STAFF REPORT
To: City Council
From: Bryan H. Montgomery, City Manager
Prepared by: Timothy Wassil, Public Works Director
Subject: Adopt Resolution No. 10306 of the City Council of the City of Indio approving the application for Transformative Climate Communities implementation grant funds.
RECOMMENDATION:
Adopt Resolution No. 10306 of the City Council of the City of Indio approving the application for Transformative Climate Communities implementation grant funds.
SUMMARY:
The City is working with a group of non -profit partners to submit a Transformative Climate Communities (TCC) Implementation Grant to the California Strategic Growth Council. If awarded, funds will be used to: 1) create new green spaces, athletic opportunit ies, and community garden; 2) provide GHG reducing active transportation infrastructure and connections; 3) provide better connections to workforce training and jobs; and 4) assist residents with energy efficient, money saving home improvements. This Resol ution will authorize the City Manager or Public Works Director, to submit an application to the California Strategic Growth Council, and to accept the TCC Implementation Grant if selected for an award.
BACKGROUND INFORMATION:
In 2018, Indio was awarded $ 200,000 in funding through the California Strategic Growth Council’s TCC Planning Grant program. The resulting Indio Transformative Climate Communities Plan is a roadmap to identify and prioritize projects and investments in the City of Indio’s Jewel neigh borhood to support neighborhood-level environmental, public health, workforce, and economic benefits. The TCC plan was completed and approved in 2021.
The City, now, seeks up to $35 million in California Strategic Growth Council’s TCC funding to implement the projects identified in the City’s Transformative Climate Communities Plan. TCC funding empowers the communities most impacted by pollution to choose their own goals, strategies, and projects to reduce greenhouse gas (GHG) emissions and local air poll ution. The grant application deadline is July 1, 2022.
The City’s project proposal, Polishing Jewel, focuses efforts on the area surrounding the Jewel neighborhood. The Jewel neighborhood is located in the only census tract (CT 453.03) in Indio that rank in the top 5% of disadvantaged by the State (source: CalEnviroScreen 3.0). The Jewel neighborhood is a historically disinvested community in central Indio, between the Coachella Valley Storm Water Channel, Interstate 10, and Union Pacific Railroad. With Polishing Jewel, the City and its partners have come together to create projects and programs that will transform the Jewel neighborhood with projects that will: 1) create new green spaces, athletic opportunities and community garden; 2) provide GHG reducing active transporta tion infrastructure and connections; 3) provide better connections to workforce training and jobs; and 4) assist residents with energy efficient, money saving home improvements.
In order to proceed with the grant selection process, the City Council is required to adopt the attached resolution. The resolution is documentation that the State of California requires, certifying City Council’s approval of submission for the grant application to the State and commitment to enter into an agreement with the State to carry out the Project, if the City is awarded an Implementation Grant.
