Subject: Regarding Item #25: Proposed Memorandum Of Understanding Between HBPOA And The City Of Huntington Beach
A recent Orange County Register article highlights the fact that the HBPD is operating with only 85% of budgeted sworn officers:
"Among Orange County's largest communities.... Huntington Beach is funded for 230 sworn officers and has about 35 vacancies." (May 14, 2023)
This problem has only grown over the last six months even though our compensation plans are competitive, we have one of the finest Police Chiefs in the country, and our City Council is clearly dedicated to community safety.
Something isn't right.
I suggest that the city develop a detailed sworn officer recruitment plan with union, management, and citizen involvement before entering into a new contract with HBPOA.
