THERETO AND RATIFYING ACTION TAKEN TO DATE
WHEREAS, the City operates and maintains a wastewater treatment plant ("WWTP") and associated collection system; and

PURPOSE
To establish a policy for granting requests to participate in the 9/80 work schedule. The purpose of the 9/80 flexible work schedule is to provide flexibility to employee work schedules, improve morale, productivity, efficiency, and enhance the work environment. The 9/80 work schedule is voluntary and is an available option for employees.
SCOPE OF APPLICATION
This policy applies to all full-time employees.
DEFINITIONS
9/80 Work Schedule: Employee works the following hours in each 2-week pay period:
• Eight 9-hour work days;
• One 8-hour work day; and
• One day off
POLICY
An employee holding the status of full-time employment with the City of Imperial may submit a request in writing to work the 9/80 schedule to their supervisor. In addition, all full-time employees will sign a Voluntary Agreement to Participate in the 9/80 Work Schedule at the time the 9/80 schedule is implemented for existing employees, or upon hire for those hired after the adoption this policy. This agreement will be placed on file with Human Resources.
The decision to grant the request is at the discretion of the Department Director, in consultation with the City Manager, and will be based on departmental need and feasibility to accommodate the request. The 9/80 work schedule is voluntary and the department reserves the right to assign and reassign employees to the 9/80 work schedules and standard work schedules at its discretion, based on departmental needs. There may be departments that are not able to accommodate requests for the 9/80 work schedule. The program may be revoked at any time.
Exceptions to this policy may be made at the discretion of the City Manager.
If the 9/80 schedule is deemed appropriate for a department, specific arrangements will be determined through mutual agreement between staff and the Department Director. In the event of conflicting preferences or concerns regarding 9/80 schedule assignments, all parties involved will be encouraged to openly discuss their concerns and seek mutually agreeable solutions. If a consensus cannot be reached, seniority will be used to determine the final schedule assignments.
Seniority will be calculated based on total length of service within the organization.
Work schedules will be based on a 9/80 plan under which the employee will work eight nine-hour days and one eight-hour day, with one day off, during each two-week work period. The 9/80 schedule will be based upon a calendar developed by the department. Schedules may be adjusted by the department, including weeks, which include holidays.

Re: Support for the Low-Income Household Water Assistance Program (LIHWAP) Establishment Act
Dear Senator Padilla,
On behalf of the City of Imperial, I write in support of the "Low-Income Household Water Assistance Program (LIHWAP) Establishment Act" to establish a national, low-income water assistance program.
As you know, the Low-Income Water Assistance Program is an emergency program created by Congress to help households afford drinking water and wastewater services during the COVID-19 pandemic. LIHWAP expired in September however, ending a lifeline for families in need across the country. Congress established the first-ever national water assistance program during the pandemic, recognizing the public health and economic imperative of maintaining water services. But as water and sewer bills are rising more quickly than inflation and increasingly faster than energy bills, medical expenses, and household incomes, the need for a national, water assistance program remains.
Water service providers, environmental and public interest organizations, consumer advocates, and labor unions agree that the need for low-income household water assistance is just as important to public health and economic development as other basic needs such as home energy and nutrition, which have benefitted from Federal support for decades.
The "Low-Income Household Water Assistance Program (LIHWAP) Establishment Act" would formally establish LIHWAP to assist low-income households in paying arrearages and other rates charged to such households for drinking water or wastewater services. Like the original program, benefits under this legislation would be targeted towards households with low incomes and that have the highest home water burdens and importantly, allow for recipients of programs such as the Low-Income Home Energy Assistance Program, SNAP, TANF, SSI, and means-tested Veterans programs to be categorically-eligible for LIHWAP assistance. 420 SOUTH IMPERIAL AVENUE • IMPERIAL, CA 92251 • TEL (760) 355-4371 • FAX (760) 355-4718 • WwW.CITYOFIMPERIAL.ORG We appreciate your leadership in introducing this legislation and look forward to working with you as Chair of the Senate Environment and Public Works Subcommittee on Fisheries, Water, and Wildlife to ensure families across the country have access to clean and affordable drinking water and sanitation services.

18-Door pass-thru lockers with 4-Door pass thru refrigerator Narrative:
In direct connection with the growth of the Police Department, both in personnel and evidence handling, the useable locker space is at capacity and obsolete. By utilizing a 96" wide, 18-door pass-thru locker system, the department will not only be able to keep the integrity of the evidence, but also will abide by CA DOJ rules and regulations. The pass-thru lockers will be placed in a newly renovated evidence processing room, and will only allow access to the Evidence Technician to retrieve the items, once they are placed in the lockers, keeping the integrity of the chain of command.
The pass-thru lockers include an integrated refrigerator for items that require cooler temperatures for analysis at a later time. The entire unit may be moved if required at a later time.
