1. Reject all submitted bids for Bid No. 2024-06: Pavement Rehabilitation of Various Roads in the City of Imperial
2. Authorization to rebid project.

BACKGROUND/SUMMARY:
The Public Services Department conducted a competitive bid process for Bid No. 2024-06: Pavement Rehabilitation of Various Roads in the City of Imperial. The work to be done consisted of traffic control around the construction zones, grinding existing AC pavement, HMA leveling course, install ARAM, and ARHM overlay.
Staff released a Notice to Bidders published in The Desert Review and on City website to solicit bids from contractors. Three (3) bids were received during the formal bid opening process on August 15, 2024, from (1) Aggregrate Products Inc, (2) Rove Engineering and (3) Vance Corporation. See attached "Bid Opening Act" form for details.
After detailed review of submitted bids, staff found the two lowest bids non-responsive. The costs of the third bid are not feasible given the budget for the project. In accordance with Public Contract Code, Division 2, Part 3, Chapter 1, Article 4, Section 20166 " In its discretion, the legislative body may reject any bids presented and re-advertise"; Therefore, Public Services requests all submitted bids for Bid No. 2024-06 be rejected and receive authorization to rebid the project.
