1. Federal Legislative Update
Budget Approved. House is out for the summer until 1 st week of September. Senate will get nominations passed for all departments in the Federal government and political appointees.

Hearings but maybe not formal votes yet.

House has marked up Appropriations bills.

If there are not enough votes to do a Continuing Resolution on September 30 th, there is a likelihood that the government may shut down for 3-5 days. 60 Senators needed to pass the CR.

2. State Update- Louie Brown, Kahn Soares & Conway
FY ended at State level. The Governor has put out a notice that there will be a DOGE style efficiency review, and it will incorporate tech CEO expertise. E -bike bills have either been signed into law or are on Governor’s desk for signature.

STR bill passed and is now in Appropriations.

The City took position to support SB 634 (Strickland) related to outdoor advertising.

SB79 passed committee and is in Appropriations. There are serious concerns throughout the State on both sides. Private right of action is a problem. Many conversations at the State level focus on various, recent CEQA reforms.

3. Legislative Update
Introduction of SB 635. Jimmy Hoang, Code Enforcement Manager, discussed the difficulty that this bill presents: The inability for the division to hire an outside firm to assist with code enforcement and impounding of materials and equipment; and the destr uction of records in 2026 that would wipe out the ability to escalate enforcement on repeat offenders. The IRC voted 3-0 to oppose 365. A letter will be sent by staff to ensure that the position is expressed in a timely manner.
