The income from Parking fines must go into the general fund- they should not be earmarked for Police and Fire Departments. Infrastructure costs have been passed over due to lack of funding, and earmarking the funds will cripple the HBCC from creating a budget to address these needs.
This is not like the city charter paragraphs that require a vote by city voters for certain budgetary items. Earmarking will cripple the ability of the HBCC to make a budget for the people of Huntington Beach
