To: CITY COUNCIL (INCL. CMO STAFF) <[email protected]>; [email protected] Subject: NO to outsource the management of the libraries to a private company Hello city council members, I am not sure to whom I need to address this email to, but I am a Huntington Beach resident and have been going to the Huntington Beach libraries from the time I was child, going to the reading time, studying there as a high school and college student and even now as a 36 year old adult. I love the art, the selection of books, the tranquility of the whole place. Not only is the library beautiful outside, it is also beautiful inside as well AND clean (even in the restrooms). Please do NOT outsource the management of the library to a private company, there is NO need for the library management to be outsourced, who even brought that terrible idea up?! Please keep current management the same, they are doing a fantastic job. Also need I remind what happens when you have a private company manage, first they make sure THEY get paid, then they set up their own rules and then we the people have no more say on what they do, they start charging for things that could be free (or a low amount) and they are not transparent in most things and only look to one thing:profit first to themselves and THEN to the library. Outsourcing management will not save money nor will we be getting the same type of service we get now, it will just allocate money to different pockets and cause less money to go to library resources. I want my future children to be able to enjoy the library just as it is, please don’t have a management company who doesn’t really care about the people of Huntington Beach run one of the most beloved places in Huntington. Please don’t change something that’s already working, let the people vote on whether this should happen or not, We are the ones who use these facilities! I already know I will vote against this ridiculous idea. I agree that staff need to CEASE any further work on RFP to run HB public libraries until they have heard from the voters in November. I say NO TO PRIVATIZATION OF LIBRARY MANAGEMENT.

Our City Council has already shown how eager they are to put issues on the ballot for the public to vote on. Our Library has been and continues to be a major resource and help to many residents before most of you lived here.

Literacy is the keystone of society and the fact that several of you have admitted they have never having gone to the library until recently speaks volumes about your ability to decide what is appropriate for our library. Also keep in mind that voting for three Council seats is coming in November and this will be a major issue for many voters. Do you want to be known as the Council that puts possible ? profits above constituents? Let Huntington Beach residents use their Voices to vote for or against keeping their library controlled by Huntington Beach and not a private equity for profit company.

Thank you,
Linda and Walter Pohl

City Council Representatives,
Here is an opportunity to prove to the people of HB that you are truly listening to the will of the people. Let them speak with their vote…much like the one you forced on the Match ballot regarding the Charter. Show you truly care about this city. So far it seems like you YOUR agenda is the only agenda.

People are waking up to what’s going on.

Do the right thing!

City Council Members:

As a citizen of Huntington Beach and an avid user of the library , I urge you to keep our library public. Myself and many citizens of HB do not want our library to be handed over to a private source. I have many concerns over this , as I am sure you are aware.

Turning over the library to a for profit c
ompany will adversely affect the services provided by the library and adversely affect our community.

I am very concerned that the library will have to shorten hours, lose librarians and do other things to cut cost and make a profit.

The city needs to maintain control of the library and continue to make it a place were the community can learn and thrive.

Please listen to the citizens of HB, who you represent and do not make the library private.

Thank you.

Dear Representatives,

I am in opposition of our library being privatized. My family & I love our central library so much that we brag about it to more family & friends, even inviting them to join us there as our guests. I’ve lived long enough to know that change is inevitable, necessary even. The balance to that is keeping precious & important things the same. Our library as it is now is a refuge in our ever-changing world, please keep it that way.

I'm a long time (49yrs) resident of Huntington Beach and am appalled at the idea of privatization of our public library. Our library does so much more than just lending books, it is a real asset to the community. There is no way that an outside, for profit company would offer anything close to these services.

It is so obvious that the current city council is pushing this simly for political reasons and publicity. It has nothing to do with saving money. Their actions are bringing such bad publicity to our city's reputation. Shame of them. We will remember this at the next election.

NO TO PIVATIZATION!!

As a Huntington Beach tax payer I support the charter amendment to require a majority vote of the City Council and a majority vote of the electors of Huntington Beach to approve any proposal that would change the wholesale management of the library, and/or any proposal to operate the library with a private contractor that would employ library staff to achieve cost savings. I also support an advisory vote of the electors of Huntington Beach on whether to hire a third-party contractor to operate the HBPL; a replacement of the current management structure, as proposed by the City Council at its March 19, 2024 meeting. Finally, I'd like to direct the City Manager to cease any further work on the Request for Proposals (RFP) as it relates to the action taken at the March 19, 2024 meeting.

Hello Huntington Beach City council,
I am writing to urge the council to NOT privatize the library.

The library is a fundamental establishment in the community and provides countless resources for the youth of this city. I have spent countless afternoons here with my daughter teaching her how to read, write, and creating lasting memories of the beautiful storytimes in the children's section.

It is sad that all of the funding and grants the library is receiving would be put at risk.

It seems as if the city council does not really want to better the community; they only want to line their pockets.

PLEASE KEEP OUR LIBRARY PUBLIC AND KEEP THE FUNDING AND VOLUNTEERS COMING!!!!!
SIncerely,

Dear Huntington Beach City Council Members, City Manager, City Attorney and City Clerk, Good afternoon and happy Thursday.

As a 50+ year Huntington Beach residents, we would like to encourage the HB City Council to allow the residents of HB to choose the business model for our library. We feel strongly the Council is running at manic pace to enact a long term Library privatization policy that will undoubtedly have unforeseen cost and quality impacts, likely causing the City's taxpayers additional expenses to correct down the road.

We respectfully ask the HB Council to allow the residents of HB to determine a best business model for our library.

The agenda item 24-350, submitted by Council Members Bolton, Kalmick, and Moser - Calls of a vote of the people to privatize/outsource the Huntington Beach Public Library and postpone/terminate RFP Process until after the vote makes sense and gives ALL 7 Council Members the opportunity to listen to the voice of the residents at the ballot box.

The HB Library should not be partisan political issue.

Dear City Council,
I support the agenda item 23-350 shown below for the people of Huntington Beach to decide on the fate of our Library. You added Charter Amendments to the last ballot for Measure A/B/C because you felt that the citizens of HB should decide. This Amendment should be voted on by the citizens also.

It appears that certain City Council members and our Mayor make their minds up before listening to the citizens that send in emails (like myself) and the people who attend the meeting or speak. All the emails and speakers seem to be falling on deaf ears.

This amendment would allow the people to decide not the City Council.

Sincerely,

5/2/24
Council Members,
Vote yes to approve May 7, 2024 City Council Agenda Items #30 and #29 These are reasonable, even handed solutions to two quite different issues that are extremely vexing to our beautiful, once tranquil community.

Agenda Item #30 (Library management outsourcing - put it on the ballot) - Abandon the short-sighted push to cede operational management of our award winning municipal library to a venture-capital backed third party company whose mandate would be to squeeze 20% of our taxpayer dollars into their own east coast venture capital owner’s coffers.

If you feel there is “waste” of HB taxpayers’ dollars in the library budget, then work with current management to identify where efficiencies could effectively be made. Interestingly, HBPL is currently one of the most financially efficient libraries in the state. Outsourcing its management is fiscally unsound. Let the voters’ voice be heard on the November Ballot on this important issue. Do not ignore the voice of your constituents.

Agenda Item #29 (Unfettered Political Election Signage equals Visual Blight) Literally: Clean up our streets! Deescalate the alarming arms race of defacing the public places in every corner of our city during each election season with inescapable, wasteful, misleading, incendiary, anger-banners. I, for one, avoid inviting out-of-town guests to Huntington Beach in the months leading up to an election because of the trashy, hateful, disturbing visual cacophony that is an eyesore to the observer and an acute embarrassment to our residents. It is an inescapable affront to our beautiful community. Further, as a vacation destination it severely erodes the visual aesthetic impact of our city to outside visitors to whom this chaotic visual clutter impacts adversely, leaving a highly negative lasting impression. It is greatly costing our city both directly and indirectly. Do the right thing. Make it go away.

As residents of HB for over 45 years, my husband and I would be very disappointed to see a change in the management and operation of our library system. It would be heartbreaking to lose the many services we now enjoy such as Makers Space, genealogy section, gift shop, gallery for local artists, and most importantly diminishing the research section and stacks of books we now enjoy. I'm sure the city can find a better way to conserve money in lieu of chopping at an asset that so many citizens of HB appreciate.

Hi there,
I am a constituent and a mom who loves our library. I’ve always been a library lover and the HB libraries, especially Central, are exceptional. Story time is incredible, it’s more than just a story being read. If you’ve never been, there are songs, educational interludes that focus on early math and literacy skills, and then an art project at the end that ties it all together depending on what that week’s theme is. I am so proud of our library and it is considered one of the best in OC. Nothing should be done to change that. Libraries are about community and should reflect the community within which it resides and serves. Our current library has over 900 volunteers who joyfully give their time to make our library what it is. If the library becomes run by a for-profit, private company, I fear those numbers will significantly dwindle if not disappear entirely.

I’m also a lawyer and I understand what the current council majority is trying to do. However, I request the city manager, city attorney, and city clerk to prepare resolutions, ordinances, and all materials necessary to place two items for consideration on the November 5, 2024 ballot for the General Election. I also ask the agencies for a vote at the June 4, 2024 City Council meeting these same items. These items are:

1. A Charter Amendment to require a majority vote of the City council and a majority vote of the electors of HB to approve any proposal that would change the wholesale management of the library, and/or any proposal to operate the library with a private contractor that would employ library staff to achieve cost savings; and

2. An advisory vote of the electors of HB on whether to hire a third-party contractor to operate the HBPL; a replacement of the current management structure, as proposed by the City council at its March 19, 2024 meeting. Additionally direct the City Manager to cease any further work on the Request for Proposals as it relates to the action taken at the March 19, 2024 meeting.

Privatizing our libraries will take away so much from HB. It has been shown that libraries run by companies like LS&S only focus on popular titles and get rid of lesser known authors or books. The whole point of the library is that it has everything! If you want the popular books, buy it on Amazon.

I also have concerns for the library staff. While I know there is a law signed in 2011 preventing privatizing library operations from agreeing to contracts that would cause library staff to lose their jobs, wages, benefits, or hours, I have concerns with the history of LS&S, the leader in library privatization. In 2017 the company was penalized almost $70k for wage and hour violations. It is known to devalue staff and the skills librarians possess. LS&S also shows away from any discourse with the public which is a huge concern for those of us who regularly frequent the library. We want to be heard and we want our opinions to matter.

Individuals who cannot afford fees or a private membership will completely lose access to the thousands of books in the library, and the growth and knowledge that comes with access.

Libraries are a refuge, a place where anyone can go for some peace, or to find community, or to gain enlightenment. Our libraries are so vibrant right now. If the current majority got their way, it would dim the light within a huge portion of our community. Please don’t do that to HB.

While the city may save a pittance by going private, the community massively loses out.

Be better.

Dear Members of City Council:

As a 44-year proud resident of Huntington Beach, a mother and a grandmother, I would like to urge the acceptance of Agenda Item 24-350 to allow for a Charter Amendment that would require a majority vote of the City Council and a majority vote of the electors of Huntington Beach to approve any proposal that would change the management of the library, and/or any proposal to operate the library with a private contractor. Our library has been in existence for over 100 years. It is a wonderful system that meets the needs of all our residents. It's working well and I cannot see why ANY changes are needed.

Thank you for your consideration.

To whom it may concern,
Please do not privatize our public libraries. They are one of the greatest resources this city has.

My children and I greatly enjoy going to the library to checkout books and all the supplemental programming they provide. I find it extremely hard to believe that privatizing them would leave this programming unscathed.

I am a long-time resident of Huntington Beach and use the library at Central Park all the time. I encourage my students to read by taking out books for them because their parents don't have the time to take them. So, I truly hope that those of you wanting to privatize this wonderful library are doing everything you can to make sure it will benefit the most people. The library is busy all the time. so it is definitely an asset to our city.

I've done some research on the internet to look at the pros and cons of going private. I read a survey done in Colorado about going private and this is what they came up with. An analysis of the survey comments showed that nearly three-fourths (73%) contained pro-public management sentiments, while close to one-fourth (23%) were either pro-private or discussed alternatives to the black-and-white, public-versus-private debate. For example, several respondents suggested incorporation as a private, nonprofit entity (such as the New York Public Library) or implementation of business practices into libraries’ current management structures.

I thought this was interesting about the NY Public Library. Perhaps this is the way to go with our library? There were also some cons to it such as becoming a 501C3.

The NY Public library
is a private, non-governmental, independently managed, nonprofit corporation operating with both private and public financing.[6] To register as a nonprofit corporation, the organization typically needs articles of incorporation, by-laws, and an initial group of trustees or officers.

Once registered as a nonprofit corporation, an organization may become a 501©(3). This is a federal tax status granted by the IRS. It allows donations to the charitable business to be tax-deductible for donors.

The process to become a 501©(3) can be cumbersome and time-consuming, often requiring legal assistance.
.

I watched a city council meeting on the television and heard our mayor say she had found some almost pornographic books in the middle school section. That really surprised me so was discussing that with several mothers who are very involved in their churches so want their kids to be raised in a faith based family. I was shocked when they said that most kids look up stuff worse than that on the internet, so it shouldn't be that big of a deal if it is in the library! I'm also surprised that the librarians would consider these healthy for that age.

Have the members who want this change in how the library is run, interviewed the librarians and asked what their views are of these types of books? Perhaps they were bought many years ago and haven't been considered for their content in today's world. Any mention of censorship immediately creates havoc in our divided world.

I think it would be more democratic to allow Agenda item 24-350 be passed and then the choice be on the ballot in November to let the citizens decide.

Sincerely,
Public libraries that are government agencies can receive donations, and these donations are tax-deductible for donors without needing 501©(3) status1 Barbara Scott

I am writing in support of agenda item 24-350. Please vote in favor of this item. The Huntington Beach Public Library is too important to the community for a decision such as privatization to be made by four people who are not familiar with all that the library services provide. The library users – the taxpayers! – should have a say in this decision. The discussions and support thus far are definitely in favor of keeping the library public. To have this resource decimated by an uninformed, small minority of the citizenry is not democratic. To justify this action by saying we need to save money is completely indefensible. We can save much more money by asking the city attorney to stop filing unwinnable lawsuits.

On a larger note – we live in a democracy governed by a constitution. The constitution guarantees free speech. Pulling books from the library shelves is NOT democratic or free speech. Free speech means free speech for everyone whether you agree with them or not. As has been explained over and over again – there are many safeguards in place to keep YOUR child from reading what you don’t want them to read. But that does not mean that MY child has to live by your same exclusionary, divisive and fundamentalist views.

I love the library as is. It is a beautiful space for all HB residents to enjoy, with a great selection of books and programming that directly improves the community.

I'm also very concerned about the appearance of corruption with this proposal. It seems like a corporate handout for politically connected insiders. There is no need to privatize.

Honorable Huntington Beach City Council,
The citizens of HB are the proud owners of our library, it is not owned by a small group of fleeting city council members who seem to assume sole authority. Privatization is a significant & impactful step; community consensus is paramount. In response, a critical and wide outcry has occurred, put it to public ballot measure and vote. The broad and richly diverse community of HB has the right & obligation to determine this major action. It is far too important to be maneuvered in quick impulse by a paltry few, particularly in view of the extraordinary long and fine duration of library operations. Better yet, wise up and end this foolhardy act.

Our remarkable library and its varied resources are the wonderful realization of prodigious time & effort, cherished in vision & dedicated in excellence. It is a grand and admirable community asset where cultural enrichment is its only focus. Never was it intended to be managed as a private, for-profit enterprise, our forefathers would not be pleased.

Now a contingent of entitled council propose to speedily toss library management to a private firm, likely non-local, a firm motivated by earning incentives, prime modus operandi - profit. Would staff excellence and dedication as it now exists continue under profit based private management, categorically not. Would staff enthusiasm, the natural joy of public service in sharing knowledge flourish under the repercussions of private gain? No, the quality of staff would diminish, it is a resistant force. Library funding is publicly resourced which is wholly transferred in quality and service back to our community. Enabling an intermediary profiteering will only squeeze public enhancement, over time the gears of private earnings would grind away its uniquely precious essence.

The "public' library has evolved into a unique cultural oasis, like a grand social philanthropist selflessly & perpetually giving, its priority humanitarianism, altruism in its finest form. As a profit driven resource, it would regress below esteemed principled & practice ideals. Do not degrade the noble 1731 tradition of Benjamin Franklin and the uniquely unbiased norms held by libraries nation-wide & globally. Do not commodify and bastardize this precious jewel of the people. To be crystal clear, among our librarians many managerial and care responsibilities under their purview, foremost is simple yet profound, it is to increase well-being as much as possible and for as many people as possible. Our librarians meet this high standard & their commitment to fine public service is laudatory. The meager cost is well worth the richness given universally to all our residents, young, old, rich & poor equally, our most precious resource. Privatizing services compromises that, stop this action.

Hello Dan Kalmick, Natalie Moser, and Rhonda Bolton,

I’m writing you about Agenda Item #30, do you feel these pornographic books (Gender Queer, Let’s Talk About It, etc) are appropriate for young children?

As a parent and grandmother, I do not think these pornography books should be available to young children! It’s inappropriate for young children to check these out. These books should be in a separate secured area of the library. Just like movies have Ratings, these books should as well.

R - Restricted , NC-17 No one 17 and under admitted, clearly adult, children are not allowed, PG-13 Parents strongly cautioned and PG -
Parental guidance suggested.

If a parent wants to check out one of these books for their child it’s their right, but it should be the parent’s discretion and NOT the librarians.

So with that being said, if Kalmick, Mosser and Bolton believe these porn books are ok, I dare you to bring them to the meeting and read them aloud while showing the community some of the graphic illustrations. This way you’ll get a feel for how the community feels about these books.

Kind regards,
Mrs. Jacinto

PS: Even Facebook found these graphic porn illustrations (from the books noted below) offensive, took them down and said they contained:

Nudity or Sexual activity

To Huntington Beach City Council,
I am in favor of Agenda Item 24-337, the sign code update. Campaign signs have been a blight on our city for far too long. Please follow examples of other nearby cities by restricting the size campaign signs and limiting them to private property only.

I am in favor of Agenda Item 24-350. Let voters decide whether they want to privatize the library on the November 2024 ballot, and postpone the RFP process until after the vote.

I would also like to honor the life and work of Shirley Dettloff, who gave of herself tirelessly to the city of Huntington Beach.

Thank you,
Leslie Golson
