The City Council is so crass - obviously not funded locally by people who care about the community.
A three year electronic air show contract? This will disturb nesting animals that are protected under federal law.
And we insist they change the “Alluring” on the MAGA plaque to “Apolitical” so it’s obvious how infantile the CC is.

Item 20-Library Plaque
Public libraries should be apolitical. Names of City Council members and politically appointed Library Services Commission members do not belong on this plaque. The MAGA acronym and “in God We Trust” are not appropriate to include on a plaque that purports to commemorate 50 years of public library services, by any stretch of the imagination.
The current city council has not been supportive of HBPL. They have been openly critical of educated, highly experienced librarians’ choices regarding the childrens’ book collection by alleging that there was pornographic material in the children’s library, but have yet to identify any such material. One council member has gone so far as to publicly insinuate that a former council member was a pedophile because he stated he would not hesitate to read a book the current council member referred to as a “pedophile’s dream” to his own child. City Council’s recent e-mails to residents requesting feedback about their “petition signing experience” appear to be an attempt to block a legal, democratic grass roots effort to simply keep the treasured HBPL as it currently exists.
Why not request community input in advance, or have a contest for residents to submit their ideas to showcase the library rather than creating a promotional tool for the current City Council and Library Commission members? This was a missed opportunity for the City Council to attempt to unite rather than continuing to divide the community.
There is no doubt the library is, and has always been a wonderful place for children.
Apparently the folks whose names are listed on the plaque aren't aware that adults are also welcome to utilize and enjoy the library. This plaque is an abomination rather than a commemoration.
Item 24-Flowers of the Sky
I believe the 6-8 month length of time that this project will occupy space within Central Park, and the resulting foot and automobile traffic would be excessive activity for our beautiful park and surrounding areas.
Maximum projections of 900 visitors and 300 vehicles per show at 4 shows per night will likely create many traffic log jams in the surrounding areas and a great deal of foot traffic within the park.
This project will undermine the natural habitat and peaceful nature of the park that residents of Huntington Beach deserve.
Please do not approve the project.

DO NOT approve and authorize the execution of a License Agreement between the City of Huntington Beach and Flowers of the Sky Entertainment, LLC, for the management and operation of the Symphony of Flowers at Huntington Central Park East located at 18381 Goldenwest Street.
To the City Council:
In spite of numerous concerns and complaints from city residents, you've forged ahead and produced a revised contract for the Symphony of Flowers.
1. Central Park East is supposed to be a passive park space, a people’s park, not monetized for long periods — like up to 8 months a year for 3 years. Even though the shows are planned for only a few days a week from dusk onward, a very large area will be closed to the public 24-7.
According to the map on Page 13 of the report, an 8-foot fence surrounding the event site may render large portions of footpaths unusable, will block views of the open space, and will be an eyesore in an otherwise natural landscape.
2. There was no Measure C analysis by staff and no public discussion by the City Council.
3. How can the expansive grassy area withstand being covered and/or trampled on for 8 months a year? And then “returned to its original condition” for just a few months before being covered and trampled again?
4. Have the surrounding residents and businesses been notified about potential adverse impacts?
5. Most importantly, this event would be disruptive to birds and wildlife, one of the main reasons people visit, as evidenced by the comments and photos on Google, which summarizes this way: “Idyllic park great for birdwatching. Full of open fields, trees and flowers, this sprawling 350-acre park is great for picnics and strolling.” Please take a look at the additional reviews below before you decide to wreck Central Park East for years for a few thousand dollars.
Approving this event would be a travesty. The only good thing about "Symphony of Flowers" is its name.

Attention HB Council, Your latest absurdity—lighting up Central Park—is a reckless, disruptive, and unnecessary stunt. It will disturb residents, drive away wildlife, and damage park infrastructure.
Charging $35 per ticket plus $15 for parking for a measly 15-30 minute show? That’s outrageous. Your revenue projections are completely unrealistic, and this entire scheme is just another poorly thought-out cash grab at the expense of our community.

From: [email protected]
To: CITY COUNCIL (INCL. CMO STAFF); [email protected] Subject: 2-18-25 Council Meeting
Date: Saturday, February 15, 2025 2:00:04 PM
As the city council considers items 22 and 23 regarding the two petitions to protect our library on the agenda for February 18th, you have choices to make.
You can simply accept the actions requested by the petitions, you can put the items on the next general election ballot, or you can call for a special election for those ballot measures.
Let’s take agenda item 22, the request to repeal the ordinance that created the book review committee, first. The ordinance has been in place since March of 2024, yet that commission does not exist, nor has it done any work.
Given that you have a stated goal to make the government more efficient and to cut costs, clearly the most appropriate choice for this item is to simply accept and adopt what the petitions request: the deletion of Chapter 2.66 of title 2, i.e., the abolishment of the Community Parent Guardian Review Board. That decision essentially costs the city nothing to implement and actually saves money by not having to buy multiple copies of books for review.
It also streamlines operations by removing the minimum twice a year commission review process that could easily take over a year to approve or reject a book.
The second most responsible decision you can take is to simply decide to put the measure on the next general election ballot. Again, since the commission does not exist and is performing no work, there is no negative impact on operations, and putting a ballot measure on a general election ballot is the least expensive path to a city-wide election.
Calling for a special election is the most expensive option, and, given the city’s financial straits, clearly an irresponsible choice.
The choices for item 23 regarding public operation of the library system are much the same.
Accepting what the petitions request has zero financial impact unless the council once again tries to outsource library operations. And given that the library’s operational costs are a very small percentage of the city’s budget, it’s not the most fruitful place to look for cost savings.
Perhaps you might look at the city attorney’s office whose personnel cost increased 35% since 2022 and whose primary attorney has amongst the highest compensation of any municipal attorney in the state.
Once again, the second most responsible action is to place the measure on the next general election ballot. As with item 22, the most cost-effective method to hold an election is the council chooses not to accept the first option.
And, like with item 22, choosing to call for a special election is the most expensive and least responsible choice to make. (And we all remember that you chose to spend an extra $300K- $400K to put measures A, B, and C on the primary ballot, rather than waiting for the general election.)
So we will all be watching closely to see if you really care about being fiscally responsible, or if it’s just a buzzword you like to use to attack programs that don’t knuckle under to you, while ignoring the fiscal implications of things you like.
Next, on to item 20 – the supposed 50th Anniversary Library Plaque. By now, it cannot be lost on you the amount of outrage that the public has over this abomination of a plaque. Fully 90% of the speakers at the Library and Community Services Commission meeting opposed the plaque in its current form. Supplemental communications were essentially universal in their condemnation. No one is opposed to a plaque celebrating our library – that’s what the plaque is supposed to do. The proposed plaque had zero public input, is a massive departure from established design guidelines, violates the library own posting guidelines, and is a celebration of your political point of view – not a celebration of our library. You may think this is some clever one-up on your political opponents, but it’s really just another wedge creating more divisiveness in our city. You should be ashamed.
Finally, we come to the Flowers of the Sky proposal – item 24. You saw the public outcry when you tried to slide it through on the consent calendar. You have taken little, if any, of the feedback you received. There have been no public meetings, no discussion of how noise, light, and parking will affect the surrounding neighborhoods and wildlife. The EIR amendment glibly states that lights and speakers are “angled away” from neighborhoods. That shows a fundamental misunderstanding of wave theory and how sound and light propagate, which is omnidirectionally. It also seems to state that, because mats are being used for the walkway, no damage to the area will occur. Really? How about the grandstands, the water basin for the fountains, the walls or fences to partition the area off from the rest of the park? How can these items be in place for eight months of the year without doing damage? How was the $50,000 restoration fee calculated? Is that per year, or over the three-to-four-year life of the contract? What recourse does the city have if the restoration is not up to snuff? You were encouraged to consider other sites. I see no evidence that you have done so. The only change I see from your previous attempt is that there is now a contract for us to review. What I don’t see is any financial analysis the suggests what the net revenue the city can hope to gain from this event.
And I emphasize net revenue, because, like in the airs how settlement, you are committing the city to provide parking, parking attendants and enforcement, public safety, etc. So, we are incurring expenses for the benefit of the promoter, but I don’t see anywhere those expenses are explicitly covered. They apparently are supposed to come out of our revenue from ticket sales and parking, but I see no analysis for the citizens to review. And frankly, with at least two other similar established shows within easy driving distance, I’d like to see some market analysis on the appetite for such shows. Three to four shows a night for six months every year for three years is over a million people a year – more than three times the total population of Huntington Beach. What evidence do you have that there’s a market for 3-4 million visitors for this show?
Maybe the decision should be based on something a bit more factual than the fact that Tony’s consultant buddy from Ventura brought this to the city council.

RE: Item 25-102 – Design of Library Anniversary Plaque
The City Council is blatantly using a City resource for its own political gain.
The font size of the front-and-center MAGA acrostic is so much larger than that of “Huntington Beach Central Library”, and there’s so much starspangled fluff around it, that the plaque looks like it’s recognizing 50 years of MAGA, a well-known political movement, rather than the City’s Library.
Further adding to the plaque’s political message, it displays the individual names and offices of the loud and proud MAGA elected officials.
The City’s Code of Ethics – you did read it, didn’t you? – says “I do not use my office or the resources of the City for personal or political gain.” Plastering a political logo/acronym with your name and office on a City resource sounds very much like using a City resource for political gain, which violates the Code of Ethics.
RE: Items 25-087 & 25-126 pertaining to placing the Citizens Initiatives on the ballot
Deputy City Manager Jennifer Carey, who prepared these two RCAs, gets creative – to put it politely - with the fiscal impact of placing the citizen initiatives on the General Election ballot. She writes for both 25-087 & 25- 126:
“The next General Election would be November 3, 2026. Should the City Council elect to submit for this date, the cost would range from $340,515 to $399,499. If the City Council decides to include the second citizen initiative… an additional cost of approximately $8,500 would be incurred for both scenarios.”
This makes it sound like the cost of including a single initiative on a GE ballot is an astounding six figures, yet somehow tacking on a second initiative adds a mere $8,500.
This is a false narrative. Less than a year ago, the text of a similar RCA, 24-465, which was co-written by Carey, read simple and clear:
“The estimated additional cost to place one Charter amendment measure on the November 5, 2024 General Election ballot is $10,000, bringing the total estimated cost for the November 5, 2024 General Municipal Election to $310,000. (emphasis added)
Funds to cover this amount are budgeted in FY 2024/25 Election Account No. 10010201.69505.”
How in the world did the cost of adding one item to a GE ballot go from $10,000 to $300,000+ in less than a year?
It didn’t, although the phrasing of the current RCAs implies that it did, thereby misleading the public (and possibly the Council) that adding just one ballot initiative would be an enormous expenditure it can’t afford.
Moreover, RCAs 25-087 & 25-126 don’t mention that funds are always provided in the City’s budget to cover basic General Election costs, expanding the false narrative that the City can’t afford to put the (supposedly costly) citizen initiatives on a GE ballot. Had the current RCAs been written in the same clear verbiage as the prior 24-465, this false impression wouldn’t exist.
The City Council needs to stop playing games and stop fabricating excuses (including the “were you lied to” survey) to avoid placing the lawfully submitted citizen initiatives on the 2026 General Election ballot.
RE: Item 25-017 – Flowers of the Sky License Agreement
I’m disturbed by the City’s selling out of its parkland to try to make a quick buck. The ends don’t justify the means.
I’m also particularly dismayed by the vendor’s obligation of “Shall provide a complimentary hospitality package that includes 400 complimentary VIP hospitality passes for the event per year for use by City’s employees and representatives.”
400 VIP passes per year? It seems a rather excessive number of freebies being doled out. It also begs the question of how, exactly, these hundreds of yearly freebies serve “a legitimate public purpose of the City… consistent with state law” per Resolution No. 2013-23. (emphasis added)
Requiring the distribution of 400 VIP passes sounds awfully like bribery to me, a “pay to play” scheme (aka, we’ll let you hold your event if you give us a bucket load of free passes to attend it).
The City doesn’t need to be so greedy. Cutting the number of passes in half to 200 (or cutting even fewer to 100), you still have a generous allotment for whatever “legitimate public purpose” premise you come up with.

Hello,
I am writing to voice my objection to the proposed plaque in honor of the library's 50th. As for the plaque, the presence of the eagle at the center top bears distinct resemblance to the symbol of the luftwaffe (hopefully this was a mistake). The actual library logo is quite small, and I see that you intend to enshrine your names on the plaque which is meant to commemorate the 50th anniversary of the library. The black and gold color selection is offensive as well (proud boys colors, hopefully also a mistake, and not a pattern when considered together with the eagle). To cry about budget shortfalls, while wasting money on this disingenuous "commemoration" in an attempt to flex is petty and divisive. For a town who relies on tourist dollars, I hate to see our city in the national news for stunts like this.
As for the library petitions, I have not received the emails that others have which question whether those who signed were misinformed or misled as to the contents of the petitions. Nor have I received phone calls questioning the same. So, I'd like to get out in front of that: I knowingly signed both petitions, having read their contents ahead of time. Please stop stalling and obfuscating. The signatures were in excess of the number needed, and the OC Registrar of Voters certified. This should proceed to the next step. Please do the will of the people.
And I'm still opposed to the proposed light show in Central Park, though I appreciate Casey's response to my prior email.

The proposed income from the Symphony of Flowers is very small, The minimum value of $150,000 is insignificant. But even if it made 10 times that, with $1,500,000 (1.5 million dollars) it is insignificant compared to the amount of money needed for our infrastructure problems.
It is insignificant to the cost of holding a municipal election that requires voter ID.
Furthermore, the EIR report underestimates the impact on birds that are in the park. And it will impact the civil war history efforts.

We do not feel it is proper of Symphony of Flowers to take over a good portion of our Central Park. This is not a small task and will deprive us of this area of the park for months upon end. It will disrupt the use of the park and have an effect on the surrounding area. Please do not enact this.

As much as I agree with MAGA, we do not feel its incorporation into the plaque is the right thing to do, it actually seems immature. We recommend redesign it without the MAGA.
We also feel the library petitions are just wasting our taxes. How much was spent on signature verification? If, in fact, this has to move forward, use the least costly method, a General Municipal Election, not a special election to cut our losses.
Thank you for the consideration.

I am writing in strong opposition of the proposed light show being installed at Central Park.
We need to value our open spaces that thousands of people use every day. We have many protected species who call our park home. Additionally, our park is on the migratory path of many bird species, including the Bald Eagle. Disrupting these creatures will be an enormous shame on our city.
I understand the purpose for wanting this light show is to bring in revenue to help balance our woeful budget deficit. You can only blame yourselves for the state of our budget. And you are decreasing tourism to our area as many people do you want to come here due to your MAGA leadership. In fact, many locals also do not spend their money here.
Instead of spending our money on your pet MAGA projects, why don't you work on improving our infrastructure and protecting our open spaces and wildlife? You know, like a real city council should be doing.

First, the acronym MAGA I cannot even believe that you would even think this design is right to celebrate the 50 years the library has been open. I as with many other citizens whether they are Republican or Democrat are appalled at this design.
The Library is a beautiful landmark in our city and to use the MAGA reference is very inappropriate. Our Library should not be affiliated or referenced to a political party. It should be recognized for all the good it has done in our community. This is an insult to all the citizens and the programs that our beautiful library has provided our city.
Second, after reading many comments of Facebook and Nextdoor regarding using "a public park" for a light show and how it will affect the park and the land, I am against using this as a venue for profit (but not much) for that many months out of the year. I walk this part a couple of times a week and will hate to see it used for this type of venue. Mr. Steve Engel and his many volunteers have spent and continue to spend enormous amount of time making the park look beautiful.

The proposed Symphony of Flowers is an irresponsible misuse of public land for corporate profit.
If this installation were to be put in place, our beautiful Central Park stands to suffer irreparable environmental damage not to mention the displacement of those of us who enjoy and use this section and all other areas of our park on a daily basis.
Finally, it is not lost on the responsible residents of our city that the plan at its basest is meant to line the pockets of Council members’ political cronies and is the real driving force here.
Please do not allow this destructive project to go forward.

You don't often get email from [email protected]. Learn why this is important I am against the proposed Light Show in Central Park. We should not be hosting an event longer than a month.
The traffic congestion on residential streets and noise level for residents for 6 months is just unacceptable.
Why can’t this event take place at the beach since it doesn’t impact residents and the parking is far more suitable for large events.
We should find ways to balance the budget without forcing thousands of tourists on us; parking on our own “home” streets everyday for multiple months. You know this will happen no matter how much you police the parking situation.
I appreciate your consideration.

I am concerned about all the issues on the agenda but I am particularly concerned about the idea of putting an electronic light show in Central Park. We are so lucky to have a myriad of animals and birds live in our park. They have their babies in our park. Some of these animals are endangered or can’t be seen anywhere else in Huntington Beach. Putting on a light show for months will scare off most of the animals that live there and thereby take away my (and many others) enjoyment of the park. It will also impact the neighborhoods around the park with light pollution.
Our Central Park attracts people because they love the serenity and beauty of the park. People love seeing the wildlife that abound there. Please don’t destroy it with this ill conceived plan.

Hello HB City Council,
The proposed agenda item 25-017 which would sell out our public park for nearly 3 years is a mistake. I have a very hard time understanding how the demand for such a program will last for that long or how the amount of money the city will receive in exchange for the disruption of the park space and subsequent park rehabilitation is worth it. The only way it makes sense is if someone or multiple people on the council are getting something in exchange. No one wants this - not even your most fervent supporters. Check the local FB pages! Vote no.

City Council,
Please do not proceed with the "Symphony of Flowers" project. Central Park is a beloved greenspace that so many people use for walking, bird watching, picnics and parties, even Pokemon Go gatherings. Being able to walk around the whole park is a draw, and cutting off access to parts of it, cutting off irrigation, killing plants, and disturbing so many nesting birds is cruel and irresponsible.
Also, where will other city events that are often held there, like the Cherry Blossom Festival, Scouts BSA Camperall, American and Civil War reenactments, take place? How will this impact the Youth Shelter, which is right next door, and outdoor library events that are free to the public?
And where will everyone coming to this huge event that will last 8 months of the year go to park? Parking is already tight since the parking area is for access to the park, the library, and the sports complex. This is a very ill thought-out idea.
If you want to put in some big money-making overblown tourist attraction, please put it somewhere other than A PUBLIC PARK that is already enjoyed by thousands of residents and costs them no money to enjoy. Purchase an empty lot or parking lot, don't take away public space from the people, plants, and animals who love and enjoy it.

I am a concerned HB Resident in this area opposed to the Light Show in Central Park. We should not be hosting any event longer than a month regardless of where it is, when it is, or what it is.
We should find ways to balance the budget without forcing thousands of tourists on us every day. Find income streams that do not ruin residents quality of life. We already have major problems with traffic, and you are losing out on local year round revenue because residents don’t want to deal with tourists.

Dear Mayor and Council Members,
[email protected]
Please vote NO on agenda item 24, a License Agreement between the City of Huntington Beach and Flowers of the Sky Entertainment, LLC, for the management and operation of the Symphony of Flowers.
The license agreement allows for the promoter of the show to retain 40% of the parking revenue for the show, despite the fact that the city owns all the land upon which cars will be parked. Given the impacts this show will have upon our park, wildlife in the park, and our residents, the city should at least retain all the parking revenue, and a larger share of concessions and ticket sales.
This show is scheduled to impact our park and wildlife habitat from September through March. During this time sensitive migratory bird species use Central Park during both fall and spring migrations.
I am requesting a supplemental EIR be done so that the public and agencies such and the US Fish and Wildlife Service (USFWS), and California Department of Fish and Wildlife, can review the project and comment on impacts this proposed “Symphony of Flowers” will have on our community and wildlife including threatened species of birds and insects found in Central Park.
The public and resource agencies should have an opportunity to make meaningful comments about the wildlife resources in this area, and have their environmental concerns clearly addressed. Specific, clear mitigation measures to reduce or eliminate the impacts of this project need to be described to the public. This did not happen because only an addendum to the 1999 EIR was done instead of a Supplemental EIR.
According to the Addendum EIR, this project has over 100,000 luminous flowers, and 500,000 LED lights choreographed to music, to be placed immediately adjacent to habitat used by migratory and nesting birds. There may be as many as four shows a night with up to 900 visitors per show that will run from dusk to 11 PM for 20 nights a month for 6 months.
During fall and spring migration birds use this area of Central Park as a resting and feeding area as they migrate to and from wintering and nesting locations. Central Park is an important migratory rest stop for these birds. Migrant birds use the area to rest and feed for days or weeks before moving on in their migration.
Most birds migrate at night and are confused by lights. In addition, there are raptors, and a variety of other birds that nest in the area during the spring and summer. I did not see any requirements of bird surveys for sensitive migratory species in the Addendum, nor mitigation measures for sensitive migrant birds in spring and fall.
The Addendum EIR on page 29 does state that a qualified biologist will conduct nesting bird surveys within 7 days of the start of avian nesting season defined in the document as between January 15- September 15. That is a huge range of time and birds that nest in late May and June may not even be present at the time a survey is done if the survey is done in January.
The Addendum does not indicate how many nesting bird surveys would be done, or if only one will be done in January. This is an example of the type of concerns and comments a Supplemental EIR would have to address that is not addressed in the Addendum, and is an example of why a Supplemental EIR is needed.
The Addendum also uses the word "may" in reference to mitigation measures, not the word "shall". The use of the word "may" does not provide anywhere near the protection that the word "shall" does. I think we all know the possibility of the actual enforcement of mitigation measures will be unlikely given they are not required.
This project is a huge light show with accompanying music placed directly into habitat. The amplified sounds and bright lights every night for months will have a negative impact on both resident and migratory birds.
I remember during the discussion of the housing element, current council members expressed concern about the impact lighting from hypothetical housing could have on birds miles away at the Bolsa Chica Wetlands. Certainly you would have greater concerns about a large light and sound show placed directly into their habitat in Central Park.
In addition, the USFWS recently announced plans to list the monarch butterfly as a threatened species before the end of next year. Populations of this iconic butterfly have plummeted for a variety of reasons, including habitat loss. The Xerces Society for Invertebrate Conservation has collected data on monarch populations in California Baja and Arizona for over 25 years.
They have found their numbers have dropped by 81% over that time.
Monarchs winter in our Central Park in trees near the proposed site for this project. The Addendum does state on page 29 that surveys for wintering monarchs will be done prior to the start of the project. How many surveys will be done? At what time of day will they be done? Monarchs can leave their nighttime roosting areas early in the morning so the time of day the surveys are done is very important. A Supplemental EIR would address these types of questions , but there is no opportunity for these to be answered for the public in the Addendum.
A Supplemental EIR would have also evaluated alternative locations for this project. For example, areas such as football stadiums when not being used for football season could provide a less impactful location for this project. Unfortunately for the residents of the city, alternative sites were not evaluated since a Supplemental EIR was not done.
Additionally, this project needs a vote of the people to proceed. The agenda item may call what the city is entering into with Flowers of the Sky Entertainment LLC a “license agreement” but in reality the city is leasing 6.29 acres of Central Park to a private party for up to 8 months. This project requires a vote of the people as described in Charter section 612 (see below).
Section 612PUBLIC UTILITIES AND PARKS AND BEACHES.
(a)
No public utility or park or beach or portion thereof now or hereafter owned or operated by the City shall be sold, leased, exchanged or otherwise transferred or disposed of unless authorized by the affirmative votes of at least a majority of the total membership of the City Council and by the affirmative vote of at least a majority of the electors voting on such proposition at a general or special election at which such proposition is submitted.
Charter section 612 was placed in our charter as a result of a vote of the people in 1990 after that city council proposed monetizing a portion of Central Park by constructing a golf driving range. Similarly, this project would both privatize and monetize a portion of Central Park that right now is a passive use area. Flowers of the Sky Entertainment LLC proposes to charge residents and visitors $25.00 to attend the event.
It changes the nature of a passive use area of our park to one of very active use with up to 900 visitors a night for 20 nights a month, between September to March, and denies the residents of Huntington Beach use of 6.29 acres of Central Park for up to eight months in order for a private business to benefit financially.
In conclusion, please vote no on this item because:
The Addendum to the 1999 EIR is inadequate.
In accordance with our City Charter section 612 a vote of the people needs to occur prior to the city allowing Flowers of the Sky Entertainment LLC to lease 6.29 acres of parkland in Central Park.

Will this nonsense of bringing PRIVATE FOR-PROFIT events, that have the potential to harm our fair city, please stop? Letting a musical/light show use Central Park for a theatrical event that is designed for a ‘vast field’ (according to its brochure) makes no sense whatsoever. Our park is a haven for all kinds of wildlife. It is a major stopping over spot for migrating birds. A half a million lights and music blaring for 6 months would disrupt and displace breeding, nesting and home for many bird species.
You may recall the incident at the Bolsa Chica a few years back when someone flew a drone over the island where the least terns nested and scared them all away.
They haven’t returned to this day.

Dear Members of City Council,
Three comments…..
It seems that council members are ready to sell out our Central Park to recoup money they have wasted.
I’m with Steve Engel that this would only disrupt our flora and fauna including mating bald eagles. It doesn’t seem feasible to repair our park after the shows. Parking seems to be a big issue as well.
The plaque honoring the anniversary of our beautiful library and the dedicated people who have worked/work there should not be a bizarre, unattractive partisan effort to keep your names in the public eye. Remember that your job is non partisan.
The two petition library items must be put on the ballot for our citizens to vote on. The petitions have been verified and now our citizens deserve a chance to have their voice heard.

1. Not enough parking for added visitors.
2. Wildlife.
3. Possible nesting bald eagles. I remember watching a juvenile during Covid so they have been around that often.
Not to mention the owls, ospreys hawks etc. and monarchs.

You don't often get email from [email protected]. Learn why this is important Dear City Council Members,
Once again, I am writing in opposition to the proposed license agreement between the City of Huntington Beach and Flowers of the Sky Entertainment, LLC, for the management and operation of the Symphony of Flowers show in our beautiful Central Park. I’ve been a resident in Huntington Beach for over 35 years.
One of our city’s greatest assets is our lovely Central Park and all of it’s related services and activities. When family and friends visit me, they are always impressed with the “great outdoor” natural space we can enjoy as part of our daily lives, which includes amazing wildlife year round.
Residents of Huntington Beach enjoy this treasure because it offers the kind of environment we all need when we are not working.Whether it’s watching the butterflies, listening to birds, or just enjoying the serenity of a long uninterrupted pathway winding around the park, Central Park is perfect. It’s ALL natural!
Once again, as this agenda item has reappeared after being removed from the City Council Meeting agenda in December (at the last minute--no doubt to all of the pushback on this issue which was rushed and non-transparent), HB residents are not being listened to by our city council members.
In the environmental impact report (Attachment #2 “Addendum to the Final Master Environmental Impact Report), I keep seeing the word “temporary” over and over again, as if this word “temporary” was to make it seem like all the issues that residents would be concerned about are “no big deal”. The Symphony of Flowers show is an ongoing event for at least half of the year! This doesn’t even compare to other city events such as surf competitions or the airshow. It IS a big deal to have a crew with equipment come into the middle of our park for weeks before the show, and weeks after the show, EACH YEAR, to set up and take down the production. All of that activity would adversely affect the “natural” enjoyment of the park for those two months EACH YEAR, for the next 3 years, with the option to add more years on after that. And please don’t think that all of the extra nighttime activity during the 5 or 6 months of shows would go unnoticed. The fenced off area of the show would be right in the middle of the park for all of those months. That is significant—not temporary at all. A production that affects our park and surrounding area for 6-8 months out of the year, should never be referred to as “temporary”. This is NOT something I would like to see occur in our park of “natural” beauty.Nothing “natural” about bleachers, cardboard trash cans, concessions, thousands of LED lights, portable bathrooms, etc. The show needs to find another, more suitable location. The show does not need to become an eyesore in our great natural space here in Huntington Beach. Please do the right thing and vote NO on this item

I am writing to oppose any proposal to rent out Central Park to Flowers in the Sky Entertainment and to oppose the library plaque.
I am a 30 year resident of Huntington Beach, who regularly enjoys the green space provided at Central Park. The park is a treasure for the city. Renting out the park for large scale events will disrupt the natural habitat of many animals that live in the park. Noise, increased human activity, and temporary structures and lights will lead to habitat destruction and force wildlife to relocate. These disruptions would have long lasting effects on the park's ecosystem.
In addition, I am opposed to the ridiculous plaque that has been proposed for the library. Not only is it a waste of money, but it is highly political and divisive.

I am writing to express my significant concerns regarding the proposed location for the upcoming vote for the Symphony of Flowers event, and its impact on our park. While I acknowledge the efforts invested in the environmental study, I respectfully disagree with several of its conclusions and believe the chosen venue presents considerable challenges to preserve it.
My understanding is that similar events held at the beach have demonstrated success, suggesting that alternative locations may be more suitable and pose less environmental risk. Therefore, I strongly urge you to reconsider the current proposal and explore the viability of relocating the event to a our city beach or another appropriate alternative.
I understand a vote is scheduled for tomorrow's meeting, and I sincerely hope you will carefully weigh the points raised here before casting your vote. I believe a change of location would better serve the event's objectives and minimize potential negative impacts.

I am NOT in favor of this project in Central Park east. The trees, bushes, grasses , wildflowers & wildlife, let alone we lovers of nature and HB residents would be detrimentally impacted. A few thousand dollars for the city does not seem worth it.
Please consider another location in an undeveloped area of the city. arline pohlman

I am writing again to express my disagreement with your plans to put a light show and fences in Central Park. You have been informed several times that putting up fences and shutting off the water for essentially 3 years will damage and kill most of the trees, flowers and shrubs in the area. Volunteers along with city employees (I assume) have spent ten years restoring this area. So much for "we will protect our parks" on your campaign signs. There are plenty of beach and commercial parking lots that a light show can be set up on.
Again, such a disappointing city council....elections will come around again and I for one will remember .

I do not believe that Huntington Beach Central Park is a good location for the Symphony of flowers. Volunteers have spent so much time beautifying the area for Huntington Beach residents to walk and enjoy the park. Having metal bleachers and plastic flowers will just not be the same.

To City Council Members:
Congratulations on your continued embarrassing political middle-school level stunts like the hideous library plaque that was clearly designed by Gracey, Luke and Valentina. It's ugly, juvenile and trashy. I have no doubt you'll vote for it because you are itching to get MAGA on the wall of the library. It's a juvenile design and an obvious lame attempt to put your names on a commemoration for the library that you had no hand in creating, improving, or protecting. It IS the perfect symbol of your hypocrisy though, so kudos for preserving your special "Sellout7" legacy. If you do decide to defy all of the speakers and letters from the public (whom you clearly detest hearing from), I'd go with design #2, just to solidify your historical mark as the worst City Council in Huntington Beach history, and to ensure laughs from residents for years to come. To clarify, I oppose agenda item 20 and this stolen heroism plaque with either of these two hideous designs and the names of the City Council members on the plaque, names of people that have done nothing but attack and try to destroy our beloved library.
I vehemently oppose the Symphony of Flowers light show and agenda item 24. This is another short-sighted idea brought to us by Tony and his corporate cronies. Selling out our public parks is just a slap in the face to the residents who have paid for those parks to be maintained and restored and should remain for PUBLIC USE ONLY.
Yet once again, the Sellout7 wants to destroy the things that mean the most to the citizens of our city. Find your revenue somewhere else. Don't sell our open space to the highest bidder.
Weren't you all about "NO HIGH DENSITY, PRESERVE OUR OPEN SPACES, WE CARE ABOUT THE ENVIRONMENT"?? HaHaHa. What a joke. If you were actually good at attracting business, you should actually, um, attract business with long-term benefits that don't exploit our natural parks and open spaces that we hold dear.
Do you ACTUALLY believe that we will sell out several shows a night for months and months?
Where will everyone park? 2000 people several times a night? Really? Will the nearby residents suffer massive increased traffic and parking nightmares in their neighborhoods by attendees trying to avoid the parking fees?
How will you build, manage and maintain a 180x50 foot water basin? Will it be a drowning hazard for kids? Will it be a mosquito haven?
Will the walkways near the event site be closed to the public? That is not right.
How will you protect the migrating birds? The Bald Eagle pair? The owls? All of the other birds and wildlife? You won't. Your $50.000 budget to manage repairs and damage to the area won't bring back the wildlife that will escape the chaos that this show will bring. Your "report" is useless because you don't know the TRUE impact this will have on the park and the wildlife.
And....why the rush? Is the owner of the show promising Tony campaign donations? Tick tock. We can smell the corruption and back room deal a mile away.
Library Petitions - stop trying to create some kind of doubt in the legitimacy of the petitions.
Obey the law and either adopt the resolutions for both petitions or put them on the next election ballot. Stop with your weird breach of confidentiality survey emails and phone calls attempting to smear the petitioners - and acting like the citizens are stupid and didn't know what they were signing.
Obey the law.
Considering the budget shortfalls and failing infrastructure problems, the continued problems with downtown, and the need for long-term business and tourism attraction issues, perhaps you should focus on solving these problems and enhancing the lives of the citizens by ensuring our beautiful parks are for PUBLIC USE ONLY and our Central LIbrary receives the dignified celebration it deserves, instead of playing petty political games.

Huntington Beach City Council,
Please do not further divide our City by displaying the proposed plague which does nothing to honor our esteemed library.
Please do not move forward with the proposed light show which will ruin our beloved park.
Please fix the problems in the City that you were elected to remedy. Please do not continue to make Huntington Beach the city of prejudice, exclusion and hate we are now known for.

Hello,
I urge the council to consider the below comments:
Item #20 (25-102) - STRONGLY AGAINST. The library is for all residents and should never be politicized. Just because you control the council does not mean that the council owns the library. The obvious MAGA reference is inappropriate for a public non-partisan institution in the public square.
Item #22 (25-087) - To use your own words "THE VOTERS HAVE SPOKEN" . Let the people vote. The signatures were approved by the OC Registrar of Voters. This item needs to be immediately approved or put on the ballot as soon as possible for the VOTERS TO DECIDE.
Item #23 (25-126) - Congratulations if your intent was to destroy the careers of our city's experienced and dedicated library personnel for some anti- woke political victory. Some have left for greener pastures because it was obvious to them that you do not even support your own employees. To use your own words "THE VOTERS HAVE SPOKEN" .Let the people vote.
The signatures were approved by the OC Registrar of Voters. This item needs to be immediately approved or put on the ballot as soon as possible for the VOTERS TO DECIDE.
Item #24 (25-017) - STRONGLY AGAINST. Huntington Beach Central Park belongs to the citizens of this fair city. The enactment of this proposal would deny access to residents to parts of the park for extended periods of time. How is this good for us? Thank you for your consideration,

You don't often get email from [email protected]. Learn why this is important Attention--Mayor Burns, Mayor Pro-Tem McKeon and Huntington Beach City Council Members Kennedy, Strickland, Twining, Van Der Mark, and Williams I am emailing to express my opposition to entering into an agreement and sponsorship of a Symphony Of Flowers Event(s). I have reviewed materials provided and researched other such events. Huntington Beach Central Park is an inappropriate space/location. This event would not only be disruptive to surrounding businesses, residents, and community services and to visitors but to the wild-life that the park serves as their home. The damage of even a one year agreement would result in irreversible damage to the wild-life, landscape, residents, local businesses, and visitors.
I understand the city is faced with economic challenges and the council is exploring revenue producing options. After careful review of information provided and researched, this option will cost more than it will benefit. Keep exploring other options and vote "no" on the Symphony of Flowers agreement. My name is Kim Hendricks and I am letting you know that there is new information which affects the environmental impact report. Recently there has been a highly endangered species named the Ridgeway Rail in HB Central Park within the site determined in this lease agreement and therefore this agreement with Flower of the Sky Entertainment should not be approved till further investigation has been done.
Artificial light does negatively impact ecosystems and the wildlife within them. I refer you to the book of studies compiled by Catherine Rich and Travis Longcore entitled, ‘Ecological Consequences of Artificial Night Lighting’ published by Island Press.
This new information should cause you all to pause and follow CEQA properly.
Btw- the majority in the community have repeatedly said that a light show in our park at night does not serve us, the residents, and we don’t want it.

Dear Council-members;
Please let nature rest at night in Central Park. The American Eagles have been seen and are protected. Other even nocturnal animals like possums that have historical paths that run through the proposed space that you might think is empty, would be disturbed by even a temporary Light Show, let alone a 3 year project. Will you all not eat the nights of the show? If you are interested in a light show, can you use an already available space like stadiums, or even parking lots with trees? Why not private space like Sherman’s Gardens, the convention center, or other private land lands that already have permits to make money. Consider contacting schools and solar companies to try to make a deal to see if they want covered solar panels in half the lot and a light show in the other half, once down the power goes to the city or space.
I have seen light shows at outside venues like Disneyland and Epcot, and indoors at a Planetarium and Anaheim Convention Center. What's available at he HB convention area? i think there are too many let's throw the idea out there just to see if it flies.
The idea that it’s only 2% of the park is “remote” and not “used” is missing the point of appropriate location. Maybe not by paying public, but by nature that uses every square inch of this earth. Using logic making money from unused space would say this city hall as a perfect location. Using promotional materials to sell this idea to nature lovers is disrespectful and indicates you can’t listen.
Please avoid natural spots for plastic flowers and a lights that are only humans can enjoy and at a price many can’t afford. Why wouldn’t Boeing or other private land owners not offer up space for this show? Not even sure how HB city lawyers approved this one. Didn’t we learn liability issues from the air show fiascos, oil spills and other “unavoidable” natural events? Walk at your own risk clause when you pay buy a ticket. Making public “nature” space, private for a “spectacular” and money making for a private “company” is just wrong! Even sharing profits with the city is dubious at best.
I have been to Circus de Soliel at Irvine Spectrum. A place with the space, parking and designated space for one of these event. Can Pacific City/convention center figure out a route and a way to make this happen?
Maybe the cleaned up ASCON dump site would be a perfect site for a cleared space with parking in the city leased from Magnolia Tank farm! I think the coyotes and squirrels have already been relocated.
Please don't waste any more money on using the park unless you plan on compensating your person natural space for public use. Please keep the parks natural.
Thank you for your time and consideration!

Please vote no. on the light show
Despite what seems to have come back from the environmental impact report....There is no way it will have no effect.
There are nearly zero completely dark places in our urban environment and our parks are the only places left that even come close.
birds look to the stars to navigate.
Light pollution disrupts animals circadian rhythms, breeding, navigation..etc BLeachers are down right HIDEOUS.
Any quaintness appeal of the light show is immediately killed by bleachers. Any light show I've been to in Europe, people just sit on blankets and bring their own chairs and picnic.
Elderly people can't easily climb up bleachers nor can people with disabilities.
The proposed 150,000 /year is a joke. People are not going to go to this more than 1x.
Also, vote no on the maga sign.
The MAGA sign is a blatant political power move and CORRUPT waste of our taxpayer money when we are in a deficit.
Absolutely not. You will be voted out with such obvious corruption like this. --

Huntington Beach City Council Meeting comments on Agenda for 2/18/2025 Mayor and City Councilmembers:
APPROVE:
Item 19 – We recommend you approve of the City of HB proceeding with the Staff recommendation on Actions A and B, though we’re puzzled that this represents accepting funding from CalPFA, a political subdivision of the State of California, via bonds, to subsidize HD housing, albeit for Seniors. Wondering how the CC (specifically McKeon) rationalizes that with HB suing the State over mandating precisely what this seems to be.
Item 22 – ‘Selection and Use of Library Materials’ - We recommend you approve of the City of HB proceeding with the Staff recommendation on Actions A and B, or C. We don’t approve of proceeding with Part D, as that would cost the City too much to pay for a Special Election when it could be held at a fraction of the cost in the scheduled 2026 General Election.
Item 23 – ‘Public Operation of Library Services’ - We recommend you approve of the City of HB proceeding with the Staff recommendation on Actions A and B, or C. We don’t approve of proceeding with Part D, as that would cost the City too much to pay for a Special Election when it could be held at a fraction of the cost in the scheduled 2026 General Election.
DENY:
Item 20 – Deny or postpone the approval of the ‘Design of the Plaque Celebrating the Huntington Beach Public Library’s 50th Anniversary as Recommended by the Community & Library Services Commission’. Under no circumstances should the design of this plaque reflect the letters MAGA in any configuration or composition that groups the letters together, or are emphasized in any other way. It is very clearly a biased political acronym that is universally recognized throughout the USA. It does not belong on this, or any other plaque, placed at any property considered to be Public or City property.
Item 24 – Deny or postpone the execution of a License Agreement Between the City of Huntington Beach and Flowers of the Sky Entertainment, LLC, for the management and operation of Symphony of Flowers at Huntington Central Park East, as well as the Addendum to the Final Master Environmental Impact Report (FMEIR) for Master Plan of Recreation Uses for Central Park, City of Huntington Beach, California, until one or more public forums can be scheduled by the City Council, Symphony of Flowers ‘authorized’ representatives and other City Officials to garner wider public comments and questions.
At this juncture in time, there are still far too many questions and issues needing better definition and explanation to enter into any legal Agreement between parties. As the tentative date proposed to commence the opening of the shows isn’t until September of 2025, we have adequate time to allow for one or more public forums to occur to more thoroughly address residents’ concerns.
Sincerely,
Larry and Susan Slonim

To all City Council members,
I, and many residents, strongly oppose this light show venture. This eight-month-a-year show will have a severe impact on the park grass, trees, plants, and wildlife. We have Bald eagles and owls that live in the park. Migratory bird patterns, including those of Canada geese, will be impacted. If you don’t really care about our Central Park wildlife, know that it will have a very negative impact on the residents of the city that enjoy the park every single day. Whether it be walking, bird watching, photography, picnics, or playing a quick game of soccer - all will be impacted in a negative way. We pay taxes for the upkeep and use of our public parks. None of the park should be closed to the residents of the City of Huntington Beach.
How and why did this light show even come about? Not only will this show impact our wildlife and resident enjoyment of the park, it will bring crowds to further damage our failing infrastructure. Crime, whether it be alcohol or drug related; or burglaries from vehicles, or robberies, always follows crowds, and a negative impact due to these issues will further impact the surrounding neighborhoods in a very negative way.
I have heard there is to be a $50,000 restoration fund. Who is providing that money? I hope not the residents’ tax payer dollars. Is this fund frozen at that level? Is it a three year fund, or a fund that will be implemented every year for the destruction of our park? $50,000 sounds like quite a bit of money, which it is. It is a mere drop in the bucket, however, for damages that will most certainly occur due to people driving into Huntington Beach for this light show at our beautiful public park. Who is providing security for this show? Who is paying for the security? Why haven’t any of these details been made available to the public? Where is the “transparency?” You needn’t even try to answer that question.
This is a bad idea for that location. If you want a drone show, there must be a better place. Perhaps the big empty lot located on Magnolia close to the beach, the Ascon Landfill site. 38 acres of emptiness. That is a perfect place , due to its size. There will certainly be less of a negative impact on the aforementioned issues. Personally, I and many other people think show shouldn’t even be considered.

Symphony of Flowers Safety Concerns for People and Wildlife BIRD CONCERNS: This is one of the top bird sites in Southern California
1. The pond that they are erecting; is it going to be dangerous for birds and other wildlife to drink out of and swim in? Chemicals and such...
2. Also the report called out bird habitat on all sides of the fenced in area, when they did their EIR. They failed to mention that the area they want to enclose is bird habitat. How are they going to ensure it remains habitat when the trees and other flora and fauna die because of the contrary use to a public
3. The HB City website, touts Huntington Central Park as a top birding site. BUT WOULD COMPROMISE THE BIRDS HEALTH AND SAFETY FOR $$$
4. Why isn't this a measure C item? I have spent 20 years volunteering in the park. Measure C always came up when the smallest structures were proposed.
The latest being the Secret Garden arch. 4 years is not temporary. 4 weeks maybe.
5. This area is named the Alvin M. Coen Campground. How can the council justify taking away this historical area's use? Hundreds of scout campouts through the years, including the city's own yearly campouts? Also, this area is used for the two, war reenactment camp outs and other year round uses. It will be a dust bowl after the 6 month long event.
6. The park's 50 year old infrastructure has many delayed maintenance issues.
These issues are safety related. Inviting more people into a park with so many liability issues seems like an expensive gamble. Also, Council never mentioned that the money the city made from the event would go to improving any of these safety needs: The old paths with uneven areas and steep drop offs on some of the path edges.
7. Poor lighting for pathways throughout the park. Is the 'not temporary' light event going to be serving alcohol? Is the city prepared when attendees fall off poorly lit paths with steep drop offs and roll down the hill into the lake? Some areas have no lighting at all.
8. The old irrigation that is constantly breaking down. The landscape maintenance contractor has to pay for all irrigation repair supplies. What is the incentive for them to repair expensive irrigation failures on an old irrigation system? These breaks sometimes cause pooling and muddying of areas in the park which could cause slipping (especially on the hill leading down to park from the main lot).
9. The city's delayed maintenance of the park's aging trees means there are continuing tree failures. Falling limbs, falling trees. Recently, three eucalyptus trees fell on the Wooden Amphitheater. Luckily no one was sitting there at the time.
10. Squirrel holes. A CLS city staff member broke her leg when she fell into a squirrel hole walking from the park to the main parking lot near the library. Someone recently fell into a hole on the west side. See their google HCP review about that and the restrooms as well.
11. Ebikers are using the park as their own jumping and racing course.
They start at the library lot and race down park hill to jump over the main path. They race through the whole park at all hours. Weekends are the worst. They are inconsiderate of people and dogs on the paths. Someone will be hurt or killed someday. The city still hasn't addressed this ongoing issue. Education isn't working. They need to put in physical deterrents, especially at the jump area (where most people will access the venue from the main parking lot).
12. Will the irrigation in the venue area be turned off? There is a large round garden that will be fenced in for the event. That garden was created by an eagle scout. How is that garden going to be watered and maintained if it is fenced off from irrigation and maintenance? There are two new groves of trees that will also be fenced in. Who will water and maintain them? Will the venue operator replace the trees with larger trees if they die? The community funded that effort to put them in!
How long will it take for the park to look like it did after the venue breakdown? Will the mature trees and plants and grass even survive? Will the install for the next year's event come, before the park can recuperate? Will the Landscape Maintenance Dept. have to spread grass seed and deep water trees that haven't gotten the proper irrigation? Will they have to fence off the area to give the lawn time to regenerate? Park visitors may not be able to access that part of the park for the next 3 years.
13. Not enough trash cans throughout the park now. The city only picks up the trash in the park M-F. So on weekends the trash overflows (around the few cans that are there) and migrates throughout the park. Will there be extra cans added for all the extra people that will be using the park? And how often will they be emptied?
14. Are the park hours going to be increased to midnight to allow for this event? Are they going to keep the park's east side restrooms open to accommodate the many more people in the park at night? Will people be defecating and peeing in the park if the park restrooms are closed? And if they are to remain open longer, who is going to be tasked with supplying the toilet paper and cleaning them at midnight? Many people can not access the park restrooms now, because some people hang out/sleep in them for hours. With longer hours, comes more people overnighting in the park.
15. Graffiti and vandalism is a given. Who is going to clean off the venue's fence when it is tagged. Will the city have to pay for the removal of increased homeless trash and graffiti due to the increased sequester that the venue fence will provide?
16. Vehicles are in park/library parking lots all day, til the park closes. These owners use the park's parking lots as their home address. They cook, set up furniture and congregate there. They bathe and wash their clothes in the restroom sinks. They leave trash and return the next day. Shipley parking lot has many break-ins and the police have recently put in surveillance cameras. The break-ins still continue.
17. Scary Island is at the south edge of the light show. There are usually encampments there. When PW cut down tree overgrowth, they left all the cut limbs and logs in big piles. They said it was for bird habitat. But instead, it is perfect for building structures and cooking fires. The people in the bleachers will be able to see the fire glow from those campfires. This video was taken back in June 2024: https://photos.app.goo.gl/jQvaCegfjxj4zfjv7
18. They will also see from the bleachers, all the trash in the water, which flows into the park from Gothard (see attachment). It is never removed.
19. Supplies for light show. Won't there be a lot of deliveries made for replenishing food and souvenir items? Also custodial deliveries and the people who will be cleaning the venue. That means there will be a lot of extra vehicles on the paths to accommodate these deliveries and services to this event. Most of that activity will take place in the daylight, I assume.
Isn't that going to affect people who are there to enjoy a walk in a peaceful park (not dodge traffic)?
20. How are emergency services going to access the park when there is an emergency? People will be coming and going from all areas of the park to attend and leave this event. Right now, I don't believe either fire or police have proper knowledge of all the areas of the east side of the park (nor do the visitors, who need to tell them their location). It could be a lot of driving around park paths, looking for the emergency.
21. The event operator wants to connect to the old sewer system for its porta potties. Won't those thousands of extra visitors put a strain on an old system that is probably at capacity now?
If that system fails it could be an ecological disaster for the park. I've seen toilet paper and other stuff overflowing from the Slater restroom sewer system into the area next to the park playground.
22. If you approve the show (or at least 4 of you will), is the CS Commission going to change the parks master plan and designate the whole east side for high intensity? Presently that area is designated passive/low intensity (I think).
Over 3000 people are parking in park lots daily and accessing this area by foot (or by tram service for disabled people). There will be the added delivery trucks and emergency vehicles. The east side would go from being a park to being a fairgrounds. The park hours would have to change from 5am-10pm to 5am-12am. That additional 2 hours means a lot of more homeless issues could take hold.
23. At the park's 50 year Anniversary, a lot of council and staff touted the park as the 'gem' of the city. It is a gem because of its unobstructed open green space with beautiful flora, fauna, water and wildlife. Much of the east side is taken up by the lake, ponds and channels. It is also a gem because of the countless years the community and city spent restoring it. To the wildlife, the park is their home.
Safety issue for the wildlife: There are a lot of wildlife that come out at night in the park. Coyote, skunk, raccoon, rats, owls etc. How are they going to keep the wildlife from drinking and accessing the water in that reflecting pool that the show operator will be erecting (it probably has chemicals)? How will you keep the wild animals from interacting with so many people walking in the park late into the night?
When you add "fencing, lights, amplified sound, bleachers, man made pool, vendor stations (food and souvenirs) and thousands of people" for months, you aren't describing Huntington Central Park anymore. Huntington Central Fairgrounds the gem of the city!
Thank you

The proposed location is one a few remaining open, grassy spaces. We need that open space.
The hundreds of species of breeding and seasonally migrating birds that make HCP their home need the open space and unaltered tree access that will be critically diminished by this disruptive venture.

I want the park to remain as it is , a place where our community members can rest, and recharge as parks should be . A public park is not the place for an event of this magnitude and will negatively affect our community.

You don't often get email from [email protected]. Learn why this is important Dear City Council Members,
I have lived in Huntington Beach for 34 years, and want to express my serious concerns about the potential impact of the "Symphony of Flowers" event on the ecological health of Huntington Central Park East. Based on our extensive knowledge and experience, gained through years of collaboration with City park employees, we believe this event poses significant risks to the park's valuable trees, shrubs, plants, and grass.
Specifically, I am concerned about the following:
<!--[if !supportLists]-->●<!--[endif]-->Irrigation Disruption:
<!--[if !supportLists]-->○
<!--[endif]-->The event will necessitate the shutoff of the irrigation system for several days prior to setup and throughout its 8 month duration.
<!--[if !supportLists]-->○
<!--[endif]-->This prolonged dry period, coupled
with our region's arid climate, will severely stress the park's vegetation and the grass and all trees will die
<!--[if !supportLists]-->●
<!--[endif]-->Potential for Irrigation System
Damage:
<!--[if !supportLists]-->○<!--[endif]-->The age and potential fragility of the underground irrigation lines raise concerns about leaks and bursts upon system reactivation, similar to the issues encountered with the Central Library fountain pipes.
<!--[if !supportLists]-->●
<!--[endif]-->Impact of Heavy Equipment:
<!--[if !supportLists]-->○
<!--[endif]-->The use of heavy equipment for
event setup and teardown will inevitably cause significant stress and potential damage to the park's delicate root systems.
<!--[if !supportLists]-->●
<!--[endif]-->Long-Term Sustainability:
<!--[if !supportLists]-->○
<!--[endif]-->Given the anticipated eight-month
duration of each "Symphony of Flowers" session, the cumulative impact on the park's vegetation could be severe, potentially leading to significant tree mortality and long-term ecological damage.
Huntington Central Park is a vital asset to our city, providing invaluable ecosystem services and enhancing the quality of life for our residents. I believe it is crucial to prioritize the protection of this valuable green space.
Therefore, I urge the City Council to reconsider the current location for the "Symphony of Flowers" event and explore alternative venues that will minimize the ecological impact on our treasured parks.
Sincerely,
John

I have lived in Huntington Beach for most of my 68 years. Central Park is enjoyed by so many people who wish to walk and commune with nature. The light show that is being considered seems extremely commercial, and not a pleasant addition to our wonderful park lands. My concerns are: noise ( music being played over loud speakers), lights, traffic, trampling of the park itself which has been in the process of being upgraded with many trees and landscaping.
Why not take this opportunity down to the beach front near Beach Blvd where there are already commercial entities? That might alleviate the destruction of our wild habitat for the park environment.
On another note, the MAGA inclusion on the library plaque... I love our city council's of the past, they did assign their names to many plaques which is a show of their work towards those goals. The current plaque is NOT representative of the population of Huntington Beach. I am discouraged by this lack of foresight.

City Council members,
We respectfully request that you vote "No" on the Symphony of Flowers at HB Central Park.
We have read the EIRA, the supporting documents, and the Q&A Facebook responses by Chad Williams. Thank you for the informative feedback and for researching revenue options.
Please vote "No" and consider another location for Symphony of Flowers.
The nature and wildlife in the HB Central Park have a magical and therapeutic effect that provides healthy (biophilia) relief from the stresses of life.
The digital flowers and LED lights show ruin the peaceful effect of the real nature.
Please consider that we already have a big problem with DUI drunk driving on Goldenwest, Slater and Beach Blvd. Selling alcohol at the park then unleashing the drunk drivers at night, 30 minutes later after the show, will result in more intersection fatalities.
Thank you for the considerations.
Note 1: My family voted for the magnificent 7.
Note 2: We are HB residents for 30 years.

Comments: Proposed Symphony of Flowers License Agreement Dear Councilmembers,
As a wildlife biologist, concerned citizen and long-term resident of Huntington Beach, I appreciate the opportunity to comment on the proposed Symphony of Flowers License Agreement for Huntington Central Park. Yet, I have strong concerns and feel that the documentation is insufficient and is inadequate as it pertains to this project. In fact, in many cases the study data listed for sensitive species and other environmental impacts is lacking.
There is no discussion or investigation of the ecological relationship between the existing Raptor and bird populations and usage of habitat areas within the project footprint. There have been no nesting bird surveys conducted within the proposed areas of change. So, any mention of a less than significant impact on resident birds is simply hypothetical. As an example, of a well-known resident bird, the Great Horned Owls have been nesting within Huntington Central Park, specifically on the East side, for over a decade. Great Horned Owls would be affected by this proposed project. Because not only would the project area negatively impact their ability to forage at night, but it would also pose a potential risk of injury from the temporary fencing and bleachers. Furthermore, foraging ability by diurnal raptors such as White-tailed Kites, Red-shouldered Hawks and Coopers Hawks, to name a few also have the potential to be harmed by these unfamiliar fences. In addition to the diminished capacity to forage at night the additional lights and large numbers of people in the area where there historically have been few will certainly have negative consequences. Diurnal birds would also be prevented or disturbed from night roosting which is extremely important to their health and survival.
And, for sensitive species. the statement in the Addendum to the final EIR for Master Plan which States “Due to the frequency of birding records for other species within Central Park East, the absence of least Bell’s vireo occurrences during peak spring breeding season (e.g., April and May) seems to suggest that least Bell’s vireo may have stopped over within the BSA in the past, but did not breed.” It is inconclusive as to whether these birds have nested within the project area because focused avian surveys for least Bell’s vireo were not conducted. And these birds tend to be quiet when paired and nesting.
This project has far more potential for negative impacts than have been explored in the Master Plan revisions and I am strongly opposed to this project!! Sincerely,
Bettina Eastman

I am adamantly opposed to any development of Central Park. it should be painfully clear to anyone with a vision for this city that once you develop park land for any reason you will never get it back and that this precious natural resource will be lost forever. It happened with the Senior Center that ate up the park in a land swap with developers. it happed with the Sports Complex. And it it happens again, it will just be another example of the greed and the incompetent management of our city. I urge everyone on the City Council to vote against measure 24.

To all City Council members,
I would like to encourage you all to vote against this project! I feel the event will have a negative impact on the park and the neighborhood. I don’t think an event that goes on late in the evening should be approved next to a housing tract. It’s genuinely unfair for the neighbors to be bothered with the noise, light pollution and increased traffic. I don’t even live there and I know I would be extremely unhappy about this.My grandchildren and children go to bed at 7:00pm or 8:00pm due to the fact they are up at 4:30am or 5:00am for work and school. I do enjoy taking my daily walks in the park. Perhaps you all should take a walk in the park and see what a peaceful and beautiful place it is before you decide to change it.
Have you really thought about the negative impact this will have on the park and the surrounding neighbors?
Please vote against this event.

Learn why this is important I am writing to ask the City Council to oppose the agreement for the Symphony of Flowers sound and light show in Central Park East. The park should be a refuge for wildlife and a space for the local community to enjoy nature and outdoor recreation. I am concerned about the impact of such a show on birds and other wildlife, and about the unsightly blight it will create for those of us who wish to use the park during daylight hours for exercise and relaxation. Furthermore, I am concerned about long term, possibly irreversible damage to plants and mature trees from multiple shows stretching over several months and years. I find it very ironic that the 2 people you chose to give an environmental study come with no adverse effect, yet if I google the effects of light show, there are articles after articles with valid scientific studies that show just the opposite. Light shows are proven to cause a great deal of damage not addressed in this study. The damage is to insects that are needed for pollination, to night prowling wildlife, to all birds nesting and natural habitat, migratory birds, the great American eagles that have been spotted in Central park. There is no way this show will not have a very dangerous and damaging effect on the park, all the living creatures and all the plant life.
It is very disturbing that you have not looked at other aspects outside the people who gave you the information of No Adverse Effect. Any person with one ounce of common sense would know that light pollution, sound pollution, 1000's of human interactions would not have any effect on wildlife.
This whole plan is so bad and it is very upsetting that it feels like a backdoor done deal. I am hoping someone can follow the money trail, because it is hard to believe that someone is not getting paid off when the community as a whole are against it, a very short sighted study was done to paint a rosy picture and the city council seem hell bent on pushing this thru.
Bad choices have bad consequences, you were voted in based on many things, but one was protecting open spaces. Please do not make liars out of yourselves like Tony did with the Shopoff fiasco.

Agenda Item 25-102 – NO to the MAGA plaque for the 50th Anniversary of our wonderful central Library. This brazen political statement has no place in our celebrating this milestone. Do we even need to waste money on any plaque?
Agenda Items 25-087 and 25-126 – In regards to both of these approved and signature validated petitions on the future of the Library I support either approving the petitions as is or put them to the people of Huntington Beach to vote on. There isn’t another option.

Dear HB Councilmembers:
We oppose the Symphony of Flowers proposal. Please vote NO at the Feb. 18, 2025 council meeting.
The proposal overly commercializes more than 6 acres of Central Park for 8 months of the year.
The area proposed for the event is sensitive bird and wildlife habitat and very popular with birders.
The proposed EIR addendum asserts that the event would not result in any new significant impacts. This conclusion seems faulty. The event would operate more than 100,000 LED lights plus additional lighting along walkways; broadcast sound via arrays of 90 total speakers; erect a 180-foot by 50-foot reflecting pool with lights and a projection screen, built with concrete blocks or barriers; install fencing around the site; include a box office, temporary restrooms; extra waste bins, a concession area, control rooms and bleachers.
This is not an appropriate use of our precious park space.
Sincerely,
Dan Jamieson

To all members of the current council,
I have voted for each and every one of you based on my presumption that you use common sense behind your decisions. Please don’t make me regret my faith in your representation.
I generally read at least 85% of Agenda Items for every meeting and don’t recall any mention of a Light & Sound show using Central Park as a location slated for a vote. If the information that I just received TODAY for the first time regarding your being in favor of this proposal is correct, PLEASE USE YOUR COMMON SENSE. Vote against this proposal. It’s bad enough that we are barraged every night after 9pm from the Disneyland Fireworks sounds. We all know how far away Disneyland is from PCH.
I respectfully would appreciate an update from EACH of you before your vote on Tuesday.
Thank you,

Once again you want to sell out our city at a cost to our community, but this time it's our most loved community of birds and what little wildlife remains that will pay the price.
I have seen a light garden and our area would be so lame and embarrassing anyway.
No one asked for this, no one wants it.

[Some people who received this message don't often get email from [email protected]. Learn why this is important at https://aka.ms/LearnAboutSenderIdentification ] To the elected members of the Huntington Beach city Council, I am writing to express my disapproval of the Symphony of Flowers project you are considering for Huntington Beach. The whole project does not look like a winner for our city, and the projected revenue figures are unrealistic at best. Please vote no, or at least write in an option of carefully studying the pros and cons for a minimum of a year before implementing this plan. I feel certain that with more research, it will come to light that this project will not pay off for Huntington Beach in the manner it has been presented, and will instead pose a lot of additional burden on our city, the residents and our park.
While I understand the need to find more revenue and income for our city, this does not seem like a great business idea. Visitors are not going to come and stay overnight in our hotels, there is a chance they may grab dinner while they’re here, but that would be about it.
We should be looking at opportunities that would make people want to come to Huntington Beach and stay for a while. The sports complex was one great idea for development. We host tournaments and players and their families come to town and stay for an extended period of time, providing revenue to our hotels, restaurants, and shops. We should look at more of these recreational type projects. It might be worth investing in more Pickleball facilities as this is a huge draw being the fastest growing sport in the country. If we have space available, I would recommend building more city owned Pickleball courts on a scale of 12-20 courts where we could hold large tournaments and reap profits from both the tournament fees, parking & concessionaires.
We do not need the additional burden on our traffic or our beautiful natural park & it’s wildlife this ridiculous Light Show project would bring.
I urge you to listen to the residents of the this city - as you were elected to represent us and make Huntington Beach a better place.
Signed,
Maria Santopoalo

The proposed Symphony of Flowers is an irresponsible misuse of public land for corporate profit.
If this installation were to be put in place, our beautiful Central Park stands to suffer irreparable environmental damage not to mention the displacement of those of us who enjoy and use this section and all other areas of our park on a daily basis.
Finally, it is not lost on the responsible residents of our city that the plan at its basest is meant to line the pockets of Council members’ political cronies and is the real driving force here.
Please do not allow this destructive project to go forward.

You were elected to fight against having more people forced upon us. That does not just mean building.

Please protect your cohort, the Honorable Tony Strickland in the upcoming election by postponing the discussion/decision on the light show in Central Park. This has turned into a major debate and will lose him many HB voters that previously supported him.
Your reasoning can be: We now have documentation of a breeding pair of Bald Eagles in Central Park.. Any disturbance of a major nature requires a federal permit and I urge you to table this decision until you have an updated EIR. This requires locating the nest and filing for a permit which, sadly, your EIR company did not disclose to you.

Dear Council Members,
I am in opposition to the light show being held in Central Park.
I absolutely believe that it will significantly affect the birds and other wildlife there.
They say that 20 minutes in Nature is healthy and good for us. We have this amazing park and the light show will take away from the benefits of being in this green space! I believe it will be a blight to see the fencing for 6-8 months out of a year. We were there on Saturday and you can see the proposed area from many spots along the park trail.
There are owls, hawks, and all kinds of wildlife. I believe the wildlife will leave the noise and light of the park and we will see more animals at risk of being run over or hurt in the nearby streets.
Please find someplace more appropriate for an event like this! Regards, Laura Boyer

To Council persons of all genders, faiths and creeds:
RE: Item 25-102 - Proposed Library Anniversary Plaque

CITY COUNCIL MEMBERS
We urge you to reconsider “Symphony of Lights” for Central Park.
This planned event of a “light show” is definitely not a good fit for our wonderful Central Park which should remain an open green space.
There are several negative aspects of this venture:
* noise pollution to adjacent neighborhoods,
* light pollution to neighborhoods and, of course, to our natural wildlife that inhabit our park. Nothing good can come from an artificial light show with music in a park. * Parking Where do people park?
* The show does not end until 10:30, it makes no sense since the park closes at 10.
This venture will definitely disrupt the wildlife population and their habitats with artificial light and noise. The lights alone could cause disruption in flight patterns of birds that migrate at night.
As you know, our Central Park has numerous habitats for a diverse number of bird and animal species both who are here year round and some that migrate. The lights and noise will definitely interfere with their habitat and could possibly harm their natural behavior and the worst being that we may lose some of our wonderful population.
As you are aware, we now have sightings of bald eagles and if they decide to nest in Central Park, their nest and surrounding area must be protected.
Again, we urge the council to reconsider the “Symphony of Lights” until, at least, a full environmental impact study is done.
Overall this is a no-win for the park, its inhabitants and definitely for the people of Huntington Beach
Sincerely,
Bill and Elaine Parker

Members of CouncilI'm voicing my concerns on several topics the council will take up on tomorrow's meeting.
Library PlaqueHB as a city that endeavors to include all its citizens should never show partisanship on city buildings or plaques.
The plaque is to commemorate 50 years for the LIBRARY and the library only.
The acronym created by the four words chosen below is a thinly vailed attempt to push an agenda from one side of the political spectrum.
To what end is unclear but it feels childish and mislead.
Magical, Alluring, Galvanizing, Adventurous
This list of words also has no literary significance - it was not written by a known celebrated author nor lyrics from a universally love song.
The acronym clearing spells out MAGA which perhaps is some of your beliefs and you have the right to believe as you will.
HOWEVER, if it doesn't represent the diversity of political beliefs of ALL its constituents.
It should be replaced with wording to better address the Libraries 50th Anniversary.
I highly recommend you re-consider and honor the 50th anniversary of our wonderful library and its deep meaning to all people as a place for learning.
Keep, 'learning and all the possibilities that brings', as the topic for the plaque removing all political references.
It's really the only way to honor the Library's history correctly.
A quick google search will yield multiple worthy quotes like the ones below... “The doors of this Library are open now and are all welcome.
The judgment of history is left to you, the people.
I have no fears of that, for we have done our best.
And so I say, come and learn from it."
Ronald Regan
"The only thing you absolutely need to know the location of the library" Albert Einstein
The more that you read, the more things you will know. The more that you learn, the more places you’ll go.” – Dr. Seuss
Symphony of Flowers.
I love Central park - it's a beautiful area for humans and wildlife to enjoy quietly, It's a haven for many birds, animals and humans alike. Not to mention the most important fact that the park is on the Pacific Flyway a vital route for migratory birds.
Remove this item from the Consent Calendar- the public demands transparency from the council in reviewing the proposal before approval and possible put on the ballot. NOTHING should be done w/o a environmental impact study
Until the above 2 items are addressed to the betterment of all HB citizens...DO NOT approve the Symphony of Flowers to operate an 8 months long show 4 night a week with 2K possible attendees This will not only disturb the natural rhythm the park enjoys to the both wildlife and surrounding neighborhoods.
No amount of money is worth jeopardizing this haven - the added pressure on the park and accompanying trash and misconduct of participants is NOT what we need now or ever.
Search your common sense and realize the company that wants to this to happen doesn't give a damn about Central Park- it needs our lovely green background to make their show look good. Ask them if they placed this in this parking lot of the Westminster Mall, would they have the same effect? I doubt it.
Don't let them USE us this way.
Thank you for your open minds while considering these topics.

I absolutely do not want our city spending money on a useless and embarrassing plaque for the library. What is the final cost involved? Thousands of dollars? My daughter asks why our parking lots and streets are full of broken pieces and holes. Why is that?! If we have thousands to spend then fix the potholes in our streets or fix the city parks with broken slides! That money could be spent buying new children's items for the library or updating the children's section of the library. How about fixing the fountain outside of the library? How about continuing to update our city infrastructure? Maybe you could clean up the city beach bathrooms! Help El Ranchito rebuild on Main St! Symphony of Flowers
This is a huge no thank you! I do not see the need for nor do I desire an expensive light show to take part of our beloved park. The cost per ticket is too expensive, the park doesn't need an event and I want to be able to park in the parking lots to use the library and park without worrying about all the space being used for some event! Find another option to raise money for our city.
I am often embarrassed by our city council- as in YOU. Each of you. The ridiculous way you talk, the things you say that make no sense or do not represent our city interests (certainly not mine!) not to mention the way most of you dress! I cannot understand why some of you dress so unprofessionally.
Thank you for your time.
Sincerely,
Ashley Crawford, a concerned HB citizen

I am an independent voter, tired of partisan politics in our city. You know exactly what you’re doing by installing a MAGA plaque at the Central library. It is inappropriate.
If I can sway your vote on anything, I hope it will be on the planned Symphony of Flowers. I walk in Central Park every week and believe this will cause irreparable environmental damage. It will affect wildlife and the serenity of the park…not a responsible use of tax dollars.

Dear City Council Members,
As a citizen of Huntington Beach I'm sending this email to urge the City Council to vote NO on the Symphony of Flowers project.
Besides the negative ecological impact it will have on our beautiful Central Park, the exhibit will take away from, not add to or improve, the natural beauty of the park. Why install anything that will draw our gaze away from the natural surroundings? I'm keeping my correspondence short and simple, but I know I am one citizen out of MANY who oppose this project. Please represent the citizens of Huntington Beach and do NOT continue with plans for the Symphony of Flowers.

No on the symphony of flowers
This is a terrible idea. Our Central Park is a treasure. Its inhabitants include numerous species of birds, ducks, geese, hawks and eagles, turtles, lizards, ground and tree squirrels, groundhogs, mice, rats, raccoons, and coyotes. It’s a virtual zoo in an urban setting.
All of these will be affected negatively by the Symphony of Flowers show. I have read the Environmental Impact report which presents more questions and concerns than it does answers.
Re:noise: What is the expected noise level? I could not find this info in the report. Also if needed, how will the noise be quieted down to 60 dBA as reported when this is the level of normal conversation. Who will hear the show?
Lights: There will be addition of lighting which is claimed to be low level compared to ambient lighting. Was this measured? This is particularly important since the report states “if installation of the Project’s lighting results in substantially greater increased nighttime illuminance, these species, and others using the BSA, could potentially be subject to altered physiological processes, decreased habitat availability, and increased predation. “
The report also states there will be surveys by biologists. Many of these seem to be preactivity. Why wouldn’t they be ongoing since the added light, sound, and human presence are all known factors that negatively affect the fauna of our great Central Park.
The report also uses a great number of euphemisms such as “ not expected to, not anticipated to, less than significant impact, and not expected not to substantially increase which you all seem to present as a definitive there will be no problem.
I believe you are not being truthful in your representation of this Project, that you are unrealistic and are ignoring the problems it will bring not only to the park but to the surrounding area, least of all with traffic and parking. Furthermore you are delusional in your estimates of the financial gains it will bring to the city compared to the deleterious effects it will have on the citizens and the parks quality of life.
For these reasons I am imploring a NO vote and ask you to let well enough alone for once.

Please save our beautiful park from foot traffic and lack of water because of the symphony of flowers. Our families enjoy all that the park provides. It is a beautiful open green space where children run and adults stroll. Shutting off the water and allowing the public access to that area will damage the grass, trees, and shrubs a result. We value are environment more. Please vote against the Symphony of Flowers and for the continued green spaces in our beautiful Huntington Beach!

Dear City Council Members,
I am writing to express my significant concerns regarding the proposed location for the upcoming vote for the Symphony of Flowers event, and its impact on our park.
Respectfully,
Gabriela Menendez.

I want to go on record as opposed to this event. Please mark me down as a NO to this use.
While I am not opposed to events being held at our park and beaches, the length of this event is way too long and will have a lasting impact on our access and use, as well as all the fauna, flora, and animals that reside in our park. Our Parks are designated as a public place for all in our community to use, not a place to make up for revenue shortfalls. Their EIR is full of misinformation; I would like to point out that it claims the Sports Center is used mainly during the day. The Sports Center has Lights. As a neighbor and a business owner whose office is across the street, I can vouch that I see it used almost nightly. They are on many nights long after my late nights in my office. I will not be baffled by BS reports or studies provided by a paid entity that produces them for a given outcome for the fees they will collect.
Claims are being made that this area of the park is rarely used. As I can vouch for, the location where this will be held enjoys much evening traffic. Travel by it before dusk, and you will see the Gothard parking lots full of cars.
There are many comments on this use on the forums. The one with the most support has 22 likes (Thumbs Up). As you can see, a petition drive that started Sunday has 429 signatures from people who DO NOT Support This Use. I have included a cursory review of the emails sent to you, which also shows that you DO NOT SUPPORT THIS USE.
I recall when all of you ran for office, knowing that our voices had been ignored and we would see a change. This may be a test of hearing our voices and numbers matter. In a democratic process, numbers decide the outcome of any vote.

Dear City Council:
I have been a 43-year voting resident of the City of Huntington Beach. My wife, children, and I used Central Park frequently during those years. My kids learned to ride bikes in the park. We would take walks in the park and enjoy being in a fantastic urban open space. We visited the park’s restaurants and enjoyed picnicking in the park. My kids made great use of the playgrounds in the park. It was and still is an excellent Huntington Beach facility. However, the proposed sound and light venue project will be a great eye-sore and diminish the park's beauty. It will take away an important open space area enjoyed by park users and both migratory and resident birds. Migrating birds, especially ground-feeding species, use that park area to fatten themselves for long flights. Many of these migratory species make their home in that area throughout winter. Bluebirds have made their home in that area, and now that will be lost. I know because I am a bird watcher and visit that park area frequently. The park's beauty will all be lost because a for-profit company uses public land at the expense of the City's residents and the critters in the park. No mitigation will fix that, which will be lost. Huntington Beach needs these open areas. I, therefore, strongly reject this proposal and urge the City Council to vote it down.

Learn why this is important at https://aka.ms/LearnAboutSenderIdentification ] We so desperately need our very few open space areas and parks especially for our health. Also it is one of the most important stop over for bird migration. In our metropolis I cannot emphasize how important that is. I feel this is a travesty and will diminish the quality of life for many many people. There is no other place like HCP East. What about HCP West? That has been able to accommodate things like the Sr Center and Frisbee golf. There is plenty of room there which is not as critical an area as HCP East. Please I beg you to not compromise our quality of life that Huntington Beach has always prided itself on being a leader in keeping and maintaining the quality of life in so many areas which contributes to the recognition that Huntington Beach is a highly desirable place to live.

I write to you with respect to 2 items on the agenda for tomorrow night's city council meeting.
The Library Plaque: I attended last week's Commission meeting and listened carefully to the speakers, which as you know, overwhelmingly rejected the plaque's design while overwhelmingly supported a plaque commemorating the 50th anniversary. Most speakers were articulate in their positions, with a recurrent theme...why wouldn't you want a plaque that the entire community would support and appreciate? Why select a design intended to provoke a large and vocal negative response? I've watched all of you speak, get sworn in, and identify as "adults in the room" (looking at you Mr. McKeon) and wanting to bring people together (most of you have said as much time and again)
You really had a chance here, and personally I think you are blowing a real opportunity....now you are getting emails from people who voted for you, all in, questioning your choice here. I'm still hopeful that 4 of you will wake up tomorrow and decide this is not the legacy you want to leave for your time on city council. Please do the right thing, say you are listening to the community, you understand why some people might not support the design, and vote NO on this item.
Symphony of Flowers: Cool idea, wrong location. Simple as that. Find an undeveloped lot in the industrial area and put it there, if such a place exists in HB. These installations, similar to Sensorio in Paso Robles, are great but usually put in an open field where disruption to the community and wildlife is minimal. The money you will receive for it is minimal as a budget helper, and looks like we will subsidize by paying for parking attendants needed to route traffic. Vote NO on this item, and make a plan to locate the installation in a location less disruptive to the community.
SIncerely,
Janet Michels

First, I’d like to say I’m enthusiastic and optimistic about the leadership and direction of our city and our country. I understand you and this council have some challenges that need to be addressed specifically the city budget deficient, but I hope you will listen to your supporters and constituents when considering solutions.
I appreciate that the last time the license agreement with Flowers of the Sky Entertainment was on the agenda, Council pulled the item pending further research and investigation. However, I still urge you to vote NO on this agenda item. I have read the EIR in the addendum, and I disagree vehemently with the general conclusions that there will be no impact on the natural resources of Central Park, on the migrating birds and wildlife, and on traffic congestion to the surrounding streets and neighborhoods. I compare the EIR to HSS Mayorkas saying the US border is under control during the last administration. Most of the residents of our city are opposed to this. Please listen to us.
Also, on the agenda is item 25-102. Please reconsider the design of the commemorative plaque celebrating the 50th anniversary of HBPL . Even an ardent supporter of you and this Council can see this as a blatant use of the MAGA acronym which creates division. I hope you would want to unite all residents of our city, and this plaque design creates a wedge.

Subject: Opposition to the Symphony of Flowers Light Installation at Huntington Beach Central Park East
Dear Huntington Beach City Council Members,
I am writing to express my strong opposition to the proposed Symphony of Flowers light installation at Huntington Beach Central Park East. As a local photographer and wildlife advocate who frequents this park, I have witnessed firsthand the incredible biodiversity that calls this area home. The proposed installation, with over 100,000 luminous flowers and 500,000 low-emitting LED lights choreographed to music, poses a serious threat to the delicate balance of our park’s ecosystem.
Central Park East is not just a public space—it is a sanctuary for a vast array of wildlife that relies on this habitat for survival. Every year, we see great horned owls nesting and raising their young on both sides of the park. Hummingbirds, red-tailed hawks, Cooper’s hawks, western bluebirds, bushtits, mallards, Egyptian geese, Canada geese, coots, and green herons are just a few of the many bird species that depend on this park. We also have native wildlife such as squirrels, lizards, monarch butterflies, bullfrogs, red-eared sliders, skunks, and raccoons. Many of these animals rely on foraging on the ground, and the proposed light installation will disrupt their natural behaviors, displace them from their habitat, and lead to long-term ecological consequences.
The introduction of excessive artificial lighting will have significant negative effects, including:
- Disrupting Nocturnal Wildlife: Many species, including great horned owls and raccoons, rely on darkness to hunt and navigate their environment. Bright artificial lights can disorient them and impact their ability to find food. - Altering Bird Migration and Nesting Patterns: Light pollution is known to interfere with bird migration. Birds use natural cues from the moon and stars to navigate, and excessive lighting can cause confusion, leading them away from safe habitats. Nesting birds may also abandon their nests if disturbed by the continuous presence of lights and crowds.
- Reducing Insect Populations: Many birds and small mammals rely on insects for food.
Artificial lights attract and disorient insects, leading to population declines and disrupting the food chain.
- Increasing Foot Traffic and Habitat Degradation: The additional crowds this event will draw will place undue stress on the park’s natural spaces. The presence of thousands of visitors will lead to soil compaction, damage to native vegetation, and disturbances that can drive wildlife away permanently.
As someone who documents and shares the beauty of this park with our community multiple times a week, I can assure you that a significant number of residents are opposed to this project. People visit this park to experience its tranquility, observe wildlife, and find peace after long days of work. Introducing a three-year-long artificial spectacle will completely alter the park’s natural atmosphere and drive away the very wildlife that makes it so special.
I also want to highlight that protected species have been observed in our park, including bald eagles and the Ridgway’s rail—both of which are federally protected birds. The presence of such species means that any disruption to their habitat could result in violations of the Migratory Bird Treaty Act and the Endangered Species Act. The legal and ethical implications of such a decision must be considered before moving forward with this proposal.
As a member of the LA Arboretum, I have seen firsthand how temporary light installations impact wildlife. Even when done on a short-term basis, birds vacate the area, and the grounds suffer lasting damage. I cannot begin to imagine the long-term consequences of a continuous three-year light display in Huntington Beach Central Park East.
While I understand that financial incentives may be a motivating factor for this project, I urge you to prioritize environmental stewardship over monetary gain. The health of our local ecosystem and the well-being of the wildlife we share this space with must come first. I strongly urge you to reconsider approving this project and instead focus on initiatives that preserve and protect our city’s natural spaces.
Attached, I have included photos of some of the birds and wildlife that will be directly affected by this proposal. I hope these images serve as a powerful reminder of what is at stake. These creatures do not have a voice, but I will continue to speak up on their behalf.
Thank you for your time and consideration. I hope the City Council will make the responsible decision to preserve our park for future generations. I would appreciate a response on how my concerns are being addressed.
Sincerely,
Rebecca May

I am writing to express my opposition to the proposed Symphony of Lights installation at Central Park East.
Our park is widely renowned for its unique bird habitats and hundreds of bird species, both migratory and year round.
Of concern is that the proposed light show will significantly disturb their environs, possibly putting endangered migratory birds at risk.
In addition, such activity would disrupt the populations of various animals that call Central Park home. Where will those displaced animals go? Our citizens currently enjoy the walking paths and green space in the proposed area, and restricting their access is wrong.
The negative impact of nightly crowds for years on end is unacceptable. We deserve better.

Dear CC and Staff
I wish to once again express my disapproval for the overpriced MAGA library plaque. It displays a tiny ode (books) to the actual library and a big eagle, a In God we trust, and some other furled drapes which seem more apt on money. Back to the drawing board for less please.
I am also against The Symphony of Flowers in Central Park taking away a large part of the public park and possibly disrupting the local wildlife. This is too long in time and too invasive.
Also the petitions which were signed clearly for the HB Public Library to go back to no interference by a “Board” appointed by the far right City Council. There is no balance or representation for the other half of HB. Please put it to the vote of the people.
Thank you for having an open mind and collaborating to make the community included.

Once again, this Council is coming up with a plan to raise money for the city by having a "light show" in our beautiful Central Park. This horrible idea will do unknown damage to the wildlife that live in the park. The noise, light, and crowds are disregarding what the park is all about to those of us who enjoy its beauty and tranquility.
Has anyone researched the effect this show will have on the environment? Have any of you even enjoyed a day at the park? NO on the Symphony of Lights.

Mayor and City Council Members,
I urge you to vote NO on the Symphony of Flowers in Central Park. There has to be another location. Bringing in $200,000 in revenue (maybe) to the City is nothing compared to the number of citizens that will be upset knowing this will do damage to the park.
Thank you,

I reject the idea of a light show in Huntington Central Park. I’m a very active park visitor and regularly visit the broad open spaces for birding, exercise and spiritual connection.
The proposed location is one a few remaining open, grassy spaces. We need that open space.
The hundreds of species of breeding and seasonally migrating birds that make HCP their home need the open space and unaltered tree access that will be critically diminished by this disruptive venture.
Aka: I completely reject the idea of having the light show of any type or structures involved in Huntington, Central Park or any other park in Huntington Beach. We are trying to put money before everything and that is wrong to do.

To: CITY COUNCIL (INCL. CMO STAFF) <[email protected]> Subject: Strong feelings against the Synphony of Flowers attn: HB City council Dear City Council Members,
I have lived in Huntington Beach for 34 years, and want to express my serious concerns about the potential impact of the "Symphony of Flowers" event on the ecological health of Huntington Central Park East. Based on our extensive knowledge and experience, gained through years of collaboration with City park employees, we believe this event poses significant risks to the park's valuable trees, shrubs, plants, and grass.
Specifically, I am concerned about the following:
●Irrigation Disruption:
○
The event will necessitate the shut-off of the irrigation system for several days prior to setup and throughout its 8 month duration. ○This prolonged dry period, coupled with our region's arid climate, will severely stress the park's vegetation and the grass and all trees will die ●Potential for Irrigation System Damage:
○
The age and potential fragility of the underground irrigation lines raise concerns about leaks and bursts upon system reactivation, similar to the issues encountered with the Central Library fountain pipes. ●
Impact of Heavy Equipment:
○
The use of heavy equipment for event setup and teardown will inevitably cause significant stress and potential damage to the park's delicate root systems.
●
Long-Term Sustainability:
○
Given the anticipated eight-month duration of each "Symphony of Flowers" session, the cumulative impact on the park's vegetation could be severe, potentially leading to significant tree mortality and long-term ecological damage.
Sincerely,
John

City Council Members:
I am concerned that, as proposed, this License Agreement violates Measure C.If you carefully read Measure C, you will see that the following are prohibited "No golf course, driving range, road, building over three thousand square feet in floor area nor structure costing more than $161,000.00 may be built on or in any park or beach... " The EIR Addendum's Project Characteristics describes the "structures" that would be set up or installed at the Event Premises. The Project Description states that the water fountain/basin is 9,000 sqft, the bleacher area is 20,000 sqft. Further, without the necessary cost estimates, it cannot be ruled out that installing the fencing, the bleachers, the concession stands, and a water fountain/basin would exceed the prohibited cost as stated in Measure C, which is $161,000, or in 2025 dollars, approximately $230,000. It is difficult to imagine that bleachers to hold ~ 900 to 2000 people multiple times per day, and being in place for ~ nearly half a year, would cost less than $230,000.
Simply calling the following structures as "temporary": the fencing, the bleachers, the concession stands, and the water fountain/basin does not result in compliance with Measure C.
Further, without the conceptual cost estimate and the special event permit information - which should have been included in the City Council's staff report - I believe this is a very premature effort at getting this event scheduled for the City.
One would think that since the City approached Symphony, an awareness of the requirements to comply with Measure C would have been met by now, since this is the second time this item has come before the City Council.
Stop trying to force this event on the City; it is not wanted and it will likely cause more harm than the potential cash it will bring to the City.

Re: Symphonie des Fleurs/
Symphony of Flowers
All:
This event, that may be a unique, aesthetically brilliant experience could possibly generate much needed revenue for our city. Many concerns have been raised from parking to park damage to inaccessible parking amenities.
We have little open space left in suburbia so our Central Park is supposedly the antidote for ever-more-crowded neighborhoods. Arguably, our beaches, our wetlands and Central Park are the treasures of Huntington Beach and provide (near) natural spaces that few cities have.
Residents and visitors are able to access areas that are not fraught with crowds, clutter and frenetic activity. So of course there are concerns about decommissioning open space to allow commercial endeavor.
I appreciate that some studying was done concerning impact to wildlife and the environment and hope that the issue of nocturnal disruptsbce was further addressed.
Recently, however, a new development has occurred. Central Park seems to have attracted a second bald eagle! It would seem that this indicates that there is not just an eagle that visits but a pair that resides in the park (?). If this is the case I believe we need designated experts to assess how nightly events would affect the eagles’ habitat. While the initial report stated that no endangered or of-concern species would be affected, the bald eagles’ presence either had not yet occurred or was overlooked.
Please require a reassessment and impact report contingent on approving the project.
Thank you.

Dear Honorable Mayor and Council Members:
This letter is regarding a 6.3-acre project called Symphony of Flowers, a light show proposed to be located in the north east portion of H.B. Central Park. Find a new location, please!!!!!!!!
I am OVSD graduate, a Marina Graduate, and have masters in Urban planning from UCLA… My professional opinion is this project has big legal, environmental and financial issues!!! That aside the thought of it ever getting this far is shocking and disturbing! Something stinks of secret back room dealings once again in HB!
The Addendum to the Final Master Environmental Impact Report (FMEIR) for Master Plan of Recreation Uses for Central Park, City of Huntington Beach, California - Symphony of Flowers, Project (Certified 1999 FMEIR 1999) (State Clearinghouse No. 97091007) is not adequate and complete and does not meet CEQA requirements.
This project requires a Subsequent EIR to carefully analyze the impacts and provide mitigation measures for the impacts. These impacts include but are not limited to the following:
·Noise
·Light
·Aesthetics and scenic resources impacted by the 8” perimeter fence ·Riparian habitat
·Avian resources (nesting and flyway)
·Land use not consistent with master plan
·Degradation of top soil by the erection of structures
·Storm runoff and flooding
This project was not properly noticed to the public and key stakeholders, as such proper stakeholder comment and evaluation of issues is missing from this process.
Biological resources are impacted. Surveys prior to construction are not going to be sufficient to protect avian resources as bird nesting is an ongoing activity.
The park is important to residents' mental and physical health. This area is flat and designated as a campground in the FMEIR. Also, it is the most accessible for users with wheelchairs, walkers and strollers (the Tot Lot is nearby).
The Symphony of Flowers project is privatizing and damaging a public park. A vacant lot is more suitable with at least 500 parking spaces. The first Symphony of flowers was located in a vacant lot with several large parking lots in an industrial mixed-use zone at 1000 Av. De La Croisée, Terrebonne, QC, Canada.
Sincerely yours,
Tamara Colby
