E-Bikes are a healthy, affordable and environmentally friendly alternative to automobiles for local transportation. However increases in their usage and the lack of regulations create nuisances and, more importantly, public safety concerns.

Imperial Beach should follow the examples of Coronado and Chula Vista and adopt its own local regulations that:

Prohibit riding E Bikes on all sidewalks
Establish a minimum age for operating Class 1 and 2 E Bikes.

Require helmets for all riders and passengers under age 18 Impose limits on carrying passengers
Establish enforcement procedures, including warnings, fines and confiscation In addition, for infrastructure planning purposes and to inform future policy decisions on regulating E-Bikes, data should be collected and regularly reported to Council on accidents, injuries, violations by age group, severity, E-Bike Class, and location.

Sincerely,
Sandy Brillhart
Requre collection of accident, injuries and violation by age group, class of and location. .
