Sewer Service Charges by Customer Class
Proposed Increases
Based upon the 2026 Study, rate increases are noted for each of the City’s three distinct sewer customer groups: single-family residential, multi-family and commercial/industrial. For each of these customer groups, the City has a specific sewer charge formula.

Single-Family Residential Sewer Charge Formula
Annual Water Consumption x Return to Sewer 90% = Billing Units (Billing Units x Residential Sewer Rate) + (Base Fee) = Total Sewer Monthly Bill Multi-Family Sewer Charge Formula
Annual Water Consumption x Return to Sewer 95% = Billing Units (Billing Units x Residential Sewer Rate) + (Base Fee per Water Meter Size) = Total Sewer Monthly Bill Commercial/Non-Residential Sewer Charge Formula
Annual Water consumption x Return to Sewer % = Billing Units (Billing Units x Strength Rate) + (Base Fee per Water Meter Size) = Total Sewer Monthly Bill Return to sewer percentages for Commercial properties vary based on the customer class HCF = Hundred Cubic Fee: 1 HCF = Approximately 748 gallons. Rates may increase in future year by any amount of pass-through charges as explained below. Single Family Residential (SFR) customers water use no longer has a cap on the flow amounts.
Summary of Multi-Family and Commercial/Non-Residential Base Charges by Meter Size.
The below table summarizes the annual base charge per water meter size for multi-family and commercial users for the five year period beginning July 2026 for FYE 2027 through FYE 2031. The new rate will take effect July 1 of each year.
