4. CONSENT CALENDAR
Public Comments:
Truth questioned why the CDBG item was added to a special meeting agenda instead of being included in the regular meeting agenda, noting that while the item mentions a deadline at the end of the month, there still appears to be ample time to address it. She also commented on the small grant amount compared to the high total cost of the fire truck.
Councilmember Nakawatase noted for the record that she is a San Diego County employee. Pursuant to Government Code section 1091. 5, she will participate in this vote because the CDBG item does not involve her department, and the action will not directly affect her department.

Public Works Director Larios gave a PowerPoint presentation on the item. He informed the City Council that Pump Station 8 has completely failed, and it is obsolete equipment that is over 60 years old. He explained that the flow is temporarily diverted to Pump Station 9, but this is only a short- term solution. To address the issue, he recommended purchasing four new custom pumps with a total appropriation of $ 335, 000, to include engineering and contingency costs. Because manufacturing will take roughly seven months, he plans on installing an interim pump to restore limited capacity in the meantime. He responded to questions of City Councilmembers regarding contractor eligibility, project funding, pump replacement details, and timelines for the Pump Station 8 emergency project.
