Subject: Request to Pull Item 26-119 (Resolution No. 2026-04) from Consent Calendar Date: Friday, January 30, 2026 4:47:21 PM

Dear Mayor and City Council,
As a resident of Huntington Beach, I am writing to formally request that Item 26-119 (Resolution No. 2026-04 Revised City Council Manual) be pulled from the Consent Calendar for separate public discussion and a separate vote at the February 3, 2026 meeting.
My request is based on the following specific amendments within the proposed manual
Section G (Page 30) I support the removal of the neutrality rule regarding statewide ballot propositions. It is appropriate for Huntington Beach to have an official voice on state-wide matters and mandates coming from Sacramento.
Section IV, Subsection H (Page 9) While I support the policy shift on Page 30, I object to the new requirement that all Council visual presentations be provided to the City Manager by 5:00 PM on the Thursday prior to the meeting. This creates a significant administrative checkpoint for information and prevents spontaneous oversight during the broadcast.
The community should be able to see real-time data and fiscal charts on the screen during a debate without a five-day pre-clearance requirement. Given that the City is reporting a 9.3 million dollar reserve transfer and a 298,915 dollar shortfall for community services, these manual revisions regarding how information is shared require individual scrutiny and a separate public vote.
Please ensure this request is acknowledged and the item is pulled for a separate public hearing.
Sincerely,
Stacey Shell
