Hey there, it's Truth. Here are my submitted public comments for NonAgenda and Item 11B for tonight's March 18th, 2026 Council meeting.
Please distribute to Council…or they will be sad and bored.
Thanks,
-Truth
P.S. Staff, please note my Non-Agenda comments regarding attaching links to commenter's email addresses.
Non-Agenda:
Hey, it’s Truth.
I apologize that your meetings have been rather boring lately.
Unfortunately, a few different people have relayed that to me. I’m going to blame the cowards who submit their comments via email, rather than bravely delivering them in person.
That being said, anyone who refers to “Truth” without express permission of the renowned speaker should have automatic quotation marks around their name/nickname as punishment – especially if they belong to a Klan of any kind.
Second, City Staff should take note that they have been hyper-linking the email addresses of submitted public comments for quite a while now – AKA people’s private email addresses have been exposed thanks to the lack of oversight by City Staff in charge of protecting commenter’s privacy.
Please address this IMMEDIATELY‼ …Or nefarious people may start emailing fun messages to Klan Matriarchs.
I also want to address some Misinformation that Grifter Matthew spewed during the only time he’s awake or not on his phone during a meeting – The Committee updates. At the March 4th meeting, he claimed that the a.1 03/18/2026 Item No. 6

SANDAG Board Of Directors spent over an hour discussing replacing a wooden bridge – WRONG! Maybe Matthew was sleeping through that part of the SANDAG meeting.
Because in actuality, the discussion was long because Staff went behind the backs of the Board, making an Executive-level decision on a method of funding that has never been used by SANDAG before – and yet, Staff LIED, claiming that it had been used before, and that there’s nothing to see about the phasing order of project construction suddenly being changed without warning.
Anyone who doesn’t at least raise an eyebrow on the sudden introduction of AB3090 on a project that’s seen constant delays, changes, overexpenditure (nobody’s seen more of San Diego County’s Tax Dollars than Del Mar ), and corruption…then no wonder they work as a FAKE Project Manager for the National City Apartments, banking an extra $132,000 a year of Unreported Income for doing NOTHING but Slumlord-ing through life.
(That’s Matthew, in case there’s confusion. And he has NO right to inaccurately report on SANDAG. Mitch and Jack have got it handled).
On the Sewer Rate increases – Let’s be real: This is about paying for the City of San Diego’s decades-long Neglect of their infrastructure.
Their ImPure Water is also an abomination. They could be giving out FREE water with how much many millions of gallons of clean, natural water they waste every month at neglected dams such as Lake Hodges. (One example from 2026: https://www.nbcsandiego.com/news/local/sandiego-lake-hodges-dam-water-release/3982446/ One example from 2024 of 600 million gallons of perfectly clean water wasted: https://www.cbs8.com/article/news/local/city-releases-600- million-gallons-of-water-from-lake-hodges/509-3ba32e0d-d393-4df4- 911b-7ea2b477ea54)
Every City and County should be advocating to the State to provide funding for critical infrastructure repair – NOT Toilet Toxins as drinking water.
On future changes to 13th Street…
Congrats to Young Sticker Queen Mariko on having yet another successful idea!
I concur that Diego and City Thinkers did a MUCH improved job of envisioning an improved 13th Street. Much kudos to them – especially because I also had some harsh words for their previous presentation.
When I first heard of a new and improved 13th Street, I wasn’t sure why a.2 03/18/2026 Item No. 6

too much needed an overhaul. This new presentation finally made it make sense. (Does that EVER happen in government??)
I thought: What separates 13th from 14th Street? One could joke about street conditions, but for me, it’s always been the view of the Bay. It always told me I was in a good place. (I was surprised to hear the same thing from a friend, in fact).
But to have the actual street to be a distinguishing factor is smart. Who wouldn’t want to live on the beautiful side?
The only ideas I couldn’t support were bulb out curbs (which have never been proven to improve pedestrian safety; only a dangerous obstacle to drivers), the lack of parking inventory management, dangerous Traffic Circles, stupid Roundabouts (that City Thinkers said they “could TRY and make it work”), and more empty, expensive, and dangerous bike lanes.
The rest – Sticker steps to the Bay, flags on lampposts, bus shelters with 13th Street at the top (much better if it still serves as a shelter, unlike the Seacoast bus shelters), designed trash cans, Mariko’s idea of concrete markers designed similar to Japanese-style manhole covers, and Carol’s idea of the renaming to “Navy Boulevard” are all great.
The overall concept reminded me a little bit of Coronado – a place with something for tourists to visit. IB definitely needs more of that beautification touch – Not that there’s anything wrong with how it is now.
Remembering IB back in the ‘90s, I was amazed when I first visited again after many years of being away. Why not increase community distinction and continue that positive trajectory?
Item 11B:
As long as there’s been discussions in the past about creating some new public art to attract visitors and locals alike, there’s been ZERO progress on making that idea happen.
It’s only NOW when Mariko has introduced an item about it. So I’m going to recommend that for any other innovative ideas, that every Council Member starts introducing items regarding it so Staff is provided direction and timelines to actually make it happen.
Carol already had a great idea that nobody did anything with – no funding allocated during the budget, no grants applied for, no designs created, nothing. Her idea consisted of a monument at the most Southwesterly point in the most Southwesterly City, displaying something like arrows or signs as a location reference point. I supported that idea then, and I continue to support it. I would also support artistic variances to that idea.
Imperial Beach is lucky to have Carol’s artistic vision and historical knowledge. Please take advantage of having 4 true Locals on this Council.
As far as locations to consider: The south end of Seacoast, the entrance to a.3 03/18/2026 Item No. 6

the Bay, the Silver Strand into IB, maybe somewhere at Iris and 13th, Seacoast and IB Blvd, Seacoast and Palm, and Seacoast and Carnation. I feel like most of those are some kind of distinguishing point or intersection or entrance-way.
Obviously, IB blue should be the #1 consideration of color, but anything super colorful and shiny is appealing to me.
Any design that is interactive is a plus.
I would encourage any design that generates art tourism, while simultaneously imparting history to its visitors.
I would also encourage consideration of a monument that will honor the City’s 70th Birthday.
Call me crazy, but I’d also support any type of design that could incorporate Bulldozers or Golf Carts. Those who know, know – But for those that don’t, we could educate them.
Thanks for reading.

I absolutely love all of the creative artwork throughout the City.
While the vast majority of it is focused on our beach, there are other beautiful parks that have great potential for additional enhancement.
I would like to see this project focused on Veterans Park. How about we combine beautification with a practical use? For those of you not aware, the sidewalk lighting in Veteran's Park is failing. Several lights are inoperable and several more are corroded. Let's design/install new lighting that also doubles as iconic art or landmark. We also need a new pavilion at Veterans park. We could design the centerpiece/pavilion to be the focal point of the sidewalk lighting art. With the limited financial resources we have, it's time to get creative and combine funding with practical purposes as well.
Also, side note, several people have slipped and fallen on the wet 'mosaic artwork' implemented within the crosswalks on 9th & the sidewalk on 10th! This is a huge liability and should have been better though out. Please don't make the same mistake in other areas of our City. This will open the City up for major lawsuits!
