1. Federal Legislative Update – TJ Stapleton, Stapleton & Associates Election year activities are taking over the session. House bills will be out in late June and Senate bills out in July. Likely for a Continuing Resolution until after election and under a CR until January. TJ keeping close communication with Calvert, Valadao, Strickland, and Min. Less than 30 legislative days left.
Squarely in the middle of election year.
2. State Update- Taylor Triffo, Kahn Soares & Conway
Deadline for legislature to pass a budget. Senate just passed and Assembly will do the same today. It’s not the final budget – it meets the constitutional deadline and negotiate with Governor to decide on remaining issues like potential revenues (fees and taxes), Medical/Medicare. Get back in July with additional budget bills in August.
Second house policy committees – moving fast. E-bikes moving through with Bipartisan Report.
AB 2624 – Immigration status. Passed Assembly and triple referred in the Senate. Significantly more scrutiny.
ACA 1 (Valencia) Public Finance and ACA 13 (De Maio) Public Finance:
Balanced Budget Accountability – State’s rainy day fund. Neither bill is moving.
Product of being constitutional amendment. Don’t follow the same legislative deadline as other bills. Not expected to move this year. Leg leaders agreed to put more money in the rainy day fund to account for foreseeable needs and recurring deficit.
Election hasn’t been certified. Javier Becerra and Steve Hilton will face off for the gubernatorial seat.
Billionaires Tax and Voter ID may be included in the possible 17 initiatives on the November ballot.
Why does it take CA to certify an election? Chance to receive all ballots, and challenge ballots.
