City Council Members:
I'm perplexed that this item has been included in the Agenda. The change of authority from the Zoning Administrator to Planning Commission is not explained with any detail. The benefits and potential downsides are not explained. There is nothing more than a few short paragraphs that this needed to be done as soon as possible.
What is the urgency? Has this been reviewed by the community development department? Has this been analyzed by the City Manager? Is the position of the Zoning Administrator being eliminated?
If you read the description of the Zoning Administrator's job, it appears this process is efficient since meetings with applicants take place promptly; effectively using staff time and applicant time during office hours.
