BACKGROI.JND/SUMMARY :

Teamcalifornia is a non-proflt comprised of the State of California, counties, cities and private organizations working to promote economic opportunities across the state. The organization has existed for over 25 yeaIs and has an annual budget of between $2OO,OOO and $250,000. These funds are used to attend industry trade shows and market California to various industries and site selectors.

The Federal Home Loan Bank of San Francisco (FHLB), a private llnancial institution that facilitates lending for housing, small business and other economic development activites has partnered ',,,/ith Sun Community Federal Credit Unaon (Sun) and the lmperial Valley Economic Development Corporation (IVEDC) to offer the City of lmperial a one-year scholarship (complimentary membershap) to TeamCalifornia. While this comes at no cost to the City, it is likely we would put some staff hours into participating with TeamCalifornia, including appropriate trade shows. The staff time for this is covered in our contract with Development Management Group, lnc. (our economic development consultant).

FISCAL IMPACT:

For the one-year scholarship, that would run from approximalely March I ,2025 until February 28, 2026, lhere is no cost to the City of lmperial. A renewal (at$2,500 peryear) afterthe scholarship period would be at the discretion of the City Council.

Average Bill Payment Plan
12 • To avoid monthly fluctuating power bills, IID offers an Average Bill Payment Plan, referred to as
Average Billing.
• This plan can make budgeting easier as
customers are billed a fixed amount each month.
• Determined by totaling your power bills for the
past 12 months, adding an inflation factor and
dividing by 12.
• For the next 11 months, billed according to the
new averaged bill amount.
• Your meter will continue to be read monthly and
your monthly statement will reflect actual charges
as well as the average bill amount that is due.
• During the 12th month of participation, customers
will receive a settlement statement, which should
be close to the average amount.

Pole Replacement Program
• Ensures IID’s transmission and distribution
poles meet requirement set by the California
Public Utility Commission (CPUC) G.O. 95
and 165. The program focuses on replacing
wood poles that no longer meet strength
standards, improving reliability and safety in
the Imperial and Coachella Valleys.
• In 2024, 106 distribution and 20 transmission
poles were replaced. Transmission
engineers, distribution planners, and the
construction and maintenance department
coordinated the work, ensuring timely and
safe execution.
31 www.iid.com
Imperial Valley Line Upgrades
• In 2024, IID Power completed several electric transmission line upgrades to enhance system performance. These upgrades were implemented at key substations, including El Centro Switching Station, Rockwood, Ave 42, and others.
• As a result, these improvements significantly increased the reliability of IID’s transmission network, ensuring more consistent and dependable power delivery across the service area. 32 www.iid.com
Ring Bus Upgrade
• The upgrade of the 230kV Ring Bus at El Centro
Switching Station (ECSS) has been successfully
completed to handle 3,000 amps, following the SLine project enhancements. • The project involved the removal of 230kV 2000-
amp breakers and switches, and the installation
of new 230kV 3000-amp, 63KA breakers, G.O.
disconnect switches, and grounding mechanisms.

The ring bus has been upgraded to 3000 amps,
including new foundations, conduit, grounding,
steel structures, and bus connectors.

Foundations for future equipment have also been
installed.
• This upgrade ensures improved capacity and
readiness for future expansions at the substation.
33 www.iid.com
S Line Upgrade
• The S-Line Rebuild Project has been
successfully completed, featuring the
demolition of the existing 18 miles, 230kV
wood pole transmission line and the
construction of a new 230kV single circuit
steel pole transmission line from the El
Centro Switching Station (ECSS) to the
Imperial Valley Substation. Distribution
facilities were also redesigned and
relocated as part of the upgrade. The
project is a corrective action to thermal
constrains and it increases the line’s
transfer capability.
• The total project cost was $55,089,599,
covering engineering, construction, and
testing, significantly enhancing the region's
transmission infrastructure.

FY 2024-25

CITY COUNCIL AGENDA
FEBRUARY 5, 2025
Q2 Budget Update
The Q2 report covers the first six months of FY 2025, ending December 31, 2024.

Quarterly Updates serve as an “advance warning” system to identify signals in the “leading” economic indicators to allow for more manageable “course corrections” in the Budget.

Updates include budget adjustments, and requests to keep the City Council informed.

Bottom Line: The City of Imperial FY 2025 Budget is on track as of Q2.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 Summary – General Fund
The General Fund is 47% of the Budget, which means we were $480,000 “under budget” in Q2.

The Budget was $400,000 under budget in Q1.

General Fund revenues are 43% of the Budget, but cash flow is made up in Q3.

All other Funds are consistent with the City Budget. The details will be in the Q2 Budget staff report on the next Council agenda.

Personnel Control FTEs at Q2 continue as authorized in FY 2025 at 149.75, with 10 “unfilled” positions as of 12/31/24.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 Requested Budget Changes

1. The budget changes at Q2 are related to accounting corrections and do not affect the budget.

They will be presented at the next Council meeting with a budget resolution if any are needed.

2. The Personnel Budget Position Control Schedule for Q2 remains unchanged at 149.75 FTE.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 Cash & Investments Portfolio
The General Fund has $4.6 million cash balance at Q2 12/31/24, net of the $4 million transferred last year into the Equipment Replacement, Risk Management, and IT Capital Enterprise Funds, and $2.4 million for CIP projects.

The pooled cash balances of the City total $51,107,750 at Q2, which includes $4,605,837 in cash that belongs to the General Fund
The City’s pooled cash will be safely invested in US government securities and other risk-free investments to maximize interest earnings in Q3 and Q4. In Q1 and Q2 of FY 2025, the City earned $662,923 from LAIF and $466,308 from Wells Fargo Money Market (sweep) interest.

The 5-Year CIP Budget is the primary variable for City investments, as it establishes the maturities to ensure liquidity for completing capital projects when due.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 Emergency Reserve
After $6.4 million transfers to new funds and $2.4 million for CIP projects, the City’s General Fund reserve stands at $4.8 million, which still maintains the City’s emergency reserve policy.

This represents a 28% emergency reserve, which is equivalent to three (3) months of operating reserve, still above the two (2) months “minimum” reserve recommended by the GFOA.

The GFOA (Government Finance Officers Association) recommends, at a minimum, that generalpurpose governments, regardless of size, maintain unrestricted budgetary fund balance in their General Fund of “no less than two months of regular General Fund operating revenues…”.

Many California Cities strive to maintain a minimum three-month (25%) operating reserve.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 General Fund 5-year History
General Fund had $710,290 “negative” net cash flow at Q2. However, this is typical for most Cities as a large cash inflow comes in Q3 from County property taxes and related revenue. See 5-year history:

FY 2025 FY 2024 FY 2023 FY 2022 FY 2021
Revenues $7,475,194 $ 6,857,439 $ 4,459,082 $ 3,959,668 $ 4,258,919 Expenditures $8,185,484 $ 6,355,399 $ 6,187,976 $ 6,090,530 $ 4,669,483 Net Revenue $ 710,290 $ 502,040 $1,728,894 $ 2,130,862 $ 410,564 Note: Cash flows are usually negative at Q2 because much of the property taxes are received in January.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 Water Fund 5-year History
The Water Fund had $10,405 positive cash flow at Q2 of FY 2025, which is typical for the City’s enterprise fund which continues to grow each year as shown below for the last five years:

FY 2025 FY 2024 FY 2023 FY 2022 FY 2021
Revenues $3,831,632 $3,060,713 $2,847,418 $2,856,880 $2,763,986 Expenditures $3,821,127 $2,919,239 $2,614,476 $2,108,929 $2,631,089 Net Revenue $ 10,504 $ 141,473 $ 232,942 $ 747,951 $ 132,897 The Q2 budget vs actual results for FY 2025 excludes “capital improvement” costs which total $4,233.

The bond principal outstanding in Q2 totals $8,462,698 (two debt issues).

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 Wastewater Fund 5-Yr History
In FY 2025 and FY 2024, the Wastewater Fund had negative cash flow at Q2 due to increased costs in the budget. The Wastewater budget will be reviewed in detail as the FY 2026 budget is prepared. The following numbers shows the 5-year history of the Imperial Wastewater:

FY 2025 FY 2024 FY 2023 FY 2022 FY 2021
Revenues $ 3,410,638 $ 2,729,279 $ 2,431,398 $ 2,407,104 $2,234,677 Expenditures $ 3,595,081 $ 2,866,160 $ 2,153,564 $ 1,782,312 $1,991,943 Net Revenue $ 184,443 $ 136,881 $ 277,834 $ 624,792 $ 242,733 Note: The Wastewater fund has $12 million in working capital to cover negative cash flows.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 Enterprise Fund Balance Sheet
The Enterprise Funds do not report fund balances like the General Fund. They are managed more like a private business. A detailed balance sheet analysis of the water and wastewater funds will be presented, along with the audited financial statements. We can use liquidity to show the City Council the “reserves” available for emergencies and financing operations and projects in the coming years.

Water Fund cash balance is $7,506,511 at Q2 FY 2025, down from $8,608,686 at Q1.

Wastewater Fund cash balance is $12,316,787 at Q2 FY 2025, up from $ 12,097,190 in Q1.

Working capital approximates the cash balances, but we must review Accounts Receivable, Accounts Payable, and other current assets and liabilities for enterprise funds.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Capital Projects CIP Update
The City Council adopted a $28,817,900 CIP Budget to complete 26 projects in FY 2025.

Total CIP project expenditures are $7,403,634 at Q2 driven mainly by these two projects:
*Corridor Safety Improvement project #829 - $3,182,452 expended out of $5,447,900 budget. *Pavement Rehabilitation project #847 – $3,334,990 expended out of $4,261,300 budget.

It is doubtful that all 26 CIP projects will be completed by June 30, 2025, as only 10 CIP projects had any expenditures as of Q2 ending 12-31-24. These will be rolled over into the FY 2026 budget.

Staff will distribute a Q2 CIP Budget update report to City Council along with the FY 2026 Budget calendar that includes another $12,692,600 in new CIP project budgets.

CITY OF IMPERIAL - Q2 QUARTERLY BUDGET REPORT FY 2025
Q2 Conclusion
The finances of the City of Imperial and budget continue to be “fiscally sound” at Q2 of FY 2025.

With the Capital Improvements Projects (CIP) budget finalized and several projects already approved, started, or nearly completed, this will provide a better infrastructure for the city's vision and finances.

Staff has begun work on the FY 2026 Budget, expanding interest earnings from the City’s $50 million investment portfolio and continuing to improve accounting and financial reporting.

We still need to remain alert to “leading” economic indicators affecting Imperial, such as our sales tax and TOT revenues, and “lagging” economic indicators, such as our property and cannabis tax revenues.

Under the Quarterly Budget Update schedule, staff continues to monitor the budget and propose necessary adjustments to keep the City Council informed about its performance. The comprehensive details of the Q2 Budget presentation will be included on the next agenda.
