I reported this on the MyImperialBeach app but wanted to make it known to Council and City Staff as well.

There has been a recent increase of political graffiti on public and private property throughout town. I have seen stickers with a message against one of our elected officials on my HOA's trash dumpster, gas pumps, in the Estuary, and most recently on the placards on the pier. It is obvious who is responsible from the artwork. The stickers are hard to remove and the person responsible should be held accountable. This type of activity should also be addressed in any campaign regulation reform ordinance that the City considers. Photos are attached. The stickers are on other placards on the pier as well as the one photographed.

Respectfully,
Sandy Brillhart

My public comments are simple. I am requesng that the City of Imperial Beach adopt a hybrid meeng approach in which live public comments can be made via ZOOM. The City held ZOOM only meengs during the pandemic and has the technical ability to easily integrate remote public comments or agenda items comments. It can be seen as broadening the input audience as well as an opportunity to alleviate some space issues which currently exist. In addion, remote comment allows any resident or concerned person to comment no mater their schedule or locaon and could assist in engaging an oen moving around military community as well as ADA and any other restricon that being in person might create. It is my hope Mayor Aguirre or another council member will direct City Manager Foltz to begin the process of allowing remote public comment at meengs. I will nudge the council along by reminding them Mayor Aguirre joined the last council meeng via ZOOM--she can offer both insight and leadership on this issue.

Thank you very much for your consideraon and me.

I am glad to see that the Sun and Sea Event is returning to IB this year, but would rather see a smaller event like the one in 2022, with no vendors, Seacoast Drive open and the sandcastles remaining up after the event. I think it would cost the City less, encourage people to patronize existing businesses rather than vendors and allow people to see the finished sandcastles after the event is over.

I prefer keeping the fireworks on July 4.

Thank you for your consideration.

Respectfully,
Sandy Brillhart

This is in regards to agenda item 8g Tijuana River sewage Emergency. The Following are comments made via email to the IBWC and Mackenzie Elmer of Voice of San Diego regarding presentaons made by IBWC Commissioner Giner. Mayor Aguirre was present at both meengs and spoke. The quesons and theexpectaon of a 2024 dry season pertain to the City of Imperial and Mayor Aguirre specifically given she is the singular voice of the city on this issue.

All,
First, the IBWC used to tell stakeholders when the Commissioner was in town discussing this issue.

Second, Here is a list of quesons and thoughts I have been asking forever. So do the people of the SouthBay connue to suffer unl 2028 construcon of expanded plant? Will that plant remove sewage from the Tijuana River which is currently being dumped at over 30mgd into the Tijuana RIver Valley? Who is going to clean up TRV? And what happens if Mexico connues to NOT do its part and insists on dumping? Will IBWC run the plant into a wet winter with no intake control at JB1 and face another Trop Storm Hilary scenario? Does anyone have the authority or will to stop sewage at the Border? I could go on and on......

The World must establish a dry season in summer months to offer residents and people of the SOuthBay and Imperial Beach some respite from what has been the worst 3 year period in history. It must be established in Spring/Summer 2024. It will require earthen berms, working infrastructure and alot of polical pressure on Mexico and perhaps a permit from Army Corps of Engineers. None of which is in place. This should be the short term goal of all stakeholders while you all pursue larger soluons and money. If you connue to allow sewage to enter the Tijuana RIver Valley unabated the outcome is incredibly easy to predict. An incredibly polluted area that smells of rong sewage and closed beaches.

Basically, total failure. Stop the Poop at the Border. It is that simple. The people are expecng acon not more meengs and panels.

Plan to a healthy River or watch all your plans washed away.
