ITEM TITLE: CONTINUED OPERATION OF AN EXISTING T-MOBILE WIRELESS COMMUNICATIONS FACILITY LOCATED AT 1471 GROVE AVENUE. (0600-20) ORIGINATING DEPARTMENT:
Community Development
EXECUTIVE SUMMARY:
T-Mobile (“Applicant”) has initiated the process to obtain a Conditional Use Permit (“CUP”) renewal for the continued operation of an existing previously approved wireless communications facility at 1471 Grove Avenue (“Project”). The facility was originally approved by the City Council on April 21, 2010 through Resolution No. 2010-6881; however, the previous CUP expired on April 21, 2020, requiring new authorization for continued operation pursuant to Imperial Beach Municipal Code (“IBMC”) Chapter 19.90 (Wireless Communications Facilities). The property is zoned R-2000 (Medium Density Residential).
RECOMMENDATION:
That the City Council adopt Resolution 2026-075, approving Conditional Use Permit (CUP-26- 0001), Design Review Case (DRC-26-0001), and Site Plan Review (SPR-26-0001) at 1471 Grove Avenue (APN: 633-171-32-00) in the R-2000 (Medium Density Residential) zone subject to the conditions as specified in the resolution.
OPTIONS:
In addition to reviewing this report and adopting staff recommendations, the City Council can:
Approve the Project with modifications requested by the City Council; or Deny the Project and the requested permits by making specific findings for denial; or Continue the public hearing to a specific future meeting to allow staff to provide additional information upon which a decision can be rendered.
BACKGROUND/ANALYSIS:
The existing wireless communications facility was originally approved by the City Council in 2010 through Resolution No. 2010-6881. The previous CUP has since expired, and pursuant to IBMC Chapter 19.90 (Wireless Communications Facilities), new authorization is required to allow the continued operation of the facility. A new application (USE-25-0046) was submitted to the City on November 11, 2025, requesting approval of a CUP (CUP-26-0001), Design Review Case (DRC26-0001), and Site Plan Review (SPR-26-0001). The application is limited to the continued operation of the existing wireless communications facility, with no proposed physical modifications or expansions.
P a g e | 2
Design, Height, and Location
The design, height, and location of the wireless communications facility would remain unchanged.
The facility consists of six (6) panel antennas concealed within a Fiberglass Reinforced Plastic (FRP) dome that is designed to match the existing building in color, materials, and architectural character. The antennas are located within the existing roof structure along the north façade, and the facility has an overall height of 37 feet, 2 inches, consistent with the previously approved installation. The associated ground equipment is located within an existing lease area in the ground-level parking garage at the northwest corner of the building and is enclosed by an existing concrete masonry unit (CMU) wall and chain link fence. Because no modifications to the facility are proposed, the existing design continues to minimize visual impacts, preserve the architectural character of the building, and maintain compatibility with the surrounding development.
GENERAL PLAN/LOCAL COASTAL PLAN CONSISTENCY:
The Project is consistent with the City of Imperial Beach General Plan/Local Coastal Program (“GP/LCP”) because it involves the continued operation of an existing wireless communications facility with no proposed expansion or physical modifications. The facility remains architecturally integrated into the existing apartment building and does not alter the approved building mass, height, or site layout. The Project maintains the existing residential land use and neighborhood character while allowing the continued provision of wireless communications services. The continued operation of the facility is also consistent with the City's implementation of the GP/LCP through the Zoning Ordinance, which permits wireless communication facilities in residential zones subject to approval of a CUP (Attachment 3).
SURROUND LAND USE AND ZONING:
Surrounding Areas Surrounding Zoning Surrounding Land
Use
North R-3000 (Two-Family Residential) Residential
South R-2000 (Medium Density Residential) Mixed-Use
East City of San Diego Jurisdiction Residential
West R-2000 (Medium Density Residential) Residential
The Project should contribute positively to the single-family and multi-family corridor because it provides critical communications capabilities for residents and first-responders as well as being architecturally integrated into an existing apartment building. The previous CUP has since expired, and this application is required to authorize the continued operation of the existing facility.
No physical modifications, expansions, or changes to the approved design are proposed.
P a g e | 3
COASTAL JURISDICTION:
The site is not located within the Coastal Zone as defined by the California Coastal Act of 1976.
ENVIRONMENTAL DETERMINATION:
The Project was reviewed for compliance with the California Environmental Quality Act (“CEQA”) and determined that it qualifies for a Class 1 categorical exemption pursuant to Section 15301 (Existing Facilities) of the CEQA Guidelines. No further environmental review is required.

WHEREAS, the Project was reviewed for compliance with the California Environmental Quality Act (“CEQA”) and determined that it qualifies for a Class 1 categorical exemption pursuant to Section 15301 (Existing Facilities) of the CEQA Guidelines; and WHEREAS, the City Council further offers the following findings in support of its decision to conditionally approve the Project:
CONDITIONAL USE PERMIT FINDINGS (IBMC SECTION 19.82.040):
1. That the proposed use at the particular location is necessary or desirable to provide a service or facility which will contribute to the general well-being of the neighborhood or community.
The wireless communication facility would continue to provide communication services to the City of Imperial Beach commercial and residential development, avoiding gaps in wireless communications coverage and therefore contribute to the general well-being of the neighborhood or community. The Project is subject to IBMC Chapter 19.90 (Wireless Communications Facilities), which establishes the standards for siting, developing and maintaining wireless communications facilities and antennas throughout the City.
Resolution No. 2026-075
2. That such use will not, under the circumstances of the particular use, be detrimental to the health, safety or general welfare of persons residing or working in the vicinity, or injurious to property or improvements in the vicinity.
As conditioned, the Project would continue to comply with the requirements of IBMC Chapter 19.90 (Wireless Communications Facilities), which establishes standards to protect the public health, safety, and welfare, as well as the aesthetic quality of the community consistent with the goals, objectives, and policies of the General Plan.
Accordingly, the Project would not be detrimental to the health, safety, or general welfare of persons residing or working in the vicinity, nor would it be injurious to nearby property or improvements.
3. That the proposed use will comply with the regulations and conditions specified in this title for such use and for other permitted uses in the same zone.
The Project would continue to comply with the applicable regulations and development standards for wireless communications facilities set forth in IBMC Chapter 19.90 (Wireless Communications Facilities), as well as all applicable conditions of approval.
The Project consists of the continued operation of an existing, previously approved wireless communications facility, and no physical modifications are proposed that would result in noncompliance with the applicable regulations.
4. That the granting of such conditional use will be in harmony with the purpose and intent of this code, the adopted general plan and the adopted local coastal program.
The granting of this permit would be in harmony with the purpose and intent of the IBMC, the General Plan, and the certified Local Coastal Program. The Project consists solely of the continued operation of an existing, previously approved wireless communications facility and does not include any physical modifications. The facility remains architecturally integrated into the existing apartment building and would continue to comply with the applicable requirements of IBMC Chapter 19.90 (Wireless Communications Facilities).
DESIGN REVIEW/SITE PLAN REVIEW (IBMC SECTION 19.81.060):
5. The proposed use does not have any detrimental effect upon the general health, safety and convenience of persons residing or working in the neighborhood, or is not detrimental or injurious to the value of the property and improvements in the neighborhood.
The project consists solely of the continued operation of an existing, previously approved wireless communications facility and does not include any physical modifications. The design, location, and height of the facility would remain unchanged, and the facility would continue to comply with the applicable requirements of Chapter 19.90 (Wireless Communications Facilities) of the IBMC and the conditions of approval. Accordingly, the Project would not be detrimental to the health, welfare, safety, or convenience of persons residing or working in the neighborhood, nor would it be detrimental or injurious to the value of nearby properties or improvements.
6. The proposed use does not adversely affect the General Plan/Local Coastal Program (“GP/LCP”).
The Project maintains the existing residential land use and neighborhood character while allowing the continued provision of wireless communications services. Because no changes to the previously approved facility are proposed, the Project does not create
Resolution No. 2026-075
additional visual impacts or alter the surrounding development pattern. The Project is also consistent with the implementation of the GP/LCP through the Zoning Ordinance, which permits wireless communications facilities in residential zones subject to approval of a CUP.
7. The proposed use is compatible with other existing and proposed uses in the neighborhood.
The existing wireless communication facility is permitted within the underlying zoning district. The facility is integrated into the existing structure, allowing it to provide the necessary wireless service while preserving the residential character of the surrounding neighborhood.
8. The location, site layout and design of the proposed use orients the proposed structures to streets, driveways, sunlight, wind and other adjacent structures and uses in a harmonious manner.
The Project does not propose any changes to the existing location, site layout, or design of the wireless communications facility. The six (6) panel antennas would remain concealed within an existing FRP dome designed to match the existing building in color, materials, and architectural character. The associated ground equipment would remain within an existing lease area in the ground-level parking garage at the northwest corner of the building, enclosed by an existing concrete masonry unit (CMU) wall and chain-link fence. Because no changes are proposed, the facility would continue to minimize visual impacts, preserve the architectural character of the building, and maintain harmony with surrounding structures and uses.
9. The combination and relationship of one proposed use to another on the site is properly integrated.
The Project is integrated into the existing apartment building through concealed interior façade antennas (with the FRP dome) and screened ground equipment. The associated ground equipment is located within an enclosed lease area in the ground-level parking garage and does not interfere with the residential use of the property or other on-site improvements. The continued operation of the facility would maintain the existing relationship between uses on the site.
10. Access to and parking for the proposed use does not create any undue traffic problem.
The Project consists solely of the continued operation of an existing wireless communications facility and does not propose any physical modifications or changes to site access. The facility does not generate regular vehicle trips or increase parking demand, and no changes to the existing circulation or parking layout are proposed.
Accordingly, the Project would not create any undue traffic or parking impacts.
11. All other applicable provisions of the Zoning Code are complied with.
The Project complies with the applicable provisions of the IBMC. The continued operation of the existing facility remains consistent with the implementation of the GP/LCP through the Zoning Ordinance, which permits wireless communications facilities in residential zones subject to approval of a CUP. Because no modifications to the existing facility are proposed, the Project would continue to comply with the applicable development standards and conditions of approval.
12. Any other considerations as the Community Development Department deem necessary to preserve the health, safety and convenience of the City in general.
Resolution No. 2026-075
The Project authorizes the continued operation of an existing, previously approved wireless communications facility that provides telecommunications service to the surrounding area. The facility remains architecturally integrated into the existing apartment building, with no proposed changes to its design, location, height, or operation. Because the Project does not expand or modify the approved facility, it maintains the existing neighborhood character, avoids additional visual impacts, and remains consistent with the City's GP/LCP and IBMC. Accordingly, the Project would continue to protect the public health, safety, welfare, and convenience while supporting reliable wireless communications service.
13. Public Notice requirements, pursuant to IBMC Section 19.81.050, have been satisfied.
The Project description and the date of the City Council public hearing were sent to property owners within 300 feet and occupants within 100 feet of the subject site on July 23, 2026, and a public hearing notice was published in the South County Eagle & Times newspaper on July 23, 2026.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Imperial Beach, California, that the above-listed findings and recitals are true and correct and are incorporated by reference; and
BE IT FURTHER RESOLVED by the City Council of the City of Imperial Beach, California, that Conditional Use Permit (CUP-26-0001), Design Review Case (DRC-26-0001), and Site Plan Review (SPR-26-0001) for the Project are hereby approved subject to the following:

Such an extension may be granted without a public hearing.
3. The Project shall be constructed in substantial conformance with the plans and Project materials approved by the City Council. In the event that approved exterior materials become unavailable or Project cost considerations necessitate material substitutions, the Community Development Director and/or City Manager may approve alternative exterior materials administratively, provided the substitute materials are of comparable quality and appearance and maintain the overall design intent, architectural character, and visual quality of the approved Project. Any modification determined by the Community Development Director and/or City Manager to constitute a substantial deviation from the

GENERAL PLAN AND ZONING ORDINANCE CONSISTENCY CHART (IBMC 19.90.070) Development and Design Standards Provided/Proposed
The installation of wireless communications
facilities may not reduce the number of
required parking spaces on a proposed site
No parking demand to be generated and the
facility will not reduce existing parking.
Wireless communications facilities and
accessory equipment must meet the
required setbacks of the underlying zone,
except that in a residential zone, the
minimum setback for an antennae or
equipment building from any property line is
twenty feet
The wireless communications facility is existing
and located in an existing apartment building.
The proposed project does not include any
physical modifications to the originally approved
plans that would affect compliance with the
required setbacks.
Wireless communications facilities must
meet the height requirement of the
underlying zone, unless a greater height is
approved through the conditional use permit
The wireless communications facility is existing
and located in an existing apartment building.
The proposed project does not include any
physical modifications to the originally approved
plans that would affect compliance with the
height requirement.
A service provider with a wireless
communications facility in the City must
obtain a City business license
This will be a Condition of Approval for the
Conditional Use Permit (CUP).
ATTACHMENT 3
The colors and materials of wireless
communications facilities must blend into
their backgrounds
The design and location of the
telecommunications facility will remain
unchanged. The facility consists of six panel
antennas concealed within a Fiberglass
Reinforced Plastic (FRP) dome that has a stucco
finish and painted to match the existing
buildings.
Facade-mounted antennae must be
integrated architecturally into the style and
character of the structure to which they are
attached; they must be painted and textured
to match the existing structure; and they may
not project more than eighteen inches from
the face of the building or other support
structure unless approved by a conditional
use permit
The design and location of the
telecommunications facility will remain
unchanged. The facility consists of six panel
antennas concealed within a Fiberglass
Reinforced Plastic (FRP) dome that is designed
to match the existing building in color, materials,
and architectural character. The antennas are
located within the existing roof structure along
the north façade, consistent with the previously
approved installation.
Roof-mounted antennae may not exceed the
minimum height necessary to serve the
operator's service area, while complying
with the building height requirements of this
title; they must be designed to minimize their
visibility from surrounding areas; and they
must be painted and textured to match the
existing structure or building
There are no proposed roof-mounted facilities.
Freestanding facilities, including towers,
lattice towers and monopoles, are
discouraged unless no reasonable
alternative is possible. If a freestanding
facility is necessary, it may not exceed the
minimum functional height and width
required to support the proposed wireless
facility
There are no proposed freestanding facilities.
Proposed freestanding facilities must be
stealth facilities; they must be painted and
designed to blend in with the surrounding
area; and they must be landscaped, if
necessary, to minimize visual impacts
There are no proposed freestanding facilities.
Wireless facility support structures, such as
equipment buildings, cabinets, cables, air
conditioning units and fencing, must be
painted and textured to match the
surrounding physical area and screened
with landscaping in order to minimize visual
impacts.
The associated ground equipment is located
within an existing lease area in the ground-level
parking garage at the northwest corner of the
building. The equipment is enclosed by an
existing concrete masonry unit (CMU) wall and
chain-link fence and is not visible from any public
right-of-way because it is located within the
parking garage.
ATTACHMENT 3
No advertising signs may be placed on any
facility or equipment
There are no proposed advertising signs.
Wireless communications facilities located
between the first public roadway and the
ocean, San Diego Bay, or the Tijuana
Estuary must be visually undetectable from
Seacoast Drive, Imperial Beach Boulevard,
public paths, bikeways, beaches and public
recreational facilities, and must not require
the construction of shoreline protective
devices. If there is no feasible alternative
that can comply with this requirement
without resulting in a significant gap in
communication coverage, then the
alternative that would result in the fewest or
least significant impacts to public views,
public access and recreation, and shoreline
processes shall be selected
The wireless communications facility is not
located between the first public roadway and the
ocean, San Diego Bay, or the Tijuana Estuary.

ITEM TITLE: PALM AVENUE MULTIMODAL CORRIDOR PROJECT UPDATE. (0620-60) ORIGINATING DEPARTMENT:
Community Development
EXECUTIVE SUMMARY:
Staff will provide the City Council with an update on the Palm Avenue Multimodal Corridor Project, including the Project vision, environmental review, public outreach completed to date, and anticipated next phases of the Project.
RECOMMENDATION:
Provide input to Staff and accept and file the Staff Report.
BACKGROUND/ANALYSIS:
Palm Avenue/Highway 75 (“Palm Avenue”) is a critical corridor for both the City of Imperial Beach and the region as it provides important access to essential destinations including schools, beaches, libraries, regional employers, transit facilities, restaurants, grocery stores, and other daily services. Palm Avenue is a major six-lane arterial that runs east and west from Rainbow Drive to Georgia Street. Given its width and the number of vehicles that travel on Palm Avenue each day, the corridor presents a natural separation between the north side of the corridor and the south side. With limited crossing points and limited landscaping enhancements, the corridor is not an inviting environment for either the pedestrian or bicyclists and it provides little opportunity for foot traffic to support the many businesses located along Palm Avenue.
In 2000, the City adopted a strategic plan named The Big Picture where the vision for the Palm Avenue corridor was to create an “active, beautifully landscaped, well-designed, and vibrant commercial corridor”. In 2022, the City updated its strategic plan by adopting The Bigger Picture with the vision for the Palm Avenue corridor becoming “a gathering place for the community, rather than a dividing line, linking different neighborhoods as a safe, efficient and attractive transportation corridor. The roadway will support a thriving business climate and be a financial anchor for the City.”
In December of 2022, the City was awarded $23,112,000 in grant funding during Cycle 6 of the State of California’s Active Transportation Program (ATP) and an additional $2,000,000 from SANDAG’s TransNet Major Corridor funds to rehabilitate Palm Avenue within the City of Imperial Beach (“Project”). Because ATP funding is restricted to the specific project area and eligible improvements identified in the approved grant criteria, these funds may only be used for work within the designated grant limits. A major goal of the Project is to make requisite corridor upgrades through improvements to critical infrastructure such as storm water pipelines and active transportation upgrades, thus allowing the City to continue to provide ongoing effective and efficient maintenance to the corridor.

Additionally, the Project would create an enhanced travel experience and safer environment for motorized and non-motorized users. A review of the existing conditions and previous planning efforts/outreach demonstrated the need to address multiple community concerns along the corridor including safety, connectivity, and protection/visibility of vulnerable users such as children, pedestrians, and bicyclists. The Project would seek to address these issues through the implementation of upgraded sidewalks with landscaping, intersection improvements, protected bike facilities, transit boarding islands, and traffic calming features. The proposed improvements would be designed to address these identified community concerns and ensure a safer corridor.
In November 2024, the City entered into a professional services contract with CR Associates to develop the Project’s environmental analysis, conduct public outreach, and begin the Project’s design engineering specifications.
Environmental Analysis
Over the course of 2025, CR Associates conducted environmental studies of the Project area and determined that implementation of the Project could result in potentially significant environmental impacts. These impacts are primarily temporary and associated with construction activities, including air quality, biological resources, cultural and tribal cultural resources, geology and paleontological resources, hazardous materials, and noise. Implementation of the required mitigation measures, such as biological and archaeological monitoring, construction best management practices, hazardous materials protocols, noise controls, and agency coordination, would reduce all identified impacts to a less-than-significant level.
Accordingly, an Initial Study/Mitigated Negative Declaration ("IS/MND") was prepared documenting the environmental analysis and the mitigation measures required for the Project. A Mitigation Monitoring and Reporting Program ("MMRP") will be implemented to ensure all mitigation measures are carried out throughout the life of the Project.
The Draft IS/MND was available for public review from May 15 through June 15, 2026. No comments were received during the public review period.
Assembly Bill 52 Outreach
In 2014, Assembly Bill 52 (AB52) was passed which mandates state and local public agencies to consult with California Native American tribes before releasing environmental review documents for public review. On March 17, 2026, the City mailed offers to consult on the Project to 12 tribes, only one of which requested consultation. On April 22, 2026, the City consulted with the San Pasqual Band of Mission Indians where the tribe requested access to field surveys and aerial photographs resulting from the environmental analysis as well as the Project’s Cultural Resources Monitoring Plan (CRMP). All required documents have been submitted or will be provided to the Tribe prior to the commencement of construction.
Public Outreach
In December 2025, the City launched the Project website www.ibpalmave.com to provide the community with updates, timelines and important documents about the Project. On December 23, 2025, 639 letters were sent to businesses and adjacent property owners along the Palm Avenue corridor (Attachment 1), inviting them to meet with City representatives to discuss their desires and concerns related to the corridor and the coming Project. Over the first quarter of 2026, several one-on-one meetings with business and property owners were held through this outreach effort.
Additionally, City and Project representatives walked the corridor soliciting feedback on the Project scope and planned upgrades to the corridor.
In April 2026, 30% engineering design plans for the Project were uploaded to the Project website.
Additionally, City and Project representatives attended the April 30, 2026, Imperial Beach

Chamber of Commerce meeting to give a presentation on the Project and solicit feedback from the Chamber membership. On May 19, 2026, a public workshop was held at the Dempsey Holder Safety Center and was well attended by members of the community where different design elements were discussed and feedback solicited.
A community survey was also developed and placed prominently on the Project’s website home page. Through the use of a quick-response (QR) code, the survey was also included on Project collateral such as flyers and postcards. Survey responses have helped the Project team identify and address specific areas of concern that the community has raised about the Project’s scope.
The Project is scheduled to be presented to the Design Review Board on August 20, 2026.
Next Phases
City staff and the Project team anticipate returning to the City Council on September 2, 2026, to present the IS/MND, MMRP, and final design concept for City Council's consideration. The agenda item will include requests for certification of the IS/MND, approval of the MMRP, and approval of the final design concept.
If the City Council certifies the IS/MND and approves the MMRP and final design concept, documents requesting allocation of state grant funds for the Project's design phase would be submitted to Caltrans in early October 2026 for anticipated allocation in December 2026, and preparation of the comprehensive design package could begin.
The comprehensive design package would include detailed engineering drawings, layouts, crosssections, written requirements and standards governing the materials, methods, and performance of the work to be completed, and an updated Project cost estimate. This phase, known as the Plans, Specifications, and Estimate ("PS&E") phase, is anticipated to continue through 2027, with final engineering extending into summer 2028. Under this schedule, construction of the Project could begin in late 2028.
ENVIRONMENTAL DETERMINATION:
This agenda item is not a project pursuant to CEQA Guidelines Section 15378 because it consists solely of an informational update to the City Council and no action committing the City to a definite course of action is being requested. Environmental review for the Project is being completed separately through preparation of an Initial Study/Mitigated Negative Declaration.
