Adopt Resolution No. 2024-09 Approving the Application for Grant Funds from the California Department of Parks and Recreation Division of Boating and Waterway Boat Launching Facilities
BACKGROUND
The California Department of Parks and Recreation Division of Boating Waterways offers a grant funding for projects designed to improve and rehabilitated existing publicly accessible boat launch facilities The grant is competitive and grant funding is awarded based on the merits of the application The Boat Launch Facilities grant does not require a matching portion for the prospective projects and funds will be disbursed once the project is complete and required documentation is provided
NEED/WHY/BENEFITS
The City’s public dock and boat launch and accessories facilities (restrooms, parking lot, etc.) are in poor shape and need a major overhaul to improve public safety and encourage the boating community to use the facilities.
If awarded, grant funds will be used to replace the existing dock surfaces for the public dock and the adjacent Marine Safety dock with a more durable long-lasting material (i.e., marine concrete).
Improvements will also include remodeling the restroom facilities and repaving the facility parking lot.
DETAILS
Grant applications are due February 3, 2025;
If awarded, the staff will return to City Council at a future meeting with a request for appropriation of funds; Once funded, staff will commence the design and award the project by December 31, 2025;
FUNDING/SCHEDULE
The City is applying for $1.1M in grant funds to fund the rehabilitation and improvement of the public boat launch facilities The grant does not require matching funds but the City will have to incur the upfront cost for the project.
Once completed, the City will submit a request for reimbursement and provide the necessary documentation.
Should the City be awarded the grant from OCTA, staff will return to the City Council at a future meeting with a request for appropriation of funds.
RECOMMENDATION
Adopt Resolution No. 2024-09 Approving the Application for Grant Funds from the California Department of Parks and Recreation Division of Waterway Boat Launching Facilities.
