Hey Staff. Here are my comments below on Non-Agenda, Item 8B, Item 8F, Item 10B, Item 11A and Item 11B for tonight’s Council meeting.
Thanks,
-Truth
P.S. Make sure to include EVERYTHING below.
Non-Agenda:
Hey there Council, it’s Truth. 蹉蹊蹋蹌蹍蹎蹏蹐蹑
Well...IB continues to be used as a Political Football. 덵덳덴덶 Yep, that’s my opening statement.
From a “former” British Government Socialist, to Ol’ Manny and her never-ending, always extending Sewage Pipes paid for by the American Taxpayers to benefit Mexico by sending their Sewage directly into Imperial Beach’s waterfront, to now Newscum playing more money games. #FGN
Even worse that these characters kick when IB’s down and should be up.
So, I think Mayor Mitch should make an Official statement on the inconsistencies that Newscum has spewed out of his garbage mouth. How can Newscum declare that there is NO State Of Emergency, and that California has NO jurisdiction over its OWN land and NO responsibility to address major pollution impacting its OWN land and citizens, but then go and dole out $46 million in DEBT to mystery organizations Of course...that’s a rhetorical question.
We know that money will be going to the useless, Political Allies who will just keep offering up more FAKE solutions and broken promises like those faulty trash booms or Manny’s pipe projects that actually help the Polluter, Mexico.
Short story: MORE GRIFT, AS ALWAYS

MIA Matthew was MISSING from the last Council meeting...well, that seems to be his M.O. because MIA Matthew has also FAILED to show up for COUNTLESS SANDAG meetings, too!
So, it’s time to see to it that he is REMOVED as the MTS Rep at SANDAG.
REMOVE & REHAB
In related MIA activities...
City Staff "accidentally" censored my art, as part of my Non-Agenda comment for the last June 3rd meeting. 덵덳덴덶

3 Here is the evidence that there was a cutoff of the last message of the art:
It doesn't matter if you like my comments Clerk's Office, you still have to publish them, according to State Law and Federal Law.
Expect legal language in return if you fail to FULLY include my artwork as submitted into my public comments.
Here's the City's Take 2 opportunity to Follow The Law:

4 By the way, I understand mistakes happen. I also understand that mistakes regarding Free Speech and Public Comments SHOULDN'T happen.
And I also understand that the City has a Clerk that has UnEthically given a heads up on Public Records Requests to the SAME Corrupt Council Member featured in my CityCensored artwork.
I’m NOT a believer in coincidences.

5 Council and City Manager – Get Staff's act together so I don't have to file complaints and/or lawsuits.
Another related legal gripe...
The City continues to NOT publish Public Records Requests like they're supposed to.
I have no idea why IB Council and Staff thinks this is okay, but it’s NOT. We The People have a Right to that information.
PUBLISH ALL CLOSED PRAS
Regarding the last June 3rd meeting...
I'd like to know how this WASN’T a SCAM.
The City TOOK a person’s property, only to do NOTHING with it for 10 YEARS This Council needs to prioritize doing SOMETHING because even if you don’t want to give it back to the woman that allegedly didn’t take care of flooding and other issues...sell the land to somebody that WILL take care of it. a.5 06/17/2026 Item No. 6, 8.b, 8.f, 10.b, 11.a, 11.b

6 In further BAD City decisions...
The City also chose Chula Vista resident and NGO Profiteer Nadia Kean-Ayub to accept the PRIDE proclamation. That was a POOR choice, as Nadia is NOT a nice, open, and professional person to be delivering an "inclusive" proc. 덵덳덴덶 Just because Nadia is Monopolizing several different Commissions (Chula Vista Human Relations Commission and County Citizens Law Enforcement Review Board), does NOT mean that her character is deserving of recognition. It’s kind of like being a Politician. a.6 06/17/2026 Item No. 6, 8.b, 8.f, 10.b, 11.a, 11.b

7 Anyone that says they’re going to “...identify as a f*cking problem”, using a bloody knife image, and who verbally attacks anyone who would dare question her Political placement on these Commissions and Committees, while also having CHILDREN as their Targeted population is questionably mentally stable.
(See some evidence about Nadia Kean-Ayub going off on public speaker Mary Davis after a meeting in Chula Vista last year:

And for the record, the NGO Profiteer group Nadia represents “Rainbow Spaces”, who’ve received countless hundreds of thousands of Tax Dollars, admits on their website that:
“It all started with a Drag Queen...and a book.”
(See the Rainbow Spaces website: https://www.rainbowspaces.org/about) I’m putting that in the Public Record because:
1) Back in 2023, when I pointed that fact out, their Political Ally San Diego Council Member Crybaby Sean Elo-Rivera threw a hissy fit, claimed I was “Anti-Trans”, and insisted he was going to give Rainbow Spaces even more Tax Dollars next round. (Fast forward to 2024, and the City had even LESS money to dole out! 뇤뇪뇫뇥뇯뇰) a.8 06/17/2026 Item No. 6, 8.b, 8.f, 10.b, 11.a, 11.b
Last Minute Agenda Information
9 2) Notice they ALWAYS discriminate against WOMEN; Never promoting Drag Kings, for example. Seems like a Pattern & Practice.
Overall point is: I DENOUNCE the City’s decision to invite hateful, exclusive, unethical, and unprofessional people like Nadia Kean-Ayub or any of their Hate Cult to be part of City Business. 蹘蹙
On Jack’s comments regarding SB707...
Do you know what's REALLY interesting about the “OTHER” comments at SANDAG, Jack? That there's a bunch of overweight, overpaid Board Members staring down at their Taxpayer-Funded phones while scarfing down Taxpayer-Funded Catered Meals while the public STARVES and has to wait for 2 HOURS AFTER A CLOSED SESSION in order to be able to speak for only 60 SECONDS...after hearing the Board Members run their privileged mouths about Taxes, Tolls, Fees, and MORE "Free" Taxpayer-funded goodies for their chosen Political Groups.
Imagine trying to provide constructive words to a toxic group like that.
Sometimes they get the words they've earned, like at the last meeting, for example...that Jack missed.
And what irony it is to throw passive shade at speakers at other meetings, but then invite non-Local people with violent, inciteful rhetoric to participate in a City-initiated Proclamation.
And as a preview of things to come...(for both Matthew and my future comments), but also to NEVER come to the Mayor seat...I leave you all with this image of UnLuckiness:

8F: (Treasurer)
I 100% support expanding, rather than restricting, the City’s investment policy to include non-nefarious investments such as clean, natural gas.
Because let’s be honest – there’s NO such thing as “Fossil Fuels”. That was a BS term made-up by Rockefeller so he could build a Monopoly on oil wealth.
The Climate Cultists took it decades later, only to twist it for their OWN Power Grab.
Same types, same tactics, and same LIES.
At this point, the City investing in say, Chevron, is less Nefarious than investing in Johnson & Johnson, Novartis, or Merck.
Ban those types of investments instead.
Discussion:
Item 10B: (3-Story)
Yet another commercial building...but the question is: Will it be yet another EMPTY commercial building?
If these Far West Industries people are planning on having a business that could draw a lot of customers, 14 parking spaces is questionable. But I appreciate the “Commercial Parking”.
In Attachment 3, the picture of the “view looking southwest toward the north and east elevations of the proposed building, from the alley” – Are the windows of the proposed building looking into the windows of the existing neighbor building?? I hope not...
I’m glad Far West saw the light on the salt-resistance design changes. But what does an elevator have to do with “landscaping requirements”??
a.11 06/17/2026 Item No. 6, 8.b, 8.f, 10.b, 11.a, 11.b

12 It’s unfortunate the Design Review Board increased housing costs with useless EV chargers.
It’s unfortunate Far West would not dedicate an accessible parking space for the ADA unit. They also mistakenly put the word “if”, rather than “is” within their answer for question #12.
Will the “Open Space” be open to the Public?
The City needs to make sure to do something nice with the art that’s been sitting in that vacant lot. Display it somewhere at the beach, or maybe put it around the building instead of the pointless landscaping that will only end up with pet waste on it.
Item 11A: (Port)
Dan Malcolm up for Selection...hmm...has he done anything bad yet?? I don’t think I can think of anything. Granted, I also don’t watch Port meetings...BUT I have seen the advancements on the provided list, such as Pond 20, improvements to the Pier, and the coming Splash Pad. So...Dan’s alright.
So can we keep him on and make him do even MORE? Absolutely! Item 11B: (Salaries)
I found this item very poorly explained and organized.
There was no explanation of why salaries are being increased or not, and no strikeout version to compare and contrast to understand if and how high government salaries are getting.
Example: In order to see the increase for Senior Information Technology Analyst (69C), I had to scroll all the way down to page 12 to see the salary remains at $10,853.92 a month at the high.
It was like trying to decode an ad for Ovaltine during Christmas time circa 1954. 쒩쒪 Thanks for reading蹖蹗,

Fiscal policy, like budgets, are statements of our community's values.
Removing the restriction on investing in securities issued by fossil fuel companies contradicts our City's climate action goals, undermines our commitment to reduce greenhouse gas emissions and sends a conflicting message while we are still pursuing litigation against oil companies for contributing to climate change and sea level rise.
Imperial Beach is already dealing with an environmental crisis, beach erosion, and threats from sea level rise. You should be using our tax dollars to support industries that are part of the solution, not those that cause these problems, especially when the fossil fuel sector has underperformed the S&P 500 in recent years.
Your decision to put uncertain potential financial benefits ahead of the City's established environmental policies and goals is short sighted and unjustified. It makes me wonder how committed to them you really are.
Sincerely,
Sandy Brillhart

RE: Agenda Item 10.a – Annual City Position Vacancy Update and Recruitment and Retention Efforts Pursuant to AB 2561
Mayor McKay, Members of the City Council, and City Staff, I am submitting this letter as a former member of Imperial Beach Fire-Rescue who cares deeply about the department, its employees, and the residents it serves. Although I no longer work for the City, Imperial Beach remains important to me: I have family members and friends who live in the community and rely on these services, and for that reason the issues discussed during this hearing are personal to me not only as a former employee, but as someone who continues to care about the safety and well-being of Imperial Beach residents.
I appreciate the City's willingness to openly discuss recruitment and retention challenges. The City's own report identifies a 25% vacancy rate within the Imperial Beach Firefighters' Association bargaining unit, the highest of any bargaining unit in the City, and that statistic alone should be cause for concern.
While compensation is certainly a major factor, recruitment and retention cannot be viewed through the lens of salary alone. Employees also weigh leadership, workplace culture, operational readiness, equipment availability, career development opportunities, and confidence in the direction of the organization when deciding where to build their careers.
More importantly, these challenges are not simply workforce issues, they are public safety issues. When positions remain vacant, remaining personnel must work additional overtime, shoulder increased responsibilities, and operate with fewer experienced members to share the workload. Over time, those conditions contribute to fatigue, burnout, and increased stress on firefighters and paramedics who are already performing one of the most demanding jobs in public service.
Many current and former employees have expressed concerns regarding operational, organizational, and safety-related issues that they believe continue to impact morale, recruitment, and retention. These concerns have included firefighter safety, personal protective equipment readiness, equipment availability, apparatus readiness, staffing shortages, workforce stability, limited advancement opportunities, and a growing perception that employee concerns are not consistently addressed.
Safety must remain the foundation of any successful fire department. Firefighters and paramedics accept the inherent risks of the profession, but they should never have to question whether they have the equipment, resources, staffing, or organizational support necessary to perform their duties safely and effectively. When employees lose confidence in those areas, recruitment and retention become significantly more difficult, and the long-term impact extends to both the workforce and the community it serves.
a.2 06/17/2026 Item No. 10.a
Last Minute Agenda Information
The result is predictable. Talented firefighters and paramedics leave for neighboring agencies offering not only higher compensation, but also greater confidence in the long-term direction of their organizations.
Perhaps most concerning, former employees who left on good terms are reluctant to return despite the City’s staffing challenges. When experienced personnel choose not to come back, it is worth asking why.
Having served both Imperial Beach Fire-Rescue and another fire department, I have observed different approaches to leadership, operational readiness, and workforce development. Those experiences have reinforced my belief that many of the challenges facing Imperial Beach are solvable if they are honestly acknowledged and proactively addressed.
I respectfully encourage the City Council to view this hearing not merely as a discussion about vacancies, but as an opportunity to evaluate the broader factors driving employee departures and recruitment difficulties. By addressing both compensation and the underlying organizational factors contributing to turnover, the City has an opportunity to build a safer, more effective, and more sustainable public safety department for both employees and the community they serve.
As the City evaluates these challenges, I would encourage continued focus on maintaining adequate staffing and operational readiness within Imperial Beach itself. Mutual aid is an essential component of the fire service and serves as a critical resource during emergencies. However, it is most effective when used as a supplement to a well-staffed and properly supported department rather than as a substitute for addressing ongoing recruitment, retention, and workforce stability challenges.
I remain grateful for my time serving the City of Imperial Beach and sincerely hope the department succeeds moving forward. My desire is not to criticize, but to see the department become the kind of organization where talented firefighters choose to stay, former employees would willingly return, and residents can have confidence that their fire department is fully supported, adequately staffed, and positioned for long-term success.
Thank you for your time and consideration.
Respectfully submitted,
Former Imperial Beach Fire-Rescue Employee

Good evening honorable Mayor and council members. My name is Eian Maurice, lifeguard Sgt. With the Imperial Beach Marine Safety division of the fire department.
Recruiting and retention has been difficult, we have lost more people than we hired.
One thing I have noticed for the lifeguard vacancy on the line item, it only states one full time vacancy.
There is a bit more too it. The lifeguards are short approximately 8-10 part-time shifts unfilled per day.
Additionally the lifeguards had a independent class and comp study, the recommendation was to add 3 more full time lifeguards. I believe if the city is using the study the actual number of full time lifeguard vacancys should be represented as 4 spots unfilled.
Sorry for not being there to speak in person, to make a long story short the Marine Safety division vacancy should reflect 4 vacancies for full time and about 8-10 daily vacancies for part-time Thank you for your time and attention to this matter.

I have reviewed the proposed project and support its approval. I do have several comments for your consideration.
• The applicant's request to have the landscaping in the public right of way included in the 15% on site landscaping requirement is reasonable. It will enhance the streetscape without detracting from the overall design and functionality of the project. • The project is compatible with its surroundings and, when occupied, could be a positive addition to Seacoast Drive. It provides adequate parking and incorporates a variety of textures, colors and setbacks that are desirable.
• The renderings and plans do not appear to show exterior lighting, though the plans reference several different types of lighting that will be installed. Seacoast Drive is dark and unwelcoming at night. The nighttime renderings show one lampost on Seacoast Drive and illumination coming from the interior lighting of the commercial and residential units, not from any of the fixtures that are referenced in the plans. I don't know what the readings in the photometric plan mean - do they show sufficient pedestrian lighting on Seacoast Drive and ensure that the lighting will not negatively impact the adjacent residential property on the east?
• Given that many of the newly constructed buildings on Seacoast Drive remain unoccupied, what distinguishes this project and ensures it will not become another empty box in what should be a vibrant and attractive destination for visitors and residents? • If feasible, the existing lamppost featuring the clapper rail, an endangered species native to the TJ Sloughs, should be incorporated into the project. If not possible, the lamppost should be relocated to an appropriate site within the City.
• Seacoast Drive is becoming visually monotonous with most of the new construction looking the same. I would like to see Council direct staff to explore options to incentivize designs that add variety and character, particularly in the CMU 2 Zone, and to explore opportunities to develop a Seacoast Drive Corridor Improvement Plan to guide future development, similar to what is being done elsewhere in the City.
Thank you for your consideration.
Sincerely,
Sandy Brillhart

I support reappointing Commissioner Malcolm to another term. He has served our community well, as demonstrated in the Staff Report.
This reappointment is a good opportunity for Council to request that the Port do even more to support the Seacoast Drive business community and boost tourism. This could include assistance with items such as:
• a community shuttle,
• sidewalk and lighting improvements,
• parking management study,
• Seaccoast Drive corridor improvement plan
