The City Council serves as the Board for the Indio Water Authority, Electric Finance Authority, Public Finance Authority, Housing Authority
Council Chamber: Those members of the public wishing to observe and participate in the City Council meeting are encouraged to attend in-person at the address and time noted above.
Public Comments: Members of the public who wish to comment on matters before the City Council may do so in the following ways:
In-person when the City Council hears public comments as scheduled on the Agenda. Comment cards are located at the entrance of the Council chamber.
By e-mail to the following address: [email protected]. E-mailed comments must be received on or before 2:00 p.m. on the day of the meeting to be added to the record. Public comments received will not be read during the meeting.
For Public Hearing Items: in-person public comments will be accepted during the public hearing until the hearing is closed.
CEQA Statement:Unless stated otherwise on the agenda, every item on the agenda is exempt from CEQA under Guideline Sections 15060(c), 15061(b)(3), 15273, 15378, 15301, 15323 and/or Public Resources Code Section 21065.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
(Levine Act - Government Code Section 84308)
Pursuant to Government Code section 84308, members of the Indio City Council are disqualified and not able to participate in any agenda item involving contracts (other than competitively bid contracts, labor contracts, or personal employment contracts with City of Indio employees), franchises, discretionary land use permits and other entitlements if the Councilmember received more than $500 in campaign contributions from the applicant or contractor, an agent of the applicant or contractor, or any financially interested participant who actively supports or opposes the City’s decision on the agenda item in the previous 12 months. Members of the Indio City Council who have received, and applicants, contractors or their agents who have made, campaign contributions totaling more than $500 to a Councilmember in the previous 12 months are required to disclose that fact for the official record of the subject agenda item and shall not make, participate in making, or in any way attempt to use their official position to influence the subject agenda item. Disclosures must include the amount of the campaign contribution and identify the recipient Board member and may be made either in writing to the City Clerk prior to the subject hearing or by verbal disclosure at the time of the hearing.

This is the time set aside for members of the public to comment on Item 3.1 on this special meeting agenda and on other matters of City business within the subject matter jurisdiction of the City Council.
The City Council may not discuss or take action on any matter not listed on this agenda except as authorized by law. Public comments may be provided in the manner prescribed at the top of this agenda.

RULES OF DECORUM
To help conduct the business of the City Council in an orderly fashion, the City Council has adopted rules pertaining to decorum and order, as provided for in Ordinance No. 1205. The City Council will strictly enforce these rules in order to allow full expression of ideas and opinions by councilmembers, staff and the public.
Generally, the City's rules of decorum prohibit comments or actions which willfully disrupt the meeting. All remarks and questions shall be addressed to the Council as a whole and not to any particular member. No individual Councilmember or member of the City staff shall be questioned without first obtaining permission from the Presiding Officer. The City Council asks that all persons - including councilmembers, staff and the public - act and speak respectfully.
