City Council Agenda Report

September 8, 2026
Honorable Mayor and Members of the City Council
City of Huntington Park
6550 Miles Avenue
Huntington Park, CA 90255
Honorable Mayor and Members of the City Council:

STUDY SESSION OF THE GENERAL PLAN UPDATE
IT IS RECOMMENDED THAT THE CITY COUNCIL:

1. Receive and file this report.

SUMMARY
This report provides background on the status of the City’s General Plan and explains why a comprehensive update is needed now. The Study Session is intended to give the City Council an early opportunity to discuss priorities, confirm key issues, and provide direction before preparation of draft General Plan policies and related implementation actions.

BACKGROUND
The City of Huntington Park has not comprehensively updated its General Plan since the early 1990s. The Land Use, Housing, and Circulation Elements were adopted in 1991, and the Open Space and Conservation, Noise, Public Facilities, Safety, and Urban Design Elements were adopted in 1992. Together, these elements established the City’s long-term framework for growth, development, infrastructure, environmental stewardship, and community character.

The city initiated an update to its General Plan in 2017 and, in 2019, conducted a hearing to adopt a comprehensive General Plan update and Environmental Impact Report (EIR). The proposed update included Land Use and Community Development, Mobility and Circulation, Resource Management, Health and Safety, and Housing Elements. However, the Final EIR was not certified. Around the same time, the California Department of Housing and Community Development (HCD) issued review letters in December 2019 and again in 2020 finding that the City’s 5th Cycle Housing

Element did not comply with State Housing Element Law, citing deficiencies related to the housing sites inventory and programs needed to accommodate the City’s Regional Housing Needs Allocation (RHNA).

During this same period, the city was also challenged by the California Attorney General’s Office for failing to comply with Senate Bill 1000, which requires local jurisdictions to integrate disadvantaged community and environmental justice considerations into land use planning.

In response, the city prioritized preparation of a standalone Environmental Justice Element, which was adopted in 2022, followed by adoption of updated Safety and Housing Elements in 2023. After the City submitted the adopted Housing Element to HCD in early 2024, HCD determined that the Housing Element complied with State Housing Element Law.

In the following years, the State Legislature adopted significant new laws affecting General Plans, requiring additional updates for consistency with State law. These include, but are not limited to, SB 1425 and AB 1889, which affect the Open Space and Conservation Element, and SB 932, SB 98, and SB 415, which affect the Circulation Element.

During the updates to the Housing, Environmental Justice, and Safety Elements, the City acknowledged the need for a more comprehensive General Plan update.

Specifically, Housing Element Action 14-1 commits the city to comprehensively updating the Land Use, Circulation, Public Facilities, and Open Space Elements to ensure consistency with current community needs, State requirements, and the City’s long-term vision.

ANALYSIS
The city has begun a comprehensive General Plan Update process. This effort provides an opportunity to bring the General Plan into compliance with current State requirements, advance implementation actions from recently adopted elements, ensure internal consistency across the General Plan, and reflect changes in community conditions and priorities since the last comprehensive update.

The Study Session presents an overview of the General Plan Update, including its purpose, key topics, project process, community engagement program, and opportunities for City Council input. The update will establish a current vision for Huntington Park, align the General Plan with recently adopted elements and State requirements, and address changing conditions, priorities, and opportunities within the community. The planning process includes four phases: existing conditions; visioning and guiding principles; alternatives and environmental review; and preparation of draft documents, Zoning Code updates, and adoption. Community engagement conducted to date has identified priorities related to parks and gathering spaces, safer mobility,
