HONORING NATIONAL PREPAREDNESS MONTH
WHEREAS, San Diegans have experienced the effects of disasters including devastating wildland fires, severe flooding, and extreme summer heat, at times resulting in loss of life and damages; and WHEREAS, preparing for, responding to, and recovering from disasters requires a strong network of community partners across San Diego jurisdictions, and that includes an important partnership with residents and businesses to ensure they are safe and prepared for emergencies; and WHEREAS, the City Council of the City of Imperial Beach recognizes the crucial role that staff and volunteer emergency management professionals, first responders, county, cities, special districts, tribes, nonprofit and military partners contribute to helping reduce our risks and impacts of emergencies; and
WHEREAS, September is National Preparedness Month, and together, we must all commit to preparing our families and communities for disasters, to ensure we are safer and more resilient; therefore, the City of Imperial Beach encourages all residents to be disaster prepared; and WHEREAS, Preparedness Month serves as a reminder to ask “How prepared are you and your neighbors?” and therefore we remind residents to download the free cell phone app, SD Emergency, the San Diego go-to source for countywide emergency notifications and to also opt in with email addresses and cell phone numbers to AlertSanDiego– both are available at www.AlertSD.org; and WHEREAS, Preparedness is an effort that requires all of us – government, businesses, nonprofit agencies, partners, residents, and families to work together to help build better prepared communities; and WHEREAS, 2023 is the 20th anniversary of the devastating Cedar Fire – and since that wildfire, San Diegans have experienced annual wildfire impacts that have heightened our need for emergency preparedness; and
WHEREAS, 2023 National Preparedness Month campaign reminds us to prepare older adults for disaster, because older adults are among communities that are disproportionally impacted by disasters.

ITEM TITLE: PRESENTATION ON THE MYIMPERIALBEACH APP AND TYLER ENTERPRISE SERVICE REQUESTS (ESR). (0160-84)
ORIGINATING DEPARTMENT:

Community Development
EXECUTIVE SUMMARY:

Over the past few years, there has been a desire to increase opportunities for interaction with residents and visitors to Imperial Beach. Staff were instructed to investigate an app to allow the public to report issues directly to city staff without needing to call or visit in person. The MyImperialBeach app was procured to provide information about the city to the public. It was also designed to provide a place for reporting issues of various types by choosing from a number of categories. The Tyler Enterprise Service Request (ESR) software provides a web-based portal for city staff to investigate and manage these issues as they are submitted. Staff are able to add other staff as needed based on their expertise, and if applicable, send to City Code Enforcement personnel to a code case. Through the app and the web interface, city staff will be able to respond to issues which may have been previously unknown to staff. As well, over time, patterns may emerge of where different issues commonly arise in the city and allow research and planning to address the causes.

RECOMMENDATION:

Receive and file staff’s presentation on MyImperialBeach app and Tyler Enterprise Service Requests (ESR) program.

OPTIONS:

The City Council can also:
 Provide direction to the City Manager; or
 Request additional information and an additional report.

BACKGROUND/ANALYSIS:

Over the past few years, there has been increasing interest in providing better customer service to residents and visitors to the city. In order to report issues, citizens have had to either call in to specific city departments or visit in person. One way in which other cities have improved on this is through an app allowing citizens to submit issues which they notice in the city, directly from their mobile devices or computers.

Staff were directed to research a similar app for Imperial Beach. The MyImperialBeach app works on Apple or Android devices. It provides quick information about the city, with links for additional detail. It also has a section to report an issue. This contains a number of categories which citizens

Page 67 of 75 ends

P a g e | 2
may use to file reports on different items such as graffiti, trash, weeds, or utility issues like a sewer overflow. The issue reporting is also available directly from the Imperial Beach website on the page “Report an Issue”. The reporting functionality is handled by Tyler Enterprise Service Requests (ESR), from Tyler Technologies. This web-based program allows city staff to investigate and track issues as they are submitted, bring in additional city staff if needed, and provide information as each issue is resolved. In addition to managing the issues, the ESR program tracks the locations where the issues are reported. Over time, this will provide a picture of if/where certain issues commonly occur in the city and allow for research and planning to address the causes.

ITEM TITLE: CONSIDERATION OF RESOLUTION NO. 2023-75 AUTHORIZING THE CITY

MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH THE CENTRE FOR ORGANIZATION EFFECTIVENESS AND APPROPRIATION OF FUNDS. (0500- 90)
ORIGINATING DEPARTMENT:

City Manager
EXECUTIVE SUMMARY:

On July 21, 2023, staff issued a Request for Proposals (RFP) for an Independent Operational and Organizational Assessment for Marine Safety Department. The selected consultant would provide a review and assess the department organizational and operational functions to include safety, equipment, levels of staffing, compensation, operational and organization review, and service levels considering any additional circumstances such as the environmental impacts to Imperial Beach. Two (2) firms submitted responses to the City’s RFP. Staff recommends that the City Council award a professional services agreement to The Centre for Organization Effectiveness for a Professional Services Agreement not to exceed $93,135. The City Manager’s operating budget accounts for $50,000 designated for these services, however the proposals came higher than anticipated. Resolution No. 2023-75 authorizes the Finance Director to process a budget amendment appropriating $43,135 from fund balance to the City Manager’s operating account for these services.

RECOMMENDATION:

Staff recommends that the City Council approves Resolution No. 2023-75 authorizing the City Manager or designee to enter into a Professional Services Agreement with The Centre for Organization Effectiveness for a not to exceed $93,135, waiving the full bid requirements and authorizes the Finance Director to process a budget amendment appropriating $43,135 from fund balance to the City Manager’s operating account for these services.

OPTIONS:
 Approve Resolution No. 2023-75; or
 Request additional information of staff and continue the item to a future meeting.

BACKGROUND/ANALYSIS:

On July 21, 2023, a Request for Proposals (RFP) was sent to eleven (11) firms for an Independent Operational and Organizational Assessment for the Marine Safety Department. Two (2) firms submitted proposals, The Centre for Organization Effectiveness and Regional Government Services. Both firms were invited to participate in an interview. The panel was comprised by internal staff and external lifeguard and fire professionals from other public agencies. The

Page 69 of 75 ends

P a g e | 2
proposal by The Centre for Organization Effectiveness was ranked the highest. The Centre for Organization Effectiveness was determined the most qualified consultant for this project to provide a review and assess the department organizational and operational functions to include safety, equipment, levels of staffing, compensation, operational and organization review, and service levels considering any additional circumstances such as the environmental impacts to Imperial Beach.

Per the Imperial Beach Municipal Code (IBMC) 3.04.160 contracts for professional services, the City Manager is not limited to awarding professional services contracts to the lowest responsible bidder, but rather on the basis of demonstrated competence and qualifications for the types of service to be performed at a fair and reasonable price. The services being performed are unique in nature to those who have demonstrated competence and professional qualifications necessary to perform these services. The City Manager has the authority to award a professional service for contracts less than $45,000 unless the City Council waives the full requirements by resolution.

Staff recommends that the City Council waive the full bid requirements and award a Professional Services Agreement to The Centre for Organization Effectiveness for a contract not to exceed $93,135. Approval of Resolution No. 2023-75 also authorizes the Finance Director to process a budget amendment appropriating $43,135 from fund balance to the City Manager’s operating account for these services.

ENVIRONMENTAL DETERMINATION:

FISCAL IMPACT: The City Manager’s operating budget accounts for $50,000 in funding designated for these services, however the proposals came higher than anticipated.
