Mayor and CC members:
I attended a recent Finance Commission meeting at which the current management company (HBSC Partners LLC) proposed significant infrastructure changes to the Complex. The proposal was scant on details and contemplated a large increase in revenue to the City, while the LLC's current management agreement has not been fully implemented. While increased revenue is certainly valued, I urge you to consider all the factors before committing to any additional investment in the Complex.
Several factors for the Council to consider are:
Where is the marketing analysis that supports the large dollar investment that HBSC Partners LLC wants the City to make?
Does the proposed building comply with Measure C (Charter Section 612)? Has the current management agreement been audited as to warrant consideration of this proposal?
Has the current management agreement been amended to allow for the consumption of beer and wine at the Complex including additional insurance? A word of caution is needed here; please do not repeat the "Symphony of Flowers" debacle.
We all know how that ended - an irritated community and unnecessary spending by the City. --
