends showed up at your business... or your home unannounced- if he was angry with you?
Whatever fear you have of publicly supporting the LGBTQ+ community in your private life... I assure you that it is nothing compared to the fear the children in the LGBTQ+ community in Huntington Beach have daily. You voting to no longer mark Huntington Beach as a safe space for the LGBTQ+ community, will give reason, give power, give support to criminals like Luke Dennis to hurt people, family members, like Council Member Burns' niece and nephew.
I chose not to sign my name, as Council Member Burns has made it clear with his reactive response on Saturday that he is unsafe for my family, but I am your constituent, I live in Huntington Beach- and I wish you to know the peace that one day I hope the LGBTQ+ community can feel in this city. "I wanted you to see what real courage is, instead of getting the idea that courage is a man with a gun in his hand. It's when you know you're licked before you begin but you begin anyway, and you see it through no matter what. You rarely win, but sometimes you do."-Atticus Finch, "To Kill a Mockingbird" "This time we aren't fighting the Yankees, we're fighting our friends. Greetings, Huntington Beach Council.
It is so unfortunate that I need to send this message given my company's significant business relationships in and surrounding Huntington Beach.
My company, Transient Consulting, is dual-headquartered in Connecticut and in Orange County. We have served as a contractor to the Olympics and have served as a sponsor and a crucial marketing and philanthropic collaborator for 11 of the annual events that happen in your community.
My business partner, Miguel Ramos, and I also personally sponsor numerous annual events in Huntington Beach and generally in Orange County. Nearly $50,000 contributed last year alone in addition to significant work and business brought to the region. We are a company that is built on the idea that diversity brings richness and depth to our community.
Given the significant racial, ethnic, socioeconomic, and religious diversity represented in Huntington Beach, I was shocked to see this Pride Flag decision being considered. It makes the beautiful Huntington Beach community seem as though it does not welcome diverse guests despite a very diverse population.
Miguel and I have already been in touch with our senior executive friends at Nike, VANS, Boeing, quicksilver, the Olympics committee, as well as numerous other privately-owned businesses headquartered in Huntington Beach. In each and every instance, those decision makers have been shocked and appalled by this proposal. We currently have the verbalized support of 15 community business partners who are ready to retract all support from Huntington Beach events and activities.
It is our sincere hope that we will not need to leverage our many Orange County relationships since our goal ha always been BUILDING the community.
That said, should this Pride Flag decision move forward, Miguel and I will not rest until the decision-makers a held accountable for this bigotry. Thanks to my company and our many business partners, there certainly woul be financial repercussions if this decision moved forward. acknowledgments and support. The diverse community your council is charged with representing and the As a reminder, every business listed above, including my own includes LGBTQ+ Pride in our annual businesses that thrive in your community will not tolerate discrimination of any kind Choose wisely and continue to welcome diverse communities and the business and resources we bring to you

Dear City Council Members,
We made Huntington Beach our home in 2001. Our family lived there for two decades and raised three amazing children to adulthood in this beautiful community.
While in HB our family was active in Girl Scouts, sports, theater, homeschool organizations, karate, and so much more that remains dear.
When the city decided to fly the Pride flag during pride month it made us feel proud and hopeful for a future in HB that is inclusive and values all its citizens. These are values we taught our children, our Girl Scouts and which we know exist in the people of this city.
Taking that gesture of hope away now seems to be a sad capitulation to the very people who want to make our LGBTQ+ citizens, their children, families and friends know loud and clear that they are NOT welcome here.
Did Costa Mesa let bullies take away their pride flags? Did Long Beach? Are we not as good or as strong as they are? Please do not change a beautiful thing just to avoid conflict with the hateful or the bigoted. To be sure there are hateful people in every community, but it is a mistake to follow the lead of such people. You have an opportunity here to stand against intolerance in what might seem like a small way but which is clear for all to see and this makes a big difference.
A decision to put away the rainbow flag sends a clear message to LGBTQ people: "HB doesn't want you here. You and your children are on your own. We won't stand up for you." It is intentional. It says "Maybe don't visit - it won't be safe for you and your kids in a city like that."
It also sends a clear message to homophobes, bigots, antisemites; organized groups and lone actors "We did it. They caved. What can we do next?" I wish this was hyperbole but it is unfortunately the state of things. We can do better. Ol city deserves better.
Sincerely,
Krisula and Eric Moyer.

It is not the role of city government to express support (or condemnation) for specific groups whether based on race, creed or sexual preference. Subject:
Hello City Council Members,
I am a resident, home owner, small business owner and a voter in Huntington Beach. I also happen to be a queer mother of three young children. I am writing in regards to Council Member Burns proposed flag ban - please vote NO on this ordinance.
I am writing with tears in my eyes and a knot in my stomach.
The city of Huntington Beach has a sordid reputation of bigotry and hatred and a well known alliance with hate groups. But when we started flying the Pride flag in 2020, I felt hope that this was changing...or at least attempts were being made to change. I felt hopeful that my children would grow up in an accepting and loving community.
Although the rainbow flag is especially significant to those of us in the queer community (those loud and proud AND those still scared and "in the closet"), the Pride flag represents the values of acceptance and love and welcoming of all people (not just queer people, but ALL people. When I see that flag, I feel safe. My children feel safe. My community (old and young) see that flag and feel seen and represented in a community that has previously been overtly unwelcoming
What reason could you possibly have to be against a rainbow flag? It causes many people to feel safe and welcome. What is the problem?
This attempt to ban the Pride flag sends a clear message about the values of this City Council. That Huntington Beach is NOT evolving, that it is NOT a safe and welcome and accepting place. Those of you voting in support of this ban are sending a loud message to my community AND TO THE WORLD that Huntington Beach is NOT a safe place. That we will continue to protect and value hate and bigotry over love and hope and acceptance. You are telling my community that we are NOT welcome here and that you have no interest in our safety and well being. Passing this ordinance will keep Huntington Beach in national news for all the wrong reasons and for a city dependent on tourism and people wanting to visit.. this is not the right message. the quality of life for those of us living and paying taxes in HB...parks, beaches, the unhoused community, etc Additionally, I would very much like you to be spending your time and resources on issues that actually affect etc etc...yet here we are spending our precious time and resources talking about flags... you can certainly do better.

Endorsement, meant or not, can create conflict between people in our city or even visitors. No matter the expressed reasons for flying particular flags the city should not be picking and choosing what to run up the flagpole. Stay out of it! This ordinance pertains only to city properties. Support for Agenda Item 23 - Gov't Flags on City Property Subject:
As a 59 year resident of Southeast Huntington Beach, 1 am submitting this email in SUPPORT for Agenda item #23 on the March 21st Huntington Beach City Council meeting agenda.
I have two things to say about the flying of "non - Governmental" flags on Government flag poles:
1). All "cause" flags should not be flown by the Government.... And the issue is not like or dislike of a flag/cause, the issue is showing favoritism to one cause over another 2). And......The Pride flag (or any other "cause' flag for this matter) is NOT a Government flag, does not represent a Government and it not flown at the request of a Government (i.e. POW/MIA or branches of the US Military, it (and others) is a flag that represents a "group of like minded people that are promoting a CAUSE" and therefore should NOT be flown on a city government flag pole, at any time........
Thank you for taking the time to read this ........
Thank You

The flying of the Rainbow Flag in June of each year in Huntington Beach was a way for the city to make amends for the violence condoned by its police against our LGBTQ Community. Now you want to take it back. It's not the idea that you don't want to fly any flags other than the National, State and City Flag. You still want to fly a POW Flag, all the military flags, and whatever other flags you happen to support, you just don't want to fly the PRIDE flag which has become an International symbol of diversity and inclusion of all people. Please don't send the message that Huntington Beach is not a safe place for the LGBTQ Community and their Allies. Let's not go back to this!
The flag symbolizes the commitment this City made when it agreed to fly the flag in June to the equity and inclusion of the LGBTQ Community as being safe in your City. Don't send the wrong message. - With liberty and justice for all

Surf City Council Members, It is important for you to know that our family being a long-time resident of HB does not condone flying any other flags on our Government buildings. The idea of forcing the taxpayers of Huntington Beach to accept a made-up flag by a tiny group who does not have any jurisdiction whatsoever is absolutely insulting to us and does not reflect the majority of who live here in Huntington Beach.
Those who feel flying an ideal flag is more important than the ones we have can move to those cities who align with their agenda, as it doesn't with ours.
Huntington Beach already has 3 BEAUTIFUL FLAGS we are proud of and we do not need any more.

Dear HB City Council Members,
I am a 39-year resident of Huntington Beach. These flags represent ALL Americans living in HB. Flying identity flags only represents a small group of citizens in HB and therefore have no place in city government.
Identity flags can be flown on personal property or businesses. Our city government does not need to get involved with identity politics. If one group is allowed to be represented, why shouldn't any special interest group be allowed to have their flags flown? Huntington Beach City Council Meeting 2/21/23
My comments on the following Agenda Items:
Agenda Item 23 (23-165): Flags on Government Property I oppose this ordinance as it will have and is having a negative impact on local businesses and puts Huntington Beach in a negative light. Huntington Beach is a tourist destination and by flying flags that make people feel welcome should be displayed. We as a city should promote inclusion and not exclusion. Support Local Businesses that depend on all people from outside the city to come and spend their free time and money. This ordnance does not make Huntington Beach appear to be a place that all are welcome. Does this City Council listen to the public Comments? With the vast majority opposing this ordnance why doesn't this council listen? Are public comments not valued or are they something to ignore?
I oppose this attempt to stop processing ADU permits. This is once again the CC attempt to not comply with the State of Agenda Item 26 (23-172): ADU Permits California on housing solution. This will cost the tax payers of Huntington Beach fighting a no win battle the state of California. Please stop this costly battle with the State.
I thought the Huntington Beach City Council was a non-partisan public office. Will the so called conservative council General Comments:
members ever break ranks? Or is it an "all for one and one for all" type mentality? I'm hoping that as some point, one of the recently elected council member will break away for a vote or two. Maybe the city council should be partisan so we have a better idea who we are voting for in the future. I just what to point out the 4 recently elected city council members roughly were vote in by approximately 20,000 votes each. That about 10% of the city population. Please keep the other 90% of the city population in mind when you make decisions that affect all of us.

I am also deeply concerned that members of our city council, Council Members Moser and Bolton, have taken to social media with support for economic harm to our city. This is HIGHLY IRRESPONSIBLE and appears to violate the City's Code of Ethics. Perhaps it is time to call for their censure.
I urge support for Agenda Item 23.

I am in support of the council's decision to fly only city, county, state, national and military flags at City Hall in the City of Huntington Beach. The policy needs to be the same on all HB government buildings and property.

Citizens can fly whatever flag(s) they want at their own homes or businesses.

I am a Huntington Beach resident for the past 2 3/4 years and am in support of Agenda Item #23. The City of Huntington Beach is supportive of all communities of people and should equally represent all peoples in all walks of life. No one group should have permission to single itself out on a Flag Pole except the Flag of the American People which is the American Flag and the California State Flag.
We need to take a stand against others trying to ply their own ideals on others that do not want to accept those ideals. The City of Huntington Beach has always accepted others and if those others want to fly a FLAG at their personal residence, please go ahead. This Agenda Item is only for Government Offices where only the American Flag and the California State Flag should be flown, again, not showing favoritism for any other group of peoples.

It saddens me that my city is not choosing kindness. After last year voting to be inclusive and fly the flag during June for pride month now the city council is trying to end it.
I believe in diversity and inclusivity. I hope you do too. Historically LGBTQA+ have been excluded, discriminated against, bullied and worse. We want to show that our city is supportive and safe for all peoples.
I have lived in HB for almost 20 years. The majority of HB supports the LGBTQA+ community and believe we should fly the flag during June in support.
City council is supposed to be non-denominational and non-partisan so why are you trying to suspend flying the flag? It's almost like you want to make our city look like bigots or have us get on the news for being homophobic and unsafe for the LGBTQA+ people. I thought we would be more accepting and kind to all; especially as a worldwide tourist destination.
Shame on you if you vote to suspend flying the flag.

Good afternoon!
My husband and I grew up locally and have lived just outside Huntington Beach for 12 years. We are both heterosexual, cisgender and, for that matter, white.
We both, individually, still experienced hate incidents in Huntington Beach growing up.
With this well known history, unfortunately HB cannot and will not be known as a safe place for all residents, neighbors, and tourists if the gay pride flag is explicitly banned.
I hate to see the business that will be lost.
As an educator, I need to mention that both my kids and I, over the last 40 years, have had friends raised in HB who *turned out to be LGBTQIA.* This happens to *all kinds of parents.* These kids are SO exponentially more likely to commit suicide in an unsupportive atmosphere.
Meanwhile I don't know of anyone who is anti-gay becoming suicide prone because they see a pride flag.
Please show support to these kids.
Sincerely,
Alexandra Noyes

Subject: PRIDE flag - City Council Meeting
Dear City Council Members,
In a time when so many marginalized communities are under attack, I strongly urge you support and represent all community members by flying the PRIDE flag in June. I disagree with the movement to stop flying the PRIDE flag in June. Flags are an important form of communication and representation that date back thousands of years. The LGBTQ+ community is part of every community, including Huntington Beach and the PRIDE flag is a symbol of unity, acceptance, and inclusion.
I do not live in Huntington Beach, but I support inclusivity and the LGBTQ+ Community. Voting to pass an ordinance that would ban the flying of the PRIDE Flag shows that Huntington Beach is not an accepting, inclusive and safe city for the LGBTQ+ community. When I make the decision where I will go to spend the day at the beach, where I will go to shop, where I will go to vacation, I look for cities that value equality, such as Long Beach, Costa Mesa and Laguna Niguel. Those cities are just as easy for me to go to, AND they show that they value the LGBTQ+ members of their city, unlike Huntington Beach, by flying the PRIDE flag in June. I ask that you keep flying the PRIDE flag, to show that Huntington Beach is an accepting, inclusive and safe city for our LGBTQ+ residents and all of those who visit here.
Don't alienate your neighbors, friends, and family (yes, it is statistically probable that you have several GBTQ+ relatives, even if you don't know or won't admit it). Fly the Pride Flag with integrity, honor, and with the intent of building, not fracturing, your community.
Sincerely,
Katje Sabin

To the Four New Members of Huntington Beach City Council, As a 20 year resident of Huntington Beach, I am writing to express my opposition to the removal of flying the PRIDE flag at City facilities.
I am currently onto my third PRIDE flag that I display at my home in Huntington Beach. My first one was vandalized within 48 hours of being put up. It was torn straight up the center. I have flown various flags from the front of my home over the last 11 years and this was the first time a flag had been vandalized. The second PRIDE flag I put up, suffered a worse fate when the pole it was being hung on was purposely flung off and broke the bracket at the base.
The flag was torn up once again and left on the ground. This attack was witnessed by a person driving by and the suspect fled on foot.
Council Member Burns keeps touting that the US flag represents all of us equally and that is a lie as it has never been true since the colonization of this country. He sees the US flag through the eyes of his privilege as a white man and he is using the supposed "unity" of the US flag to hurt and divide our community by taking away the PRIDE flag.
Every single one of us knows that Americans are NOT treated equally, especially when it comes to their skin color, their race and their standing in the LGBTQ+ community. Finally, have a look at what is happening in Florida right now with Black history being the sole AP class being removed from school curriculum and LGBTQ+ rights coming At the 2/7/2023 Council meeting, these four new council members heard over and over at the podium, how Huntington Beach residents do not want the existing flag policy changed and that the PRIDE flag should continue flying. And thanks to Council Member Moser, who asked for the email tally, we also learnt that 275 total emails were received of which 228 were in opposition to the proposed measure to change the existing flag policy and want to see the PRIDE flag continue to fly at City facilities.
The four new members were elected to non-partisan positions where their job is to represent their constituents' new members does NOT represent all of the Huntington Beach community especially when at most, just over 37,000 voters voted for these four new members. That is nowhere near a majority representation of all of Huntington Beach.
It is clear that from the 2/7/2023 meeting and the majority of emails received, Huntington Beach residents desire to support the LGBTQ+ community and want the PRIDE flag to fly from Harvey Milk Day on May 22nd through the end of June which represents PRIDE month.

Subject: AGENDA ITEM 23-165
Hello,
I am a resident of Huntington Beach and have been for the 46 years I've been on Earth.
I work for one of our school districts. I see how flying this flag helps people, and I see first hand how opposing this flag hurts people. I've see the way people treat each other due to lack of diversity and inclusion in our city.
Frankly, its scary.
It's frightening to see where this city is going.
I ask that you vote no on Agenda Item 23-165 and allow the Pride flag to continue to be flown on City Government property.

We would like to urge you to give very careful, insightful and enlightened thought as to how you wish the rest of the world to view our city. Agendalam No: 28(23 - 165).
I strongly urge you to vote NO on Agenda Item Number 26.
Council Member Burns is requesting the Council give City Attorney Gates nearly unlimited authority to litigate on behalf of the City based upon his agenda item that contains only a small amount of concrete information. This agenda item contains few facts and very little analysis that would justify any action to be taken by the City What is the problem that Member Burns thinks could be resolved by initiating litigation? As to SB 9, has the City received applications for accessory dwelling units (ADU) as authorized by SB9? If so, have any been constructed? If yes, have there emerged any problems with the ADU? Why is SB 10 included in the agenda item? The agenda item does not explain what SB10 is or how it may affect the City's existing zoning. It appears unlikely to substantially affect the City, since, per the text of SB 10, the area for housing development must be "urban infill, consistent with the definition of used in SB 35 (2017), or be near high quality public transportation or a job-rich area." Where would this area be within the City of Huntington Beach? 1 Important topics such as this must be subjected to a more thoughtful approach. Any future agenda item on this topic should include more facts and analysis and in particular more historical context. Doing this will assist Huntington Beach residents in understanding the vote that the Council members are considering and the impact the decision may have on them.

The Pride flag is not a government flag, doesn't represent a government, and is not flown at the request of a government, it is a flag that represents a "group of like minded people that are promoting a cause" and therefore should not be flown on a city government flag pole... Plain and simple.

My comments on the following Agenda Items:
Agenda Item 23(23-165): Flags on Government Property
I oppose this ordinance as it will have and is having a negative impact on local businesses and puts Huntington Beach in a negative light. Are public comments not valued or are they something to Agenda Item 26 (23-172): ADU Permits
I oppose this attempt to stop processing ADU permits. This is once again the CC attempt to not comply with the State of California on housing solution. This will cost the tax payers of Huntington Beach fighting a no win battle the state of California. Please stop this costly battle with the State.
General Comments:
I thought the Huntington Beach City Council was a non-partisan public office. Will the so called conservative council members ever break ranks? Or is it an "all for one and one for all" type mentality? I'm hoping that as some point, one of the recently elected council member will break away for a vote or two. Maybe the city council should be partisan so we have a better idea who we are voting for in the future. I just what to point out the 4 recently elected city council members roughly were vote in by approximately 20,000 votes each. That about 10% of the city population. Please keep the other 90% of the city population in mind when you make decisions that affect all of us.
Sincerely,
Chris Varga

Re: Letter in Support of Keeping the Rainbow Flag at City Hall Dear Mayor Strickland, Mayor Pro Tem Van Der Mark, Councilmember Burns, Councilmember McKeon, Councilmember Kalmick, Councilmember Moser, and Councilmember Bolton, As a frequent patron of Huntington Beach businesses and an Orange County resident, I join with the majority in the community respectfully requesting that the City Council approve keeping the rainbow flag at City Hall.
Flying the rainbow flag is a wonderful and symbolic way to show our city is inclusive while engaging the entire Huntington Beach community and showing support of LGBTQ community. It is also a fantastic way for us to spur local business growth, and not incur the type of penalties that we have seen recently with companies not investing in Huntington Beach because of the lack of support for our LGBTQ community.
As you know, Harvey Milk was the first openly gay elected official in California, when he won a spot on the San Francisco Board of Supervisors in 1977.
In 1978, under his urging, the city council passed a gay rights ordinance that protected gay people from being fired from their jobs. Less than a year into his first term, Milk and San Francisco Mayor George Moscone were shot and killed in City Hall by former Supervisor Dan White.
Milk opened the door to a generation of LGBT elected officials in California who felt like they could be political players without hiding who they were.
in California, May 22 is Harvey Milk Day, recognized by the state's government as a day of special significance. Public school:
are encouraged to hold lessons "remembering the life of Harvey Milk, recognizing his accomplishments and familiarizing pupils with the contributions he made to this state."
In 2009 Milk was awarded the presidential medal of freedom, the country's highest civil honor. He was one of the fist 16 recipients of the honor chosen by President Barack Obama.
By flying the pride flag at City Hall, we display the spirit of diversity and inclusion that has helped make Huntington Beach a wonderful place for our employees and customers to live, work and play. 1 Sincerely,
Ajay Mohan

Dear Members of the Huntington Beach City Council:
My name is Stephanie Camacho-Van Dyke, and I am the Director of Advocacy and Education at the LGBTQ center pa lone bading Coal in that eror neany ay, briseda ranged eraser and testionin changing and growing needs of the Orange County LGBTQ community, providing culturally appropriate and affirming health and wellness services.
The LGBTQ Center OC is disappointed with the recent decision made on Tuesday, February 6" by several Huntington Beach City Council members to remove the Pride flag from display during LGBTQIA+ Pride Month in June. We learned there were 228 people who wrote letters to the city in support of the Pride flag while 46 people opposed the flag. As one can see, there is an overwhelming amount of support to keep the Pride flag raised during LGBTQIA+ Pride Month. As community leaders, it is your responsibility to ensure that all residents feel welcomed and valued, regardless of their sexual orientation, gender identity, or gender expression.
We are strongly encouraging the Huntington Beach City Council to keep flying the Pride flag. The solution should not be to remove the Pride flag but rather to engage in respectful dialogue and education about its meaning and importance. It is through open and honest conversations that we can work towards creating a more inclusive community. There are many LGBTQIA+ community members and allies, especially those living within Huntington Beach, who believe in its significance. The Pride flag is a small but powerful symbol of hope and inclusion, and it deserves to be displayed proudly in Huntington Beach and in other cities across Orange County.
We hope that you will reconsider your decision and work towards finding a solution that promotes unity and acceptance for all members of our community. This solution is to keep the Pride flag raised and flying during LGBTQIA+ Pride Month. Please do not hesitate to reach out to our organization for more support or guidance.
Sincerely,
Stephanie Camacho-Van Dyke, M.A.

I have two things to say about the flying of "non - Governmental" flags on Government flag poles:
1). All "cause" flags should not be flown by the Government.... And the issue is not like or dislike of a flag/cause, the issue is showing favoritism to one cause over another 2). And......The Pride flag (or any other "cause' flag for this matter) is NOT a Government flag, does not epresent a Government and it not flown at the request of a Government (i.e. POW/MIA or branches of the U Military), it (and others) is a flag that represents a "group of like minded people that are promoting a CAUSE and therefore should NOT be flown on a city government flag pole, at any time........

Hello to the City Council,
I am in support of the agenda #23 to Fly ONLY government and city flags to be flown at City Hall.
I DO NOT SUPPORT the LGBTQ flag to be flown at City Hall as I believe this will only divide our community rather than bring us all together as City.
I also want to send a thank you to the new City council members for all they are doing to keep our city to NOT GO WOKE.
