DEPARTMENT INVOLVED: Public Services
BACKGROUND/SUMMARY:
A flow meter is an instrument used to measure the flow rate of liquids, gases, or vapors through a pipe or conduit. The city utilizes a 22-inch diameter magnetic flow meter to measure influent raw water flows at the water plant.
The current 22-inch diameter flow meter is in need of replacement. City staff is using a backup insertion meter that is not as accurate as the mag meter. The purchase and replacement of the magnetic flow meter will allow the water treatment plant staff to avoid inaccurate flow readings. Should the backup insertion meter fail, the City will not be able to determine how much raw water is being sent to the plant for processing.
The replacement meter being requested will be purchased and installed through Control Systems Engineering. City has previously utilized this agency thus they have the experience and knowledge of our system.
Total cost is $22,856.43. Cost includes all equipment, labor and materials to complete replacement.

SUBJECT: DISCUSSION/ACTION:
1. Approve budget amendment no. 1 in the amount of $31,285 to include addition nanholes and lift stations for the manhole rehabilitation and lining projec DEPARTMENT INVOLVED: Public Services
BACKGROUND/SUMMARY:
On August 1, 2018, item E-2, the City approved Webb Associates to prepare plans and specifications for the manhole rehabilitation and lining project in the amount of $8,505. Original services and costs covered approximately 7-10 manholes. During further investigations and communications it was determined that adding several additional manholes and two (2) lift stations would benefit the City as these infrastructures are in need of repair.
Added services would include site visits, utility research for new manholes and manhole replacement in various locations, preparation of design sheets, and preparation of sewer by-pass specifications and details as required.
The inclusion of the additional items/services results in a project budget amendment of $31,285 for an overall project cost of approximately $40,000. Increased cost is accounted for under the following account: Wastewater - Collections & Distribution - Maintenance of Equipment.

SUBJECT: DISCUSSION/ACTION:
7TH ST REHABILITATION & PEDESTRIAN IMPROVEMENTS FROM S. "D" STREET TO S. "E" STREET - LPP SB1 5134(029) - BID No. 2024-04
1. AWARD CONSTRUCTION CONTRACT TO ROVE ENGINEERING, INC.
2. AUTHORIZE 25% CONTINGENCY.
DEPARTMENT INVOLVED: COMMUNITY DEVELOPMENT DEPARTMENT
BACKGROUND/SUMMARY:
The Community Development Department was directed by City Council per Agenda Item CC05-15-24_Item-C3 to conduct a competitive BID process for the for the 7th St Rehabilitation & Pedestrian Improvements Project.
The project includes, but not limited to the following activities: Pulverization of existing asphalt in place, blending the product with existing Class I! Base and recompacting, installation of 4" layer of asphalt-rubber hot mix gap graded (ARHM-GG), removal and replacement of existing ADA ramps, concrete curb and gutter, sidewalks, driveways and cross gutter, installation of thermoplastic striping, as well as road traffic control around the construction zones.
See attached Exhibit 2 (Improvement Plans) for details.
Staff released a BID published in the City Website, Holtville Tribune, Calexico Chronicle, and several planrooms.
Additionally, staff sent out the BID to a total of ten (10) Local and Non-Local respected and dependable contractors.
The following three (3) Bids were received during the formal bidding process:
1. Rove Engineering, Inc. $ 275,100.86
2. LC Paving & Sealing, Inc. $ 381,633.58
3. Pyramid Construction and Aggregates, Inc. $ 310,198.63 See attached Exhibit 1 ("BID Opening Act") for details.
After carefully reviewing of said Bids, staff is recommending the contract be awarded to Rove Engineering, Inc.
Since this street is located within the oldest area of the City, it is also recommended to authorize a 25% Contingency for the construction of this project due to potential unforeseen underground conditions. If authorized, it will be reduced the likelihood of project delays.
Main concerns (but not limited to) are in regard to very old or unidentified City's, Utility Companies' and/or IID's infrastructure.
