ITEM TITLE: RESOLUTION NO. 2026-045 CONSIDERING APPROVING OF FORMAL AMENDMENT NO. 19 (25-19) TO THE 2025 TRANSNET LOCAL STREET IMPROVEMENT PROGRAM OF PROJECTS FOR FISCAL YEARS 2025 THROUGH 2029. (0680-95) ORIGINATING DEPARTMENT:
Public Works
EXECUTIVE SUMMARY:
This is the Public Hearing for the City Council to consider approval of Amendment No. 19 (25- 19), to the 2025 Regional Transportation Improvement Program (RTIP) updating TransNet programmed funds to match funding changes to projects in the City’s Capital Improvement Program that use TransNet funds. The 2025 TransNet Program of Projects is periodically adjusted to reflect the latest SANDAG estimates of the City’s annual income from TransNet sales tax revenues and to account for any changes in programmed project funding. The TransNet Extension Ordinance (Proposition A) requires TransNet recipients to hold a Public Hearing and submit a formal amendment any time TransNet funds are impacted.

BACKGROUND/ANALYSIS:
The TransNet Extension Ordinance became effective in Fiscal Year 2009. ORIGINATING DEPARTMENT:
Public Works
EXECUTIVE SUMMARY:
This is a public hearing for Resolution No. 2026-044, which would adopt the program of projects to be submitted to SANDAG for TransNet roadway improvement funding during the next five years. The program of projects (Attachment 2) includes funding for both annual street maintenance operations and for major roadway improvement capital projects. The City utilizes its Capital Improvement Program and a pavement management software program to determine optimal roadway repair schedules based on existing street conditions and funding availability.
RECOMMENDATION:
1. Receive this report
2. Open the Public Hearing
3. Receive public comment
4. Close the Public Hearing
5. Approve Resolution No. 2026-044 adopting the 2027 TransNet Local Street Improvement Program of Projects for Fiscal Years 2027 through 2031
OPTIONS:
Approve Resolution No. 2026-044 adopting the 2027 TransNet Local Street Improvement Program of Projects; or
Approve Resolution No. 2026-044 and adopt the 2027 TransNet Local Street Improvement Program of Projects as modified by City Council; or Request additional information and an additional report.
BACKGROUND/ANALYSIS:
On June 18, 2024, the City Council approved Resolution No. 2024-051, which adopted the Regional Transportation Improvement Program (RTIP) Five-Year TransNet Local Streets and Road Program of Projects for Fiscal Years 2025-2029. The Program requires TransNet recipients to submit formal revisions or updates to the Five-Year plan every two years. The City's 2027-2031 RTIP Local Streets and Road projects approval resolution is due to SANDAG no later than July 1, 2026.
The TransNet Extension Ordinance became effective in Fiscal Year 2009. The TransNet Extension Ordinance limited the maintenance expenditures to a maximum of 30% of the total
P a g e | 2
Local Streets and Roadway Program allocation. The remaining 70% of the allocated funds are to be expended on major roadway capital improvement projects.
Attachment 2 provides the estimated RTIP program allocation for the City of Imperial Beach for the five-year period (FYs 2027-2031). The "IB02 Street Maintenance Operations" project listed in Attachment 2 would be used to fund a portion of the annual Public Works Street Division Operating and Maintenance budget. This is the maintenance expenditures budget that is capped at 30% of the City's total TransNet allocation. The remaining 70% of the TransNet allocation is programmed towards "IB12 Major Street Improvements" for Capital Improvement/Congestion Relief projects, the "IB24 Palm Avenue Complete Multimodal Corridor" project, and the “IB 26 Palm Avenue Streetscape and Gateway Project.”
ENVIRONMENTAL DETERMINATION:
Approval of this budget plan is not a project as defined by CEQA. However, once a project has been designed using these funds, an environmental determination may be required.
FISCAL IMPACT:
The total City of Imperial Beach TransNet allocation available for the next five years is estimated by SANDAG at $4,920,000.

EXECUTIVE SUMMARY:
As part of the Special Event Policies and Procedures, the City Council may approve special events under the condition that a complete application is submitted by the applicant and reviewed and deemed complete by the City of Imperial Beach staff. All permissions and other agency permits must also be obtained before a Special Event Permit is issued. Staff is bringing forward an application from One World Bridge to hold its annual Pow Wow by the Sea event at Pier Plaza on Saturday, June 20, and Sunday, December 21 for City Council consideration.
RECOMMENDATION:
Staff recommends the City Council consider approving a Special Event Permit and amplified sound permit requested by One World Bridge to activate Pier Plaza as an event venue for the 2026 Father’s Day Pow Wow by the Sea event on Saturday, June 20, 2026 and Sunday, June 21, 2026.
OPTIONS:
Approval of staff recommendation for the special event permit and amplified sound pemit Modification to the proposed event and fee waiver amount Request additional information and an additional report BACKGROUND/ANALYSIS:
Imperial Beach is Classic Southern California, and a natural tourist destination for visitors coming to enjoy our parks and beach. The City of Imperial Beach strives to attract events to our community for both residents and visitors to enjoy year-round. The City strives to host events that align with our mission to enhance and maintain Imperial Beach as a beach-oriented community with a safe, small town, family atmosphere, rich in natural and cultural resources.
The 2026 Father’s Day Pow Wow by the Sea is proposing to hold an event at Pier Plaza from June 20 to June 21, 11:00 a.m. to 6:30 p.m., with setup starting at 7:00 a.m. on June 20. The organizer plans for about 38 vendors, amplified sound, and requests staff help with electrical connections. No alcohol or road closures are proposed.
The applicant has requested City staff support and a waiver of eligible fees for their event. As a local non-profit, the event qualifies under the Special Event Fee Waiver and Sponsorship Policy.
City Council may waive event fees for the dates of June 20-21, 2026. Application, direct costs, and staff time are not eligible for waivers. The event would be free to attend.
P a g e | 2
Should City Council approve the event permit and fee waiver, event conditions would include a standard non-disparagement clause and waiver and release agreement. Additionally, a postevent presentation must be provided to the City Council within 60 days, detailing attendees, community benefits, positive economic impact, and a financial overview.
ENVIRONMENTAL DETERMINATION:
Not a project as defined by CEQA.
FISCAL IMPACT:
Special event fees, including staff support charges, are required to facilitate patron safety and assist with park closure, parking lot closure, and utility setup. These fees must be paid by the event producer in advance of the event and before issuance of the special event permit. Any additional costs, such as unbilled staff expenses incurred during the event, would be invoiced post-event as cost recovery based on actual supplementary staff hours.
The applicant for the event has requested a special event fee waiver totaling approximately $2,028.00. According to the Policy, the application fee, direct costs, and staff time do not qualify for a waiver or reduction.
The fiscal impact associated with this action includes staff support to ensure the safety of patrons and to assist with the park closure and utility setup support. Full cost recovery for staff time would be billed to the applicant according to the current fee schedule.

ITEM TITLE: RESOLUTION NO. 2026-046 ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-2027 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017. (0390-86)
ORIGINATING DEPARTMENT:
Public Works
EXECUTIVE SUMMARY:
The Road Repair and Accountability Act of 2017 (SB 1) attempts to address transportation funding shortfalls statewide by increasing per gallon fuel excise taxes, diesel fuel sales taxes, vehicle registration taxes, and providing for inflationary adjustments to rates in future years. The Act allocates funds from new taxes through a new Road Maintenance and Rehabilitation Account (RMRA). To be eligible for RMRA funding, the City must adopt a resolution approving the list of projects to receive RMRA funding in FY 2026-2027.
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 2026-046 approving the FY 2026-2027 Project List for Senate Bill 1 (Road Repair and Accountability Act of 2017) Road Maintenance and Rehabilitation Account funding.
OPTIONS:
Adopt Resolution No. 2026-046 approving the Project List for FY 2026-2027; or Amend Resolution No. 2026-046; or
Provide direction to staff.
BACKGROUND/ANALYSIS:
The state of California imposes per-gallon excise taxes on gasoline and diesel fuel, sales taxes on gasoline and diesel fuel and registration taxes on motor vehicles with allocations dedicated to transportation purposes. These allocations flow through the Highway Users Tax Account (HUTA), the familiar gasoline tax revenues that have been in place for decades, and the Road Maintenance and Rehabilitation Account which allocates much of the revenue from SB 1. SB 1 emphasizes the importance of accountability and transparency in the delivery of California’s transportation programs. To be eligible for funding, the City must adopt a resolution approving the list of projects to receive RMRA funding in FY 2026-2027. Staff recommends that the funding be applied towards the City of Imperial Beach SB 1 Project List for FY 2026-2027 shown on Attachment 2 which would be included in the Proposed Budget for FY 2026-2027. In accordance with the City’s Capital Improvement Program, this Project List would implement road maintenance and rehabilitation improvements on some street segments city-wide.
P a g e | 2
To meet the SB 1 funding requirements for FY 2026-2027, City staff would submit to the California Transportation Commission the proposed List of Projects and adopted Resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF IMPERIAL BEACH, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-2027 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statues of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City must adopt by resolution a list of all projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $745,700 in RMRA funding in Fiscal Year 2026-2027 from SB 1; and
WHEREAS, this is the tenth year in which the City receives SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the City has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list; and WHEREAS, the City used its Capital Improvement Program to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community’s priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate City streets in FY 2026-2027 and in future years; and
WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that the City streets and roads are in a “good” condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into an “excellent” condition; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Imperial Beach as follows:
1. The foregoing recitals are true and correct.
2. The following list of proposed projects (Exhibit A) will be funded in part or solely with FY 2026-2027 Road Maintenance and Rehabilitation Account revenues.

ITEM TITLE: CONSIDERATION OF RESOLUTION NO. 2026-050 AMENDING THE CITY’S SALARY SCHEDULE TO INCLUDE ADJUSTMENTS TO UNREPRESENTED EMPLOYEES. (0520-75)
ORIGINATING DEPARTMENT:
City Manager
EXECUTIVE SUMMARY:
The City of Imperial Beach is proposing amendments to its Fiscal Year 2025-2027 Salary Schedule to address pay disparities and ensure competitive compensation across all employee groups. Recent market-based adjustments have been implemented for represented employee groups, including the Imperial Beach Firefighters’ Association and the Service Employees International Union; however, Confidential, Mid-Management, and Management personnel have not yet received comparable market adjustments.
Based on the recently completed San Diego County salary survey, the Confidential Group is currently compensated below market by approximately -2.50 to -13.93%, the Mid-Management Group by -3.49 to -25.09%, and the Management Group by -6.32 to -24.44%. The proposed amendments are intended to enhance employee recruitment and retention efforts and restore appropriate salary differentials among classifications.
The proposed changes apply only to the established salary ranges and do not result in an automatic adjustment to individual employees’ current salaries. Staff members would continue to be eligible for a 5% merit increase on their anniversary date, contingent upon a successful performance evaluation, consistent with existing practice.
Pending City Council approval, the amended salary schedule would become effective May 20, 2026. Confidential employee classifications would be adjusted to the newly identified salary ranges within the salary schedule that align with the market median. Mid-Management and Management employees would receive a one-time 2% market adjustment to their current salaries within the proposed salary bands, effective the pay period beginning May 29, 2026, with no retroactive compensation provided.
RECOMMENDATION:
Staff recommends that the City Council consider approving and adopting Resolution No. 2026- 050 amending the City’s Fiscal Year 2025-2027 Salary Schedule.
OPTIONS:
Adopt Resolution No. 2026-050 as proposed; or
Provide direction to the City Manager to take specific action and return to a future meeting.
P a g e | 2
BACKGROUND/ANALYSIS:
The City of Imperial Beach is committed to conducting compensation studies for all employee groups and to maintaining competitive salaries that align more closely with the market median over time. As part of this ongoing effort, the City implemented salary survey recommendations for represented employees in FY2024 for the Imperial Beach Firefighters’ Association and in FY2026 for members of the Service Employees International Union.
Below is an overview of the median market adjustments and other cost-of-living increases that were provided to both the Imperial Beach Firefighters’ Association (IBFA) and the Service Employees International Union (SEIU):
IBFA Adjustments – Represented Group
Effective July 2023, IBFA received an immediate compensation adjustment based on the San Diego County regional median market rates. Compensation for firefighters was adjusted by up to 12%, as salaries were identified as below the market median. These adjustments are in addition to further negotiated increases outlined in the bargaining agreements, including a 2.5% cost of living adjustment (COLA) effective July 1, 2024, a 2% COLA effective July 1, 2025, and a 2.5% COLA effective July 1, 2026. Effective July 2025, employees also received an additional 5% step added to their salary ranges to support long-term salary growth and maintain competitive compensation progression. Collectively, IBFA employees received combined negotiated increases totaling 12%, in addition to market median adjustments of up to 12%, resulting in total compensation increases of up to 24% for certain classifications. The City Council approved these compensation adjustments on August 16, 2023, through Resolution No. 2023-64, and subsequently on August 20, 2025, through Resolution No. 2025-042.
SEIU Adjustments– Represented Group
Effective July 2023, SEIU employees received an additional 5% step added to their salary ranges to provide continued salary progression opportunities and improve long-term market competitiveness. Effective July 2025, SEIU received an immediate compensation adjustment based on the San Diego County regional median market rates. Because their compensation was identified as below the market median, SEIU employees saw immediate salary increases ranging from 1% to 26%. These adjustments are in addition to other negotiated contractual increases, including a 2% COLA effective July 1, 2025, and an additional 2% COLA effective July 1, 2026.
Collectively, SEIU employees received combined negotiated increases totaling 17%, in addition to market median adjustments of up to 26%, resulting in total compensation increases of up to 43% for certain classifications. The City Council approved these adjustments on September 3, 2025, through Resolution No. 2025-046.
Below is an overview of adjustments provided to non-represented employees:
City Manager Adjustments – Employment Agreement Appointed by the City Council In March 2026, City Manager Foltz's employment agreement was approved under Resolution No. 2026-024, increasing his base salary to $229,500 effective February 20, 2026, with additional increases of 5% effective July 10, 2026, and 6% effective January 8, 2027. Prior to these adjustments, he had only received a 2% salary increase over the last three years, leaving his salary -37.77% below the San Diego County median. Despite the approved increases, the City Manager’s salary remains within the bottom third of city manager compensation levels throughout San Diego County.
Mid-Management & Management Adjustments – Non-Represented Group The City has conducted a comprehensive compensation study for non-represented City employees whose salaries have not been adjusted to align with market median rates. MidPage 181 of 198 P a g e | 3
Management and Management personnel received no salary adjustments in 2023 or 2024. In 2025 and 2026, employees received 2% COLA increases each year, totaling a combined 4% increase over the four-year period, with no market median adjustments, despite continued increases in market compensation during this time.
The City Manager’s salary serves as the established compensation ceiling for the organization, ensuring appropriate placement for other employees and preventing compaction between supervisors and their direct reports. This strategic proposal aims to retain highly valued, experienced staff and support recruitment efforts. It is designed to foster employee longevity, retain institutional knowledge, and reduce training expenses associated with onboarding less experienced staff. Additionally, it provides incentives for employees pursuing advancement into positions with greater responsibility and leadership.
According to the comprehensive compensation study, Mid-Management and Management classifications fall below the following market medians:
Mid-Management classifications are below the market median by -3.49% to -25.09%. Management classifications are below the market median by -6.32% to -24.44%.
Confidential Group Adjustments – Non-Represented Group
The Confidential Group received a 2% COLA effective July 1, 2023, followed by an additional 2% COLA effective July 1, 2024. Effective July 1, 2025, employees received both a 2% COLA and an additional step in their range of 5%, with another 2% COLA adjustment effective July 1, 2026.
Collectively, Confidential employees received a combined 13% increase over the most recent four-year period. Despite these increases, the comprehensive compensation study found that classifications within the Confidential Group remain between -2.50% and -13.93% below the market median.
Proposed Salary Adjustments
Based on the findings of the compensation study, the City Manager recommends adjustments to the compensation bands for the Confidential, Mid-Management, and Management employee groups. In addition, it is proposed that employees in Mid-Management and Management positions, as of May 29, 2026, receive a one-time 2% market adjustment to their current salaries.
The one-time 2% market adjustment is intended to provide a partial immediate salary correction for eligible employees while the revised salary bands establish updated compensation ranges moving forward. Employees who were newly hired, recently promoted, or whose positions became vacant on or after February 18, 2026, would not be eligible for the one-time market adjustment.
For the Mid-Management and Management Groups, the City is recommending adjusting the salary "band" for these positions, including both the minimum and maximum of the salary band.
These changes are intended to better align compensation with current market conditions; however, they would not automatically increase an employee’s existing salary. Staff members would continue to remain eligible for a 5% merit increase on their anniversary date, provided they have a successful performance evaluation, consistent with current practice.
Employees within the Confidential Group would be placed on the pay step closest to their current salary to ensure no reduction in compensation. The proposed salary ranges have been designed to reflect journey-level responsibilities and mitigate pay compaction within the City. Individuals whose positions already meet or exceed the market median would not be eligible for further increases.
The City is currently experiencing recruitment and retention challenges associated with compensation disparities that have developed over time. While represented and nonPage 182 of 198 P a g e | 4
management staff have received market-based increases and additional steps, management classifications did not receive comparable adjustments during the same period. As a result, salary differentials between supervisory positions and direct reports have narrowed.
As salary compaction increases, the relatively modest compensation differentials associated with management positions may not sufficiently offset the loss of overtime eligibility, reducing the attractiveness of promotional opportunities and impacting succession planning efforts.
Consequently, some employees are reluctant to seek advancement opportunities, and the City risks losing experienced staff to neighboring agencies offering more competitive salaries.
Additionally, several non-represented employees have either left for other organizations or accepted lower-level classifications that provided higher or equivalent compensation, further highlighting the recruitment and retention challenges.
Adjusting compensation for management positions is important to restore appropriate salary differentials, promote internal equity, and ensure the City remains competitive in the regional labor market. These market adjustments are intended to stabilize the workforce, encourage career progression, and support the City’s long-term operational success and organizational stability.
The amended Fiscal Year 2025-2027 Salary Schedule proposes the following changes:
1. Market median adjustments to the salary ranges for the Confidential Group ranging from
2.50% to 13.93%.
2. Market median adjustments to the salary bands for the Mid-Management Group ranging from 3.49% to 25.09%.
3. Market median adjustments to the salary bands for the Management Group ranging from
6.32% to 24.44%.
Resolution No. 2026-050 authorizes adjustments to Confidential employee classifications to the newly identified salary ranges within the salary schedule, as well as a one-time 2% market adjustment to current salaries within the proposed salary bands for both Mid-Management and Management employees. Pending approval by City Council, these adjustments would be implemented effective the pay period beginning May 29, 2026, with no retroactive compensation provided. The amended salary schedule would take effect on May 20, 2026.
Public agencies are mandated by legislation, such as the California Public Employees’ Retirement System (CalPERS) regulations, to formally adopt and publicly disclose salary schedules for purposes of pension calculations and transparency. Routine updates to the salary schedule ensure that the City’s adopted budget remains consistent with official pay rates.
ENVIRONMENTAL DETERMINATION:
Not a project as defined by CEQA.
FISCAL IMPACT:
The total fiscal impact of the adjustment is estimated at $255,000. The approved Fiscal Year 2026-2027 budget includes sufficient funding to support these proposed changes. Staff would monitor funding throughout the year to ensure adequate resources are maintained for the increased costs. Management would continue to review expenditures and, if necessary, recommend budget amendments during the year-end review process.
