Councilmember Martiz: I wanted to share about this weekend it was very beautiful seeing the community event in our neighboring city. It was nice seeing the open street events and the people of the community and local communities coming out. Want to see about partnering with the neighbors. This was a reminder of local hazards such as the Boyle Heights fire. Thinking about the 4th of July event wanted to see what staff can do to ensure that members of the public are safe.
Councilmember Macias: Thank you to everybody! I wanted to bring up some concerns regarding staff at the watch parties and want to ensure staff are behaving as public servants. Make sure certain activities are monitored and staff behave appropriately and safely.
Vice Mayor Sanabria: Thank you everybody. Requested update on the conversation Janice Hahn had in regard to the Boyle Heights fire and requested that City Manager gives a report [Assistant City Manager Stephany Santin gave a summary report: Air quality has improved, and communications were sent out to the public].
Mayor Martinez: Thank you staff for making sure we have a successful event at Raul Perez Park. Thank you to staff for assisting with the community events. If we could host an open community event ourselves, maybe at Salt Lake Park it would be appreciated.
He also wanted to add a Study Session about the My Huntington Park App, particularly the bulky pickup item. Lately, they are not being picked up.

CITY OF HUNTINGTON PARK

City Council Agenda Report
July 14, 2026
Honorable Mayor and Members of the City Council
City of Huntington Park
6550 Miles Avenue
Huntington Park, CA 90255
Dear Mayor and Members of the City Council:
REVIEW OF DELINQUENT REFUSE ACCOUNTS AND DIRECTION TO PROVIDE
FINAL NOTICE PRIOR TO TAX ROLL ASSESSMENT
IT IS RECOMMENDED THAT THE CITY COUNCIL:
1. Receive and file Valley Vista’s list of delinquent refuse collection accounts; and
2. Direct staff to provide final notice to affected property owners that delinquent balances must be paid prior to the August 11, 2026 public hearing to avoid placement on the County property tax roll.
PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
Valley Vista is the City's residential and commercial waste hauler. As required by the City’s franchise agreement with Valley Vista and in accordance with Section 6-2.112 of the City of Huntington Park Municipal Code, Valley Vista has provided a list of delinquent residential and commercial accounts for the purpose of debt collection. Collection of delinquent accounts, including all applicable fees and penalties, is accomplished through the Los Angeles County Auditor-Controller’s Office via the annual property tax roll.
The City would like to give those property owners/account holders time to pay before these delinquent charges are placed on the property tax roll.
The formal Resolution authorizing and directing the County assessor to include delinquent refuse collection fees as a special assessment to be collected at the same time and in the same manner as county taxes is not being presented until the City Council meeting on August 11, 2025.
CONSIDERATION AND APPROVAL OF A RESOLUTION AUTHORIZING
COLLECTION OF DELINQUENT REFUSE CHARGES PURSUANT TO SECTION 6-
2.112 OF THE CITY OF HUNTINGTON PARK’S MUNICIPAL CODE (172.54 REFUSE
COLLECTION FEES)
July 14, 2026
FACTS AND PROVISIONS/LEGAL REQUIREMENTS
The City’s franchise agreement with the waste hauler provides for municipal solid waste and recycling collection, transport, and disposal services (“Refuse Disposal Service”) to residential and commercial properties in the City. Residential and operating businesses are required to have Refuse Disposal Service and each property owner of a residential and commercial property is ultimately responsible for the payment of charges for service provided. In the event that the Refuse Disposal Service charge billed by the City’s waste hauler is not paid, the provisions of California Health and Safety Code Section 5473a and Section 6-2.112 of the City of Huntington Park Municipal Code authorizes the City to collect the delinquent Refuse Disposal Service charges from the owners of the residential and commercial properties shown on the property tax roll after notice is given and a public hearing is held by the Huntington Park City Council.
This notice and public hearing will be held at a later date in August.
FISCAL IMPACT/FINANCING
The City does receive franchise fees and AB 939 fees from Valley Vista as they conduct business in the City and charge for their waste hauling services. These are paid on a monthly basis.
Upon receipt of monies from the Los Angeles County Auditor-Collector for delinquent refuse, the City will remit payment to Valley Vista equal to the actual amount recovered less ten percent (10%), in accordance with Section 6-2.112 of the City of Huntington Park Municipal Code to cover the City's cost in the collection of the delinquent fees. The City will also receive payment of the franchise fee from Valley Vista for the amount of delinquent fees received via the County tax roll.
CONCLUSION
This item is intended to provide affected property owners with one final opportunity to satisfy delinquent refuse charges before the City conducts the required public hearing and considers placing unpaid amounts on the County property tax roll on August 11, 2026.

City Council Agenda Report
July 14, 2026
Honorable Mayor and Members of the City Council
City of Huntington Park
6550 Miles Avenue
Huntington Park, CA 90255
Dear Mayor and Members of the City Council:
CONSIDERATION AND APPROVAL OF A RESOLUTION AMENDING THE VOTING
DELEGATE AND ALTERNATE MEMBER TO THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY’S GOVERNING BOARD (ICRMA)
IT IS RECOMMENDED THAT CITY COUNCIL:
1. Adopt a Resolution amending the voting delegate and alternate members to the Independent Cities Risk Management Authority’s Governing Board (ICRMA).
BACKGROUND
The city of Huntington Park is a founding member of the Independent Cities Risk Management Authority, ICRMA, which provides risk management solutions including the risk-sharing of losses common to municipalities.
Each member city is required to appoint, via city council resolution, a voting director/delegate and up to two (2) alternate directors to the board. The purpose of a voting director/delegate is to regularly attend all meetings held by ICRMA and if on the rare occasion, they cannot attend, the identified alternate may attend to represent the member. There is no intent, express or otherwise, within ICRMA’s governing documents that would allow for an alternate or substitute alternate to regularly attend meetings and make decisions on behalf of the member and/or ICRMA. In addition, the Bylaws only allow for the Officers of the Board of Directors to be filled by any “Director”.
Huntington Park therefore appoints Marisol Nieto as the designated voting delegate for the board of ICRMA and Ana Karina Rueda and Stephany Santin as alternates when Marisol Nieto is unable to attend ICRAM board meetings.
CONSIDERATION AND APPROVAL OF A RESOLUTION AMENDING THE VOTING
DELEGATE AND ALTERNATE MEMBER TO THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY’S GOVERNING BOARD (ICRMA)
April 14, 2026
FISCAL IMPACT
There is no direct fiscal impact.
CONCLUSION
To rectify and align Huntington Park with the ICRMA bylaws an amended resolution needs to be adopted by the Huntington Park city council appointing Eduardo Sarmiento as the voting director/delegate.
Upon Council approval, City Clerk will forward a certified copy of Resolution No. 2026- XX to ICRMA, to the attention of its General Manager.
Respectfully submitted,
RICARDO REYES
