Riverwalk Regional Park
Riverwalk is a 200-acre master-planned community located in the heart of the Mission Valley neighborhood of San Diego. With both the San Diego River and the MTS trolley traversing through the center of the project, this transit-oriented development will replace an existing 27-hole golf course with approximately 4,000 multi-family residential units, mixed-use development centered around a new trolley station, commercial office space, and a new 80-acre regional river park. The site design integrates sustainable practices that embrace the river’s unique and sensitive ecology and incorporates a series of neighborhood parks, open space corridors, a connective linear park, and civic plazas to complement the regional park.

The regional park will be more than 80 acres in size and include a significant number of active amenities as well as opportunities to connect with nature and the San Diego River.

Improvements are expected to be implemented in phases. The final park is anticipated to include walking and hiking trails including the San Diego River Trail, multi-purpose fields, playgrounds, dog parks, flexible turf areas, children’s exploratory play, observation decks, water quality improvements, interpretive education, and a recreation center.

SDSU Mission Valley River
Park
The San Diego State University Mission Valley River Park transformed the largest expanse of parking lot west of the Mississippi into a vibrant regional open space destination. Recently opened to the public, the more than 50-acre River Park is the “green heart” of the 172-acre site transformation. An existing light rail trolley station is located within the park and serves as a main conduit welcoming visitors from across the region and beyond.

Schmidt Design Group worked with San Diego State University (SDSU) leadership and the consultant team to craft an “authentic sense of place” grounded in a connection to the adjacent San Diego River and surrounding communities. A river-like character permeates the park design creating moments of connection in every detail. To protect the sensitive habitat of the River, Schmidt Design Group specified native plantings, including several hundred Coast Live Oaks and Sycamores. Patterns in paving and plant “islands” were added to abstractly emulate eddies in the river. Reed-like light structures spring up throughout the site, drawing the river into urban areas. Furthermore, the River Park is a steward of the San Diego River and acts as a “Green Sponge,” using site-wide stormwater capture and treatment interventions to dramatically improve water quality and mitigate historic floodwater impacts to the site.

Amenities include multiple sports fields, fitness, courts, games, playgrounds, interpretive education, a weaving network of over four miles of accessible walkways and trails, and a oneacre trolley plaza.

Schmidt Design Group provided master-plan design, construction drawings, and construction administration for improvements to the Lake Skinner Park Recreation Area and Campground.

Upgrades to the 150-acre open space facility included new concert grounds, amphitheater and stage area, large splash pad, new parking, children’s play areas, restrooms, and openspace trails. Parking and vehicular circulation was modified to provide more continual and flexible open space. A large “wet play” splash pad was designed to depict the journey of water as it travels from the mountains, streams and aqueducts, to our homes. A 1.5-mile decomposed granite trail has been added to the perimeter of the park, linking the three campgrounds to the park, views of surrounding mountains and Lake Skinner. Five rest points provide interpretive information about the protected flora and fauna, the historical heritage and the life cycle, and use of the water in Lake Skinner.

Schmidt Design Group initially provided the City of Santee with a series of proposed design alternatives that would transform Mast Park into a more engaging place that fosters a healthy lifestyle. After two public meetings led by Schmidt Design Group, a preferred alternative was chosen. Some of the main desires of residents at both meetings included keeping the rustic and “naturalized” feel of the park.

While keeping the overall aesthetic in place, some of the elements of the new Master Plan Design include additional parking, upgrading a mile-long loop trail around the park with interpretive signs and exercise/fitness stations, relocating restrooms to make them more accessible, adding passive areas, and children’s play areas that include traditional and natural play elements. The plan calls for keeping the existing basketball courts and adding several gazebos for picnicking and group activities. The plan also includes boardwalk elements connecting the park to the San Diego River, dog park improvements, and more. Although the park encompasses about 100 acres, the updated master plan focused on the 30 acres on the north side of the San Diego River. The plan will serve as a comprehensive guide for the development of facilities to meet the needs of the community over a 20-year period.

Fiesta de Vida Regional
Park INDIO, CA
CLIENT | TOUCHSTONE COMMUNITIES
Throughout history the Native American people have had a visceral and spiritual connection with the desert landscape. Their approach to settlement was grounded in the belief that the land should be honored and respected. In doing so they maximized the resources of the land while minimizing their footprint. Fiesta de Vida Regional Park embraces this philosophy by creating a series of interconnected recreation oases linked by a network of desert trails. This approach celebrates both recreation and restoration, linking the two uses into one dynamic park environment, mimicking historic settlement patterns and the natural desert oases found within the adjacent foothills. Each of the activity oases is framed by a robust desert plant palette which gently transitions into the native desert. A series of iconic shade structures anchor the oases and present dramatic silhouettes against the mountain backdrop. These structures provide visual interest while creating shade at each of the primary gatherings spaces within the park. Like the natural desert oases, the activity oases throughout the park will become sites for celebration, discovery, exploration, and at times, quiet reflection.

Civita Park
What was once a sand and gravel quarry is now Civita, a mixed-use project in the Mission Valley neighborhood of San Diego, California. The project transformed 230 acres into a sustainable, walkable, high-density urban village with a park-like character. Schmidt Design Group provided landscape architectural services for nearly 17 acres of parks within this new development. The 14.3-acre flagship Civita Central Park provides numerous amenities for the Mission Valley community. Three community gardens offer a serene refuge for visitors to decompress and connect with nature and feature over 150 native and drought-tolerant species. Nearby, two large playgrounds provide unique recreational opportunities for children of all ages, including nature-based play, swings and spinners, and more. The southern edge of the park is anchored by a large civic plaza which includes an interactive water feature, stage and turf amphitheater, a life-size interactive chessboard, and multiple seating opportunities.

The 13-acre Pacific Highlands Ranch Community Park is designed to facilitate community gathering, encourage social interaction, and offer a diverse and unique blend of recreational amenities for the local community. The central promenade functions as an extension of the Village Center and draws visitors into the park. An entry garden, a discovery play garden, a parkour area, children’s play areas, and an informal turf picnic area are located in the heart of the park. A 17,000-square-foot recreation center located on the southwestern edge of the central promenade offers opportunities for athletic and community-based functions in the central gymnasium, separate multi-purpose building, and large flexible outdoor courtyard.

The promenade opens to a 5-acre multi-purpose turf field anchored on the north by a signature shade structure and stage, and a full-size softball field on the south. A 1/2-mile loop pathway connects the amenities around the field and provides access to the dog park and pump track on the southern edge of the park. The park embraces the walkable nature of the community and utilizes joint-use parking at the adjacent schools to minimize the need for on-site parking.

Located in the heart of Mira Mesa, San Diego, Mira Mesa Community Park hosts over a dozen acres of amenities and open space. Key elements of the park improvements include a new 15,000-SF community center and gym facility and a new aquatics complex with a competition pool, an activity pool, and a splash pad. The interior of the park has been redesigned to accommodate two larger interior asymmetrical pinwheel plazas, picnic areas, and two vibrant playgrounds serving ages 2-5 and 5-12. In between both play areas is a large art sculpture piece that doubles as a shade structure for visitors as they pass or rest beneath it. Two new basketball courts are adjacent to the “spine” of the central plaza area, fitted with seat wall raised planters for viewing. The project also included upgrades to the existing baseball and softball fields comprising new dugouts, bleachers, and metal shade canopies. A new 20,000-SF all-wheels plaza brings a highly-anticipated skate amenity to the Mira Mesa community. The plaza occupies the southeastern corner of the park, supported by a picnic area and shade structure.

Great Ecology is leading the ecological, environmental, and regulatory components, including CEQA/NEPA documentation, of the largest integrated lithium extraction and geothermal power project in North America. As part of this, Great Ecology is developing a 7,000-acre energy campus master plan with a focus on reducing impact to natural resources and establishing mitigation/conservation areas amongst planned and future facilities. To address mitigation requirements, Great Ecology is designing, permitting, and overseeing construction of several planned wetland mitigation projects onsite. The first of these totals ~160 acres and will provide habitat for a variety of native, migratory, and threatened and endangered wildlife and vegetation species. Based on feedback from stakeholders, Great Ecology developed several conceptual plans with public access features such as boardwalks, bird blinds, shade structures, parking, and informational signage for consideration. To date, Great Ecology has developed Construction Documents for the first mitigation project to the 90% level.

The North Chollas Community Park Improvement project is being advanced in two phases to enhance recreational amenities and restore ecological function of the park and riparian habitat. Phase 1 focuses on new sports fields, playgrounds, pedestrian pathways, parking lot upgrades, and utility infrastructure, while Phase 2 includes creek enhancements, riparian habitat improvements, new bridges, basketball courts, picnic areas, and trail upgrades.

Together, these improvements will transform the park into a more functional, resilient, and accessible community space while addressing environmental sensitivities and compliance with regulatory frameworks.

Part of the Schmidt Design Group team, Great Ecology is providing ecological consulting services across both phases, with responsibilities centered on technical analyses, field surveys, regulatory compliance, and ecological design input. The team is preparing Cultural Resources and Biological Resources Technical Reports to support CEQA review, providing the City with CEQA pathway strategy expertise, conducting field surveys to identify sensitive species and habitats, and advising on avoidance and mitigation measures. In addition, Great Ecology is offering technical review and ecologically-minded design guidance on revegetation plans, ecological monitoring, and environmental permitting (including Clean Water Act Section 404/401 and CDFW Section 1600). Through this role, Great Ecology ensures that park improvements meet regulatory requirements, minimize impacts to sensitive resources, and incorporate ecologically sound design principles that support long-term restoration and resilience of Chollas Creek and surrounding habitats.

RNT teamed with a landscape architect and the City of Carlsbad to design the Pine Avenue Community Center and Community Garden — a vibrant, multigenerational hub in Carlsbad’s historic Barrio neighborhood. A central design challenge was connecting two distinct programs — a community center and garden — located at opposite ends of an existing park.

The result: a harmonious campus that weaves old and new seamlessly.

The 18,000 SF, two-story building features a gym with a multi-sport court, teen center, activity room, computer room, fitness space, rooftop sports court, and administrative offices.

Flexible transitional indoor-outdoor spaces adapt to diverse users and programs. Passive solar design and renewable energy strategies drive the project toward the City’s Net Zero sustainability goals, achieving LEED-Silver equivalent performance.

In support of the City’s El Corazon master plan, RNT designed two new recreational facilities for this underserved area of Oceanside. The Aquatic Center features a 56-meter competition pool with spectator seating and shade structures, a warm instructional/therapy pool, diving boards, and a children’s splash pad. Outdoor decks connect to an event hall, offices, locker rooms, concessions, and viewing terraces, accommodating regional swim meets and community events for up to 1,100 users. Native California landscaping, including Coast Live Oaks, Torrey Pines, and Coastal Sage Scrub, complements the Irving Gill-inspired architecture and neighboring Senior Center.

The Aquatic Center serves as both a recreational and community asset, supporting fitness programs, swim lessons, therapy sessions, and competitive events. The adjacent Community Center includes a multi-purpose dining hall, catering and commercial kitchens, fitness room, lobby/resource center, classroom and meeting space, administrative offices, and restrooms.

A shaded outdoor BBQ patio with catering facilities accommodates gatherings of up to 100 people. Together, the facilities provide year-round opportunities for recreation, wellness, education, and community engagement.

(CITY OF IMPERIAL)
(Government Code Section 66462 and Section 66463)
(S1) Subdivision: Monterrey Park Unit 3D
(S2) Effective Date: October 7, 2026
(S3) Completion Period: October 7, 2026
THESE PARTIES ATTEST TO THE PARTIES' AGREEMENT HERETO:

CITY COUNCIL SUBDIVIDER
By: ___________________________ By: _____________________________ Ida Obeso-Martinez, Mayor Jupiter Ventures I, LP
APPROVAL RECOMMENDED: FORM APPROVED - CITY ATTORNEY:

By: ___________________________ By:

Community Development Director Paul Early, City Attorney (NOTE: All signatures to be acknowledged.

If Subdivider is incorporated, signatures
must conform with the designated
representative groups pursuant to
Corporations Code §313).

1. PARTIES, DATE AND LEGAL DESCRIPTION
Effective on the above date, the City of Imperial, California, hereinafter called (“City”), and the above named Subdivider, mutually promise and agree as follows concerning this Subdivision. The legal description for this Subdivision is attached hereto as Exhibit A.

2. IMPROVEMENTS
Subdivider agrees to install certain improvements (both public and private), including the following: road, drainage, signs, (including appurtenant equipment), water, sewer and such other improvements as required by City ordinance or regulation, conditions of approval for the Subdivision, mitigation measures set forth in environmental documentation, engineer’s estimates and as shown on improvement plans for this Subdivision as reviewed and on file with the City of Imperial, Public Services Department (including future amendments thereto).

Subdivider shall complete all of said Work and improvements (hereinafter called "Work") within the above completion period as required by the California Subdivision

Page 234 of 268 ends

2 Map Act (Government Code Section 66410 and following), in a good workmanlike manner, in accordance with accepted construction practices and in a manner equal or superior to the requirements of the City Code and rulings made thereunder; and where there is a conflict between the improvement plans, City Code or conditions of approval, the stricter requirements shall govern.

3. IMPROVEMENT SECURITY:

Upon executing this Agreement, the Subdivider shall, pursuant to Government Code Section 66499, and the City Code, provide as security to the City:

A. For Performance and Guarantee of the Work: First Lien position on real property described in Exhibit A (“Property”) the sum of two hundred ninety-two thousand, three hundred forty-two dollars and five cents ($292,342.05), which represents the estimated cost of the Work.

With this security, the Subdivider guarantees performance of all of the Work under this Agreement and maintenance of the Work for one (1) year after its completion and acceptance against any defective workmanship or materials or any unsatisfactory performance. Engineer’s estimates are for the purpose of estimating the cost of the Work for establishing the dollar value of the security and shall not define or limit the scope of the Subdivider’s obligation to perform all of the Work under this Agreement. The warranty period begins to run only upon completion of all of the Work called for by this agreement and acceptance of such Work as complete by the City.

City agrees to subordinate its first position in the Property to a second position on portions of the Property in favor of a construction lender as Subdivider develops and constructs improvements required by the Agreement as depicted on the attached Exhibit B; provided that a fund control is in place to assure payment directly to contractors for installation of such improvements for performance, labor and materials and monumentation related to the subordinated amounts, and provided further that the City determines, in its sole discretion, that the City’s remaining first lien position on the Property is sufficient to secure Subdivider’s performance called for by this Agreement.

B. For Payment: First Lien position on real property described in Exhibit A in the sum of two hundred ninety-two thousand, three hundred forty-two dollars and five cents ($292,342.05), which represents one hundred percent (100%) of the estimated cost of the Work.

With this security, the Subdivider guarantees payment to the contractor, to his subcontractors, and to persons renting equipment or furnishing labor or materials to them or to the Subdivider.

Page 235 of 268 ends

3 City agrees to subordinate its first position in the Property to a second position on portions of the Property in favor of a construction lender as Subdivider develops and constructs improvements required by the Agreements as depicted on the attached Exhibit B; provided that a fund control is in place to assure payment directly to contractors for installation of such improvements for performance, labor and materials and monumentation related to the subordinated amounts and provided further that the City determines, in its sole discretion, that the City’s remaining first lien position on the Property is sufficient to secure Subdivider’s performance called for by this Agreement.

C. Reduction of Security: Upon acceptance of the Work as complete by the City Council and upon request of the Subdivider, the amount of the securities may be reduced in accordance with Government Code Sections 66497, et. seq. “Acceptance,” as used in this subparagraph is solely for the purpose of considering whether security can be reduced. The improvement security required herein for faithful performance of this Agreement may be reduced in amount, but not more often than once per month, as the Work of improvement is completed.

Further, the market value of the First Lien position must not be less than 100% of the estimated cost (including payment of prevailing wage) associated with completion of the Work remaining to be completed. In no event shall this security be reduced until progress reports are submitted to the City, and the City determines the Work in fact has been completed and the amount by which the security shall be reduced. The determination by the City as to the completion of Work or improvement and the amount by which the security shall be reduced shall be conclusive. The performance security shall not be reduced to an amount less than ten percent (10%) until the liability established by all parts and subsections of this Agreement is satisfied. Payment security may be reduced only in accordance with Government Code §66499.7.

4. GUARANTEE AND WARRANTY OF WORK
Subdivider guarantees that said Work shall be free from defects in material or workmanship and shall perform satisfactorily for a period of one (1) year from and after the City Council accepts the Work as complete in accordance with Government Code Section 66499.7. Subdivider agrees to correct, repair, or replace, at his expense, any defects in said Work.

5. PLANT ESTABLISHMENT WORK
Subdivider agrees to perform plant establishment work for landscaping installed under this Agreement. Said plant establishment work shall consist of adequately watering plants, replacing unsuitable plants, doing weed, rodent and other pest control, and other work determined by the Public Services Department to be necessary to ensure establishment of plants. Said plant establishment work shall be performed for a period of one (1) year from and after the City Council accepts the work as completed.

Page 236 of 268 ends

4 6. IMPROVEMENT PLAN WARRANTY
Subdivider warrants the improvement plans for the Work are adequate to accomplish the Work as promised in Section 2. If, at any time before the City Council accepts the Work as complete or during the one year guarantee period, said improvement plans prove to be inadequate in any respect, Subdivider shall make whatever changes are necessary to accomplish the Work as promised.

7. NO WAIVER BY CITY
Inspection of the Work and/or materials, or approval of Work and/or materials or statement by any officer, agent or employee of the City indicating the Work or any part thereof complies with the requirements of this Agreement, or acceptance of the whole or any part of said Work and/or materials, or payments therefor, or any combination or all of these acts, shall not relieve the Subdivider of his obligation to fulfill this Agreement as prescribed; nor shall the City thereby be estopped from bringing any action for damages arising from the failure to comply with any of the terms and conditions hereof.

8. INDEMNITY
Subdivider shall defend, hold harmless and indemnify the indemnitees from the liabilities as defined in this section:

A. The indemnitees benefited and protected by this promise are the City and its elective and appointive boards, commissions, officers, agents and employees.

B. The liabilities protected against are any liability or claim for damage of any kind allegedly suffered, incurred or threatened because of actions defined below, and including personal injury, death, property damage, inverse condemnation, or any combination of these, and regardless of whether or not such liability, claim or damage was unforeseeable at any time before the City reviewed said improvement plans or accepted the Work as complete, and including the defense of any suit(s), action(s) or other proceeding(s) concerning said liabilities and claims, excepting only those claims arising from the sole negligence of City.

C. The actions causing liability are any act or omission (negligent or non-negligent) in connection with the matters covered by this Agreement and attributable to the Subdivider, contractor, subcontractor or any officer, agent or employee of one or more of these.

D. Non-Conditions. The promise and Agreement in this section are not conditioned or dependent on whether or not any indemnitee has prepared, supplied or reviewed any plans or specifications in connection with this Work or Subdivision, or has insurance or other indemnification covering any of these matters, or that the alleged damage resulted partly from any negligent or willful misconduct of any indemnitee.

Page 237 of 268 ends

5 9. COSTS
Subdivider shall pay when due all the costs of the Work including inspections thereof and relocating existing utilities required thereby.

10. SURVEYS
Subdivider shall set and establish survey monuments in accordance with the filed map and to the satisfaction of the City Engineer before acceptance of any Work as complete by the City Council.

11. NON-PERFORMANCE AND COSTS
If Subdivider fails to complete the Work within the time specified in this Agreement and subsequent extensions, or fails to maintain the Work, the City may proceed to complete and/or maintain the Work by contract or otherwise, and Subdivider agrees to pay all costs and charges incurred by the City (including, but not limited to: engineering, inspection, surveys, contract, overhead, etc.) immediately upon demand.

Subdivider hereby consents to entry on the Subdivision property by the City and its forces, including contractors, in the event the City proceeds to complete and/or maintain the Work.

Once action is taken by City to complete or maintain the Work, Subdivider agrees to pay all costs incurred by the City, even if Subdivider subsequently completes the Work.

Should City sue to compel performance under this Agreement or to recover costs incurred in completing or maintaining the Work, Subdivider agrees to pay all attorney's fees, and all other expenses of litigation incurred by City in connection therewith, even if Subdivider subsequently proceeds to complete the Work.

12. RECORD MAP
In consideration hereof, City shall allow Subdivider to file and record the Final Map for said Subdivision.

13. MONUMENTATION SECURITY
Subdivider shall file or deposit with the City a monument bond or security as applicable in an amount specified by the City Engineer pursuant to Sections 66496 and 66499 of the Government Code of the State of California.

City agrees to subordinate its first position in the Property to a second position on portions of the Property in favor of a construction lender as Subdivider develops and constructs improvements required by the Agreements as depicted on the attached Exhibit B; provided that a fund control is in place to assure payment directly to contractors for installation of such improvements for performance, labor and materials and monumentation related to the subordinated amounts and provided further that the City determines, in its sole discretion, that the City’s remaining first lien position on the Property is sufficient to secure Subdivider’s performance called for by this Agreement.

In addition to the construction contract, Imperial Irrigation District (IID) will perform the utility work required to provide electrical service and energize all phases of EV charging stations. IID provided a construction estimate invoice dated September 29, 2026, with a total amount due of $48,670.90, after applicable credits. This amount is separate from the contractor’s bid and includes IID’s engineering, underground construction, and associated costs. Staff recommends authorizing payment to IID for this work.

See attached Exhibit 3 (“IID Construction Estimate Invoice”) for details.

FISCAL IMPACT:
