1. Why are you interested in serving as a Councilmember for District 3? {Attach additional sheets if necessary)
My desire is to assist the residents of Imperial Beach to enjoy life here in our community by serving the people and guiding the city government functions and decision making based upon common sense and fiscal responsibility. All actions should be evaluated against the objective of improving the Quality of Life for the residents. Government should work to make life easier and allow its citizens to prosper while respecting their rights and not complicating their lives with burdensome ordinances. I know my experience, education, and training can assist the people of Imperial Beach in the 3d District Council seat.
2. What are your top 3 priorities or goals for the city if appointed? (Attach additional sheets if necessary)
■ The land boundaries of IB are established so we must be cognizant of how infill development and new building will impact neighboring residents. As multiple units replace single family units across the community, the city needs to find opportunities to alleviate impending: road and parking congestion, reduced green space, and increasing noise pollution as the household density increases. With state and county policies controlling most future developments, the city must ensure that services are distributed fairly in response to the ongoing changes. The outdoor green space is a significant contributing factor to the quality of life in San Diego County. The IB Park and Recreation Department will have a growing role in supporting the morale and welfare of the residents. As the city's population ages, proven by the scheduled closure of elementary schools, the recreation services should adjust accordingly. One opportunity may be the acquisition of the closing elementary schools' playgrounds for conversion into city parks. Community services contribute to the overall peaceful enjoyment and quality of life of our residents. Every neighborhood within our city deserves the same quality and quantity of public services.

• Public safety is a major contributing factor to the quality of life in Imperial Beach.
Safety of the populace is a basic obligation of the government. The necessary Sherrif resources to ensure our residents are safe to enjoy: the parks, shopping, beachfront, be secure in their homes and workplaces and while out walking in their neighborhoods must be fully funded. Without safe streets the sense of community will be chiseled away neighborhood by neighborhood over time. The quality of life in Imperial Beach depends on the safety of all residents in our city. I will never chant or carry signs reading "Defund the Sherrif.''
• The health of Imperial Beach. The environment is the foundation of the community's well-being. Imperial Beach has suffered for decades from the crossborder pollution flowing into the Tijuana River Valley and then into our ocean, on to the beaches, blowing into our homes and contaminating the soil in the valley and estuary. The effects of the decades of hazardous flows have seriously impacted our city's health across the spectrum from personal illnesses to business opportunities, to city budgets and recreation activities. The beach closures have retarded business development and opportunities, impacting employment, job creation and of course city revenues. The increased local and national awareness of the ongoing health hazards has initiated mitigation plans but not a final solution. Mexico which is the root cause of the damage inflicted on 1B apparently will continue into the foreseeable future since Mexico is not eliminating nor reducing the flow of the cross-border pollution. Imperial Beach must continue to work with our regional centers of power and keep on revealing the burgeoning public health hazards. Our regional and national goal should be for Mexico to halt all flows of sewage and nonrain pollution streams into the U.S. Tijuana River Valley. The horrendous and dangerous state of the ocean waters and beaches will continue to damage the 18 quality of life as defined by individual health, environment, recreation, business opportunities, and satisfaction with government.

3. What experience, education, technical certifications or skills do you bring to the role? (Attach additional sheets if necessary)
I have been responsible for an army community with all the infrastructure of a city on 23,000 acres. The community consisted of police and security forces, a fire and emergency response force with our own medical treatment center with an attending medical doctor and supporting medical staff, miles of roads and rail lines, industrial and office buildings, housing, water, sewer and communication systems, while maintaining 24 hours / 7 days a week operations. We secured and managed 780,000 chemical munitions.
The work force; up to 600 individuals consisting of civilian union members, contractors and Army Soldiers. Our budget; one year was up to $100,000,000. I interfaced with all levels of local and state government agencies including the governor’s office, senators, congressmen, state EPA and two international treaty protocols. I routinely meet with Tribal, local officials and two labor unions. My duties included supporting several community and state boards. Operations on the Army community had the attention of the Department of Defense, the Army and the state and local political leaders and press.
My education and experience at the Army Headquarters in the Pentagon provided additional experience managing large programs and budgets where there are limited funds and competing demands. Defining requirements, constraints, time and availability were integral in the work with my team to manage a variety of items and equipment for Army troops and units.
My 25 years as an Army officer with the installation command and leading the development and submission of the five-year Army budget program of the Force Protection area for inclusion into the Department of Defense Budget allows me to understand leading, team building, cooperation, senior level oversight, fiscal management, prioritizing requirements with limited resources, community outreach and the value of stakeholders.
My education that directly relates to the duties of a council member are: (see resume) Master of Science National Security Strategy
Master of Science Homeland Security
Master of Arts Human Resource Management
Bachelor of Science Management
