Subject: Supplemental Communications for City Council/Public Financing Authority on 05-16-2023 6:00 PM ; Agenda Item: 23-394 Approve appropriation of funds for electrical system repairs at the Central Library
Importance: High
References:
1) Att #1 Snowden Electric Quote
2) Att #2 PowerPoint Presentation
Upon my review of the proposed actions requested for Agenda Item 23-394 I offer the following observations and recommendations both Safety and prudent Systems Engineering discipline:
• The apparent scope of this proposed action seems to be limited to restoring interim electrical service to the Central Library. But with out adequate engineering analysis of the existing electrical design and the proposed rental support equipment compatibility would be both imprudent and fraught with risk for unintended further damage. Analysis should establish both compatibility and safety.
• When the analysis is complete, then you can achieve a much better solution which make the contractors ROM estimate OBE & gives the city staff a much better chance at cost containment with more precision.
• Recommendation for follow-on design solutions; should include Central Library upgrades to LED illumined sources for improved recurring operational cost savings and design simplification to possibly downsize over overall power requirement using LED technology.

Subject: City Council/Public Financing Authority: Tuesday, May 16,2023 Thank you for receiving and considering the following input on the following Items:
23-394: Our family supports appropriation of funds for the electrical repairs at Central Library 23-431: Submitted by Councilmember Burns. Commission, committee status and organization review. Our family supports and appreciates this review.
23-433: Submitted by Councilmember Moser. Our family strongly opposes the recommended action. Please continue the invocations and NOT MOMENT OF SILENCE. What is next... the PLEDGE OF ALLEGIANCE!!! As, I have looked around at the meeting, it appears that there is 100% participation with the exception of Dan Kalmick. Which is fine, anyone can do the same if they wish. But, please DO NOT silence those who appreciate and participate in the unifying invocation. HB Police Chaplain has done a great job; unlike, when Interfaith counsel provided leaving out mention of Christians. As all hidden agendas, surface, this is just another example of a political organization. Please do NOT continue to resource invocations from this organization.

Thank you Mayor Strictland, Pro Tem Gracey Vandermark, Casey McKeon and Pat Burns. Promises made, PROMISES KEPT! You are very much appreciated. Keep rocking it.

Best regards,
Kris Carroll
