Councilmember Kennedy pulled this item to explain for public benefit that this program is mandated by the government, and he believes this action provides a learning opportunity for staff to better understand how to become as efficient as possible with taxpayer dollars. Councilmember Williams confirmed this was a three-year contract that expires this month and encouraged setting up a master list of all contracts with a trigger to ensure contracts are open to a competitive bid process in a timely manner, so the process is completed before contract expiration. He encouraged staff to look at additional ways the City could handle water quality analysis and sampling to possibly reduce the costs.
