BLACK of 3334 Tumbleweed Ave. received a courtesy notice about his wall/fense along La Brucherie Road and wanted to run some information about the situation. He contacted Mr. Ramirez and was trying to get information from him and how was he going to address this issue that has been going in for 10 or 12 years within three days. BLACK stated he went back and forth with the City and wanted to know why did they allow that wall to be built like it is. BLACK stated that Ramirez told him it isn’t a wall, it’s a fence. BLACK further stated he believed damage had been done to the soundness of the wall during the undergrounding of the canal from IID. BLACK claims the wall wasn’t in this bad of a condition before that project. Three other residents who did not identify themselves also made comment regarding the same courtesy notices they received and stated that Mr. Ramirez was very rude. Residents asked why the City couldn’t tear down the fence and build something else. MAYOR Dale asked Mr. Morita to meet with the residents and see if we can’t come to a resolution for this situation.

B. PUBLIC HEARING: (DISCUSSION/ACTION – APPROVE-DISAPPROVE) B-1. SUBJECT: PUBLIC HEARING/DISCUSSION/ACTION: 2020 URBAN WATER

MANAGEMENT PLAN
MAYOR DALE opened the public hearing at 8:11 PM.

DISCUSSION:

MORA opened the discussion on the item to the City Council and introduced consultant Wes & Associates to make the formal presentation. J. COMBER (consultant) provided a background and overview of the State requirements for the Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP). AMPARANO asked why it was necessary to have six stages of WSCP when the County of Imperial has majority rights to the Colorado River. COMBER stated that while you have the rights to an ample amount of water, it isn’t a guarantee and so the City must adopt a contingency plan. The IID cannot control the amount of water that comes down the Colorado River.

MORA and COMBER further explained that it is a state requirement and in order to be in compliance the City must have one on the books. DALE stated the last time we went through this we had to implement restrictions and people lost their lawns, trees and it impacted the beautification of our City, but looking at neighboring jurisdictions to the North such as Palm Desert you see lush green golf courses. DALE further stated that this is all political what the State makes us do. DALE stated he appreciated the consultants report and understands the position staff is.
