Approve Professional Service Contracts for Investment Grade Audits (IGAs) to Alliance Building Solution LLC and PacificWest Energy Solutions, Inc.
BACKGROUND
RFP Release Summary
Date: July 15, 2024
Purpose: Solicit proposals from qualified ESCOs for energy planning and consulting services.
Scope of Services
Conduct Investment Grade Audits (IGAs) on specific facilities.
Provide turn-key services: energy audits, savings analysis, design, and construction of capital improvements.
Proposals Received
Firms: PacificWest Energy Solutions, Alliance Building Solutions, Ameresco, Inc.
Selection Outcome
Based on proposals, interviews, and cost assessments, PacificWest Energy Solutions and Alliance Building Solutions were selected to perform IGAs.
NEED/WHY/BENEFITS
Cost Savings
Identifying ECMs to reduce energy expenses, allowing funds to be allocated to other City needs.
Operational Efficiency
Targeted upgrades reduce maintenance and improve facility performance across 1.5 million square feet.
Environmental Impact
Reduced carbon footprint, supporting state and federal sustainability goals.
Data-Driven Decisions
IGAs establish an energy baseline for strategic, evidence-based facility planning.
FUNDING/SCHEDULE
Funding Structure
PacificWest Energy Solutions, Inc.
$0 per square foot if recommended ECMs are implemented.
Up to $0.05 per square foot if recommendations are not implemented.
Alliance Building Solutions, LLC
$0 per square foot for the initial audit.
Funding Cap:
Maximum commitment of $75,000, funded through the City’s existing budget for facility improvements.
Schedule
IGAs to be conducted in a timely manner, with timeline of projects contingent on scopes identified in the IGA
RECOMMENDATION
Approve and authorize the Mayor and City Clerk to execute the Professional Service Agreement between the City of Huntington beach and the PacificWest Energy Solutions, Inc. and Alliance Building Solutions, LLC
