Contractor is directed to make the following change(s) to the original contract:

The investment for this unforeseen task was agreed to be coming from public Services Department's CIP #858, Old Imperial Wastewater Pipelines. [. During the replacement of the sanitary sewer manhole at 14th St & "C" St intersection, the B" @ sanitary sewer main going north towards 15th St was discovered to be already damaged and had formed a "valley" (depressed section) causing a disruption and not letting the sewage flow freely towards the manhole. Due to immediate action was required to rectify this difficult situation, Community Development Depaftment, public Services Department and our contractor met at project site; the group concluded that said sewer main and its residential laterals had to be replaced expeditiously to avoid a crisis. see Exhibit "B" which illustrates the area.
t.

The investment for this unforeseen task was agreed to be coming from public services Department's CIP #858, Old Imperial Wastewater Pipelines.

While removing and replacing the sanitary sewer manholes at 7th Street & ',H', Street intersection, the section of sanitary sewer main along "H" Street going north up to Barioni Blvd was determined to be in serious conditions. Being said section of roadway part of the "Pavement Rehabilitation of Various Roads Project", the high risk of this pipeline collapsing in the near future due to the programmed asphalt rehabilitation forced City Staff to pay attention to this situation. Community Development Department, public Services Department and our contractor met at project site for further inspection concluding that the repair should not wait any more due to its severity. To maximize the benefits of this additional work, the manhole located at Barioni Blvd and "H" St intersection was also removed and replaced. See Exhibit "C" which illustrates the area. As a consequence of the emergenry triggered by the deterioration found in this segment of sanitary sewer main, which threatened to compromise the safety of our residents, this work was billed on a time and materials basis.

The investment for this unforeseen task was agreed to be coming from Public Services Depaftment's CIP #858 (Old Imperial Wastewater Pipelines) #850 C'H" Street Sewer Line). a. See Exhibit "E" (Items 1,2,3 & 4) for Details _$ 1,152,575.18 II. Before repaving S "H" St between W Barioni Blvd & W 7th St, as part of the "Pavement Rehabilitation of Various Roads Project", the existing waterline underneath is requested to be removed and replaced for minimizing the risk of failing while repaving, this is due to its old age and type of material.

The investment for this unforeseen task was agreed to be coming from Public Services Department's CIP #859 (Old Imperial Water Pipelines).
b. See Exhibit "E" (Item 5) _g 102,400.00

IV. In anticipation of rehabilitating the asphalt roadway along "C" Street between 14th St and 15th St, per Exhibit "D", City Staff conducted a field inspection finding that some sections of Curb & Gutter are missing and, therefore should be constructed in advance. Placing Curb & Gutter is very important as is a key component for our streets to avoid premature erosion by protecting pavement edges and ensuring proper drainage by guiding water into storm drains.

Curb and Gutter is a contract item included in the Proposal Bid Sheet for this project, therefore, the cost has been calculated based on using that contractual unit cost. c. See Exhibit "E" (Cost Breakdown - Item 6) $ 15,300.00 Total Amount for Change Otder #4 (a, b & c): $L,27O,275.L8 Original Contract:_$4,230,912.10 (+25% Contingency per agenda item CCO5-01-24_Item-C1) Add per C.O. #1: _$1,280,000.00 Approved Per Agenda ltem CC06-27-24_ltem-C4 CIP #833 (14th St Water Pipeline Replace)
Add per C.O. #2: _$ L,27O,275.18 To be paid as follows:

CIP #858(Old Imperial Wastewater 1i665 = $3,000,000)
CIP #859(Old Imperial Water Lines = $2,000,000)
CIP #850(''H" Street Sewer lins = $250,000)

Traffic Commission
Othon Mora, Community Development Director
March 12.2025
Subject: Loading Zone for Paratransit Services at Imperial Village Apartmenrs on I lth Street
Backqround:

The City has received a request from David Aguirre, Executive Director of the Imperial County Transportation Commission (ICTC). to establish a dedicated loading zone to accommodate their paratransit services, specifically IVT Access and IVT Ride. These services provide essential transportation for individuals with disabilities and senior citizens, operating on a demand-response basis without fixed schedules.

Residents of the senior housing complex have expressed concems regarding the lack of a designated area for passenger pick-up and drop-off. Currently, the complex has parking around the entire building structure. leaving no specific area for this purpose. As a result. paratransit vehicles often have to drop passengers offat locations further away from the complex, posing challenges, especially lor wheelchair users who require the use of lifts or ramps for boarding and alighting. ()perational Details:

Service Hours:
o IW Access:
. Monday to Friday: 6:00 AM - 8:00 PM
. Saturday:6:00 AM 8:00 PM
. Sunday: 7:00 AM - 4:00 PM
o IW Ride:
. Monday to Friday: 6:00 AM - 4:00 PM
. Every other Saturday: 6:00 AM - 4:00 PM
Vehicle Specifi cations:
o Length: Approximately 26 feet
o Required Space: 40 feet to accommodate parking and safe deployment of rearmounted wheelchair lifts A 8n "uilW
Site Assessment:

The proposed loading zone is located on I lth Street. adjacent to the senior housing complex known as Imperial Village, situated at 307 N. Imperial Avenue. The paratransit vehicles servicing this area are equipped with their own ramps or lifts. ensuring safe boarding and alighting for passengers directly from the street. The senior apartmenl complex itselffeatures ADA-accessible elements. such as handrails and wheelchair ramps, facilitating seamless entry into the property. No additional ADA modifications are required on the street or sidewalk to accommodate the loading and unloading. On January 22nd. the Traffic Commission reviewed and recommended approval to the City Council for the establishment of a designated loading zone for paratransit services. The proposed loading zone aims to enhance accessibility and improve transportation services for individuals with mobility needs Considerations:

2. Safety and Accessibility:
o Ensuring the loading zone is situated in an area with clear visibility for both drivers and pedestrians is crucial.
o Adequate signage should be installed to inform the public ofthe loading zone's purpose and restrictions.

3. Compliance with Guidelines:
o The proposed loading zone should adhere to the standards outlined in the "Bus Stop Design and Safety Guideline Handbook" provided by the Imperial County Transportation Comm ission.
l. Sisns and StripDins" $500
Environmental Compliance
The project is categorically exempt from the Califomia Environmental Quality Act (CEQA) under Section 15301 (Class I )-Existing Facilities.

Staffrecommends the approval of the dedicated loading zone for ICTC's paratransit services at the specified location, subject to the following conditions:
l. Traffic Flow and Parking:
o The establishment ofa 40-foot loading zone may impact existing parking availability. o Given the variable nature of service requests, the frequency ofuse during peak hours is unpredictable.

Mitigation Measures Ootions and Cost:

Recommendation:

Installation ofappropriate signage indicating the loading zone's restrictions and operational hours.
