STAFF REPORT
To: City Council
From: Bryan Montgomery, Executive Director
Prepared by: Leila Namvar, Public Arts Analyst
Subject: A request that the City Council approve an additional $25,000 to install a solar lighting system for the Bravo Sculpture Project and authorize the City Manager and The City Attorney to amend the project’s contract accordingly.
RECOMMENDATION:
Approve an additional $25,000 to install a solar lighting system for the Bravo Sculpture Project and authorize the City Manager and The City Attorney to amend the project’s contract accordingly.
SUMMARY:
On September 18, 2023, the City Council approved the design concept by artist Sara Dabbagh for a sculpture to be located at the northwest corner of Avenue 50 and Madison Streets, south of the Bravo residential community. The Council also authorized the City Manager and City Attorney to negotiate and finalize the terms of the agreement for a total amount of $100,000 (Attachment A).
Since the approval, staff and the artist’s team have been working on the installation of the sculpture.
However, in July 2024, the artist requested additional funding to add lighting to the sculpture. Due to the lack of electricity on the street, staff explored various options, with the most viable solution being solar-powered lighting, as proposed by the artist. The cost to add lighting, including the installation of panels and connecting them to a solar battery on a pole, is $25,000. It should be noted that adding lighting to the sculpture will enhance the visual impact of the panels and make the sculpture more captivating at night. Therefore, staff would like to know if the City Council can approve this additional cost for the project’s lighting.
BACKGROUND INFORMATION:
This additional cost can be covered by the Art Fund, as one of the projects from the Work Plan for FY 24/25, the Fred Waring Mural project, has been postponed to the next fiscal year (FY 25/26).
The budget for the Fred Waring Mural project includes $30,000 for the mural and $15,000 for the traffic control plan. As a result, if the City Council approves, $25,000 from the Fred Waring Mural project budget can be reallocated to the Bravo Sculpture Project.
Attachment B to this staff report outlines the plans for installing the lights and the associated solar system.
Therefore, staff respectfully requests the City Council's approval of the additional $25,000 for the solar lighting system and the necessary amendment to the contract.

STAFF REPORT
To: City Council
From: Bryan H. Montgomery, City Manager
Prepared by: Leila Namvar, Public Arts Analyst
Subject: Bravo Project: Approve the design concept by artist Sara Dabbagh to be located at the northwest corner of Avenue 50 and Madison Streets (south of the Bravo residential community) and authorize the City Manager and City Attorney to negotiate and finalize the terms of the agreement for a total amount of $100,000.
RECOMMENDATION:
Approve the design concept by artist Sara Dabbagh to be located at the northwest corner of Avenue 50 and Madison Street (south of the Bravo residential community) and authorize the City Manager and City Attorney to negotiate and finalize the terms of the agreement for a total amount of $100,000.
SUMMARY:
On June 13, 2023, the Public Arts Commission reviewed the design concept by artist Sara Dabbagh and made a recommendation to the City Council to review and approve the location (Attachment B) and a project budget of up to $100,000.00. At the above -noted meeting, the Commission made the recommendation to the City Council unanimously. Therefore, staff is requesting that the City Council review and approve this project, should it be found suitable for this site.
BACKGROUND INFORMATION:
Sara Dabbagh is from Toronto Canada. Her proposed concept design concept offers an implication of color, playfulness, joyfulness, and vibration. Her work offers simplicity and yet it is thought - provoking. The Public Arts Commission expressed their desire to install her proposed design concept, which includes 15 panels of painted steel (and/or painted aluminum) with a height of 6’, a width of 18”, and a thickness of one and a half inches to be installed on a circular concrete pad in the shape of a wheel with an arraignment that starts from the outside of the wheel and ends inside the wheel. Her concept design and complete proposal are attached to this report as Attachment A.
It should be noted that the Bravo property owner, Mr. Claudio Bravo, is in support of the artwork. The email communication between the staff and Mr. Bravo is attached to this staff report as Attachment C.
Staff is requesting that the City Council review and approve the design concept by artist Sara Dabbagh to be located at the northwest corner of Avenue 50 and Madison Street (south of the Brava residential community) and authorize the City Manager and City Attorney to negotiate and finalize the terms of the agreement between the City and the artist Sara Dabbagh for the total amount of $100,000.

Indio Electric Finance Authority
January 15, 2025
STAFF REPORT
To: Indio Electric Finance Authority
From: Bryan H. Montgomery, City Manager
Prepared by: Bryan H. Montgomery, City Manager
Subject: Resolution 2025-01 of the Indio Electric Finance Authority modifying the surcharge for electric service within the boundaries of the City of Indio.
RECOMMENDATION:
Adopt Resolution 2025-01 of the Indio Electric Finance Authority modifying the surcharge for electric service within the boundaries of the City of Indio to $.00095 cents per kilowatt hour..
SUMMARY:
The Indio Electric Financing Authority (the “IEFA”) was created pursuant to a Joint Exercise of Powers Agreement, dated June 21, 2023, by and between the City of Indio and the Imperial Irrigation District (“IID”) for the express purpose of providing and enhancing electrical service within the territorial boundaries of Indio through the procurement, design, construction, financing, leasing, ownership, operation and maintenance of energy system improvements, system efficiency and reliability improvements and energy service enhancements. IEFA has the power to exercise the common power of the members and certain other powers authorized by law, including the power to provide electrical service and to establish the provision of such electrical service. On July 19, 2023, the Board of the IEFA established a surcharge (the “Surcharge”) of $0.0055 per kilowatt hour. As explained herein, it is now necessary to modify the Surcharge.
BACKGROUND INFORMATION:
Pursuant to Resolution No. 2023-01 adopted in 2023, the IEFA Board established the Surcharge at $0.0055 per kilowatt hour used by each class of customer applicable to all electric sales within the territorial boundaries of the City of Indio for the purpose of obtaining funds for capital improvement projects that the IEFA and its member agencies (Indio and the Imperial Irrigation District -“IID”) determined would provide the benefit of a more resilient and reliable electric service within the boundaries of Indio.
Based upon the analysis performed by the IEFA, Indio and IID, which included the review and consideration of a report titled “Indio Electric Financing Authority Surcharge Addressing Adequate Substation Capacity to Meet Increasing Needs of Existing Indio Electric Customers – A Project Summary Report,” dated July 13, 2023 (the “Project Summary Report”) prepared for the City of Indio by Bill D. Carnahan, President, BD Carnahan Management Services Inc, which such report identified certain factors expected to increase the load within Indio as well as certain unaddressed electrical infrastructure needs within in the boundaries of Indio, IEFA identified several substation projects that are expected to increase electric reliability and resiliency within Indio (the “Projects”).
To generate funds for the Projects, in December 2023, IEFA issued its Indio Electric Revenue AGENDA ITEM #11.1
Resolution 2025-01 of the Indio Electric Finance Authority modifying the... Page 279 of 331 Bonds, Series 2023 (the “2023 Bonds”), the debt service on which is payable from the proceeds of the Surcharge.
In connection with the structuring of 2023 Bonds transaction, the customer data provided by IID for purposes of determining the principal amount of the 2023 Bonds that could be issued based on expected future Surcharge receipts, inadvertently included customers who were located outside of the territorial boundaries of Indio, and therefore not subject to the Surcharge. As a result of the overinclusive data, the amount of the Surcharge actually collected has been less than what had been projected when the principal amount of the 2023 Bonds were issued.
Based upon the amounts actually collected, IEFA staff has determined that it is necessary to increase the Surcharge from its current rate of $0.0055 per kilowatt hour in order to ensure compliance by the IEFA with certain covenants that IEFA agreed to in connection with the issuance of the 2023 Bonds. IEFA staff recommends increasing the rate to a not-to-exceed rate of $0.0095 per kilowatt hour in order to allow IEFA the greatest flexibility to comply with such covenants. The modification to the Surcharge is expected to take effect on or about May 15, 2025.
For the average residential customer using 1,200 kWh per month, the current Surcharge is $6.60 per month. The recommended modification to the Surcharge would increase that amount by another $4.80 per month. The ultimate amount a customer will pay for the Surcharge is tied to usage and usage varies significantly throughout the year. In short, customers using less would pay less, and customers using more would pay more. Also, IID has programs to assist residents that have difficulty covering the cost over their overall electricity bills.

The revenues from an adjustment are not likely to be remitted to the IEFA from IID during this current fiscal year.

RECOMMENDATION:
Select the finalist for the Indio Mural # 16 and authorize the City Manager and City Attorney to negotiate and finalize the terms of any agreement between the City and the selected artist, with a total budget not exceeding $50,000 for the mural and a total budget of $10,000 for lighting.
SUMMARY:
On November 14, 2023, the City's Public Arts Commission conducted a review of 19 proposals submitted by qualified artists. Following careful consideration, the Commission selected proposals from artists Molly Keen and Adam Enrique Rodriguez. These artists were interviewed on February 13, 2024, and both were recommended to the City Council for further consideration and finalist selection.
BACKGROUND INFORMATION:
The City has issued a Request For Proposal (RFP) seeking proposals for a site-specific mural to be installed on a building located at the southwest corner of Avenue 45 and Jackson Street, with a festival theme. Artists, either individually or in teams, were invited to submit proposals in response to the RFP. The City received 19 proposals that were all reviewed by the Public Arts Commission and the resumes and concept designs of the artist Adam Enrique Rodriguez and arti Molly Keen were selected and recommended to the City Council for finalist selection. Both artists are qualified to complete the project.
Molly Keen’s proposal:
The proposed mural design, titled “Indio Twilight”, is a vibrant celebration of Indio's charm and the spirit of the Coachella Music Festival. It invites visitors to connect, take memorable photos, and experience the magic of the place. The design features a seamless blend of a starry night sky and a desert sunset, symbolizing the City’s dual nature—peaceful nights and dynamic days. The mural will also offer opportunities for community participation, with a "Day of Painting" event where locals can contribute using a paint-by-colors technique. Key elements of the mural include native plants and animals, an intricately detailed Ferris wheel, hot air balloons, interactive selfie doors, and a desert landscape.
AGENDA ITEM #11.2

The artist’s proposed budget is $50,000.
Adam Enrique Rodriguez's proposal:
The proposed mural design will reflect the vibrant energy of Indio, featuring iconic building and local cultural elements like Papel picado, and a piñata. A native cactus wren perched on a blooming beaver tail cactus with will be central to the design, transitioning from day to night with native palms and mountains. The mural will celebrate Indio’s cultural events, including the Date Festival and dance traditions. The artist envisions community involvement, honoring Indio’s legacy.
The artist’s proposed budget is $50,000.
The artists proposal are delineated in the Attachments 1 and 2 to this staff report.
It should be noted that the property owner has expressed a clear preference for the proposed concept by Adam Enrique Rodriguez. This design has been well-received and aligns closely with the owner’s vision for the space.
Staff is now requesting that the City Council select the finalist for the Indio Mural # 16 Project and authorize the City Manager and City Attorney to negotiate and finalize the terms of any agreement between the City and the selected artist, with a total budget not exceeding $50,000 for the mural and a total budget of $10,000 for lighting.

Request for Proposal - Molly Keen, Muralist and Educator “Indio Twilight: A Mural of Community Colors,” is a stunning representation of Indio’s unique charm and the spirit of the Coachella music festival. It is a mesmerizing mural that captures the magic of the Coachella Valley and the vibrant energy of the Coachella music festival. This mural is designed to be an immersive experience, inviting festival-goers and art enthusiasts to become a part of the artwork.
The mural’s background is a captivating blend of a starry night sky transitioning into a breathtaking desert sunset. This seamless fusion of day and night represents the Indio’s duality – its peaceful, starry nights and its dynamic, sun-soaked days.
There is an option for a day of painitng if the community desires to particpate in a paint-by-colors technique where locals become apart of the process. This can be a great way to show belonging and give painting workshops as a part of the mural making process.
This design is not just a mural; it’s an artistic celebration of Indio and the music festival’s spirit that it is home to. It’s a place where visitors can connect with the essence of Coachella, take memorable selfies, and immerse themselves in the magic of this incredible place.

Native Plants & Animals: The cholla’s, wildflowers, barrell cactus, iconic plam trees. Animals include moths, vultures, coyote, spider and more. We can add or edit the type of plants and animals we showcase.
Ferris Wheel: At the heart of the mural stands an imposing Ferris wheel, a symbol of the Coachella music festival. It’s intricately detailed, with bright, neon lights that shine brilliantly at night, casting a colorful glow on the mural.
Hot Air Balloons: To the side of the Ferris wheel, a cluster of hot air balloons rises into the painted sky. Each balloon is uniquely adorned with patterns and colors, giving a nod to the hot air balloon rides that grace the Coachella Valley’s skyline during the festival.
Selfie Doors: Scattered throughout the mural are interactive selfie doors. These intricately designed doors are painted with vibrant, abstract patterns and Coachella-themed motifs. Festival-goers can step up and pose in front of these doors, creating memorable and shareable moments.
Desert Landscape: Surrounding the central features, the mural incorporates elements of Indio’s natural beauty.
Saguaro cacti, desert flora, and rolling sand dunes blend seamlessly with the celestial backdrop.
Musical Artistic Expression: The mural allows space for your unique artistic expression, Muralist Molly Keen.
Incorporate other elements that you wish. This type of design allows for additions and revsions that encapsulate your ideas and local flare. Featured are music notes, guitar and more.

Celebrating Fresno’s Agricultural Legacy
Mural Description:
Color, bold linework, and a whimsical dreamscape will entice any visitor or resident to stop and engage with the mural. There is also the chance for team building participation where residents can paint alongside the Artist in a paint-by-color, adult coloring book technique.
The mural concept captures the essence of Fresno’s rich agricultural heritage and the vital role that community, nature, farm laborers, fields, crops, planting, harvesting, and machinery play in shaping the region’s identity.
There will be a central focal point, a center, where visitors and residents alike can take a snapshot of the mural to understand the work in the span of a photo. The mural will include bountiful fields, nature’s harmony, a cycle of seasons, and a generational legacy. Like a portal into the fields, the mural will glimpse history while maintaining a playful and whimsical style.
Process: I create three designs digitally imposed on the wall so you have a variety of options to select from. We do a round of revisions and fall in love with the final design concept.
Color Palette: Think Doctor Suess meets rainbow, that
meets whimsical. Refer to the ‘Groovy’ color palette.
Style: The mural combines elements of a whimsical feel, blending detailed depictions of crops and machinery with expressive strokes that convey a sense of movement and
energy.
Impact: I desire a level of participation and interaction for the mural. The kind of art that makes visitors stop to take a picture. The playful “Harmony of Harvest”, serves as a celebration of Fresno’s agricultural heritage, fostering a sense of pride and unity within the community. It invites viewers to connect with their roots, honor the contributions of farm laborers, and appreciate the delicate balance
between nature and industry that sustains Fresno’s
agricultural legacy.

Dear Leila,
Having the opportunity to create a mural in my hometown has been a life long dream of mine and I am beyond honored to be considered for this monumental renovation of Indio’s downtown area. As I mentioned in previous proposals, I was raised in Indio and spent a lot of my childhood in Old Town Indio. Both sides of my family’s history are deeply connected to Indio and the greater Coachella Valley and I take great pride in calling this area my home. Having been hired for many mural projects by various organizations including music and arts festivals throughout California, I have gained tremendous experience with working on large scale murals, both commercial and private. I believe my work would be a great addition to the City of Indio. Attached below, I have included some examples of my work and previous mural projects with Goldenvoice, PBS, Westfield, and the Haagen Company, to give you an idea of the range of work I have completed. I have also included my concepts for the Indio’s Mural #16
, an itemized list of materials, proof of insurance, and maintenance plan and overall pricing for the entire project. Thank you for providing this unique opportunity to enliven the City of Indio, to inspire it’s residents and visitors for generations to come.
Sincerely,
Adam Enrique Rodriguez

ARTIST STATEMENT
I was born and raised and currently live in Indio, CA. I graduated from Indio High School in 2008 and earned a scholarship to attend Laguna College of Art + Design in Laguna Beach, CA. In 2013, after years of being a lead art handler at HeatherJames Fine Art in Palm Desert, I began my journey as a professional artist in San Francisco.
My art incorporates the breadth of my knowledge of classical to abstract, heavily influenced by the neo-expressionism, graffiti and contemporary art, creating an ongoing exploration of contrasts and styles. I believe my concept will reflect the vibrance and energy of Indio and bring a colorful character to the thriving new life in Old Town Indio. I am fascinated with finding new and innovative ways that art can transform our environment and ignite the community’s imagination and inspiration.
My work has received recognition from the Palm Springs Art Museum, the Broad Foundation for the Arts, Loma Linda Children’s Hospital, as well as being featured in a novel by Kobe Bryant, “Geese Are Never Swans” . Throughout my career, I have worked with brands like, TOMS shoes, Goldenvoice and Westfield, including many non-profit organizations and charities. In 2013, my work was published as album artwork for Grammy award-winning musician, Anderson .Paak.
As a Southern California native, I have always strived to represent our community and our culture in my artwork. Being able to contribute to the story of the City of Indio has always been a dream of mine and thank you again for your consideration on this important project.

For this mural project, taking into consideration that this wall will be visible to traffic, I thought it would be ideal to have a bright and colorful mural that reflects the vibrant energy of Indio. The entire wall will be covered with bold colors and iconography that are emblematic of “The City of Festivals”. Indio is my hometown and I have seen the beautiful transformations that have taken place throughout the years, I want my mural to represent our culture as locals and simultaneously inspire and connect to our visitors. The concept I have created will include landmarks that are commonly associated with Indio’s festivals like, the concert stages and lights, fireworks, etc. I also want to represent the Mexicano culture that is deeply rooted in Indio’s history by painting the festive papel picado banners across the top the wall, incorporating traditional loteria cards and a piñata in the center of the composition. Also in center of the composition, I’ve included the native cactus wren, with wings outstretched, landing on a native beaver tail cactus in bloom with a bright California Poppy fl ower.
For the overall composition, the landmarks will be set over a landscape that will transform from the colors of day to night (from left to right), emphasizing our iconic native palms and mountains that will tie the entire piece together. For the interactive/ social media aspect of the mural, I decided to use the string of balloons that run through the composition, where viewers can stand in front of the string and give the illusion of them holding the balloons. A ‘City of Indio’ hashtag can be included. The mural will be a mixture of hyper realistic qualities with expressive movement and painterly mark making. I had envisioned incorporating community involvement and possibly create an event where families in Indio can participate in the completion of the mural, if possible. I believe working alongside the community where I grew up is a crucial aspect to my creative process and I would love to create an opportunity for the public to contribute to a permanent mural in their hometown. Indio’s public art has always been a source of inspiration for me and I would be honored for this mural to be a part of our rich legacy and revitalization of downtown Indio.

The mural will be painted with the best quality BEHR ULTRA Exterior Satin oil-based paints and Montana spray paint. The preparation for the walls will require pressure washing to clean the surface and will be primed with Kilz Primer to ensure the vibrancy of the colors and longevity of the mural, but will compliment and still keep the integrity of the wall’s original brick texture. In order to protect the mural from vandalism, the mural will be sealed with industrial grade Nano-Tech anti-graffiti coating when completed. The sealant will also prevent fading from sun exposure. Any maintenance to the mural that is required will be routinely checked annually and shall be done by me or an assistant authorized by me, under my direction. Each routine check-up or repair will be $175 per hour.

The scope of this project will take about 8 weeks to complete. I will first prepare the walls by power washing, cleaning, and priming the surfaces. The greater the attention made to the preparation of the surfaces will ensure the best adherence of paints and their lifespan. I will be using a 21ft Scissor Lift and extension ladder to create the mural.. I will be using a combination of paint supplies including rollers, brushes and spray paints to achieve desired color and composition. As for the idea of involvement from the community, details can be discussed between the council members if I am selected for this project. Following the completion of the artwork, the entire surface will be sealed with an industrial grade, anti-graffiti sealant that will safeguard the painting from vandalism or weathering to the paint and should be reapplied every 10 years.

STAFF REPORT
To: City Council
From: Bryan H. Montgomery, City Manager
Prepared by: Bryan H. Montgomery, City Manager
Subject: Consideration of names for the conference rooms at the new City Hall.
RECOMMENDATION:
Confirm the names for the conference rooms at the new City Hall.
SUMMARY:
There are six conference rooms in the new City Hall (see attachment) that could use names for functionality and identification purposes. Staff has discussed some options with the Council over the last few months, including the option of naming the rooms after local shrubs and trees, names of the festivals in Indio, stages at the most popular festivals, varieties of dates, and names of people that have had a positive impact on the history of Indio. A consensus emerged to name the conference rooms after people who lived in and had an impact on the Indio community.(A nice photo and plaque could go in each conference room to explain and educate about the person). The purpose of this agenda item is to formally review the options and receive final direction on the naming of the conference rooms at the new City Hall.
BACKGROUND INFORMATION:
The naming of the conference rooms at the new City Hall is important for identification purposes and can also be a means of recognizing some people that have had a significant impact on the community. A request was made of the Community Services Commission for recommended names of individuals that have had such an impact (this list is attached). While the names presented by the Commission were recommendations for parks, streets, and other City facilities, the names were sent to the City Council for consideration for the naming of the conference rooms.
Also discussed as possible ideas were naming the conference rooms after local trees and shrubs (Date, Mesquite, Yucca, Palo Verde, etc); the stages at the Coachella and Stagecoach Festivals (Sahara, Gobi, Mojave, Palomino, etc.); the varieties of dates (Medjool, Deglet Noor, Barhi, Abbata, Barhi, Zahidi, Khadrawi); and, the names of our festivals (Coachella, Stagecoach, Date, Tamale).
An informal consensus arrived at utilizing names of people of historical significance in Indio, and the goal of this agenda item is to discuss the possible names and formally confirm the names for the conference rooms.
Attached is a three-page pdf file showing the conference rooms from the floor plan - there are six conference rooms to be named. You will note that there is one additional room on the 1st floor but it is very small and not a formal conference room. There is a conference room within the Human Resources area, but it would appear functionally best to just name that the “Human Resources AGENDA ITEM #11.3

STAFF REPORT
To: City Council
From: Bryan H. Montgomery, City Manager
Prepared by: Jonathan Nicks, Assistant City Manager
Subject: Staff will review completion of the 2022-2024 Strategic Plan and provide an update on efforts to develop a new Strategic Plan that will begin in 2025.
RECOMMENDATION:
Receive and file.
SUMMARY:
The Indio Team made significant strides toward completing many action items included in the 2022- 2024 Strategic Plan. Staff have engaged a consultant to work with the City Council, staff, and community to help establish priorities for a new Strategic Plan.
BACKGROUND INFORMATION:
In 2022, the Mayor and City Council adopted the current (2022-2024) Strategic Plan. This plan established the City’s vision, mission, ethics, and core values. The plan includes the following Community Growth; Job Business Safety; & goals: and focus of areas Public Festivals, Revitalization; 111 Highway Beautification; Downtown Community Infrastructure; & Events, Arts, & Culture; Community Outreach, Communication & Participation; and Financial & Environmental Sustainability & Operational Excellence.
In each area of focus specific action items were established to help the City achieve strategic goals.
The current plan contained 159 total action items and during a relatively short timeframe, Team Indio "got stuff done" with 125 or nearly 80% of those items either completed or with significant ongoing efforts (see attached for detailed inventory)
As 2024 has ended, it is important that the City of Indio remains proactive in establishing the goals and objectives that will carry the community
forward into the next several years. To ensure that the use of resources aligns with goals and objectives, a new plan will need to be adopted prior to development of the budget for the next fiscal year (July 1, 2025 - June 30, 2026).
The next strategic plan will continue to create a long-term vision for the City and set a course of action by establishing priorities, outlining actions to effectively achieve objectives, and setting a framework for reporting progress. Building upon the existing plan, staff began a request for proposal (RFP) process in November 2024 to engage a professional consulting firm to assist with developing a new strategic plan.
RFP Process
AGENDA ITEM #11.4
Review completion of the 2022-2024 Strategic Plan and provide an update ... Page 314 of 331 The RFP for strategic planning services incorporated measurable goals, timetables for achievement, and a provision for a community engagement process. A total of seven (7) proposals were received by the submittal deadline on December 10, 2024. Subsequently, a comprehensive evaluation of the proposals was completed by a review committee comprised of City staff from the City Manager's Office, Community Development, Economic Development, Finance, and Human Resource departments. Proposals were reviewed and ranked based on the qualifications and experience of the firms and their project team in addition to the firm’s understanding of the project, service delivery approach, and cost.
The top two finalist presented to an interview panel that comprised of staff from the review committee. The results of the evaluation identified Berry Dunn, as the most responsive proposal.
Berry Dunn was selected based upon the technical knowledge and expertise of their project staff, understanding of the City’s needs, proposed approach including a comprehensive community outreach and stakeholder engagement plan, and cost. Berry Dunn has extensive experience developing consensus-based strategic plans for public agencies, facilitating public meetings, and soliciting input from the public and key stakeholders. The firm will work with the City to develop a multi-year strategic plan that builds upon the current strategic plan and incorporates key elements from the City’s other planning documents such as the downtown specific plan, transportation plans, and Capital Improvement Program.
Next Steps
The strategic planning process will begin with community outreach and stakeholder engagement meetings. This will be followed by City Council and staff interviews along with interactive workshops with the goal of developing and adopting the plan prior to the development of the fiscal year 2025/26 budget.
