RE: RFP for Wastewater Services
Dear Mr. Lopez,
National Plant Services is pleased to present this submittal in response to City of Huntington Parks invitation to propose on the above referenced project. National Plant Services, a wholly owned subsidiary of Carylon Corporation, has been serving cities and municipalities throughout California since 1981.

We specialize in a comprehensive range of services including condition assessment, cleaning, traffic planning, engineering, asset management, and trenchless rehabilitation - all under one roof! The significant advantage of consolidating all these services within a single company is the heightened efficiency in scheduling and completing projects, resulting in cost savings. Our PACP certified inspections are carried out by seasoned experts in condition assessment who collectively bring a wealth of experience in analyzing and repairing millions of feet of pipeline inspections and related structures.

National Plant Services currently boasts a fleet of twenty cleaning trucks, each operated by an experienced cleaning professional, a team of twenty-one NASSCO PACP/MACP certified camera technicians, with seventeen of them having accumulated over six years of hands-on experience.

In addition, we operate combined wealth of field, office, and technological expertise that National Plant Services offers is unparalleled in the industry.

If you have any questions during the review process, please contact me directly at 562-896-1439 or at [email protected]. We would welcome an interview to further demonstrate how we can assist Huntington Park’s Public Works team in meeting and exceeding its sewer-related goals. We appreciate the opportunity to present our services to you.

Sincerely,
Patricia Peña
Vice President
*All information and pricing provided in this proposal is valid for 90 calendar days. 4 Section One - Scope of Work
National Plant Services is committed to ensuring that all the necessary equipment and personnel are readily available for the project's scope of work. We provide a guarantee that the key personnel described in this proposal will be assigned to this project. Field personnel will be allocated based on their availability on the project start date.

At NPS, we conduct our work with highly trained, skilled, and professional operators. The lead operator assigned to this project will have a minimum of 5 years of relevant experience. All our technicians are well-versed in Confined Space Entry procedures and have received basic traffic control training. A significant number of our CCTV Inspection Technicians also hold OSHA 10 Hour training certifications. NPS has developed and implemented a specialized Job Safety Analysis (JSA) and a Safety Procedure for conducting closed-circuit television inspections. We will apply this safety plan, with necessary additions as required, to this project.

Our commitment to safety extends to our personnel and equipment. All National Plant Services' trucks and equipment prominently feature our name and logo, and our employees wear uniforms that display both their name and the company's name. Our daily operations in the public sector are characterized by a strong dedication to our work, with public safety being of paramount importance. Our crews are trained to promptly identify and address situations that may pose a hazard to the public. Furthermore, all our technicians have received Basic First Aid and CPR training.

National Plant Services places a high emphasis on Traffic Safety, considering it a fundamental aspect of our sewer cleaning and inspection services. We diligently establish all traffic control measures in strict accordance with the WATCH Book guidelines. In addition to this, our field equipment includes truck-mounted arrow boards, and our crews employ cones and signs in accordance with established traffic control procedures, ensuring the safety of all parties involved.

Commitment to a Culture of Continuous Training
At National Plant Services, ongoing training is at the core of our operational excellence.

All inspection operators undergo rigorous certification through NASSCO-endorsed courses, ensuring consistent, industry-standard performance and reporting. In addition to foundational certifications, our team regularly participates in advanced training sessions with inspection software providers, allowing us to stay at the forefront of evolving technology and maintain precision in every project.
5 Safety remains a top priority across all levels of the organization. Every employee is required to complete mandated safety training programs, attend regular tailgate meetings, and participate in job-specific instruction. This multi-layered approach reinforces our commitment to a safe, skilled, and knowledgeable workforce capable of delivering high-quality service across every job site.

Cleaning of Pipelines
NPS will remove debris generated and found by the cleaning of all sewer lines at the first downstream manhole. Debris will not be moved through multiple lines prior to being collected. NPS will properly dispose of all debris removed from the sewer line at an offsite location.

NPS will begin jetting at the downstream end of the section of the line and proceed upstream. NPS will then pull the jetting nozzles back downstream, pulling the debris downstream to the manhole where the debris shall be removed. If all debris is not removed from the line on the first pass, NPS will repeat for a second pass to clean the line to 96%. All jetting operations shall be performed with nozzles and skids appropriate for the size of the pipe to be cleaned. Nozzles include spinners, sand nozzle, and bottom sweepers as needed.

CCTV Inspections
All National Plant Services’ CCTV Operators are NASSCO PACP trained and certified.

Pipeline inspections will be performed using closed circuit television equipment to inspect and record the internal condition of the pipe. A camera will be driven or pulled through each section of the pipe. The operator will stop the movement of the camera to look at any abnormality or defect spotted as well as note laterals and waterline marks. Each lateral, defect, or other abnormality will be classified and documented per NASSCO PACP standards.

NPS possesses and manages a fleet of 22 CCTV Inspection vehicles, which includes a specialized truck equipped with 1080P capabilities, available for all work orders issued by the City. The specifications include:
• Full Digital HD Resolution (1920x1080p), HD Resolution (1280x720p), and SD Resolution (720x576p)
• 2x Optical Zoom / 16x Digital Zoom
• 12 High Power LEDs, controllable
• Auto-Upright Image Control
6 Our skilled technicians are adept at diagnosing issues and performing minor repairs onsite. Additionally, we maintain a team of five fleet repair specialists trained to conduct field repairs or provide replacement vehicles while others undergo maintenance.

Inspection of Manholes/MACP II
National Plant Services will use data capture software, pre-approved by the District and use NASSCO MACP Level 2 coding when performing inspections. The 360 degree/1080p cameras used will be able to provide a full view inspection of the manhole. Cameras will have auto focus and zoom as well as sufficient lighting.

A two-person inspection crews will conduct a top-side inspection of the sewer manhole structures as assigned by the city. Inspections will be performed using the Sewer AI® which allows an inspection of the manhole structure and all incoming and out-going outlets without entering the manhole. Structural condition of each manhole component (cover, frame, frame seal, adjustment, seals, cone, wall, steps, bench, invent, and pipe seals). Observations of actual or evidence of surcharge will be noted. Using the NPS camera system, both still and video recording will be captured for each structure inspected.

Quality Control/Quality Assurance
Our Quality Control team will take the maps provided by the agency and develop an inspection schedule with milestones that ensure the agency timeline is met. Data will be compiled and reviewed by our QA/QC team in the office on a weekly basis. They will ensure that the video is captured in the correct format, that all the defects are properly noted per NASSCO PACP standards, that the overlays display the correct information, and that we are providing a quality product. Any inspections that do not pass our Quality Control standards will be re-inspected at our cost. The data will be transferred to the appropriate media and presented in accordance with the specifications in the RFP.

The Quality Control Department will then gather all the data and merge it into one database. This database along with corresponding videos, pictures, and log sheets will be submitted per the agency’s specifications. Along with the data, a summary will be provided using log sheets detailing the inspection. Each line segment will be represented along with the footage of defects, laterals, etc. An Excel sheet will be provided that has the line segments with their ‘Quickscore’ rating and can be sorted to show all the ‘5’s, ‘4’s, etc.

Assessment
NPS has personnel, including an experienced in-house engineer, to assist in the evaluation of sewer pipeline inspections using the NASSCO-generated reports. Based on these 7 assessments, our team is capable of performing many of the necessary rehabilitation repairs. NPS will provide rehabilitation recommendations for defective sewer segment, which may include, but are not limited to: point repairs (location and length), cast-in-place pipe (CIPP) lining, pipe replacement (location and length), and manhole replacement. Our team is equipped to carry out recommended rehabilitation measures efficiently and in compliance with industry standards.

Section Two – Schedule
Proposed project schedule outlining the primary tasks and estimated durations for completion of the services. The schedule is based on current project understanding and may be refined upon final scope confirmation, GIS review, and field conditions.

Total anticipated duration based on the amount of the sewer system the City is requesting to be maintained throughout the year, National Plant Services anticipates approximately 114 total working days annually to complete the requested services. This duration may be adjusted depending on annual authorization levels, sequencing preferences, and operational constraints.

National Plant Services welcomes the opportunity to meet with the City to discuss its specific needs, review available GIS data, and develop a customized plan to deliver the required information to support effective planning. This meeting will take into consideration, fiscal year, wet/dry season and city’s event calendar. This meeting would also include a discussion of the schedule and how it may be adjusted to align with the City’s budget and project requirements.

Please note this schedule is subject to adjustment based on access, site conditions, and coordination.
