Non-Agenda:

Hey, it’s Truth.

Did anyone notice in my submitted non-agenda comments for the last May 20th meeting that Matthew’s head happened to get chopped off 뇤뇪뇫뇥뇯뇰뻳뻯뻴뻵뻱뻲 a.1 06/03/2026 Public Comments

Seems like a sign...

On Bike Lanes...

Is the Rainbow-Shiny road next to the bike lanes on 13th Street purposeful or not? Seriously, is the asphalt supposed to reflect rainbow colors like that⁉ Jack – People like smooth roads because it makes for a safer drive. People hate Slime Green bike lanes because they cause congestion and make for a less safe drive and bike ride. Example: That hideous disaster on 9th Street. I was/am so appalled at that ugly and negligently dangerous design that impedes drivers from making safe turns. The bollards quickly became damaged because drivers struggle to turn.

The bollards also block the view of pedestrians.

I have stood in the bike lane behind the bollards in shock at how any normal human being could ever approve such a poor design. I, of course, didn’t have to worry about a bicyclist hitting me because there NEVER are any.

I can understand a Union Puppet Scumbag who only cares about Profiting off of a City being proud of that bad design. But a true Council Member representative should be ashamed.

Bike lanes with smooth roads is like offering a glass of organic juice with a dash of freshly-brewed poison.

IB's going to end up just like Encinitas – Eventually having to spend millions of Tax Dollars backtracking bad, unsafe, theoretical, dis-proven, pie-in-the-sky, political agendas.

At the last May 20th meeting, Matthew finally named-dropped names that actually matter instead of his Union Puppets. Yep, people that actually WORK for a living – City Public Works Staff.

However, it was rumored that there was NO Matthew present at IB's Memorial Day observance in Veteran's Park. Why not  Pretending to “work” on the National City Apartment SLUMS yet  
I do hope Matthew did not BYOB蓋蓌蓍蓎蓏蓒蓓蓔蓐蓕蓖蓗蓘 for the blended smoothies at the SANDAG Bike Anywhere Day event. 뇤뇺뇻뇽뻳뻯뻴뻵뻱뻲

Anyone pick up on the smell that Mexico’s FAILING AS ALWAYS...and AS EXPECTED Pipes bursting, pipes shutdown, pipes spewing sewage AKA nothing's changed. No consequences, no County, no Zeldin, nor Trump in sight. But PLENTY of Commerce and Sewage free-flowing as Rewards for Mexico’s Bad Behavior. It’s all very OLD.

Yes, these stickers are an amazing IB phenomenon...

It brings back that "RECALL PALOMA, STOP THE AROMA" nostalgia.

And totally different topic...

Mariko – You did really thorough research and provided great information for the Proclamation recognizing Asian American, Native Hawaiian, Pacific Islander Heritage Month. As a history nerd, I appreciated it. As far as I'm concerned, that level of care is the ONLY way to present a proc. 蹖蹗

I wasn't going to comment on this item until I just read negative, derogatory, homophobic comments about it from IB residents, which reminded me why it is important and necessary to publicly proclaim that all residents deserve to live safely and with dignity and to acknowledge the ongoing civil rights struggles and prejudices faced by members of our community.

Thank you for recognizing Pride Month and supporting a safe, inclusive, and respectful community for all residents, families and businesses;
Sincerely,
Sandy Brillhart

This event, while for a worthy cause, is a nuisance. It is noisy, creates litter and parking problems in nearby neighborhoods and, worst of all, restricts public access to the beach on a peak summer weekend. The public should not have to bear the costs for a private event for alcohol consumption, regardless of how worthy the cause may be. Fundraising can occur anywhere, there is no reason why it should have to restrict the public's access to the beach and disrupt nearby residential neighborhoods. I recall that they were asked years ago to identify other locations for this event; have they ever even considered having it elsewhere or at another time? Our City prides itself on being "a beach-oriented community with a safe, small town, family atmosphere" This annual beer fest is inconsistent with those values.

Sincerely,
Sandy Brillhart

These are exactly the types of family-friendly beach activities that the City should support. They create a positive community atmosphere, have minimal impact on surrounding neighborhoods, and are fun for both participants and spectators.

A change in financial policy should be based on clear financial reasons. However, the meeting materials do not provide any evidence that the current restriction on investing in companies that derive most of their revenue from fossil fuel production. has negatively affected the City's investment portfolio. Has the restriction reduced investment returns, increased risk, or limited the City's ability to meet its investment objectives? If so, that information should be presented before any policy change is considered.

The statement that removing the restriction "could permit access to a broader range of eligible investments.." does not appear to justify a change in our investment policy that goes against the City's values and goals of reducing greenhouse emissions.

If the City is truly committed to addressing
climate change and reducing emissions, it should not invest public funds in companies whose primary business is the production of fossil fuels.

Sincerely,
Sandy Brillhart

I am not opposed to installing ALPRs and safety cameras, but believe that answers to the following questions/concerns should be obtained before Council approval is granted.

1. Where will the safety cameras and ALPRs be installed?

2. What are the specific conditions at each of the selected locations that this equipment is expected to help address?

3. What metrics will be used to determine the success of the two month safety camera pilot program?

4. Are two months enough time to assess the effectiveness of the pilot program ?

5. The Resolution does not include a "Whereas" about the policies and procedures pertaining to the access, storage, retention and sharing of public safety camera data. Are they the same as for the ALPR data?
Thank you for your consideration.

Sincerely,
Sandy Brillhart

I have been concerned for some time about the lack of public participation at City Council meetings, and I welcome measures that make it easier for people to engage in the civic process.

As the City updates its public participation policy, I believe this is an appropriate opportunity for the Council to establish clear standards ensuring that both oral and written public comments address matters that are, in Brown Act terms, “within the subject matter jurisdiction of the legislative body.”
In practical terms, this means comments should relate to City services, programs, policies, municipal affairs, or the actions of City officials in their official capacities.

Matters within the City’s jurisdiction include issues on which the City Council “may act, make recommendations, allocate funding, adopt policies, or advocate through legislative positions.”
I recommend that this standard be explicitly incorporated into the proposed Public Participation Guide and applied consistently to all public comments. Doing so would help maintain the relevance and effectiveness of public participation while preserving the public’s rights to be heard on matters properly before the Council.

Thank you for your consideration.

Sincerely,
Sandy Brillhart

Discussion:

Item 11A: (Hess)
Just a shout out to Mike Hess for putting on this event every year – specifically in the City of Imperial Beach.

I know people that have traveled to IB just for this event.

Veteran Hess is obviously doing everything right, and anyone that ever opposed his hard work was a straight FOOL.

Recently, I overheard a somewhat secret conversation that was about Hess Brewery in particular. I won’t spill the beans on somebody’s amazing idea...I’ll just say I REALLY hope it happens because it would be a major, needed addition within San Diego. 뜱뜲뜳뜴뜵뜶띃뜷뜸뜹뜺뜻뜼뜽뜾뜿띀띁띂띄 🇺🇸 JUST SAY YES, MIKE. 蹖蹗
Item 11D: (ALPRs)
Thanks for the longer, informative write-up for this item.

You can add the Cities of El Cajon and Santee to the list of Cities who also love ALPRs.

Interesting to learn that ALPR technology has existed since the 1970s. Is that supposed to make me automatically trust it? 덵덳덴덶 That’s like asking me to trust Eugenicist Bill Gates because his stolen-tech, dumb computers have been around since the ‘70s. 뇤뇪뇫뇥뇯뇰 I’d like to know why we’re just now hearing about ALPRs then? Who invented them? And WHY? Let’s dig deeper into that. Here’s my wild guess: Military purposes.

One FALSE statement: “Flock ALPR cameras capture only vehicle-related data and do not collect personal information...” – That’s not true because Flock’s website admits to taking photos of bumper stickers, which almost always reveals one’s personal beliefs. “Pallet” gun is definitely misspelled on page 2. It’s supposed to read “Pellet” gun, no? b.2 06/03/2026 Item Nos. 11.a, 11.d & 11.e
Last Mintue Agenda Information
Lieutenant Galve has been the most open and upfront with ALPR answers. I believe it was he who finally addressed Flock’s data collection on what “Associated Vehicles” means.

I'm glad when Sheriff's can occasionally be transparent because we have the same end goal of Public Safety. There's no need to treat the public as if they're completely ignorant. For example, there are secret cameras in certain areas of the County – from hidden spy cameras on Backcountry roads hidden in weird metal box contraptions, to new street lights that are too fat to be normal street lights.

Why do they hide information on that? Innocent people and good intentions should have nothing to hide...right? 덮덬덭
And why do the Sheriffs only discuss alleged "benefits", while never addressing the negatives?
What about the UnConstitutional monitoring and collection of data on innocent people, particularly in reference to the 4th and 14th Amendment guarantees in the Constitution for the United States of America? As this item admits: “...All vehicles are scanned in the same manner...”
There is no regard for the American principle of Innocent until Proven Guilty.

What about giving a single company our data who does business with Foreign countries? That’s Flock, a company that started with funding from Marc Andreessen, a friend of Facebook’s Communist head Mark Zuckerberg – having access to our entire country's movements?
What about Flock having data breaches?
What about SANDAG overseeing the whole Grant program evaluation? – SANDAG being the agency that can’t even keep track of Tolls on the 125 or 15! What about the cost to tax-paying residents for each of these recording devices ($3,000 per unit + $150 fee + electricity + Vandalism costs)?
There’s now well-over 1,000 Flock ALPR Spy Cameras all over the County – So Far, and that doesn’t include their worldwide supply and data base Monopoly. I thought our country was against Monopolies. Apparently, there are constant exceptions.

These should all be easy points for Law Enforcement to directly address. Unless again...there’s something to hide, of course...

But thanks for the item summary providing clarity; describing WHO is responsible (the Sheriff’s) for public records in regards to ALPRs.

I’d rather the City be in charge of those records because anything even remotely County-related/funded has looooooooong proven itself corrupted and incapable of Transparency. ...Speaking as someone who’s had records requests illegally denied, as well as investigations wrongfully denied.
b.3 06/03/2026 Item Nos. 11.a, 11.d & 11.e
Last Mintue Agenda Information
Another question: If I do a PRA on ALPR data, will they Redact people’s license plates and travel times? Or will I be able to track anyone’s car that I want to? That brings my privacy points all back around.

Item 11E: (SB707)
Who’s sweating the implementation of SB707? 긒긓
Every lazy “good guy” and every corrupt bad guy, right? Good. 뇤눜눝눞눟
