WRITTEN COMMUNICATIONS
COUNCIL COMMUNICATIONS
Councilmember Martiz: She wanted to give some feedback. She attended the public workshop and got feedback regarding the 5K. There was a lot of feedback in terms of the route. As we organize the 5K, we are partnered with an organization that can produce a very good 5K for the members of the public. She provided some of that feedback, but as we think about the route we should take into consideration portable restrooms. There is opportunity to reach out to the community leaders and deliver something that our residents would like. She would also like to provide feedback on the Civic Leadership Workshop. She would like it to be approachable to all members of the public, not just individuals with an interest in government or in the field of public administration. If possible, she would like to add a theme to the workshops, this allows different departments to focus on one aspect per department and allows our residents to become more engaged.
Councilmember Macias: She wished everybody a good evening.
Councilmember Flores: He welcomed Interim City Clerk Pat Jacquez- Nares. If we could get an HR report of all the vacancies in the city in various departments it would be appreciated.
Vice Mayor Sanabria: Thank you staff for all the work that you have done.
Mayor Martinez: Thank you for making sure we are here safe. Thank you for posting all the events on social media. That means the city is doing good providing excellent resources to the members of the community.

City Council Agenda Report
August 11, 2026
Honorable Mayor and Members of the City Council
City of Huntington Park
6550 Miles Avenue
Huntington Park, CA 90255
Dear Mayor and Members of the City Council:
CONSIDERATION AND APPROVAL OF A PROFESSIONAL SERVICES AND SYSTEM INTEGRATION AGREEMENT WITH WIP, INC. FOR PHASE 2 COUNCIL
CHAMBERS AV MODERNIZATION, AND ADOPTION OF A RESOLUTION MAKING FINDINGS PURSUANT TO GOVERNMENT CODE SECTION 53060 AND THE
COMMON LAW EXEMPTION TO COMPETITIVE BIDDING
IT IS RECOMMENDED THAT THE CITY COUNCIL:
1. Adopt Resolution No. 2026-XX, making findings pursuant to California Government Code Section 53060 and the common law exception to competitive bidding; and
2. Approve a Professional Services Agreement with WIP, Inc. for Phase 2 of the Council Chambers AV Modernization Project; and
3. Authorize the City Manager to execute the agreement and take all necessary actions to implement the project.
PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
The Council Chambers serve as the City's primary venue for conducting public meetings in compliance with the Ralph M. Brown Act. Approximately one year ago, following decades without major upgrades, the Chambers' audiovisual (AV) system began experiencing significant operational failures. These failures created immediate operational and compliance concerns regarding the public's ability to view and participate in municipal proceedings. To maintain immediate functionality, the City completed Phase 1 emergency stabilization work, which included the installation of a new microphone system and foundational Audio Digital Signal Processor (DSP) programming. WIP successfully performed this Phase 1 work for approximately $100,000.
Staff is now preparing to initiate Phase 2 of the modernization effort, which is intended to be coordinated with the ongoing City Hall remodel. Phase 2 involves specialized AV system integration, custom engineering, and advanced DSP programming.
The City Clerk's Office previously conducted exploratory vendor outreach through cooperative purchasing networks (Sourcewell, OMNIA, and CMAS). During this process, Avidex conducted a site walkthrough, WIP relied on its prior system familiarity, and B&H received photos and general information. However, no formal, City-developed Scope of Work was issued. Consequently, the resulting proposals served as informal market research rather than comparable bids based on a uniform specification.
Specifically, preliminary market research yielded a lower quote from Avidex ($96,674.03) alongside WIP’s comprehensive proposal ($212,031.15). A scope-for-scope technical analysis reveals that this cost differential is driven by significant scope omissions in the informal market research quotes:
• Incomplete Scope in Informal Quotes: The Avidex quote represents a basic inroom display and Zoom Room hardware package. It omits essential public broadcasting infrastructure, automated AI camera switching, closed-captioning integrations, and speech/agenda timer overlays.
• Comprehensive Turn-Key System in WIP Proposal: WIP’s proposal provides a complete, broadcast-grade overhaul. It includes 9 PTZ/fixed cameras (compared to 4), a Crestron Automate VX intelligent camera switcher, a Castus public access channel programming and rebroadcast server, automated closed-captioning integration, and agenda lower-third graphics.
• Long-Term Operational Savings: By deploying WIP’s AI-driven Automate VX switcher (which automatically directs camera shots and graphics based on microphone activation), the City eliminates the need to contract or hire a live camera operator for every Council meeting, generating substantial ongoing operational savings.
Staff recommends awarding the Phase 2 agreement directly to WIP based on the following specific justifications:
• Specialized Professional Services: AV system design, custom DSP engineering, AI camera tracking integration, and broadcast server configuration constitute specialized technical and professional services exempt from statutory competitive bidding under California Government Code Section 53060. • Scope Completeness and System Integration: WIP’s proposal provides a fully integrated, turn-key system that fulfills all of the City's broadcasting, Brown Act accessibility, and presentation requirements without requiring costly change orders or supplemental equipment purchases later.
• Continuity and Cost Avoidance: WIP possesses direct knowledge of the Phase 1 audio infrastructure and DSP programming. Selecting an alternative vendor would require complete reverse-engineering and reprogramming of the Audio DSP, forcing the City to incur an estimated $30,000 to $40,000 in redundant and wasteful labor costs.
• ARPA Expenditure Deadline & Project Schedule: The project is funded through American Rescue Plan Act (ARPA) funds that must be fully expended by December 31, 2026. Restarting a formal solicitation process based on a newly engineered Scope of Work would severely jeopardize the City's ability to meet this deadline, risking forfeiture of federal grant funds and disrupting coordination with the City Hall remodel.
LEGAL REQUIREMENT
California Government Code Section 53060 explicitly authorizes the City Council to contract with specially trained, experienced, and competent persons for special technical, administrative, and professional services without competitive bidding. Furthermore, under long-standing California common law (Los Angeles Dredging Co. v. City of Long Beach), competitive bidding is not required when it would be impractical, useless, or fail to produce a public benefit. Because evaluating non-uniform market research quotes would require the City to separately procure over $100,000 in missing broadcasting infrastructure, force $30,000 to $40,000 in redundant DSP reprogramming fees, and risk forfeiting timesensitive ARPA funds, competitive bidding in this instance is impractical and contrary to the public interest.
FISCAL IMPACT/FINANCING
The Phase 2 Council Chambers AV Modernization Project total cost of $212,031.15 is funded entirely through American Rescue Plan Act (ARPA) funds. Awarding the agreement to WIP achieves an immediate $30,000 to $40,000 in cost avoidance by preserving Phase 1 DSP programming and avoids long-term meeting operator fees through automated camera switching. All allocated ARPA funds must be expended prior to the December 31, 2026 deadline. No additional General Fund appropriation is required.
CONCLUSION
Modernizing the Council Chambers AV system is essential to ensuring reliable public access, automated broadcasting, and seamless Brown Act compliance. Approving the agreement with WIP delivers a complete, turn-key solution, prevents financial waste, aligns with the City Hall remodel schedule, and guarantees compliance with timesensitive ARPA expenditure requirements.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON PARK, CALIFORNIA, MAKING FINDINGS
PURSUANT TO GOVERNMENT CODE SECTION 53060 AND THE
COMMON LAW EXEMPTION TO COMPETITIVE BIDDING, AND
APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH
WIP FOR THE COUNCIL CHAMBERS AV MODERNIZATION
PROJECT (PHASE 2)
WHEREAS, the City of Huntington Park (“City”) relies on the Council Chambers as its primary venue for conducting public meetings in compliance with the Ralph M. Brown Act; and
WHEREAS, to address critical system failures, the City previously engaged WIP to perform Phase 1 emergency AV stabilization, which included the installation of a new microphone system and complex Audio Digital Signal Processor (DSP) programming at a cost of approximately $100,000; and
WHEREAS, the City now desires to complete Phase 2 of the AV Modernization Project in coordination with the ongoing City Hall remodel; and WHEREAS, California Government Code Section 53060 authorizes the City Council to contract with specially trained, experienced, and competent persons for special services and advice in administrative and technical matters without competitive bidding; and
WHEREAS, AV system design, AI-driven camera tracking, custom DSP programming, and broadcast server integration constitute highly specialized technical and professional services; and
WHEREAS, informal market research conducted by the City yielded non-uniform quotes, including a lower quote from Avidex ($96,674.03) that omitted critical public access television broadcasting servers, automated AI camera switching, closed-captioning integration, and agenda timer overlays, whereas WIP's proposal ($212,031.15) provides a complete, turn-key, broadcast-grade system; and WHEREAS, California common law establishes that competitive bidding is not required when it would be impractical, useless, or produce no public advantage; and
WHEREAS, the City Council finds that conducting a formal competitive bidding process for Phase 2 would be impractical and detrimental to the public interest because: (1) selecting an alternative vendor with an incomplete scope would require the City to separately procure missing broadcasting infrastructure and incur an unnecessary $30,000 to $40,000 in redundant DSP reprogramming costs; (2) WIP's automated camera system eliminates meeting-by-meeting human operator labor costs; (3) it would disrupt synchronization with the ongoing City Hall remodel; and (4) it would severely risk missing the year-end deadline to expend the American Rescue Plan Act (ARPA) funds allocated for this project; and WHEREAS, the City Council finds that WIP's proposal represents fair, competitive, and reasonable market value for the comprehensive specialized scope of work required.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF HUNTINGTON
PARK DOES HEREBY RESOLVE, DECLARE, DETERMINE, AND ORDER AS FOLLOWS:
Section 1. The City Council finds that the above recitals are true and correct and are incorporated herein by reference.
Section 2. The City Council determines that the services required for Phase 2 of the AV Modernization Project are specialized technical and professional services pursuant to California Government Code Section 53060.
Section 3. The City Council further finds and determines that, based on scope completeness, system compatibility, the avoidance of $30,000 to $40,000 in redundant DSP costs, long-term labor savings, and strict ARPA funding deadlines, competitive bidding for this project is impractical and would not serve the public interest, thereby qualifying for the common law exemption to competitive bidding.
Section 4. The City Council hereby waives any local competitive bidding requirements for this scope of work and approves the Professional Services Agreement with WIP in the amount of $212,031.15.
Section 5. The City Manager is hereby authorized to execute the Professional Services Agreement with WIP on behalf of the City, and to take all further actions necessary to implement the intent of this Resolution.
Section 6. This Resolution shall take effect immediately upon its adoption.
APPROVED AND ADOPTED THIS 11th DAY OF AUGUST 2026.

City Council Agenda Report
August 11, 2026
Honorable Mayor and Members of the City Council
City of Huntington Park
6550 Miles Avenue
Huntington Park, CA 90255
Dear Mayor and Members of the City Council:
CONSIDERATION AND APPROVAL OF A RESOLUTION FIXING THE ANNUAL
PENSION TAX RATE TO PAY A PORTION OF THE COST OF THE PUBLIC EMPLOYEES’ RETIREMENT SYSTEM FOR FISCAL YEAR 2026-2027
IT IS RECOMMENDED THAT THE CITY COUNCIL:
1. Adopt Resolution No. 2026-XX, Fixing the Rate of Taxes to Pay the Cost of the Public Employees Retirement System for the Fiscal Year 2026-2027 and Levying Taxes for Said Retirement System to the Fiscal Year Beginning July 1, 2026.
PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
In 1976, the voters of the City of Huntington Park approved an initiative to pay for the City’s obligation to participate in the State of California Public Employees’ Retirement System (CaIPERS). Since that time, the City Council has annually set this voter approved ad valorem tax rate that facilitates placement on the property tax rolls by the Auditor Controller of the County of Los Angeles in order for the City to be able to meet its CalPERS related pension obligations.
As in prior years, City Council establishes the property tax rate to be levied for FY 2026- 2027 by resolution. Staff will move forward with placement on the property tax roll prior to the deadline, so that collection is ensured for payment of the City’s debt service obligation.
FISCAL IMPACT/FINANCING
Approval of the Pension Tax Rate resolution will generate approximately $9 million in revenue for FY 2026–27, which has already been incorporated into the adopted FY 2026–27 budget.
If resolution is not approved, it would create an approximate $9 million budget shortfall, requiring the City to identify alternative funding sources or redirect existing resources to meet its pension obligations.
CONSIDERATION AND APPROVAL OF A RESOLUTION FIXING THE ANNUAL
PENSION TAX RATE TO PAY A PORTION OF THE COST OF THE PUBLIC EMPLOYEES’ RETIREMENT SYSTEM FOR FISCAL YEAR 2026-2027
August 10, 2026
CONCLUSION
After Council approval of the resolution fixing the annual pension tax rate for the payment of a portion of the cost of the CalPERS contribution, the City Clerk shall certify as to the adoption of the Resolution and cause it to be published once in a newspaper of general circulation, no later than fifteen (15) days following the adoption.

Honorable Mayor and Members of the City Council
City of Huntington Park

Dear Mayor and Members of the City Council:
REJECT BIDS RECEIVED FOR REQUEST FOR PROPOSAL FOR SALT LAKE
PARK BUILDING RENOVATION
IT IS RECOMMENDED THAT THE CITY COUNCIL:
1. Reject the bids received for RFP No. PW 2025-02;
2. Authorize staff to modify the project scope of work for an amended RFP;
3. Authorize staff to re-advertise the RFP through Planet Bids.
PURPOSE/JUSTIFICATION OF RECOMMENDED ACTION
On June 30, 2026 the City published an RFP for the renovation of the Salt Lake Park Building. Scope included a renovated ceiling, walls, flooring, windows, restrooms, and kitchen.
The RFP submittal due date was July 17, 2026, at 2 pm. The City received three (3) bids. The following is the ranking of bids commencing from the lowest apparent bidder:
Bidder (lowest bid first) Total Bid
Bedrock Group, Inc. $1,988,500.00
Full Swing Construction, Inc. $3,173,000.00
CALTEC Corp. $3,700,000.00
CONSIDERATION OF APPROVAL TO AWARD A CONSTRUCTION CONTRACT FOR CIP 2025-02 SALT LAKE PARK BUILDING RENOVATION PROJECT
August 11, 2026
After reviewing the lowest bid proposal, the recommendation is to reject the bid received due to inactive SAM.gov registration and failure to properly sign and acknowledge the ARPA documentation in the RFP. Furthermore, after reviewing the second lowest bid proposal the recommendation is to reject the bid received due to the proposed cost of the project exceeding the available budget. The rejection of the bids will enable the City to amend the RFP scope to align with the project budget.
FISCAL IMPACT/FINANCING
There is no fiscal impact associated with the rejection of the bids received.
CONCLUSION
Upon Council approval, staff will proceed with the recommended actions.
Respectfully submitted,
RICARDO REYES
